Okorcha Wields The Big Stick, Fires 13 Commissioners, SSAs

Prior to the forthcoming general polls, Governor of Imo State, Rochas Owelle Okorcha, has fired 13 commissioners and his Seniro Special Advisers, SSAs.

The sacking tsunami saw the secretary to the state government, George Eche, his chief of staff, Uche Nwosu, deputy chief of staff, Kingsley Uju, and his principal secretary, Paschal Obi.

Others affected by the development are Emma Ojinero, Commissioner for Trade, Investment and Commerce, Prof. Nnamdi Obiaraeri, Information commissioner, Ngozi Njoku, Commissioner for Gender and Social Development.

Joy Mbawuike, Commissioner for Market Development, Obinna Mbata, Commissioner for Finance, Dan Nworie, Commissioner for Tertiary Education, Simeon Iwunze, Special Adviser,Urban Renewal,Obinna Amagwula, Special Assistant General Duties and Betty Uzoma, Special Assistant Finance were affected equally.

A statement issued in Owerri by the Chief Press Secretary to the governor, Sam Onwuemeodo, disclosed that the affected appointees were contesting elective positions on the platform of the All Progressives Congress.

The sacking was to enable them advance their political chances ahead of the APC primaries.

All the affected politicians have the backing of the governor except Eche who had in defiance to the governor’s instruction to contest the Aboh Mbaise/Ngor Okpala House of Representatives seat is vying for the APC governorship ticket.

2019: Who Clinches PDP Presidential Ticket?

The Peoples Democratic Party, PDP, Board of Trustees, BOT, have begun moves to sensitize  the 10 Presidential Aspirants who had paid the party  N22 million party nomination form to contest the party  Presidential primaries on September 30, 2018, on the need for a Consensus Candidate.

Walid Jibrin, the party  BOT Chairman confirmed that they had to step in to ensure a crisis free party and forge a common front  for the 2019 general  election. Given the determination of the party  to form the next government , Jibrin, disclosed that the party BOT, had to set up a Committee to liaise with the Presidential  Aspirants to discuss the possibility  of having a consensus Candidate to avoid giving undue advantage to President Muhammdu Buhari of the ruling All Progressive Congress, APC, to be re-elected.

He disclosed  that the decision to set up the Committee was taken after a meeting of the BOT  last Sunday,  September  10, 2018  . The members of the Board were said to have been warned never to support any Aspirant  to avoid polarising the party . Given past experience, Uche Secondudus, National Chairman   and other officials of the party were said to have be advised to ensure that they manage carefully  the intentions of  the APC defectors which include Bukola Saraki, a  former governor of Kwarra state and incumbent Senate President and others who  have Presidential ambition.  They are Aminu Tambuwal, former Speaker , House of Representatives and governor of Sokoto state, Atiku Abubakar, a former Vice President, Rabiu Kwankwaso, former governor of Nigeria’s most populous state, kano. The Board was said to have advised Secondus  and his team that they must  consider the ”role played by old members to keep the party together  but are now jostling to contest the 2019 Presidential election on the party platform.

The PDP BOT  members may have  alluded to Sule Lamido  , Seminu Turaki and Jonah Jang, former governors of Jigawa, Zamfara and Plateau states  respectively, This is in addition to Hassan Dakwambo, incumbent governor of  Gombe state, Ahmed Maikharfi, a former  governor of Kaduna state, David Mark, a former Senate President and Datti Ahmed.

Sources told the Magazine that the party leadership may have sought the intervention of the Jibrin led BOT  to bring the Presidential Aspirants into a roundtable for discussion on the  need to select a Candidate that  would be supported by the other Aspirants in the 2019 general election to ppreempt crisis. The party leadership  may have  feared that any direct involvement in championing the moves  for a Consensus Candidate may be viewed with suspicision by some  Candidates who were alreading nursing the feeling and were ready to foment trouble in the party.

Perhaps, to avoid throwing the door open to party Chieftains with Presidential ambition  in the six geopolitical regions in the country: north west, north east, north Central, south west,  south east and south-south, the party was said to have zoned it to the north, which is made up of three geo-political regions: north west, north east and north central.

The Magazine gathered that Mark and Saraki are pushing for the party Presidential ticket to be  micro-zoned to north Central in order to also have a test of the political leadership of the country. Saraki  who was said to be in the forefront of the agitation claimed that since the return of Democratic governance in the country in 1999, the south west had produced Olusegun Obasanjo, a retired Army General, who ruled the country for eight years, the north west had produced Late Musa Yar’adua, but could not complete his first four years in office while Goodluck Jonathan from the  south-south  and a former Vice President Completed his tenure in office and went ahead to win the 2015 general election. This is agaainst the zoning policy of the party. Ordinarily thenorth west ought  to have produced the 2015 Presidential  Candidate on the platform of the party.  He also alluded that Buhari  of the APC, who is  currently ruling the country was also from the north west as well.

His argument was that  Kwankwaso, Tambuwal and other Presidential Candidates from the north west  must step down  for a north Central  Presidential Aspirant. Incidentally there were three of them from the region on the race: Saraki, Mark and Jang.

The Magazine findings shows that in spite of the party BOT to sell the idea of a Consensus Candidate to the Presidential Aspirants, no one , wants to step down for the other.  Atiku, Saraki and Kwankwaso, at seperate interviews  was said to have made it clear to those that care to listen of their readiness  for the party primaries than step down for another Presidential Aspirant .

The  argument in both official and unofficial circles was the need for the PDP to present  a popular and crdible Presidential Aspirant  from the north, particular the north  west to give  Buhari, of the APC, who is also from the region a run for his money.

Political analysts believe that among the PDP Presidential Aspirants were pretenders ,  negotiators and the serious ones.     The analysts had described  Ahmed, Lamido, Maikharfiand Dakwambo as Presidential pretenders who have no chances  at all to win the party nomination. They described Saraki, Marki and Jang, the Presidential Candidates from the north Central geo-political region as having entered the  PDP Presidential race to  be in  strong position to  negotiate out something for their respective states with the eventual winner of the  party Presidential primary.

Given the zoning of the party Presidential Candidate to the north,  there are speculations that it may be micro-zoned to the north west  geo-political region, made up of  seven states: Kaduna, Katsina, Kano, Jigawa, Sokoto, Kebbi and Zamfara.  The  Magazine learnt   that there had been pressures on Tambuwal, Maikharfi, Lamido, Turaki and Ahmed to step down for  Kwankwaso to avoid sharing the votes from  the region. Those championing the Candidature of Kwankwaso believes that  the is the only PDP Presidential Aspirant for now who stands a chance of  beating Buhari of the APC at the polls.  They have their reason. He was said to have  inherited the late Aminu Kano of the defunct Peoples Redemption Party, PRP, political machine which had the support of the talakawas in the north, particular Kano state.

Party sources believed that fielding  the former Kano state  governor, who who had earlier decamped to APC , with his supporters and facilitated the winning of the state by Buhari, of the APC,in the  2015, general election, as the slogan then, became ”Sai  Baba” will be difficult to repeat by Buhari in 2019 as he  had returned to PDP.

The popularity of the Kano state born politician is not negotiable as  Hafiz Abubakar, Deputy governor of the state had resigned  the APC government   to support his Presidential ambition. His resignation may not be unconnected to the frosty relationship between Ganduje, the APC , governor of the state and former political ally of  Kwankwaso.

But Abdullahi Umar Gadunje had made it clear to people that care to listen  that Kwankwaso is no match to Buhari, the APC, Presidential Candidate, in the north west geopolitical region. He disclosed that Buhari would not lose a night sleep if the PDP  fields Kwankwaso  as its Presidential flag bearer in the 2019 general election.

As at press time , icould not be confirmed whether the Presidential Aspirants from the north west have agreed  to step down  for Kwankwaso to be sole Candidate from the region. But the Kano state born politician had faulted Ganduje’s claim that he could not stand Buhari say in the polls, stressing that  ” I am the only  PDP Candidate  that can defeat Buhari in the polls”.

Many believe that the PDP primaries will  be a straight fight between Atiku, the Turaki of Adamawa , Saraki and Kwankwaso. It was gathered that the Aspirants had reached a compromise that whoever emerges as the Presidential Candidate  of the  party in a  free and fair primaries would be supported by all to dislodge Buhari from the Presidential Villa in 2019.

Lagos: As Tinubu is Full of Confidence, He is Wide Open for a Sucker Punch

The festering sore between the Lagos state Governor, Akinwumi Ambode, and the Godfather of Lagos, Bola Tinubu has blown into a scandal of unexpected proportions. Although some see it as political gimmick by the grandmaster of political intrigue, that at the end of the day, Ambode will still be the All Progressives Congress, APC flag bearer, it is clear that the whole shenanigan has gone dirty. Tinubu had the same altercations with the current Minister for Power, Babatunde Fashola, for his second term bid. They eventually settled, and Fashola went ahead to win his second term.

The Tinubu-Ambode beef started recently like a rumor. The buzz was that Ambode is set to decamp to the opposition Peoples Democratic Party, PDP, following political disagreement with his godfather, who always demands absolute loyalty from every governor that he installs in Lagos. Arguably, Tinubu sees himself as Lagos personified. “When Tinubu goes to bed”, a source told this Magazine, “we say that Lagos has gone to bed.”

Precisely. That was why he was angry that Ambode apparently does not carry him along as much as he wishes. First, it was the issue of Visionscape. Tinubu was piqued that his environmental company, PSP, was jettisoned by Ambode for his own company, visionscape, with the defense that his own company will be able to recycle the waste products. It  never did, and Lagos has become wasteland. Tinubu has seen that as an affront to his orders. Since then, things have not been the same between them. Then there was the issue of the Outside broadcasting bus ordered for Lagos Television at Agidimgbi, Lagos. The Asiwaju allegedly had a grand design to use the Lagos government facilities to acquire broadcasting equipment for his private television station, TVC. Ambode, on the advice of Steve Ayorinde, the then commissioner for information and culture, planned to award the contract for the OB van to a Lebanese, but Tinubu was said to have directed him to stay action until further notice, but he ignored the order and went ahead. Tinubu was said to have preferred to award the contract to one of his proxies as compensation for a job done, and for his loyalty. The contractor was paid 50% mobilization fee to bring in accessories of the van, but he supplied inferior products and has since gone underground. This ensured that the equipment is in the Agidimgbi office of LTV wasting away, while the main van remained undelivered. This served a major purpose of thwarting the efforts to divert the equipment to Television Continental, TVC, Tinubu’s private concern. When Tinubu queried them on the issue, principal officers of LTV involved in the purchase were either retired or redeployed while Ayorinde was transferred out of the commission. He maintained that the Lebanese, one Delkash Farez, , has disappeared into thin air, particularly when two directors that were loyal to Tinubu started asking questions on what has become of the remaining equipment. They alleged that the initial payment, N1.2 billion, being 50% of the initial cost.

It may be surprising that an ex governor will wield such influence on an incumbent. It also spells how Ambode was elected. First, in the presence of Fashola, the Oba of Lagos, Rilwani Akiolu, a Tinubu boy, endorsed Ambode for governorship. Fashola was skeptical about it until Tinubu himself confirmed in the presence of Fashola. Fashola allegedly stood up and left without saying a word. The rest, they say is History.

As part of the bargain, Tinubu had to supply virtually every worker in the top echelon of Ambode cabinet. This included members of the state executive council. Tinubu simply handed them over to Ambode to swear in. The council chairmen, 57 in number, board members, permanent secretaries and directors were handpicked by Tinubu for Ambode. Every contract must be drafted by Tinubu’s consultants and approved by Tinubu-a system he allegedly uses to reward his loyalists. Thus he had unfettered influence on his protégé. This is why he gave Ambode an ultimatum to account for the OB van or forget second term. Ambode, in an effort to settle the issue, was said to have contacted the British firm that sold the equipment, Excellence Transmission Inc. Ltd. , Manchester, to pay up the balance. He was told the price of the equipment has doubled for the original even, and that the one reserved for Nigeria has been given to Malaysia. However, the budgetary allocation for the balance of the OB van payment has been released. No one knows what it was used for.

Since then, Ambode has been trying to mend fences with Tinubu to no avail. He then tried an arm-twisting tactics by allegedly exposing the Apha Beta, a company allegedly conceptualized between himself, Tinubu and Vice President Yemi Osinbajo during the period of Tinubu’s governorship. They allegedly contacted Tunde Apara, apparently a former ally of Tinubu, to write a petition to the Economic and Financial crimes commission, EFCC, on the strange doings by Alpha Beta consortium (read Ahmed Tinubu). He alleged that Alpha Beta is embroiled in a multi billion Naira scandal. He was the Managing Director of the Firm that is involved in revenue collection for Lagos state, and accused the firm of engaging in money laundering, tax evasion, fraud, bribery, fake loans and twisting of banking rules and regulations. The fraud alert is to the tune of N150 billion. The proxy war has begun.

The revelation was said to have rattled the Vice president, Yemi Osinbajo, who rushed to Lagos and tried to mediate between the two. Tinubu was said to have been adamant. The initial person he wanted to replace Ambode with, former speaker of the house, Adeyemi Ikuforuji, was said to have declined. He was said to have settled for Jide Sanwoolu, a former commissioner in the state. Then pressures became much on Ambode, particularly as Tinubu insists on Direct primaries. He has already bought over the local chairman who are now said to be united in the rejection of Ambode. He has also told the house to consider impeachment of Ambode. This, according to sources, is to be if Ambode tries to decamp to any other party. In fact, the speaker of the house was said to have officially written him to that effect. This as when, out of frustration, he was considering decamping.

However, he continued on his face mending mission. Last weekend, he was sighted at the Bourdillon home of Tinubu, where he had a closed door with the Godfather. After that, he went to Abuja to pick up the APC nomination form. Jide Sanyolu was also on hand to collect his own form. A third person, said to be the Fashola anchor man, Obafemi Hamzat, also collected forms. They are meant to slug it out at the direct primaries, even though the incumbent ought to have right of first refusal.

Meanwhile, the Oba of Lagos, Rilwanu Akiolu has waded into the matter. He has been having series of meetings with both parties. Ambode, in a master stroke, has decided to take the form to Tinubu for endorsement, failure of which it becomes a public declaration of war.

Meanwhile, the Lagos masses are insisting on Ambode or they revolt against the old order. Ambode is being accused of infrastructural development without funding party structure. He has temporarily halted most constructions to save money for the battle ahead. It is likely that if he is not picked, he will stay put and fund the PDP candidate clandestinely. This true as the new entrant to the PDP race is said to be a popular Lagos businssman, Femi Otedola.That will be the sucker punch. Particularly as Tinubu is having issues with Osun people for fielding his cousin and insulting the state. He is currently fighting battles on many fronts. Ambode was said to have also reached out to Aisha Buhari for help.

For Tinubu, he appears to be biting too much at the same time through his many battles. Whether he will be floored by the sucker punch remains to be seen.

 

 

MTN’s Pathetic Dance

When Nwanza the little bird dances in the open without fear, it is indeed certain that there are powerful forces secretly beating the drums for it. But when it challenges its god to a fight, will these unseen forces be able to sustain the drumbeats and the tempo? Will they stand and defend Nwanza when the chips are down, or will Nwanza be sacrificed?
This is currently the situation as MTN, on Monday, September 10, 2018, sued the Central Bank of Nigeria, CBN and the Attorney General of the Federation, AGF over allegations of improper repatriation of about $8.1billion and unpaid taxes of $2 billion the duo levied against it. The South African mobile telecommunications giant and the largest mobile telecommunications operator in Nigeria is seeking injunction to restrain them from taking further action in respect of their orders to reclaim the alleged debts.
How far will MTN continue in this misadventure in this country which is gathering momentum every year? Some key players in the case want to be distanced from it, even as the Central Bank of Nigeria (CBN) is said to have already deducted the fines from the accounts of the four affected banks? They include Standard Chartered Bank, Stanbic-IBTC, Citibank and Diamond Bank, would refund various amounts totaling N5.87 billion.
Standard Chartered was asked to refund N2.5 billion; Stanbic IBTC (N1.9 billion); Citibank (N1.3 billion and Diamond Bank (N250 million).
Their offence?.. “Flagrant violation of extant laws and regulations of the Federal Republic of Nigeria, including the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 and the Foreign Exchange Manual, 2006.”
The CBN resolved to sanction the commercial banks following investigations in March 2018 which confirmed allegations of remittance of foreign exchange with irregular Certificates of Capital Importation (CCIs) issued on behalf of some offshore investors of MTN Nigeria.
Details showed about $35.5billion was repatriated by Standard Chartered Bank based on illegally issued CCIs, while about $2.6billion, $1.8 billion and $348.9million fraudulently issued by Stanbic IBTC, Citibank and Diamond Bank respectively between 2007 and 2015.
The Magazine also learnt that the Federal Inland Revenue Service (FIRS) and the Nigeria Customs Service (NCS) have indicated that they would rather not get involved in the Federal Government’s current battle with MTN Nigeria. Just as the FIRS is of the opinion that the matter should be handled by the Customs, as it had to do with import duties, Deputy Comptroller, Customs, Joseph Attah, the agency’s spokesperson, also insisted that the NCS had no business with the matter. “Pay your duty and get cleared,” Attah however said.
But why are the FIRS and NCS afraid to come out and clarify this embarrassment that has continued to make the nation a laughing stock in the comity of nations? Who and what are they afraid of? How sensitive is this issue that they do not want to be involved? What is it that even finance guru, Bismark Rewane Chief Executive Officer, Financial Derivatives Company Limited is somehow confused where the problem lies
The Magazine’s findings reveal that the Senate had absolved MTN of any blame following one of its earlier probes and blamed the CBN for allowing the telecommunications company to abuse of its policy regulating capital repatriation. Specifically, the Senate blamed the bank for not bringing up the observed deficiencies of the Foreign Exchange Miscellaneous Monitoring Act, FEMMA.
Adopting the recommendations by its Committee on Banking, Insurance and Other Financial Institutions, the Senate blamed the apex bank for granting some extensions and exemptions which became prone to sharp practices by commercial banks. Should this then be the reason for clearing MTN of such sharp practices against the Nigerian nation? Was this investigation by the Senate Committee on Banking, Insurance and Other Financial Institutions really holistic to clear MTN of any wrong doing on alleged deep financial fraud against the Nigerian state?
The Senate had in October 2016 launched a probe into the allegation that MTN illegally transferred a total sum of $13.9 billion from Nigeria to other countries between 2006 and 2016.
The Red Chambers Committee on Banks, Insurance and Other Financial Institutions had summoned the top actors in the case including the CBN, MTN management, the Financial Reporting Council of Nigeria, three commercial banks and some businessmen over alleged violation of the Foreign Exchange Act to a public hearing.
At one of the Senate hearings, MTN said it failed to comply with the law requiring issuance of Certificates of Capital Importation (CCIs) within 24 hours of conversion because it was a mere “administrative requirement”.
The Senate panel report, submitted and unanimously adopted by the lawmakers, condemned the CBN for its policy role in facilitating the repatriation.
The Senate “condemn the Central Bank of Nigeria for failing in its duty to bring forth those observed deficiencies of FEMMA for amendment rather than granting extensions and exemptions, which became prone to abuses.
“Mandate the CBN to sanction Stanbic IBTC for improper documentations in respect of capital repatriation and loan repayments amounting to $388,195,183 and $199,440,952:07, respectively.
“Mandate the CBN to sanction the activities of Stanbic IBTC Nominees in the matter of shares transfer and splitting for the purpose of dividend repatriation.
“Mandate the CBN to come up with a proposal for the amendment of FEMMA, with a view to ensuring the growth of the economy through massive foreign capital inflow and greater retention of foreign exchange. The amendment is still ongoing in the Senate.
“Direct the CBN to forthwith render periodic status reports to Senate on the performance of foreign investments inflows and outflows.”
Following the MTN’s defence of no wrongdoing when it stated: “The issues surrounding the CCI’s have already been the subject of a thorough enquiry by the Senate of Nigeria. In September 2016 the senate mandated the Committee on Banking, Insurance and other Financial Institutions to carry out a holistic investigation on compliance with the Foreign exchange (monitoring and miscellaneous) Act by MTN Nigeria & Others. In its report issued in November 2017, the findings evidenced that MTN Nigeria did not collude to contravene the foreign exchange laws and there were no negative recommendations made against MTN Nigeria”, not a few Nigerians believe that the company is about to go through another vicious circle that may at the long run be its undoing.
In a chat with the Magazine, Elias Eboh, a Finance expert said that the South African telecommunications company is gradually biting more that it can chew.
According to him: “ Just like in the case about three years ago when it was fined over $5 billion for SIM registration fraud, it first declared it was innocent, brazenly claiming that the Nigerian Communications Commission (NCC) cannot assume and usurp the functions of the state . However, when the Federal Government increased the pressure by getting a court injunction to freeze its accounts in Nigerian banks, it went on its knees and opted for out of court settlement.
“ The same is also about to play out again. It wants to use the suit to see whether government would pipe down. Unfortunately, I don’t believe so, more especially as they are scouting for funds either for development or 2019 election. Everyday is for MTN, but I believe that Governments ‘One day’ is now.”

Why Okorocha is Procuring Fake Guber Aspirants to Contest APC Ticket With Son Inlaw

The desperation of the out going governor of Imo state, Rochas Okorocha to foist his son in law, Uche Nwosu on the state as his successor has taken a bizarre twist.Buffeted at all corners by criticisms and allegation of trying to turn the state into a fiefdom by imposing Nwosu who is married to his first daughter in utter disregard for democratic tenets, Okorocha is set to organise a sham gubernatorial primaries later this month in which Uche will contest against handpicked opponents who the outgoing governor has given money to procure the APC governorship nomination forms.

The Source has been informed that in the coming days, more handpicked governorship aspirants, mostly from Owerri zone which has been clamouring for the Imo state number seat to rotate to them( after Okigwe zone’s four years stint: Ikedi Ohakim-2007-2011 and Orlu zone’s 16 years on the saddle: Achike Udenwa, 1999-2007 and Rochas Okorocha, 2011-2019) will be given money to buy the form. So far, the Secretary to Imo State Government, George Eche from Owerri zone and Okorocha’s brother in law, Chucks Ololo who is married to the governor’s younger sister and Commissioner for Happiness and Purpose Fulfillment, Ogechi Ololo, are some of the handpicked aspirants who have been given money to pick the forms.

Another fake guber aspirant from Okigwe zone has also been mobilized financially to buy the form.

Competent sources close to the governor reveal that the guber primaries is to give Nwosu’s eventual emergence as gubernatorial candidate a semblance of competitiveness which will help dispel the insinuation that the governor  has spurned Owerri zone’s clamour for the governorship  position but instead trying to impose his son inlaw who also hails from Orlu zone as governor.This magazine has learnt that the new narrative after Nwosu’s primaries victory will be that free democratic choice played out as he beat Owerri sons in a free and fair contest to pick the APC guber ticket.

With Okorocha’s faction of the All Progressives Congress, APC, now calling the shots in the state, The Source gathered that the governorship primaries will be programmed to produce Nwosu with overwhelming votes haul while his handpicked opponents will be awarded insignificant votes.

And to further give the primaries the colouration of free and fair exercise, Nwosu’s fellow ‘contestants’ for the guber ticket will immediately accept defeat, congratulate the “winner”  (Nwosu) and pledge to work for him to win the gubernatorial election.

Before he consented to be used as cannon folder to confer a veneer of legitimacy to  Nwosu’s imposition, Eche was gunning for the APC ticket to contest the Aboh Mbaise/ Ngor Okpala Federal Constituency election having been given the green light to do so by Okorocha.It is not clear what becomes of his political future after the kangaroo primaries or how the governor intend to reward him.

Frontline civil society and human rights group, Center For Law and Civil Culture has sent a strong warning to the South African government to immediately stop the killings of Nigerians in the country or face popular revolt against its economic interest in Nigeria.

Two Nigerians, Chukwu Chukwumezeire and Olushola Ayanleye, were recently killed during xenophobic attacks against foreigners in South Africa.

But in a petition sent to the South African High Commission in Lagos, signed by CLCC Executive Abduganeey Imran and Bayo Bernard, Chief Strategist ,a copy which was made available to the magazine, CLCC warns that it was prepared to lead a mass revolt to cripple South African economic interests in Nigeria, except the killings of Nigerians were halted.

The human rights group stated that the South African government appears not to have regard for human life, by allowing the killings to continue despite repeated calls to check xenophobic attacks against Africans, particularly Nigerians by South African youths.

As it’s, “the massacre of our brethren in your country is going on in South Africa unabated, it might interest you to note that the recent killings of Mr. Chukwu Chukwumezeire, a 39 years old from Imo State Nigeria and Mr. Olushola Ayanleye, an indigene of Ondo State, Nigeria whose lives were brought to an abrupt end,  when shot dead on the 25th August, 2018 and 26th day of August, 2018 respectively brought to 122, the numbers of Nigerians who had been ruthlessly and callously killed in the most unfortunate circumstance in your country,” CLCC said.

The group said further that “It is highly disheartening to note that the South African government appears to be unperturbed and has not deemed it necessary to put in place appropriate mechanism to ensure the arrest and successful prosecution of the perpetrators of these heinous crimes.

“Let it be clear that Nigerians who have been painfully watching the incessant Killings in your country with the hope that appropriate measures would be taken to curb the excesses of the criminals are now saying enough is enough of these senseless killings.”

CLCC stated that the peaceful atmosphere in Nigeria has enabled foreign investments in the country to flourish, that “Nigerians are not violent, they are law abiding and exceptionally good people, South African Companies in Nigeria are experiencing speedy growth and patronage, the emergence of just four South African companies in Nigeria in 1999, to almost 150 successful companies operating in Nigeria in recent time is a confirmation of this simple assertion.

In the interim,“ the CLCC has resolved that except a drastic and “Nigerians patronize products from South African companies at the expense of Nigerians produce/products. It is therefore not a surprise that trillions of Naira have been repatriated out of Nigerian to boost the economy of South Africa annually.

With PDP And APC in Crossfire in Osun, ADC May Become the Beautiful Bride

The Osun election is close by, and the two major contending parties, PDP and APC have been aggressive in their bid to convince the electorates-or rig the election. With the legal huddle off the neck of Senator Ademola  Adeleke, and the reconciliation meeting effected by the Senate President, Bukola Saraki, the PDP has kicked off their campaign in earnest. And the APC candidate, Gboyega Oyetola,  has been optimizing the Adeleke scandal to pursue his campaign vigorously.

But that is on the surface. Unhealthy doings are said to pervade the political atmosphere, with the fielding of Asiwaju Tinubu of his cousin as a replacement of the incumbent, who was ostensibly installed by Tinubu over seven years ago. And APC, in their characteristic way, are leaving no turns unstoned to actualize the mandate-as an analyst called it recently, by hook or by crook. For the APC it is war. First, the governor, who was reputed to be owing Osun state indigenes many months of unpaid salaries(they have even been placed on half salary), then suddenly Governor Rauf Aregbesola paid them full salary last month. Then the Vice President, Yemi Osinbajo, was in Osun state to give soft loan of N10,000 to market women, with a caveat, that they must show their Permanent voters card. According to Adeleke, the PDP candidate, the aim is to clone and deploy false data in favor of the APC candidate, Oyetola. He also alleges that unclaimed PVC are being used by the state government for manipulation purposes. But the heaviest allegation is that of diverting the Paris Cub refund for elections purposes. This was a fund that the Federal government has not shared to other states, but about N17 billion, which was meant for staff salaries, has been diverting to electioneering activities. The PDP has accused the ruling party of planning to divert the money for bribery purposes to “INEC officials, compromised international observers as well as pay hoodlums contracted by the APC in its desperate plot to rig the September 22, 2018 Osun Governorship elections”. The Osun government, at press time, has not denied the allegations, though they are expected to. But other happenings tend to lend credence to the tale. {In a bizarre twist the Osun Accountant General Alaba kolwole, resigned his appointment under controversial circumstances, resigned. It was alleged that he resigned because he does not want to be party to the diversion of the funds meant to pay backlog of salaries to Ekiti indigenes. He immediately directed banks to stop honoring any cheque that bears his signature. Kolawole was billed to have retired since last July, but his tenure was extended by the governor till the end of Aregbesola tenure.

Governor Aregbesola has come out to accept his resignation, claiming that he is going because he has reached his mandatory retirement age. He had served the state for 31 years.

These issues may give the new party in the block, ADC, a chance to become the dark horse of the election. ADC, former President Obasanjo’s brainchild, has been dismissed by analysts as of no consequence. But sources indicate the Obasanjo wants to make a statement in Osun through the party. Since the APC candidate, whose emergence has brought so much bad blood within the party because he was practically imposed on them, is said to be Tinubu’s cousin, there is palpable anger in the state, particularly as Asiwaju was reported to have insulted the state by boasting that he is personally richer than the state. The ADC candidate, Fatai, has been an Oyinola boy-referring to former osun governor, Olagunsoye Oyinola-and supported by Obasanjo. But the driving force of the party is his running mate, Folahinmi  Oloyede, a High Court Judge retired under controversial circumstances. She became popular with he principled stand over the excesses of the Osun state government-a position that cost her her job. She became popular in the state, and in this election period, she is the beautiful bride. Sources indicate that the PDP candidate, Adeleke, invited her to be his running mate. They were still negotiating when she was summoned by the former president Obasanjo, who urged her to pitch her camp with the ADC. She finally accepted the offer from Obasanjo, based on the personality involved.

Obasanjo appears to be seing the Osun election as an opportunity to square up with Tinubu. He was said to want to make a statement by registering a presence in South west through Osun. The bitter rivalry between the two on who actually is the leader of the Yorubas is promising to turn the new party into the dark horse of the election. Tinubu, on the other hand, will not want Osun out of his hands, and will also want Aregbesola to come over to Lagos for senatorial seat. Some APC stalwarts are said to be in contact with Obasanjo’ particularly those that are not in the good books of Jagaban. Hence, as it stands now, the Osun election is too close to call. And it is promising to throw up Oloyede as deputy governor.

How Mohammed Demolished The Shrine On Customs Land, Intercepts N1.2 billion Goods At FOU, In Two Weeks

Aliyu Mohammed, a former Comptroller of Seme Command and now Comptroller, Federal Operations Unit, FOU,Zone A, Ikeja, Lagos,  appears  to have developed thick skin to rumours that he stands the risk of losing his life over the demolition of an established Shrine in a Customs parcel of Land at Seme, the border Community between Nigeria and Republic of Benin, a neighbouring country in the West African sub-region.

He was said to have stepped on powerful toes  and the Shrine Worshipers when he mobilised Caterpillars to clear the Customs land that  had been taken over the years by indigenes of the Community and other illegal occupants  and motorists, who use it as their motor park.

Unknown to the Comptroller, there was a Shrine at the Shrine  at the Customs land before he gave the people one month notice to vacate . The delay by the  illegal occupants in vacating the land may have given him the ammunition to order  the Contractor  to go ahead with the clearing of the Land  and eventual destruction of the  shrine.  the  JujU priest did not find the destruction of the Shrine funny and  was said to have sent it on errand, fueling speculations that  the then Seme Comptroller may not survive because of the alleged power of the deity.

Despite Customs take over of their land from the illegal occupants, the aggrieved juju priests were ready to let go of it but  fight  back to reclaim  the land  before  the Contractor engaged by the Command  mobilised his workers on site to start  the fencing .

As a prelude to reclaiming the land, a man was said to have been sited with a  Cow  on the cleared land making sacrifices intended to kill Mohammed, but got it wrong. As at the time of his redeployment to FOU, Zone A,  the fencing of the Customs land had reached  Lintel level. Moreso,  he was said to have left Seme Command stronger and healthier to his new posting. The man allegedly  involved with the Sacrifice with the intention to kill the Customs Comptroller, according to sources was hit by the arrow that  he had not recovered from it.

Only recently Mohammed was said to have received  a call from someone who may have been sent to confirm that he was still alive. Insiders disclosed that the man was shocked  to find  that nothing happened to the Kebbi born Comptroller despite  demolishing the Shrine  on the Customs land  and the sacrifices made on the land.

The boldness with which he operated at Seme Command without Compromise with the people  may have emboldened him to do the unexpected at FOU, Zone A,  which oversees the anti-smuggling operations in the six states in the south west  geo-political region:Lagos, Ogun, Oyo, Osun, Ekiti and Ondo to forestall the activities of smugglers.

But barely two weeks on the saddle as the Comptroller of the Command, he was said  to have seized goods worth N1.2 billion for the government  ranging  from Unprocessed wood, poultry products,  foreign parboiled rice , Used fridges to Used  second hand clothing.  This is in addition to the detention of six -exotic vehicles : Bently, Toyota Prado Jeep, Toyota High Lander , Lexus and two bullet proof jeeps.

Given an insider information ,  Mohammed disclosed that  the four  ”20” Containers of unprocessed wood,  which were intended for export through the seaport were intercepted along the road. It could not be ascertained whether the   exporter was taking the Consignment to Apapa or Tin-can Island port for the  deal.  Recent seizures of ”20” Containers load of  unprocessed wood shows that the Apapa port  was the base of the exporters, an indication that the exporter’s agent may  be heading to the port  because of insider connections. The value of the unprocessed wood export was put at about N24 million  and a Duty Paid Value , DPV,  os N24 million.   The export of unprocessed wood was said to have put a question  mark on the role of the officials of the Department of Forestry of the Federal Ministry of Environment overseeing the nation’s forestry.

Indeed, the historic  seizures, of the FOU, Zone A, under  Mohammed, in the last two weeks   include  40” Containers load of used  secondhand clothing and used fridges each  . Another ”40” Container  that was detained at the Command premises was said to have been based on information from the Customs Ruling Center at Apapa,   on the suspicision of carrying arms.

As at press time, the outcome of the examination  of the Container by Customs and other security agency personnel had not been made public. Mohammed, the Command Area Comptroller , was said to have given an order that all the  other agencies personnel who participated in the examination must  sign the Examination  report to make it authentic without objection.

An International Brewery Plc, truck used in Concealing foreign parboiled rice was also  intercepted by the Command. An elated Mohammed disclosed that , the Command had made a total of 3, 750  of ”50” bags of  Thailand parboiled rice since he resumed  two weeks ago, promising that the seizure would continue until smugglers are ready to do  the right thing.

Appealing to Nigerians to give useful information  to Customs officers to forestall rice smuggling into the the country,  the customs Comptroller insists that it is the only way to protect local rice farmers.  He confirmed that many of the local rice farmers are smiling to banks   because  Customs personnel are giving the rice smugglers  a fight that had forced  many of them out of the illegal business  in all nooks and crannies of the country.

The  exotic vehicles  intercepted by the Command Operations and Lagos Roving team  Headed by Riks Lura a Chief Superintendent of Customs andother patrol teams but detained at the Command premises  were  said to have  been the cynosure of people.  The vehicles , range from Lexus Jeep. Toyota Prado Jeep, Toyota High lander,2015 model, Toyota RaV 4, Betley to Bullet proof jeeps.

The lexus Jeep was said to have been intercepted in the bush while  the others  were cleared from the seaport without  paying the appropriate duty. The importers of the detained  vehicles, according to the Comptroller could only get it back with the provision of the relevant import documents. This is in addition to payment of  35 percent duty and 70 levey depending on the year and model. The owner of the bullet proof  vehicles , according to him would need to produce the End User Certificate  which could only be obtained from the office of the National Security Adviser, NSA to get it  released.

The  Comptroller was said to have made it clear to those that care to listen that those who could not   produce the relevant import documents  to take delivery of their vehicles  within  one week would forfeit it to government. True to his words, he was said to given approval  the seizure of the vehicles with the elapse of the one week on Friday September 7, 2018.The owner of the smuggled Lexus who had no option knew from the onset that he would lose the vehicle to the Command if caught on the act. This is because, the FG, had banned the importation of vehicles through the land border from January 1, 2017.

Given the Contraband seizures  and trucks gladden Containers  detained  at the Customs warehouse  including used vehicles which had not been cleared over the years, the Command , a source confirmed had been experiencing  space  constraint to accommodate additional  seizures. The space constraint may have forced Mohammed, the Area Comptroller to set up  a Committee to give him a report on the   situation of the warehouse , item by item, to see how to free the warehouse  to accommodate other  seizures.

Compt. Aliyu Mohammed: Give Smugglers a Run For Their Money

Insiders told the Magazine that the  seizure that may have  fascinated the Customs Management team was the 80,000, of ”25”  Jerry Cans of petrol, equivalent  of 90 tankers load  ,worth over N50 million at Ijofin  Creek in Ipokia Local government Area of Ogun state recently. Mohammed , the Customs  Comptroller was  said to have been instrumental for the seizure of the product.

The Customs Comptroller   who took Joseph Atta, a Deputy Comptroller  and the Customs National Public Relations officer and his tam including other Journalists    to Western Marine Command, WMC, Apapa, to see some of the locally built boats  carrying the smuggled   Jerry  Cans of ”25” petrol at the Command waterfront said” there is  no hiding place for smugglers”.

Accompanied by Binga  Boyiliya, the  Area Comptroller and other key officials of the Command including Adamu Mohammed, the Command’s Deputy Comptroller, Enforcement, and  Journalists to the Waterfront  where the nine wooden  boats carrying the product  were forced to berth, the FOU, Zone A, Comptroller, explained that the  Jerry Cans of petrol were trans-loaded from  a bigger locally built  boat to the smaller  ones to facilitate the toeing to the WMC.

Binga, the Command Comptroller disclosed that the boats would be destroyed after  evacuation of the”25” Jerry Cans of petrol which would be sold to the public including uniform men .  The Aggrieved WMC Comptroller  disclosed that the Command  may not have been doing  much  in policing the  water ways  in the south west because of  lack of functional working Crafts.

He lamented  that the Command has  only one patrol Craft in the region.This is where Hammed Ali, a retired Colonel and Comptroller General, Nigeria Customs  Service, NCS,  may  have to Keep to his promise of  re-equipping the Command with functional patrol boats to effectively patrol the water ways in the south west to be  able to forestall the activities of the smugglers.

A t present there  are indications  that the Command  many have  established a good working relationship with the  Navy and  the Marine police   to check mate the activities of the water ways  smugglers in the region. This  may be yielding results as the Command was said to have be making  substantial seizures in the recent time.

Going by what he saw on ground at FOU Zone A and the WMC, Attah, the National Customs PRO, told the Magazine, ” I feel a sense of pride that despite the mindset of detractors,  Customs officers are resolute to their responsibility in anti-smuggling and revenue generation”.  He disclosed  that for the first  time in  the history of Customs, the Service generated N140 billion in one  month. The amount was said to have been generated in the month of August, 2018. The amount, according to him  was the aggregate contribution of all the Customs formation across the country, including FOU, Zone A.

The Customs Public relations officer attributed the impressive revenue generation in the month of August to  the upgrade of the Customs Information System from NCIS 91 to NCIS 92  which had blocked areas of revenue leakage.He also attributed  it to the strategic deployment of  manpower to ensure  proper implementation of operational guidelines, TNCIS 92, according to him, is” faster and easier to operate to facilitate  the clearing process”

.  It would be recalled that a recent world Bank recent research report has ranked Nigeria as the  165th in the area of clearing  of goods at the seaports and land border areas  including the airport in the world. Reacting to the report, Attah described  it as not representing the true position of the clearing process in the country, stressing that the Nigeria Customs  had undergone major  reforms including automation of its operations to facilitate its Clearing process and keep to the government 24 hours clearing process under the present  management  headed by Ali, a retired , army Colonel.

Edwin Clark: The Truth, Please

Nigerians have just witnessed another very embarrassing incident. It is the second in the past few weeks. The first was when masked operatives of the Directorate of State Services, DSS, invaded the National Assembly, took it over, and stopped both National Assembly members and staff from accessing their offices.

The second is the invasion of the residence of Elder Statesman, Chief Edwin Clark on September 4, by policemen, mercifully, not masked, who carried out a search for over two hours.

Both times, the security operatives said they acted on intelligence information received by them. In the case of the National Assembly, the DSS said it took over the premises because the Service had information that some people planned an invasion, with arms, of the NASS. That invasion by the DSS made a ridicule of Nigeria before the civilized world. And cost the Director General of the spy agency, Lawal Daura, his job. Not a few people laughed, in relief, as they watched the operatives jump into their vehicles, their tails tucked behind them, the minute they heard their DG has been sacked over the invasion.

In the latest incident, an embarrassed Inspector General of Police, Ibrahim Idris, quickly disassociated  himself from the raid and, ordered the arrest and detention of the four policemen – an ASP and three Inspectors – who carried out the search at the Elder Statesman’s residence.

The story surrounding the incident is still confusing and one hardly knows what to believe.

But according to Clark, the  policemen arrived his residence, flaunted a Search Warrant, and told him they were in search of arms, allegedly, stockpiled in his residence. Taken aback, Clark said a guest of his, Amb. Boladei Igala, put a call to the Assistant Inspector General of Police, (AIG) Federal Intelligence Unit, Umoru Usman Shehu, who said he was unaware of the mission. He said the AIG spoke to the team leader, but surprisingly, didn’t stop them from carrying out their mission.

Questions, then, are: What did the team tell the AIG? On whose authority did the Team leader, – an ASP – tell the AIG he was carrying out the search? If the AIG was convinced the search was unauthorised and, therefore, illegal, why did he not stop them? And there are more questions.

But before anyone could provide answers, the Force Spokesperson, Ag. Deputy Commissioner of Police, Jimoh Moshood, told Nigerians that the IGP was unaware of the incident. Meaning that the Police Team was on its own; that the search was illegal and unauthorised, which was why, Moshood emphasized that the IGP has ordered the immediate arrest and detention of the officers involved, along with their informant, who has since been dragged to court for prosecution.

His offence: Giving false information to the police.

The informant, Ismail Yakubu, has also told his own story. According to him, a taxi driver, whose vehicle he boarded told him that large cache of arms and ammunitions were being stockpiled in the home of Edwin Clark. As a patriotic Nigerian, he said, conscious of his right to report suspicious moves that could compromise security in the Federal Capital Territory,  he had no choice but to report to the police what he heard.

His argument: “Where did I go wrong? I performed my civic duty as a responsible citizen by reporting what I heard. That’s what the Police asked us to be doing.”

Smart man. One can hardly fault his argument. But the question is: Where is the informant’s informant – the taxi driver? 

Not surprising, condemnation of the raid at Clark’s residence   has been coming like claps of thunder.  From the IGP who quickly sent a high powered police delegation led by  Joshak Habila, DIG 0perations, to apologise to Clark, to the Senate President, Bukola Saraki, former Vice President Atiku Abubakar, Governor Henry Dickson of Bayelsa, Elder Statemen and, several organisations, it’s been overwhelming.  All have spoken in condemnation of the police raid. Worse: Niger Delta Militants, who have been quiet for a while now, say that for humiliating Clark, “we are going back to the Creeks.” If they do as threatened, our economy will be reduced to ground zero. Somebody should quickly stop them, please. Afterall, Clark says he has accepted the police apology. He has also petitioned President Muhamadu Buhari, expressing his outrage, and asked for an honest probe into the embarrassing incident.

But the question which remains unanswered is: Who dunnit?

That we are breathing easy now, so to say, is because of the prompt actions the IGP took. He disowned members of the team. He condemned their action. He ordered their arrest as well as that of the informant. He apologised to Clark. Yet, the most important reason we are having this breather is because nothing incriminating was found in the old man’s house. Otherwise, the story would have been different.  People would have been falling over themselves to take credit for a job well done. And, the informant would have been celebrated as hero.

There are dangerous dimensions to this whole messy situation. If the IGP was not in the know, as I sincerely believe, who authorised the search? Who is the other ship Captain at FHQ? Somebody must have authorised this search. Honest, it is difficult to believe that an ASP and three Inspectors would, on their own, without any authorization from anybody, go to Clark’s residence to carry out this search unless they were drunk. As I write this, the three Inspectors have been dismissed by the IGP and, the ASP interdicted. He, of course, sooner than later, will be disciplined by the Police Service Commission. Are they fall guys? The officers would have known the implications of what they were doing. So, why take the risk? How did they get a search warrant from a Magistrate’s Court? Who sent them? It will not only be  sad, but dangerous, the day Non Commissioned Officers, and a middle level officer, or any officers for that matter would, on their own, without clearance from the IGP or his delegated authority, start raiding the homes of high profile Nigerians, as if they were criminals,  as the Police would have us believe in this case. The fate of Daura ought to have taught the Police high command a lesson. Or, is anybody  deliberately trying to sabotage the IGP and, set him up for a Daura treatment?

For the records, in the very dangerous times we are in, nobody is above the law. The Police, no doubt, have the right to search anybody’s house. But as explained by Moshood, due process must be followed and professionalism should be the watch word.

I submit that the dismissal of the policemen should not be the end of the sad incident. A probe should be instituted to, excuse this cliché, get to the bottom of the story.

The actions taken by the IGP are because a big man is involved. But I can tell the IGP, for free, that many people, everyday, even along the roads, go through the humiliating experience of being searched by the police, and their phones scrolled, most times, for no just cause. And the police is not the only culprit. Everyday, law abiding citizens and organisations go through this same humiliating experience, and nothing happens. Nearly all security agencies are involved in the illegality.

In 2014, soldiers pounced on distribution vehicles of Media houses along the roads in Southern Nigeria, seized them and thousands of newspapers. For three consecutive days, they brazenly carried on with this illegality. The media houses involved lost hundreds of millions of naira in sales, advertisement and, Special Projects. 

Reason: The unimaginable! They said they had intelligence information that Boko Haram was using the media vehicles to transport arms and ammunition. They saw none in the vehicles  because it was a lie from the pit of hell, concorted by deranged minds. When the Newspapers Proprietors’ Association of Nigeria, NPAN, wanted to sue the Federal Government, then President Goodluck Jonathan invited the members to a breakfast meeting in Lagos where he apologised. But most members insisted on some form of compensation. And why not?  They lost millions of Naira.  At the end, the NPAN and the office of the NSA, where Jonathan directed the Association to, because the shame stemmed from a false security report,  settled for N10m per media house (12 in all), a paltry sum, considering what they lost. But in 2015, the media houses involved were forced to return the money to government. Till date, nobody has apologised to them. And nobody has invited the Association  to a round table to know the truth. The losses were entirely that of the media houses to bear. Nobody has raised a finger on their behalf.

In 2016, DSS operatives, in the middle of the night, invaded the residences of some Supreme Court Judges in search of proceeds from alleged corrupt activities. And one can go on and on. When did we descend to this level where criminally minded people could take advantage of, and wreak havoc on high profile Nigerians?

But back to the case at hand. We must appreciate the IGP for the prompt actions taken. We must appreciate him, especially, for apologising to Clark. But he should do more. Nigeria is not a Banana Republic where any uniformed personnel can just jump up and go and search the homes of innocent citizens. In this era of whistle blowing and all that, quite a number of people out of mischief, or envy, deliberately  write petitions against others. The job of security agencies, which receive such petitions, is to investigate the source of their information first, confirm the authenticity, before pouncing on, and embarrassing innocent people or organisations.

That was where the Police went wrong in Edwin Clark’s case. And that is why the IGP should institute a probe panel, parading men and women of character, to get to the root of this mess and make the truth public.

Otherwise, there will always be doubts and questions.

However, mass defection and multiple court cases are looming in Imo APGA as prominent members of the party, many of whom are foundation members who have remained committed to it since inception, have vowed to wreck APGA rather than allow the national leadership cede it to APC as its (APC) appendage, and rather than see strange people hijack it in Imo.

Party sources say movement of the “Allied forces” to APGA is in line with the party’s pact with the APC for the 2019 elections. APGA has reportedly agreed to allow APC defectors who will be aided to victory by agents of the federal government fly its flag in the governorship elections in the South east and return to the ruling party months after taking the oath of office.

APGA is also to field a Northern presidential candidate with an Igbo running mate with the sole aim of preventing PDP’s presidential candidate from harvesting votes from south east, a traditional PDP strong which also has tremendous sympathy for APGA.

Though APGA has consistently described itself as a national party with strong roots in the south east, most people in the region are fiercely and sentimentally attached to the party, mainly because of its link to the late leader of the defunct Republic of Biafra, Chukwuemeka Odumegwu Ojukwu. Before his demise in 2011, Ojukwu was the National Leader of APGA and Chairman of its Board of Trustees, BoT.  He flew the party’s flag in the 2003 and 2007 presidential elections.

Governor Okorocha’s insistence on fielding his son in law, Uche Nwosu as APC’s Imo guber candidate is regarded as by the national leadership of the party as a major recipe for PDP’s victory in the state. Therefore, convinced that APC is headed for sure defeat, the party decided to spring Ararume, Izunaso and other APC bigwigs in the state as a joker to save it from jaws of  humilating  defeat in the governorship election.

In keeping with the APGA-APC script, a member of the “Allied forces”, possibly Ararume or Izunaso, will emerge as the APGA guber flag bearer for the Imo guber election and will be aided to victory by the APC- led federal government.He will however, make a detour back to the APC within three months of assumption of office.
