Portfolios: Buhari Clings To Petroleum, Fashola Loses Power

Mild surprises are being recorded at the ministerial inauguration going on in Abuja, with  President Muhammadu Buhari again clinging on to the Petroleum Ministry. There has been speculations this time that he may relinquish the position and hand it over to somebody from the core North. More surprisingly, however, was the appointment of Timipre Silver as the Minister of state for Petroleum.

With this, Silver replaces Ibe Kachukwu, whose tenure became tumultuous at the sunset of his occupancy of that position. It is not clear how Silver and Maikanti Baru, the Group Managing Director of the Nigerian National petroleum corporation, NNPC, could hit it off, but Abba Kyari is expected to act as a buffer.

That is not all. Former governor Godswill Akpabio is to head Niger Delta Ministry, while Festus Keyamo is to be a Junior Minister under him. With Ita Enang as the Senior Special Assistant to Buhari on Niger delta, the gloves may soon be off.

This has shattered the expectations of Keyamo who has been vigorously campaigning for the position of Attorney general. That portfolio was incontestably reserved for Abubakar Malami, the Lawyer that Buhari knows.

Rauf Aregbesola, former Osun Governor, has been taken to the Ministry of Interior-allegedly on the recommendation of Bola Tinubu, the National Leader of the All progressives congress, APC. And Babatunde Fashola lost power, retaining his Works and Housing portfolio.

Chris Ngige has returned to the trenches with the Labour unions despite his altercations with Adams oshiomhole, the APC Chairman. And Oyeama Godfrey retains his foreign portfolio.

Oyo Ita Sighted In Aso Rock, Visits Abba Kyari

The directive by President Muhammadu Buhar that all attempts to see him must pass through the Chief of staff, Abba Kyari may have already started to be affected as the embattled head of service, Winnifred Oyo Ita, was sighted in Aso Rock entering Abba Kyari’s office. Oyo Ita was conspicuously absent at the retreat by ministerial nominees. That retreat saw all senior members of the Buhari cabinet, including permanent secretaries in attendance.

She was expected have have given a speech with the title ‘Consolidating Ongoing Reforms in the Public Service” on Tuesday.

She was reported to have thrown in the towel by writing a letter of retirement to the presidency, to which the Presidency has not acknowledged receipt.

She is being investigated over a N3 billion fraud in the Civil Service.

Update: Shoot-Out At Ambode’s, As Kinsmen Rally Round Him, Withstand EFCC

The visit to the Epe home of the former Lagos State Governor, Akinwunmi Ambode, by the EFFC, Tuesday morning, did not go as smoothly as was first reported.

There was a shoot-out as his kinsmen rallied round him, and prevented  the EFCC operatives from gaining entrance into his home.

The Operatives, fearing a   mob action, and avoiding a bloody confrontation, beat a retreat, by shooting their way through, while quickly boarding a white bus they came in.

Said the people:”We will never allow this to happen”

For them, the raid meant another humiliation of their son, who was humiliated out of a second term in office.   But, for how long can they prevent the law from taking its course?

For how long can the power of his angry kinsmen prevail?

The coming days will tell.

Breaking: HoS, Oyo-Ita, Resigns; Buhari, Yet To Accept

Head of Service Mrs Winifred Oyo-Ita, a reliable source told this magazine, has handed her letter of resignation to President Muhammadu Buhari.

She is said to have taken this decision because of the deep respect she has for the President, and the office of the Head of Service, HoS which she occupies.

Said the source,”She vehemently denies the allegations made against her. But she decided to resign because of her unadulterated respect for the President,  and the office she occupies.”

But there is a snag. The President has yet to accept her resignation.

“Yes, there is a letter from her, but the President has not accepted it yet.”

Trouble started for her when the Economic and Financial Crimes Commission, EFFC, grilled her for days, over fraud allegations amounting to Three Billion Naira, based on a petition against her written in 2014, when she was Permanent Secretary,  Ministry of Special Duties. A number of people have wondered how she could  defraud the Ministry of that amount, which equals its annual budget.

A sum of N600 million is also alleged to have been traced to an account belonging to her aide. But, Oyo-Ita denies knowledge of it.

On Sunday, she met with the President to explain herself. The President,  an Aso Rock source told this magazine, was not very happy over the treatment given to her.

After her grilling by the EFFC, she was admitted to a hospital on health grounds.

Presidential Spokesperson, Garba Shehu, when asked about the resignation, said he had no information on that, which a source insists, was deliberately leaked to the media by an Aso Rock source, even when the President was yet to accept the letter.

Oyo-Ita was not at the Presidential retreat for Ministers-designate on Monday, but she sent a Permanent Secretary to represent her.

Oyo-Ita, 55, a widow, still has five years to spend in the Civil Service before her retirement. She had worked with the President when he was the Chairman of the Petroleum Trust Fund under the late General Sani Abacha regime, and had had a televised spat with the President’s Chief of Staff, Abba Kyari, at the Council Chambers over the  controversial reinstatement of Maina in the Federal Civil Service after a pension scam.

US Government Says Buhari’s Administration Lacks Fiscal Transparency

The United States of America  says the Muhammadu Buhari administration did not make any remarkable progress in fiscal transparency.

This disclosure was made by the United States Department of State in a Statement contained in a document it just released, tagged: 2019 Fiscal Transparency Report, spanning from January 1-December 31, 2018.

The publication that is done annually usually reels out information on how government raises taxes, borrows, spends, invests, and manages public assets and liabilities, as well as highlight the minimum requirements of fiscal transparency developed, updated and strengthened by the Department in consultation with other Federal agencies.

The report also gave insights into the use of the Fiscal Transparency Innovation Fund.

The American Government undertakes annual reviews of the fiscal transparency of governments that receive U.S. assistance.

The report notes that the minimum requirements of fiscal transparency include having key budget documents that are publicly available, substantially complete, and generally reliable.

“The review includes an assessment of the transparency of processes for awarding government contracts and licenses for natural resource extraction,” it states.

According to the report, “Fiscal transparency is a critical element of effective public financial management, helps build market confidence, and underpins economic sustainability.”

It added that fiscal transparency fosters greater government accountability by providing a window into government budgets for citizens, helping citizens hold their leadership accountable, and facilitating better-informed public debate.

The department further stated that, “During the review period, the government made its executive budget proposal, enacted budget, and end-of-year report accessible to the general public, including online.  The executive budget proposal and the enacted budget, however, were not published within a reasonable period of time.  Information on debt obligations was publicly available.  Budget documents provided detailed estimates for revenue and expenditure but did not include allocations to and earnings from state-owned enterprises.

“The Nigerian National Petroleum Corporation did not have fully audited financial reports that were available to the public.  The government maintained off-budget accounts not subject to adequate oversight or audit.  Due to oil price fluctuations, actual revenues and expenditures varied significantly from estimated figures making budget documents unreliable.  Nigeria’s supreme audit institution completed audits of the government’s budget and reportedly made audit reports on its website.

“The criteria and procedures by which the national government awards contracts or licenses for natural resource extraction were specified in law and regulation.  The government has appeared to follow applicable laws and regulations in practice.  Basic information on natural resource extraction awards was publicly available.”

It said, “Nigeria’s fiscal transparency would be improved by publishing its executive budget proposal and enacted budget within a reasonable period of time, detailing allocations to and earnings from state-owned enterprises, improving the reliability of budget documents by producing and publishing a supplemental budget when actual revenues and expenditures do not correspond to those in the enacted budget, making full audit reports for significant, large state-owned enterprises publicly available, and subjecting off-budget accounts to adequate audit and oversight and making information on such accounts publicly available.

The Department concluded that, of the 140 governments evaluated pursuant to the Act plus Equatorial Guinea, 67 did not meet the minimum requirements of fiscal transparency.

Of these 67, however, 13 governments made significant progress toward meeting the minimum requirements of fiscal transparency.

Nigeria is one of the countries that did not meet the minimum requirements for fiscal transparency.

Wadume: Why Have Heads Not Rolled?

It’s more than a week now, and the story surrounding the murder of three members of the Inspector General of Police’s elite Intelligence Response Team, IRT, and, three civilian Police informants has  refused to go down. It has continued to be on the front-burner. And, has continued to make front page news in Newspapers.

Everyday, versions more scandalous than the other emerge .Each, exposing the rot in our security system. Each revealing why the war on kidnapping,  banditry, cattle rustling, murderous herdsmen, Boko Haram, ISIS, will never end. Each revealing why the trillions of Naira spent on the war to secure our country is like pouring water into a basket.

Each confirming we have saboteurs within. Each, confirming what discerning Nigerians have always suspected, which is: The war against insecurity has become big business; that a number of our security agents have become the Biblical Judas Iscariot; that this war will never end because it has made millionaires of a number of those who should fight the enemies, and protect us and their fatherland.

Indeed, the story shouldn’t go away. It holds the prize for the most scandalous story of the year – worldwide. It is the shame of a country.

And, the most bewildering: Nothing has happened.

Except  for the usual rhetorics and noise-making, and the disgraceful exchange of words, and the more disgraceful shifting of blames, nothing has happened.

Nobody has apologised. Nobody is remorseful. Nobody has even thought it important to explain to Nigerians what truly happened. Nigerians are fed with all kinds of stories, all kinds of versions; none making any sense; none exposing the rot that has become us.

The government is not outraged enough to set the ball rolling. Nobody is outraged enough to ask people to resign.

In more civilized countries, heads would have since rolled. A couple of people would have resigned from office, or forced to resign.  But here, everybody is sitting tight. It is business as usual.

How did we descend to this level? How did those who should ward off enemies for us become our enemies? How did we become the laughing stock of the world.

Following is what Nigerians have been able to piece together.

In Taraba state, a young man who goes by the name Hamisu Wadume has  been, excuse this cliche, a thorn in the flesh of the Nigeria Police Force. Rich. Smart. Generous. A man of the people, who even wanted to represent them in the House of Representatives.  A good mixer, he knew how to get around. In this era of extreme insecurity in the country, he knew how to protect himself. Being from Taraba, a state which is as insecure as they come, he befriended the security personnel sent to protect the state, sent to ward off bandits and kidnappers and Boko Haram and ISIS.

Cashing in on the vulnerable situation of the security agents – poor allowances, war-weary, he decided to spoil them with gifts. Cash. Cars. Everything. The snag? He is a criminal of the worst order.  A bandit. A kidnapper. And the Security Agents knew.

For cash and more, they, allegedly, gave him information.  They offered him protection. They sourced for victims for him. And each time the hands of the law were near, they asked him to disappear.

He had been responsible for many criminal activities. So, the police authorities decided to track him. For months they were after him.

This order day, they got credible information on his whereabouts. And, sent some of their best, all the way from Abuja, with a few others from Taraba, to go and arrest him.

Mission accomplished. Target in the bag. Secured with handcuffs and leg chains, they were happy. But, on their way back to Jalingo,  soldiers at the checkpoint,  who they had, also, allegedly, seen and greeted on their way to arrest their target, turned their foes. They went after them, and opened fire on them. By the time the smoke cleared,  three of the policemen were murdered in a very horrendous manner. And so were three civilians who, till now, have remained anonymous. Both the Army and the Police have treated their memories with disrespect. To them, the civilians don’t exist.

Since this shocking incident, the Army has refused to accept guilt. They claim the Policemen did not identify themselves, a claim the Police vehemently deny, and which was confirmed by the video  that went viral on social media.

I watched that video once, and have refused to watch it again. It made me sick.

I knew those three IRT operatives personally. Just as I knew DCP Umar who was gunned down in Abuja during the recent Police/Shiite clash.

I remember the glitter and pride in Umar’s eyes the day he was decorated  a DCP  by DIG Ntomchukwu, now retired. He was a professional and, he loved his family. Those three IRT operatives were some of the best in the NPF. The IRT, led by DCP Kyari are the pride of the Police. They dare where others fear to dare.

I remember the day they, including those three, now murdered, arrested the alleged notorious kidnapper, Evans, in the Magodo area of Lagos. For their bravery, they were all promoted to their next ranks. They had, thereafter,  undertaken,  successfully, other sensitive assignments.

Now, they are gone, in a most callous manner, in a country where human life is cheaper than that of a fowl.

As, I write this, more than a week after, nobody can confirm that anybody has been arrested for the heinous crime. It has been guess work. Nobody has told us the whereabouts of the alleged kidnap kingpin.

The Police, speaking through the Force PRO, DCP Frank Mba, asked the relevant questions.

Where is the alleged Kidnapper? How was he able to escape in handcuffs and leg chains? The soldiers claim they got a distress call informing them that somebody had been kidnapped,  and needed to be rescued. Who was the informant? What’s the phone number? Kidnappers tie their victims with ropes or clothes, not with handcuffs and leg chains. So, the soldiers cannot claim ignorance.

It is embarrassing that more than a week after,  we don’t have more facts on this sordid incident, an incident which has  made a ridicule of Nigeria before the civilized world.

Unconfirmed reports say an Army Captain and about 25 military and police personnel have been arrested for,  allegedly, working with Wadume.

If true,  the Joint Investigation Committee set up by the Defence Headquarters should name and shame them.

They should be exposed for the criminals that they are.

Truth is: The soldiers who murdered the three policemen and three civilians were not unknown soldiers.  They are known. So, it cannot be difficult to identify them.

Another truth is that there is no doubt that some soldiers and policemen are in connivance with criminals to wreak havoc on Nigerians.

The suspicion has always been there. Now, it has been confirmed. Confirmed, also, is the allegation by former  Chief of Army Staff and  former Minister for Defence. Lt. General T.Y. Danjuma that some military personnel may not be innocent of a connivance with criminal elements in Taraba.

Now, the ‘sh.t’ has hit the fan. Still, the Military can redeem its image by doing two things. First, name and shame those involved in the Taraba shame. And, two, let heads roll. This shame is too difficult to treat as a passing shower.

It’s more than a week now, and the story surrounding the murder of three members of the Inspector General of Police’s elite Intelligence Response Team, IRT, and, three civilian Police informants has refused to go down. The Commander-in-Chief should help the Military to redeem itself. Let heads roll.

Breaking: Finally, Buhari Meets With Oyo-Ita, HoS

Embattled Head of the Civil Service, Mrs Winifred Oyo-Ita, on Sunday, met with President Muhammadu Buhari.

Oyo-Ita was, a couple of days ago, arrested by Operatives of the Economic and Financial Crimes Commission, EFCC, for questioning.

She was alleged to have grilled on fraud allegations totalling about N3billion, an amount many people say is equal to the budget of the Ministry of Special Duties, where she was Permanent Secretary, and so, asking how possible that could have been.

She was given an administrative bail, and thereafter, allegedly hospitalized.

At the time of her questioning, President Buhari was on Sallah holidays in Daura, and returned to Abuja only on Saturday.

But Aso Rock sources say Oyo-Ita met with the President on Sunday, a meeting sources say she was desirous of,  so as to tell the President her own side of the story.

Even though details of their meeting have not been made public,  unconfirmed sources say the President may not have been happy over her ordeal.

One of the allegations against her had to do with the Civil Servants Insurance Scheme, a scheme which papers are still in the Villa, and which has not taken off yet.

Oyo-Ita is not a stranger to the President,  having worked with her when he was the Chairman of the Petroleum Trust Fund, OFF, under the regime of late Head of State, General Sani Abacha.

FG Closes Enugu Airport Indefinitely

With effect from 12 midnight, August 24, air passengers to the South East will be in trouble.

Only the Sam Mbakwe International Cargo Airport will be open for them. Unless they would fly to either Asaba or Port Harcourt International Airports

The Federal Airports Authority of Nigeria, FAAN, on Saturday, announced an *indefinite* closure of the Akanu Ibiam International Airport, Enugu.

According to a statement signed by Henrietta Yakubu, FAAN’s General Manager, Corporate Affairs,  The airport will be closed to all traffic, including international traffic, for major repairs and works on its runway and the airfield.

“This move is aimed at resolving the existing Safety/Security concerns to flight operations.”

No date was fixed for its re-opening, but Yakubu says a date will be announced in due course.

Not a few people are worried about the timing of the closure and when it would be opened for traffic, seeing that Christmas is a few months away, and that many South-Easterners in the Diaspora who plan to be home for the Christmas, through the Enugu Airport, would have already bought their tickets. The prayer is that the repair works are through before the first week of December.

As it is, the only alternative airports for air travellers to the East are the Asaba and Port Harcourt Airports.

If they choose PH, they have to cope with the dangers of travelling by road to their destination. The PH -Owerri, PH-Umuahia and, the PH-Enugu roads are among the most dangerous in the country. They are prone to kidnap activities which endanger the safety of  passengers.

Fr. Mbaka To Resign As A Prophet, If…

The Spiritual Director of the Adoration Ministry, Enugu, Rev. Fr. Ejike Mbaka, has put his reputation as a Prophet on the line. The Priest, with thousands of followers, says he would quit as Prophe if a prophecy he has just made against October 1, 2019, does not come to pass.

Addressing his congregation in Enugu, according to reports, Mbaka prophesied that Nigeria would be enveloped by darkness  for five hours, on Tuesday,  October I,  beginning from 12 noon. Thereafter, a very heavy rain and thunder would follow.

“On the 1st of October, there will be darkness in the cloud over Nigeria for a complete five hours starting from 12 noon till 5 pm. Then after it, will follow a massive rain with thunder. If this sign did not occur on the 1st of October, then I will resign as a Prophet”, he was quoted to have said.

It is not known why Mbaka made the  prophecy or threat, but many are attributing it to the pronouncements by another Priest, Rev. Fr. Ebube Muonso who, allegedly, dismissed Mbaka as a fake Prophet.

Muonso is the founder of the Holy Ghost Adoration Ministry, Anambra.

In response, Mbaka was quoted to have said” I don’t have much words to say over what Ebube Muonso said about me. I am a prophet of God. Everyone knows that when I prophesy, it comes to pass. For someone to come from nowhere and question my authenticity, that person is on the brink of extinction.”

Not a few people are of the view, however, that Mbaka’s prophesy should not be taken on face value since he spoke as a Prophet.

Both Mbaka and Muonso are of the Roman Catholic Church.

Update: FG Proscribes Shiites As A Terrorist Group, Ignores Boko Haram

An Abuja High Court has granted the request of the Federal Government to proscribe and declare the Shiite group  as a terrorist organization-the second unarmed group to be so designated, even though Boko Haram remains nothing but “our misguided brothers”, according to President Buhari. The first was the Indigenous People of Biafra, IPOB,

Government has approached a Federal High Court in Abuja Friday to seek an ex-parte order banning the group. In the judgement by Justice Nkeonye Maha, the Court declared that the designated the activities of the Islamic  organization in any part of Nigeria as acts of terrorism and illegality. The Court restrains “any person or group of persons” from participating in activities involving the Islamic Movement of Nigeria, IMN, under any name or platform. IMN is the umbrella body of Shiites in Nigeria.

The court then ordered the Attorney General “to publish the order proscribing the respondent (Islamic Movement in Nigeria) in the official gazette and two national dailies.”

The latest Shiite protests has resulted in the death of many members of the Shiite group. While the Police insists that only 11 people were killed, the group has said the figure is about thirty, and that over five of their members died in police custody. An Assistant Commissioner of Police was shot in the head-surprisingly from the back when he was facing the Shiites backed by the police, (the Shiites were mostly unarmed), thereby fueling speculations about who actually killed him, particularly as there was no forensic audit. He was immediately buried.

All these were happening as Iranians were protesting at the Nigerian Embassy in Tehran, calling for the Nigerian Government to release their Nigerian “Ayatolla El Zakzaky”. El Zackzaky plan was to overthrow the constituted authority like Ayatolla Khomeini did in the early seventies in Iran.

Nigeria has been the only country where both IPOB and IMN are regarded as terrorist organizations. IPOB was never in the international terrorist list, but Boko Haram, which the government has not deemed fit to proscribe,  lisisted, together with the Herdsmen which the government seem to be protective of.
