CBN Sets Aside N121bn For Women In MSMEs

The Central Bank of Nigeria, CBN has set aside a whopping N121 billion to support women businesses as part of its efforts to boost the Micro, Small and Medium Enterprises, MSMEs in the country.

The fund represents 60 per cent of the N220 billion set aside by the apex bank to promote MSMEs development and further expand women inclusiveness in small businesses.

According to a circular recently released by the Godwin Emefiele-led government bank titled “Guidelines for micro, small and medium enterprises development fund for non-interest financial institutions,” and signed by the Director, Development Finance Department, CBN, it said there is the need to bridge the gap in the MSMEs sub sector by making women to participate more.

“The sub-sector is characterised by huge financing gap which hinders the development of MSMEs, CBN said.

Recall that the Minister of Women Affairs, Pauline Tallen, few months ago said many women in the country have been badly hit by the corona virus pandemic and needed strong government to put their businesses back on track again.

The Buhari administration, had last June, followed up by unfolding special palliative measures targeted  at women-owned medium and small businesses (MSME’s), to help them recover from the impact of COVID 19.

The Revised Microfinance Policy, Regulatory and Supervisory Framework, RMPRSF law stipulates that government must ensure that 60 per cent of the MSMEs funds are accessed by women doing small businesses.

The “Section 6.10 of the Revised Microfinance Policy, Regulatory and Supervisory Framework for Nigeria, stipulates that ‘a Microfinance Development Fund shall be set up, primarily to provide for the wholesale funding requirements of MFBs/MFIs’.

It said the only way to bridge the gender gap in the sub sector is “To fulfilL the provisions of section 4.2 (iv) of the policy, which stipulates that women’s access to financial services to increase by at least 15% annually to eliminate gender disparity, 60% of the Fund has been earmarked for providing financial services to women.”

Apart from the 40 per cent set aside for women in SMSEs, the apex bank also stated that 12 per cent would go to economically active persons living with disabilities and start-up businesses.

The CBN further stated in the circular that the objectives of wholesale funding were to provide facilities to eligible Primary Financial Institutions, PFIs for on-financing to MSMEs; improve the capacity of the PFIs to meet credit needs of MSMEs; and reduce the rate of financing to the PFIs and the beneficiaries.

The Nigeria Airforce, NAF,  Sunday evening, released the identity of the driver who killed Flying Officer Tolulope Ayotile, Nigeria’s first female Helicopter Combatant Pilot in a vehicle accident.

In a briefing in Abuja, NAF spokesperson Air Commodore   Ibikunle Daramola said the diseased was inadvertently knocked down by her former schoolmate. He gave the name as Nehemiah Adejoh. He was in the car with two of their other classmates at the Airforce Secondary School Kaduna, identified as Mr Igbekele Folorunsho and Mr Festus Gbalegun. None of them was drunk, or had any substance.

There was outrage over the death of the officer, with many people asking for  investigation into her death.

“Mr. Nehemiah Adejoh, Mr. Igbekele Folorunsho, and Mr. Festus Gbayegun, drove past her in a Kia Sorento SUV, with Registration Number AZ 478 MKA,”. Daramola said.

He also revealed that the Pilot lived in Enugu, but had come to Kaduna for her promotional exams. He also revealed that she had two calls, one from her mate to plan their return journey to Enugu, and another to her Superior officer in Niger state, as regards her new assignment.

 Preliminary Investigation Report On The Death Of Flying Officer Tolulope Arotile

  1. On 14 July 2020, the Nigerian Air Force (NAF), and indeed the entire Nation, was thrown into mourning as a result of the death of one of our shining young stars in the person of Flying Officer Tolulope Arotile, the NAF’s first female combat helicopter pilot. Her unfortunate demise has elicited an overwhelming outpouring of condolences, prayers and support to the NAF as well as the Arotile Family. This has no doubt been so, not just for Tolulope’s outstanding accomplishments at the tender age of 24, but also because of her sterling personal qualities of excellence, hard work, dedication to duty, confidence and courage, which endeared her to her superiors, subordinates and peers in the Service. Unfortunately, because of the peculiar circumstances of the incident that led to her death, a rash of falsehoods, innuendos, conspiracy theories and the likes have been propagated in the public space, especially on Social Media. The NAF sincerely hopes that the findings of the just-concluded preliminary investigation into this unfortunate and painful incident will address the misinformed issues raised in the Social Media on the tragedy.
  2. Moreover, while it would have been ideal for the entire investigation to be concluded before details on the incident are released, the NAF, in sensitivity to public concerns occasioned by the spread of false information, appreciates the imperative to provide more clarity at this very difficult moment. Please note that the details being revealed today have already been communicated to the Arotile Family, who ideally should be allowed to mourn their daughter and sister in peace, but for the unfortunate nature of the sad occurrence.
  3. In line with the normal procedure in the Nigerian Air Force during such occurrences, an investigation was immediately instituted to formally determine the circumstances of the incident. Accordingly, the preliminary investigation has revealed the following details:

The Late Flying Officer Tolulope Arotile, a Squadron Pilot at the 405 Helicopter Combat Training Group (405 HCTG) Enugu, attached to the Air Component of Operation GAMA AIKI in Minna, having recently completed her Promotion Examinations, was in Kaduna awaiting deployment for her next assignment. During this period, she stayed with her sister, Mrs Damilola Adegboye, at Sabo Area in Kaduna, visiting the NAF Base whenever necessary.
  5. On 14 July 2020 at about 10.55am, Late Flying Officer Arotile received a phone call from her colleague, Flying Officer Perry Karimo, a fellow helicopter pilot from the 405 HCTG, who wanted to discuss arrangements for their return to Enugu, requesting that she comes to the Base so that they could work out the modalities. Subsequently, at about 10.58am, the Late Arotile placed a call through to Squadron Leader Diepiriye Batubo, the Group Operations Officer (GOO) of 405 HCTG, who was in Minna at the time, to clarify issues regarding her deployment. It must be highlighted that the call FROM Flying Officer Karimo as well as the one TO the Squadron Leader Batubo both took place before 11.00am, over 5 hours before the incident which led to her death.
  6. Flying Officer Arotile was later conveyed from Sabo to the NAF Base Kaduna by her sister, Mrs Adegboye, where the Deceased dropped her phone for charging at a house in the Instructor Pilots’ Quarters belonging to Squadron Leader Alfa Ekele. Her elder sister later dropped her off at the Base Mammy Market at about 4.00pm, where she proceeded to photocopy and laminate some documents. It was while she was returning from the Mammy Market at about 4.30pm that 3 of her former schoolmates at the Air Force Secondary School (now Air Force Comprehensive School) Kaduna; Mr Nehemiah Adejoh, Mr Igbekele Folorunsho and Mr Festus Gbayegun, drove past her in a Kia Sorento SUV, with Registration Number AZ 478 MKA. It is noteworthy that Messrs Adejoh, Folorunsho and Gbayegun are all civilians who live outside NAF Base Kaduna, but were on their way to visit one Mrs Chioma Ugwu, wife of Squadron Leader Chukwuemeka Ugwu, who lives at Ekagbo Quarters on the Base.
  7. Upon recognising their schoolmate, Arotile, after passing her, Mr Adejoh, who was driving, reversed the vehicle, ostensibly in an attempt to quickly meet up with the Deceased, who was walking in the opposite direction. In the process, the vehicle struck Flying Officer Arotile from the rear, knocking her down with significant force and causing her to hit her head on the pavement. The vehicle then ran over parts of her body as it veered off the road beyond the kerb and onto the pavement, causing her further injuries.
  8. Flying Officer Arotile was subsequently rushed to the 461 NAF Hospital Kaduna for treatment, while Mr Folorunsho (one of the occupants of the vehicle) who is also an Accident & Emergency Nurse at the St Gerard Catholic Hospital Kaduna, administered First Aid.
  9. Flying Officer Arotile was confirmed dead by the On-Call Doctor at the 461 NAF Hospital at about 4.45pm on 14 July 2020, as a result of the head injuries.
  10. The trio of Messrs Nehemiah Adejoh, Igbekele Folorunsho and Festus Gbayegun were immediately detained at the Air Provost Wing, 453 Base Services Group Kaduna as investigations began. They were subjected to Toxicology Tests at the 461 NAF Hospital but no traces of alcohol or psychotropic substances were found in their systems. It was however discovered that the driver of the vehicle, Mr Nehemiah Adejo, did not have a valid driver’s license.
  11. Traffic Officers from the Kawo Police Station and the Kaduna State Police Command as well as Road Traffic experts from the Federal Road Safety Corp were also called in to provide support during the investigation.
  12. Having carefully considered the foregoing, the preliminary investigation concluded that:
  13. The death of Flying Officer Arotile was caused by blunt force trauma to the head and significant bleeding resulting from being struck by the vehicle.
  14. Being a civil case, the matter will be handed over to the Nigeria Police with a view to further investigating and charging the suspects to court in accordance with extant laws.
  15. The Nigerian Air Force, being a highly professional and disciplined organization, will not join issues with any individuals or groups regarding the spurious allegations of ‘foul play’ espoused in some quarters. Suffice it to say that Flying Officer Arotile was a pride of the NAF in whom the Service had invested massively in terms of resources, time and energy. Consequently, it is ludicrous for anyone to even remotely insinuate malevolent intent on the part of the Service against one of its most prized assets.
  16. Furthermore, it is extremely sad and disheartening that, rather than allow the Arotile Family and the Nigerian Air Force to grieve for our dearly departed Tolulope in peace, many have chosen to politicize her death, while others are using the incident to push meritless, misguided ethnic and religious agendas. The Nigerian Air Force wishes to implore everyone to respect the sensibilities of all those who have suffered most by this loss, those who really knew Tolulope – her family, her friends and her Nigerian Air Force colleagues. It is of absolute importance that the memory of this Fallen Hero and our precious child is not tainted by the propagation of misplaced sentiments and wild shenanigans. Before I end this august address, may I respectfully, on behalf of the Chief of the Air Staff, the entire personnel of the NAF as well as members of the Arotile Family, express my profound appreciation to all those who in one way or the other have shown concern, support and sympathy over this unfortunate incident.

NDDC Crisis: SERAP Wants Akpabio Suspended, NDDC IMC Probed | The Source

The Socio-Economic Project (SERAP) has sent an open letter to President Muhammadu Buhari urging him to “use his leadership position to urgently set up a presidential investigative panel to probe grave corruption allegations in the Niger Delta Development Commission (NDDC), including allegations that the agency illegally spent N81.5 billion, on travels, ‘condolences consultancy and ‘public communication between January and July 2020.”

SERAP, also, wants the Minister for Niger Delta Affairs, Senator Godswill Akpabio, suspended from office, as well as all those implicated in the allegations pending the outcome of any such investigation.

“Witnesses and whistle-blowers must be protected and the findings of the investigation should be made public. Where there is relevant admissible evidence, suspected perpetrators should be handed over to appropriate anti-corruption agencies for prosecution”, SERAP requests.

In the letter dated 18 July, 2020 and signed by SERAP’s deputy director Kolawole Oluwadare, the organization said: “These are extremely serious allegations. Nigerians expect that those who run the NDDC should be free of corruption, and should enjoy no impunity. Nigerians who want to see development and prosperity in the Niger Delta will want you to take the lead to get to the bottom of these allegations and take appropriate and decisive action to address them.”

According to SERAP, “A special panel to probe allegations of corruption in the NDDC, and that is able to work closely with anti-corruption agencies would protect the integrity of the forensic audit, remove the possibility of obstruction of justice, and interference in the process by those suspected to be involved in alleged corruption in the NDDC.”

SERAP said: “The investigation by the National Assembly has been controversial, and has reportedly turned into a ‘dirty fight’ between the NDDC and the National Assembly. Similarly, the hearings have reportedly indicted lawmakers of both the Senate and House of Representatives.”

SERAP also said: “Any perception of politicisation and bias in the investigation of the corruption allegations in the NDDC would undermine public trust in the process, and ultimately, the public interest and good government, as well as justice for the victims of corruption in the Niger Delta.”

The letter reads in part: “SERAP is concerned that allegations of systemic and widespread corruption in the NDDC are not only punishable offences but also directly undermine the human rights of Nigerians, especially the people of the Niger Delta.

“SERAP notes that your government has expressed the commitment to ‘get to the root of the problem undermining the NDDC.’ However, the most effective way to ‘get to the root’ of the corruption problem in the agency, and to ensure and protect the integrity of a forensic audit is to establish a special panel to carry out credible, independent, impartial and effective investigations into the alleged corruption in the NDDC.

“A decisive action is needed by you and your government to stop the corruption in the NDDC, ensure that anyone suspected to be responsible is brought to justice, and to fully recover stolen, mismanaged or misappropriated public funds.

“Ensuring an independent, impartial, transparent and effective investigation into the corruption allegations in the NDDC would be entirely consistent with the Nigerian Constitution of 1999 (as amended), the NDDC Act, and Nigeria’s international obligations, including under the UN Convention against Corruption to which the country is a state party.

“Section 15 subsection (5) of the Constitution requires your government to abolish all corrupt practices and abuse of power, including corruption allegations in the NDDC. Similarly, the UN Convention against Corruption requires your government to ensure effective investigation and prosecution of allegations of corruption.

“Specifically, article 26 of the convention requires your government to ensure ‘effective, proportionate and dissuasive sanctions’ including criminal and non-criminal sanctions, in cases of grand corruption. Article 26 complements the more general requirement of article 30, paragraph 1, that sanctions must take into account the gravity of the corruption allegations.

“Your government should send a strong message of intolerance for grave corruption in the NDDC, and show that you are willing and able to enforce important constitutional, statutory and international principles and obligations.

“SERAP also urges you to instruct the police authorities and security agencies to immediately end the harassment and intimidation of Ms Joy Nunieh, former Acting Managing Director of NDDC, or any other witnesses and whistle-blowers. Suspected perpetrators will escape justice if witnesses and whistle-blowers are intimidated, harassed or threatened.

“Effective investigation and prosecution will not be achieved if such crucial participants in the investigation are not sufficiently protected to perform their roles unimpeded. Stopping the harassment and intimidation would also ensure that innocent people are not wrongfully punished and that suspected perpetrators would not subvert the course of justice and escape sanctions.

“We request that you take the recommended action within 14 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel your government to act in the public interest.

“These allegations and the apparent attempts to weaken the independence, work and freedom of action of the Economic and Financial Crimes Commission (EFCC) including alleged deliberate targeting of some directors of the agency have undermined the public’s confidence in the government’s oft-repeated commitment to fight corruption.

“According to reports, the Central Bank of Nigeria and the Office of the Accountant-General of the Federation have indicted the NDDC of illegally spending 81.5 billion between January and July 2020. Further, the Bureau of Public Procurement has also reportedly stated that it did not issue ‘Certificates of No Objection’ to the NDDC for the procurements made by the commission with the money.

“The breakdown of the N81.5 billion reportedly include: community relations, N1.3bn; condolences, N122.9m; consultancy, N83m; COVID-19, N3.14bn; duty tour allowances, N486m; imprest, N790.9m; Lassa fever, N1.956bn; Legal services, N900m; maintenance, N220m; and oversea travels, N85.6m.

“Others are: project public communication, N1.121bn; security, N744m; staffing related payments, N8.8bn; and stakeholders’ engagement (Feb 18 – May 31, 2020), N248m. A senator also allegedly used 11 companies as fronts to secure for himself N3.6 billion contract in September 2016. The current managing director of the NDDC also reportedly said that the commission spent N1.5 billion for staff as ‘COVID-19 relief funds’.”

Nigeria’s Foreign Affairs Minister, Geoffrey Onyeama has tested positive for COVID-19.

The Minister, who had previously tested negative three times, tested positive the fourth time.

Announcing his positive status on his Twitter handle, Sunday Onyeama said: “Did my fourth COVID-19 test yesterday at the first sign of throat irritation, and unfortunately, this time, it came back positive. That is life. Win some, lose some.

“Heading for Isolation in a health facility, and praying for the best.”

The Minister thus joins the long list of high profile Nigrians, including  serving Governors who have contracted the disease.

Why Mr President Should Halt Pilot Arotile’s Burial – Adegboruwa, SAN | The Source

A Senior Advocate of Nigeria, SAN, Ebun-Olu Adegboruwa, has urged President Muhammadu Buhari to stop the Nigeria Airforce, NAF from burying the late Flying Officer, Tolulope Arotile, pending a full inquiry on the circumstances surrounding his death.

Arotile, Nigeria’s  first female Helicopter Combatant Pilot, died in a vehicle accident which occurred inside the Kaduna Airforce Base, on July 14.

In a release, NAF said she was killed  by a former classmate at the Airforce Secondary School, who was excited on seeing her, and inadvertently hit her as he reversed the car to greet her. The NAF said she fell down, hit her head on the tarmac, and died of head injuries.

Outrage and suspicion of foul play have greeted the circumstances surrounding her death. The family wants a full inquiry, hinting the story of her death  does not add up.

The NAF has fixed the date for her funeral against July 14. It says the accident is being investigated. Two people are under arrest – the driver, and a passenger that sat in front of the car with him.

But Adegboruwa wants Buhari to halt the funeral, saying the circumstances surrounding her death should be untangled before the funeral. He is, also, requesting for an independent autopsy to know the real cause of death.

In addition, the SAN is asking for answers to ten questions.

*Who drove the car? *Where did the accident happen? * Where was Arotile going to? * A reversing car means it had passed her so, was  she trekking? * Was she blind-folded not to see the reversing car to escape? *Were her legs tied? *What kind of medical treatment was she given? * In which hospital was she treated? *Who called her out from her rest after a successful combat on bandits? * Why are there inconsistent statements from the NAF being released in bits and pieces?

He submitted that there is no hurry in buring her, pointing out that: “The inconsistent statements  emerging from the Nigerian Airforce, NAF, has not helped to douse the suspicion”

NAF says it would give an update on its preliminary investigation on the death on Sunday.

Former Managing Director of the Interim Management Committee, IMC, of the Niger Delta Development Commission, NDDC, Barr.  Joi Nunieh, says that a life jail awaits the Minister for Niger Delta Affairs, Senator Godswill Akpabio.

Nunieh and Akpabio have been having a spat, accusing, and throwing mud at each other, since Akpabio removed her from office, and especially, since the National Assembly began an investigation of alleged corruption at the NDDC.

Nunieh accuses the Minister of all kinds of misconduct, ranging from corruption, to sexual harrassment, to oath taking. She insists she was removed by Akpabio  because she refused to connived with him to short-change the Commission.

On the other hand, Akpabio accuses her of being temperamental, and not qualified to be the M.D., because he alleges she did not participate in the NYSC.

But testifying before the House of Representatives Ad-Hoc Committee, investigating the NDDC, via Zoom from Porthacourt on Thursday,  Nunieh gave, at least, three reasons, why Akpabio should be in prison for offences which attract jail terms ranging from five years, seven years,  to life imprisonment.

For, allegedly, using two Executive Directors to “steal” files from the office in order to cover up alleged misdeeds,  Nunieh said Akpabio is liable to a five-year imprisonment.

For, asking her to take an oath of allegiance to him in a shrine, Nunieh said the Minister was entitled to  a seven- year imprisonment.

Finally, she told the members of the Committee, she holds the highest Chieftaincy title any woman could be given in Ogoniland. She is from Ogoni, Rivers State.

She explained that anybody who asked a Chief of her status in Ogoni, to take an oath, is liable to a life jail.

The President, Muhammadu Buhari, has asked for a speedy and coordinated investigation into the NDDC corruption scandal.

Many Nigerians are asking that the Minister  steps aside from office, pending the end of the investigation, or be fired by the President.

State Of The Nation: Cardinal Okogie Laments, Says Nigeria Dangerously Adrift; Says War On Corruption Is Lost | The Source

Disturbed by the State of  the Nation, and the level of corruption going on in the Country, His Eminence, Anthony Cardinal Olubunmi Okogie’s verdict is that Nigeria is dangerously adrift.

The respected Cleric  decried the level of anomalies going on, especially, as Nigeria is supposed to be waging a war on corruption.

Okogie said the development has become alarming, with government officials publicly accusing one another of corruption, while the Economic and Financial Crimes Commission (EFCC) is also facing internal challenges.

In a statement, Okogie said the EFCC is supposed to be part of the solution to the problem of corruption, but the twist of events has shown that the war on corruption has been lost.

He said: “The war on corruption never took off in the first instance. Our President is reported to have said if we do not deal with corruption, corruption will destroy us. Isn’t this country on the path of destruction already? Nigerians hear of huge sums of money being allocated to one government agency or the other, but the quality of life in this country continues to deteriorate. Whither Nigeria?”

Okogie listed other sources of anxiety to include insecurity, menace of herdsmen, bandits and Boko Haram, among others.

“Insecurity is not abating. It is still dangerous to move around Nigeria.  Kidnappers and herdsmen are on the prowl.  Bandits have taken over some parts of Nigeria.  There is no sense in which it can be said with sincerity and accuracy that Boko Haram has been defeated.  The fact is: Nigerians cannot go about their legitimate business.

“Yet, Nigeria has an assortment of security agencies.  Huge sums of money are reportedly allocated to security.  State Governors have unfettered access to ‘security votes.’

“Yet, Nigerians are kidnapped for ransom. VIPs and the so-called great ones flout government’s laws flagrantly.”

The former Archbishop said it is extremely difficult for the economy to be in good health, when there is so much corruption and insecurity.

He said: “Nigerians are poorer today than they were ten years ago. Today, truth has become a crime, while dishonesty is rewarded, and competence no longer matters.

“But Nigeria needs leaders who are morally, ethically and technically competent to manage its affairs

“Is this the way we are going to mark our 60th Independence Anniversary? A word is sufficient for the wise.

Ondo: Some Aspirants Set To Boycott Primary; Oke To Go To Court | The Source

Eleven aspirants of All Progressives Congress, (APC) in Ondo state are set and putting finishing touches on their preparations for the primary election which holds tomorrow.

Some of them, according to investigations, have concluded series of meetings with delegates to be used for the conduct of the primary election to pick the party’s flagbearer for the October governorship election.

There are indications that some of the aspirants that felt dissatisfied with the mode of the primary election have threatened not to participate.

The national secretariat of APC had, on Friday, announced that indirect primary has been adopted for the conduct of the election.

The did not  go down well with ten out of Eleven aspirants, citing delay in disclosing the mode. They also said that  indirect primary is not the best method to pick a candidate.

“Indirect primary is an attempt to rig the election in favour of the incumbent Governor Rotimi Akeredolu. We had all agreed on direct primary; we detest fraud,” one of the aspirants explained.

There are indications that some of the aspirants may go to court to challenge the outcome of the exercise going by remarks of Chief Olusola Oke that he will be participating in the exercise to enable him challenge the outcome in court.

Delegates from the Ward, local government and state levels that have been picked, are expected to converge in Akure to pick the governorship flag bearer of the party.

Meanwhile, Governor Akeredolu has rounded off his “meet the delegates tour” ahead of Monday primary election of the APC in the state.

Governor Akeredolu, who rounded off the four – day tour with visit to Ondo South Senatorial district, visited the six local government areas in the district to canvass the delegates for votes and support.

The Minister of State for Niger Delta Affairs, Senator Tayo Alasoadura, member of the House of Representatives, Hon. Timilehin Adelegbe, the Chief of Staff to the Governor, Chief Gbenga Ale and  several other notable leaders of the party accompanied the Governor on the tour.

Akeredolu, who highlighted various achievements of his administration, urged them to give him the opportunity to serve for second term.

She was abducted along Okene on her way from Abuja to Auchi, Edo State, on hearing of her husband’s death.

It is not known if her driver was, also released.

An Electrical Engineer, and a former lecturer at the Federal Polytechnic Nekede, Izuogu produced the first indigenous Nigerian prototype car,  Izuogu Z-600.

It was also the first automobile of indigenous all-African technology.

The dream of the Z-600 died due to frustration and zero support from the Nigerian Government.

An industrialist of repute, Izuogu veered into politics, and tried a couple of times to be elected Imo State Governor. He was unsuccessful.

He was a native of Akokwa, Imo State and, until his sudden death, was one of those campaigning for a Nigerian President of South -east origin.
