PSC Says Appointment, Retirement Of IGP Not Part Of Its Constitutional Power

Hashimu Argungu - PSC Chairman

By Ayodele Oni

The Police Service Commission, (PSC), has clarified that  its constitutional vires do not cover  the appointment or retirement of the Inspector-General of Police [IGP].

A statement by the Commission explained that it had been inundated with calls, messages and reports on the status of the Inspector-General of Police, (IGP) Kayode Egbetokun, in the aftermath of the Commission’s decision, directing all serving Police Officers who have served for 35 years or attained the age of 60 years to proceed on immediate retirement in line with the nation’s existing laws.

The statement issued by the Commission’s spokesperson, Ikechukwu Ani, said that the Commission wishes to state that it did not have “the Constitutional powers to determine the appointment or exit of the Inspector-General of Police.”

“The Police Service Commission is one of the Federal Executive Bodies established under Section 153(m) of the 1999 Constitution of the Federal Republic of Nigeria, as amended.

“By virtue of Paragraph 30, part 1 of the third schedule to the Constitution and clause 6 (1) of the Police Service Commission (Establishment) Act, 2001, the Commission is charged with the responsibilities of appointment, promotion, dismissal and exercising disciplinary control over persons holding offices in the Nigeria Police Force (except the Inspector General of Police.

“The law is clear on the mandate of the Commission and it does not extend to the Inspector General of Police who is an appointee of Mr. President with the advice of the Police Council.

“The Commission at its 1st Extraordinary Meeting of the 6th Management Board on Friday 31st January 2025, only considered and took decision on the regularisation of date of First appointment of CADET ASPs/Inspector Force Entrants. This has nothing to do with the Inspector General of Police or his office.

“The Commission at the Meeting passionately revisited its decision of 27th and 28th of September, 2017 and came to the conclusion that the early decision that Force Entrants should have their Cadet date of appointment in the Force against the date of enlistment, in its intent and purpose contradicted the principles of merger of service in the Public Service.

“It is in violation of Public Service Rule No. 020908 (i & ii) which provides for retirement on attainment of 35 years in service or 60 years of birth. It therefore set aside the earlier decision.

“The Commission wishes to state that it is comfortable with the size of the powers which the Constitution has bestowed on it and is not interested in shopping for more powers that obviously are not backed by law.

“It notes that it has maintained a close and complementary working relationship with the Inspector General of Police in the overall interest of the Nigeria Police Force.

“The Commission will continue to support the Police Force to achieve its Constitutional mandate of providing security and maintaining law and order across the nation.”

Police in Osun State have deployed personnel to Ido Ajegunle in Obokun Local Government Area following a violent clash over a chieftaincy dispute.

The dispute in the community has reportedly left one person, identified as Clement Ajayi, dead, while several others sustained gunshot injuries.

The conflict erupted following Governor Ademola Adeleke’s appointment of Prince Timileyin Ajayi as the Olojudo of Ido Ajegunle, a neighbouring community to Esa-Oke.

However, residents reportedly opposed the appointment, arguing that the newly installed Monarch is an indigene of Ilesa, whereas the town is a distinct entity from Esa-Oke.

Those that spoke disclosed that tension escalated when vigilantes allegedly brought in by the new Monarch were arrested by the Police four days ago.

Tensions escalated on Monday, leading to a violent confrontation. According to sources, suspected hoodlums, allegedly disguised as Security Operatives, opened fire on residents, resulting in casualties.

The violence has spread among residents, forcing many to flee for safety.

Meanwhile, students of Osun State College of Technology, Esa-Oke, have been placed on high alert as tension extend to neighboring communities.

Community leaders and residents have urged the state government to intervene urgently to prevent further violence.

When contacted, the spokesperson of Osun State Police Command, Yemisi Opalola said: “We have deployed our men to the community.”

The National Association of Nigerian Nurses and Midwives, (NANNM) has announced the suspension of an indefinite strike its members embarked upon since last week.

The state chapter of NANNM, had commenced an indifinite strike last Friday over unfavourable working conditions.

A statement signed by the state chairman, Felix Orobode and secretary, Lucky Aremu, “directed all the Nurses and Midwives under the Employment of Ondo State to withdraw their services indefinitely with effect from 12:00am Friday of 31st January, 2025 until the following demands are met by the State.

Among their demands were “Payment of the balance of January 2025 salary as agreed with the 100 percent new salary table.

“Correction of the 2022 Conversion Exercise where our members were indirectly demoted and  lateral (point to point) conversion in subsequent Conversion Exercises.

“Payment of the arrears of Promotion and Hazard Allowances and resumption of negotiation on Uniform Allowance for Nurses as captured in the Public Service rule.”

According to the association,  ‘government’s refusal to address nurses’ welfare has left us with no other option but to take this action. Nurses can no longer endure the financial and professional neglect that has characterized our relationship with the government.

However, a statement on Monday from the office of the Head of Service stated that “After an extensive deliberation held today, Monday, 3rd February 2025, between the Office of the Head of Service and the Hospital Management Board with the leadership of the National Association of Nigeria Nurses and Midwives (NANNM), it has been resolved that the strike embarked upon on Friday 31st January 2025 be called off immediately.

“Both parties acknowledged the commitment of His Excellency, Dr. Aiyedatiwa-led Government towards effective health care service delivery, in particular and sustenance of industrial harmony in the State Public Service, generally.”

The statement, signed by Sina Adeyeye, Press Officer, Office of the HOS, further said that “It was agreed that a joint forum of government and representatives of health professionals be created for regular interface to forestall hiccups in the sector.”

Sowore’s Kinsmen Condemn Him, Apologise to  IGP Egbetokun

Omoyele Sowore

By Akinwale Kasali

Omoyele Sowore, Publisher of Sahara Reporters, has come under strong criticism from his Ese-Odo Progressive Forum Kinsmen, in partnership with the Ondo State Democratic Vanguard, over his continuous attack on Kayode Egbetokun, Inspector General of Police and the Nigeria Police Force, NPF.

The Group described the attacks on the Egbetokun, as baseless and malicious.

Speaking at a press conference in Akure, the convener of the group, Comrade Olusegun Victor and Akintunde Sowore , said the attacks by Omoyele Sowore and his cohorts are harmful to the progress of the country.

The group alleged that the attacks are sponsored by desperate politicians and politically exposed officers in the police force who are determined to destabilize the administration of President Bola Tinubu.

It said: “We, the members of the Ese-Odo Progressive Forum, in partnership with the Ondo State Democratic Vanguard, have gathered today to respond to the baseless and malicious attacks on the Inspector General of Police (IGP) by Mr. Omoyele Sowore.

“As a group of concerned citizens, comprising notable individuals from the Ese-Odo Local Government Area and other parts of Ondo State where Mr. Sowore himself hails from, we feel it is our duty to address these attacks, which we find not only reckless, but harmful to the progress our country has made in securing its future.

“Mr. Omoyele Sowore’s repeated attacks on IGP Egbetokun are not only baseless, but they are also sponsored by desperate politicians and politically exposed officers in the police force who are determined to destabilize the administration of President Bola Tinubu.

“This campaign of vilification is nothing more than a well-orchestrated distraction, aimed at diverting attention from the significant strides being made in securing our nation, particularly under the capable leadership of IGP Kayode Egbetokun.

“These efforts are clearly meant to discredit and undermine the ongoing positive work of the police under his watch.

“As people of Ese-Odo, we are a community that has always been known for its decency, principled values, and commitment to societal harmony. We are proud of our history and our people, who have never been agents of destabilization.

“Unfortunately, this is a description that seems to be ascribed to Mr. Sowore by his actions, which continuously run counter to the principles we hold dear.

“We stand firmly with those who believe that, unlike the individuals who misuse their power, IGP Egbetokun has chosen the legal path to address Mr. Sowore’s reckless and defamatory statements.

“Rather than resorting to intimidation, the IGP has responded in a manner that befits his office and the law, proving his commitment to justice, professionalism, and the rule of law.

“In light of the unwarranted insults and falsehoods that have been directed towards IGP Egbetokun and the Nigeria Police Force by Mr. Sowore and his band of cyber bullies, we, the Ese-Odo Progressive Forum and the Ondo State Democratic Vanguard, offer our sincere apologies to the IGP and the Force.

“These attacks are not only damaging to the reputation of the Police, but also to the collective effort of all Nigerians who support the progress our security agencies are making.

“To clarify matters for the record: Mr. Sowore’s recent claims regarding the continued tenure of IGP Kayode Egbetokun are not only erroneous, but they are also misleading. The continued appointment of the IGP is supported by the laws of our nation.

“It is fully in line with the President’s prerogative to appoint and remove any service chief. As is the case with other high-ranking officials in our country, Mr. Sowore must understand that such appointments are not subject to the whims of any one individual. For example, Colonel Ahmed Ali (rtd) served as the Comptroller of Customs for eight years, despite having left the Army long before his appointment.

“Similarly, General Hannaniya, who was appointed as the Corps Marshal of the Federal Road Safety Corps (FRSC), had also been out of public service for many years. This is a long-established practice.

“It is important to note that the appointment of the Inspector General of Police requires the confirmation of the Senate after the recommendation of the Police Council, based on the President’s nomination.

“Additionally, the new Police Act guarantees a four-year tenure for the IGP, in line with constitutional amendments. Therefore, the actions and the continued stay of IGP Kayode Egbetokun are firmly grounded in the legal framework of our country.

“We urge Mr. Omoyele Sowore and his supporters to reconsider their actions, retrace their steps, and desist from further undermining our national security. Their actions only serve to ridicule and destabilize the important progress we are making as a nation.

“More specifically, they bring unnecessary disrepute to the people of Ondo State, and particularly to the good people of Ese-Odo Local Government Area, who are known for their commitment to peace and progress.

“We stand by our security forces and our leadership, and we will continue to support the efforts of IGP Kayode Egbetokun and the Nigerian Police Force as they work to make our country safer for all.”

Governor Lucky Aiyedatiwa

By Ayodele Oni

Ondo State Governor, Lucky Aiyedatiwa, has assured that the State will continue to enjoy development as laid down by founding fathers.

According to the Governor, in a statement by the Chief Press Secretary, Ebenezer Adeniyan, the State is making steady progress towards a destination of all-round development and prosperity.

Aiyedatiwa stated this in his message to the people of Ondo State to mark the 49th anniversary of the creation of the State.

Ondo State, carved out from the old Western Region, was created on 3rd of February 1976 by the military administration of General Murtala Muhammed.

Since its creation 49 years ago, 19 people have served as governor; 12 military governors and seven civilian governors, including Governor Aiyedatiwa, who was sworn in on the 27th of December 2023.

The state consisted of the present Ekiti before it was carved out as a separate entity in 1996.

In his message on the anniversary, Governor Aiyedatiwa commended the founding fathers of the State for their courage, foresight and invaluable contributions towards making Ondo State what it is today in terms of sustainable development and inclusive growth, with the potential to be greater.

Edo Gov. Tribunal: APC Kicks As PDP’s INEC Witnesses Tender More BVAS

INEC Tenders BVAS Used in Edo Election

By Suleiman Anyalewechi

The Independent National Electoral Commission INEC, on Monday, February 3, 2025,  submitted another set of the BVAS machines used in the September 21, 2024, off-circle gubernatorial election in Edo State.

This is even as the Peoples Democratic Party PDP, formally closed its case at the  Election Petition Tribunal, now forced to  be sitting in Abuja.

The Source reports that the PDP had, after the polls which was won, according to INEC, by the All Progressive Congress’ Governor, Monday Okpebholo, approached the court, seeking a reversal.

The PDP in its petition is disputing the figures of the election, as announced by the INEC.

The party is of the position that the number of votes pronounced by the electoral umpire far outnumbered the total number of accredited voters

In all, the PDP had anchored its petition against the result of the polls on alleged over-voting and bogus allocation

of figures far more than the number of accredited voters.

The INEC had initially objected to the request by the PDP for the submission of the machines, used in accrediting voters during the election but had to succumb in the face of a subpoena.

The electoral body had on Thursday, January 30, 2025, presented the first set of about 148 BVAS machines to the Tribunal.

The Tribunal has since admitted the machines in evidence, a development which has greatly unsettled the ranks of the rival APC.

The BVAS is expected to provide a clear insight into the actual number of accredited voters, during the election.

It is also widely seen as having the huge potentials of establishing any discrepancies between the number of accredited voters and the figure announced during the election.

Expectedly, the further admission of the second tranch of the BVAS, during Monday’s sitting did not go down well with the APC legal team.

But despite their stringent opposition, the Tribunal ruled to admit the additional machines in evidence, thus piling more pressure and anxiety on the already jittery APC.

The Source further reports that the submission of the second tranche of the BVAS greatly shocked the APC, and its legal team as they were made available by INEC officials, who appeared as PDP witnesses.

The move has been seen by not a few as signaling troubled times for the APC

Instructively, the PDP with the arrival of the second batch of the BVAS, announced the conclusion of its case .

“With the BVAS machines and all the evidence we have submitted to the Court, our case is sealed”, one of the PDP Counsels enthused.

During the sitting, the APC legal team, obviously stunned, asked the Tribunal to grant it some time to prepare and present its defence.

Consequently, the Tribunal adjourned to reconvene on Wednesday, February, 5, 2025.

“Bola Ige Was Murdered By Govt., Govt. Can Kill Anybody” – Bisi Akande

Bisi Akande and Bola Ige

By Gideon Njoku

Akande also said former Oyo Governor, Ladoja, would know more about Ige’s murder

24 years after the gruesome murder of Chief Bola Ige, SAN, in his Bodija, Ibadan, residence, there is still no end to the controversy, accusations and counter accusations that have dogged the tragic incident which shook the Nation to its foundation.

At the time of his murder, Ige, whose late wife, Tinu, was an Appeal Court Judge, was the Attorney General of the Federation and Minister for Justice under the Government of President Olusegun Obasanjo. Before he was redeployed to that office, Ige was the Minister for Power.

But in the night of 23rd December, 2001, all that ended tragically when Ige, Nigeria’s Chief Law Officer, was murdered in his home in Ibadan.

Since then, inspite of what was thought to be credible breakthroughs, nobody has been convicted. Every possible suspect arrested and prosecuted has been released. There was no guilty verdict. Not a few people had since resigned themselves to the seeming fact that the case has come to a dead end, but suddenly, the controversy  strongly reared up its head again. It’s again on the front burner, thanks to former Governor of Ige’s Osun State, Chief Bisi Akande.

Chief Akande was Ige’s great friend and political ally. Both were in the same political party too.

Akande, still shocked and sad over Ige’s murder, has just given an inkling into why he thinks Ige was murdered.

In an interview with a renowned broadcaster, Edmund Obilo, in Ibadan, Chief Akande described Ige’s murder as a “State murder.” He said Ige was killed by the Government, probably the Government he served under.

Proof, according to him: Ige was killed after he said he had made up his mind to quit Obasanjo’s cabinet, but was warned by a friend not to do so because if he did, he will be killed.

Akande revealed that Ige had called him one evening and told him, (Akande) that he was going to resign from Obasanjo’s Cabinet. He said he asked Ige to please wait. Akande said he then reached out to one of Ige’s closest friends, Oluwole Rotimi. According to Akande, Rotimi asked him to advise Ige not to resign because it could cost him (Ige) his life.

Akande: “One evening, he (Ige) called me and said he was going to resign from this government tomorrow. It was sudden, and I said, ‘Please sir, I will come back to you.’ I called Oluwole Rotimi, that this is what your friend told me; that he was going to resign from Obasanjo’s government tomorrow.

“He (Rotimi) asked me to advise him not to resign because if he does, he is likely going to die—he said that to me on the phone. I called Uncle (Ige) and begged him not to resign.

“He said he had talked to Wole Soyinka and Bola Tinubu, and both of them said he should resign. But I said, ‘Don’t. You can go to Obasanjo, tell him what you are angry about, and if he doesn’t want you anymore, here is your letter.’’

He also disclosed that it was a collective decision of the Action for Democracy, AD, and Afenifere that Ige accepted to serve in Obasanjo’s Government.

Akande’s revelation runs  contrary to the belief that Ige went solo, and accepted to serve in Obasanjo’s Government to spite Afenifere and AD who gave the party’s Presidential ticket to Chief Olu Falae instead of Ige.

Akande revealed that when Obasanjo approached Ige to be part of his Cabinet, that Ige consulted with both Afenifere and AD, and that both asked him to go ahead and accept it since Obasanjo wanted to form a kind of Unity Government. He, however, revealed that Chief Ayo Adebanjo was against Ige’s acceptance to serve as Obasanjo’s Minister.

Asked if Ige trusted Obasanjo, Akande answered in the negative and revealed that even after Ige was murdered, Obasanjo, allegedly, showed no serious interest  in investigating the murder.

Akande: “Since he was resigning from his government, I think he stopped trusting him.”

But when Obilor asked, specifically, who he thought killed Ige, Akande said: “I don’t know. He was killed in Oyo State while I was ruling in Osun State. The government killed him (Bola Ige). It was a state murder.

At the time Ige was killed, Akande  was the Governor of Osun State, Ige’s home State, while Ige was killed in Ibadan, Oyo State where Lam Adesina was the Governor.

On Ige’s murder, Akande said Adesina went to Court but disclosed that Adesina’s successor in office, Rasheed Ladoja, withdrew the case.

For that, Akande said Ladoja should be asked why and/or what happened, and emphasized that Ladoja would know more about Ige’s murder.

Akande: “There are many things that die with people. I know Lam Adesina went to Court over the matter, and I also know his successor, Ladoja, withdrew the case. Ask Ladoja, he would know more about Bola Ige’s death.

“Lam Adesina, who was the Chief Security Officer of Oyo State then, went to court, and Ladoja withdrew the case from court. He might know more and be able to tell you.

“It was the government that killed him, and the government can kill anybody.

“Obasanjo wasn’t keen about Ige’s death; he was more interested in the stability of himself.”

Akande expressed  regret that Adesina told him many things he might not be able to reveal.

Akande: “… there are many things you don’t want to tell the public. I don’t want to tell anybody. Now, Bola Ige is dead and Lam Adesina too is dead. So, who will be my witness. Nobody.

“I know Lam Adesina went to Court on the matter and Ladoja withdrew the case from Court. Ask Ladoja. He would know more  about Bola Ige’s death”

Since after the interview, there has been no response from either Obasanjo or Ladoja.

Chief Akande was the Interim National Chairman of the APC on its formation.
