$21bn Withdrawal: House of Reps Summons Minister, CBN Gov |The Source

The house of representative has directed the Minister of Finance, Zainab Ahmed and Governor of the Central Bank of Nigeria, CBN Godwin Emefiele, to appear before it to justify $21 billion withdrawal from the Nigeria Liquified Natural Gas, NLNG account.

NNPC Group Managing Director, Mele Kyari, on Thursday, told the House committee on Public Accounts that it did not act illegally by withdrawing the humongous amount from NLNG, insisting that the CBN and the ministry were aware of it.

The lawmakers had, last month, said the funds should have been paid into the Federation Account, to be shared by the federal and state governments in the country, adding that the withdrawal was illegal and therefore, directed the NNPC boss to appear before the committee to give explanations.

But during his appearance on Thursday, Kyari, who was represented by Umar Ajiya, the chief financial officer of NNPC, said the withdrawal from the NLNG dividends account from was legal. The period of withdrawal was between 1999- 2020.

He said the proceeds from NLNG was withdrawn by NNPC based on approval of the federal government, noting that the national oil company represents the government on the NLNG board and manages its funds.

He explained that the proceeds could not have been paid into the federation account, as being claimed by the committee because “When I say the federal government, I do not mean NNPC. Ordinarily, it’s the federal ministry of finance that directs the utilisation. We (NNPC) are merely the agents of the federal government.

“All withdrawals (from NLNG dividends fund) were based on approved mandates of the relevant authorities. As far as NNPC is concerned, investments in NLNG were done on behalf of the federal government. I was the treasurer of NLNG, so I was aware of the federal government’s investment in the project.”

For his bad behaviour, the former Chairman of the defunct Presidential Task Force On Pension Reforms, Abdulrashid Maina, will remain in Prison custody until the length of time his trial would last. He is no longer entitled to bail.

Maina is facing prosecution by the Economic and Financial Crimes  Commission, EFCC, for an alleged fraud  to the tune of Two Billion Naira he committed while in office.

But the former pension boss has been a bad defendant. First he  escaped from Nigeria to Dubai to avoid arrest. Then he returned on the assumption of  office by President Muhammadu Buhari and was, inexplicably, not only restored to office, arreas of paid him, but  was promoted. When the unusual   situation was revealed, and the Media screamed blue murder, he disappeared again to, allegedly, Dubai.

After many months, Maina was arrested with his son Faisal,  by Operatives of the DSS in an Abuja hotel and handed over to the EFCC.

Hauled before  a Federal High Court, which Judge is Justice Okon Abang, he was given bail after a number of appearances in court. But for months, he could not meet with the conditions of his bail.

After a review of the conditionalities, based on much pleading, Senator Ali Ndume agreed to stand surety for him, signing a bond to the tune of N500m, and pledging his Asokoro residential house.

But it turned out a big mistake on the part of the kind Ndume.Maina jumped bail, prompting  Justice Abang to issue a Bench Warrant on him, and remanding Ndume in prison custody until he either pays the sum of N500m to the FG, or forfeits his Abuja residence. Ndume spent five days in prison custody, and was granted bail by Okon for good behaviour.

Days later, the FG did what it should have done a long time. It enlisted the help of the Niger Republic and the United States to locate  Maina. It worked.

On Tuesday, the INTERPOL located him in the Niger Republic, and promptly took him into custody. On Thursday, the Nigeria Police hauled him back to Nigeria.

Appearing before Justice Abang Friday morning, the fugitive from the law was ordered to be slammed into Prison custody until his case is disposed of, justifiably, by Abang.

For Maina, it is pay back time. While Ndume would no longer be involved in his case, his long- suffering lawyer, Adeola Adedipe, has also dumped him.

Maina will be in Court again on the 8th of  December with a new Lawyer.

Fidelity Bank: Okonkwo Exits In A Blaze of Glory |The Source

After leading Fidelity Bank Plc as the managing director/ chief executive officer, for six years Nnamdi Okonkwo, the ebullient and consummate banker is retiring from the retail lender in style following his recognition as the Banker of the Decade at the recent Business Day Banks and Other Financial Institutions, BAFI Awards in Lagos.

Okonkwo, will depart the bank by the end of the year, and encomium has started pouring in for the Anambra state born banking czar for changing the fortunes of the tier two bank, once regarded as ‘Igbo’ bank, to a truly national bank that’s now the envy of competitors.

The outgoing CEO had announced, in July, that Nneka Onyeali-Ikpe, Executive Director, Commercial, SME, Consumer and Public Sector Business, South west and Lagos, will take over from him effective January 1, 2021.

The last six years, at the helms of one of the top 10 deposit money banks, DMBs in the country, has indeed, been rewarding and herculean for Okonkwo, who has dedicated his success at the bank to God, supportive, trusted staff.

He speaks of staff diversity and professionalism as the hallmark of his success “We brought on board some seasoned professionals. For instance, the Chairman of the Board is a former Chief Executive of a bank and a former Deputy Governor of the CBN for 10 years.

“We also have with us the former Managing Director of Guinness Nigeria and another former MD of a bank. As a deliberate strategy, each time a Director retires, we replace with yet another very experienced one. We also ensure diversity.”

Therefore, analysts in the sector say, the Banker of the Decade award is truly  deserving of the man who put the bank on the map of prestigious global lending institutions, within a very short period of time that he ran the affairs as managing director.

Who, then, is better to testify to Okonkwo’s success than those he venerably calls his ‘colleagues’, trusted men and women who have worked with him in those trying years when the graph of Fidelity Bank’s rise to the top, was being plotted in the hot and, sometimes electrifying board room, where ideas were shared among ‘players’ without the bossy attitude, known with some bank’s CEOs, being a constraint?

The same employees, who also ensured that the bank emerged the Commercial Bank of the Year, after beating other banks in the country to the prestigious prize.

While receiving the Banker of the Year award on behalf of Okonkwo, Gbolahan Joshua, the bank’s Executive Director, Operations and technology, said his boss has ended his career in the bank in a blaze of glory.

This award, Gbolahan said “comes as a crowning glory to the contributions of Mr Nnamdi Okonkwo to Fidelity Bank, the banking industry and the entire Nigerian economy. As you may be aware, he is retiring as our CEO, after the completion of contract tenure, by December 31, 2020,” Joshua said.

“He has asked me to dedicate this to all the stakeholders of the bank, including his family and mentors. According to him his modest achievements and contributions would not have been possible without their unalloyed support and help.”

The award is definitely, not a ‘jankara’ one the organizers said. It was awarded to Okonkwo for changing the total outlook of the bank, through deliberate rebranding project which caused an increased in youth appeal; revamping of the bank’s performance management culture to instill a culture of performance; technology refresh and digital transformation in furtherance of the digital retail strategy he implemented.

A gold fish cannot be hidden. Okonkwo’s has indeed, left imprints in Fidelity Bank,    a la the financial service sector that will be hard to erase for many years to come.

From a scarcely known bank few year ago when he took over, Okonkwo has transformed the foundametals of the bank in figures, brick and mortar.

Instructively, the bank under Okonkwo’s leadership, has imposed itself as one of the most visible commercial banks in the country, in terms of branch networks spanning 240 business offices and 774 ATMs, as part of effort to deepen financial inclusion in the country, and bring banking to the door steps of many Nigerians.

Under Okonkwo’s watch, the bank has witnessed a growth rate of over 230 percent in profit before tax from N9 billion when he came in to over N30 billion within six years.

Customer deposit has grown from N806.3 billion to N1.35 trillion while savings deposit grew from N83.3 billion to N312.1 billion.

Okonkwo also ensured that net loans and advances rose by over 170 percent from N426.1 billion to N1.16 trillion; customer base increase by 121 percent from 2.4 million to 5.3 million and digital banking penetration improvement from 1.0 percent to 50.1 percent by the end of 2019.

Indeed, the outgoing CEO has traversed Fidelity bank as a colossus. “You have to go the extra mile to accomplish and be distinguished when you set a goal because that will go a long way to determine your success or failure,” Okonkwo said some years ago.

He set the goal for himself at the beginning, to make Fidelity Bank one of the top commercial banks in the country. He has achieved it, leaving the DMB in style, better than he met it.

Nigeria is said to have resumed fuel importation from China in the wake of the criticisms that the Oil Producing and exporting country is poised to start importation of downstream petroleum products from Niger.

Nigeria is Africa’s biggest producer of crude oil and a major Organization of Petroleum Exporting Countries, OPEC member.

Currently, the refineries in Nigeria are not working, and where they work, run on losses.

Reports indicate that China shipped 37,000 metric tonnes of refined products to Nigeria last September,  and has been doing so since July 2019, according to S&P Global Platts.

Nigeria has then followed countries like Togo, which imported 50, 000 metric tonnes. Between April and July 2020, Nigeria imported 50, 000 metric tonnes of PMS. Besides Nigeria and Togo, South Africa and Kenya are also beneficiaries of Chinese importation. Kenya and South Africa are receiving 40,000 mt and 35,000 mt, respectively.

China has been making frantic efforts to make an incursion into African economies through fuel supplies and provision of loans with complicated conditionalities.

To meet up demands, China increased its crude imports to 10.1 million barrels per day, United States Energy Information Administration, EIA states. This was a 0.9 million barrel per day increase in 2019. Last year, their refining capacity increased by one million barrels per day. This was because, due to increased demand, they built two new refineries, which came on stream recently.

But in Nigeria, there have been reports that refineries are incurring overheads without producing a single drop of oil. Besides, the renewed threat of hostilities in the Niger Delta region indicates that it is not yet Uhuru for Nigeria to take the bull by the horn and refine its own crude.

It was a tragic end for a middle- aged man in Calabar on Wednesday when the efficacy of bulletproof charm he was testing proved impotent.

Popular as “Email”, the deceased who is said to be a cultist and hard drugs peddler, had asked his girlfriend to shoot him so as to determine the efficacy of the charm which an undisclosed native doctor had earlier administered on him and his gang  in the notorious Calabar South axis of the Cross River state capital.

While his gang members had earlier successfully tested the charm, Email elected to hand a gun to his girlfriend and ordered her to shoot him to also prove to his members the charm’s potency.

However, as the lady pulled the trigger at a close range, a volley of bullet hit Email, killing him instantly.

A source privy to the sordid incident recounts what transpired: “The deceased whose real name is not known was simply known as “Email” .He was both a cultist and drug peddler who specializes in the sales of Indian hemp.

He was with a group of his friends at the time of the incident in a compound at Nelson Mandela street, Calabar South, opposite the Assembly of God Church.

At about 11:00 am on the fateful day, the girlfriend passed by the compound of the late boyfriend who  was with his group of friends after they had taken local concoctions including native charms against gun shots.

“His friends had tested, and it proved effective, but the deceased young man decided to order his girlfriend to shoot him to test the efficacy of the charm on him.Unfortunately, the gunshot from the girl penetrated and he slumped and died instantly and there was chaos”

Irked by Email’s gruesome, but unexpected death in the hands of his girl friend, his friends descended on the girl with dangerous weapons leaving her battered. She was however, later rescued by the police and taken to a police clinic in Calabar for treatment.

EndSARS: IGP Orders Investigations Into Suit Seeking To Stop Judicial Panels of Inquiry, Queries Force Legal Officer |The Source

The Inspector General of Police, IGP, Mohammed Adamu, has directed the immediate investigations into a suit purportedly challenging the legality of the States’ Judicial Panel of Inquiry, investigating allegations by citizens against officers of the defunct Special Anti-Robbery Squad (SARS).

Nigerians had woken up to the shocking news that the Police had filed a suit challenging the Panels, which were ordered to be set-up by the President Muhammadu Buhari. And the question was: Why would the IGP challenge something approved by the President.

But it turns out the IGP may have been ignorant of the suit.

A release signed by Force Spokesperson, DCP Frank Mba,  said  that the IGP,  who gave the order  for the investigation on the heels of trending reports in the media, on 3rd December, 2020, expressed the disapproval of the Force Management Team on the matter and ordered investigations into the alleged role of the Force Legal Section including its Head. Meanwhile, said the statement, the Force Legal Officer has been queried and may face further sanctions if found guilty of dereliction of duty.

“The IGP reiterates the commitment of the Force to fulfilling all its obligations with regards to the disbandment of the defunct SARS, the ongoing Judicial Panels and all other police reform.”, Mba said.

Why Niger Deltans Are Celebrating The Sack Of NDDC Interim Management Committee |The Source

Many Deltans are celebrating the sacking of the Interim Management Committee, IMC, of the Niger Delta Development Commission, NDDC. For months, many stakeholders in the region had protested against  the IMC, calling it an abbreration. Most vocal, among others, were Professor Itse Tsage, and Chief Edwin Clerk.

The grouse was that the IMC had no place in the NDDC. Incidentally, President Muhammadu Buhari had nominated and sent the names of  subsantive Board Members to the Senate for confirmation. They were duly confirmed by the Senate but the President refused to inaugurate the Board, allegedly on the advice of the Minister for Niger Delta, Senator Godswill Akpabio who preferred the setting up of the IMC to undertake a forensic audit of the Commission.

Even though the Senate protested, the Board was never inaugurated. And nothing has been heard of the forensic audit till date.

But on Thursday, an FCT Federal High Court suspended the IMC  led by Prof Kemebradikumo Pondei.

The Court by its interim order restrained Pondei, Dr Cairo Ojougboh, and others from performing the functions of the Board of NDDC.

Aside from suspending the Committee the court further granted leave to the applicant, Incorporated Trustees of Forum for Accountability and Good Governance (FAGG), to apply for judicial review for an order of mandamus compelling the Independent Corrupt Practice and other Related Offences Commission (ICPC), to investigate Akpabio and members of the Board over allegations of N3 billion contract fraud.

Justice Ahmed Mohammed,  also granted leave to the applicant to apply for a judicial review of the power of the President of the Federal Republic of Nigeria or the Minister of the Niger Delta to appoint Prof Pondei, Dr Ojougboh and others in an interim capacity.

The orders are contained in an enrolled order of the court dated November 5, 2020.

By this order of the Court, the members of the NDDC Board are restrained from performing the functions of the Board pending the hearing and determination of the motion on notice which is fixed for December 8.

Meanwhile, the applicant has expressed worry that despite the restraining order, the defendants were still in total disobedience of it and have been going to their offices and performing the functions of the Board of the Commission.

The plaintiff also urged that the most senior civil servant or administrator in the Commission be appointed while praying that the suspended officers be stopped from accessing the Commission’s offices and files as they could tamper with evidence which could be used by the ICPC in its probe.

Parties joined in the suit are the Attorney General of the Federation, the Senate of the Federal Republic of Nigeria, Honourable Minister of the Niger Delta, Prof Kemebradikumo Pondei, Dr Cairo Ojougboh, Dr Joi Nunieh, Mrs Caroline Nagbo, Cecilia Bukola Akintomide and the Independent Corrupt Practices and other Related Offences Commission.

A communal clash between two Ondo communities has claimed the life of two persons. A palace in one of the feuding towns razed.

The fracas is between Ude and Isinigbo communities in the Akure North  Local  Government  Area.

The two communities are now ghosts of themselves as people have fled to safety,  leaving behind the debris of desyroyed buildings.

It was gathered that the crisis was trigerred by an alleged move by the traditional ruler of one of the communities to annex land belonging to his neighbour.

The traditional ruler of Ude, Sunday Boboye,  is reported to be insisting that his territory extends to Isinigbo and has been harassing residents of the village.

His palace was not spared as people of Isinigbo invaded, vandalised and razed some buildings with the monarch escaping.

Roads leading to both communities were sealed off with bonfires as many shops owners quickly closed and ran for their lives.

It was gathered that members of Isinigbo community trooped out in protest against the Ajagun of Ude for demolishing their houses including buildings belonging to non-indigenes who bought land many years ago.

The Oluomon of Isinigbo, Oluwole Kareem, said they had to protest to stop continued demolition of their buildings by the Ajagun of Ude.

Oluwole said they were surprised when a case the Isinigbo community had won in 2012 was taken to another court by Boboye and judgment was secured.

According to him, the people have been domiciled on the land for the past 800 years.

“Boboye came to us that we are occupying the land illegally. He said he has won the case. He first came and demolished over 50 houses. We protested, but the government did not do anything. His lawyer said he was not aware about the demolition. If he had won the case, he was supposed give us time for dialogue. He did not give us that chance.

“Last Thursday, he went to demolish over 150 buildings. He was bringing thugs and fake policemen. Apart from demolishing our houses, he turned himself to a robber. After demolishing my house, he took my monkey I have been training for the past 15 years. He also took my brother’s goat.

“He has been threatening us. People have bought land here for over 15 years ago. He placed sign post to rename our community the New Ude Estate. Isinigbo has been existing since over 800 years. He want to make our place an extension of Ude.

“We came out for peaceful demonstration to let the government know our plight. The state government should intervene.”

Ondo Police spokesman, ASP Tee-Leo Ikoro, said nobody was killed in the fracas.

Ikoro confirmed the burning of the Ajagun of Ude’s palace, but said normalcy has been restored, while investigation has commenced into the incident.

Reports say about 26 persons were, Thursday morning, kidnapped along the busy Benin-Auchi Expressway

According to an eyewitness who narrowly  escaped and spoke to an online publication, Trojan.com.ng the kidnappers had a free field for  about three hours. He said:

“As we speak, my car is still at the scene of the incident.

I spent over four hours in the bush along with many other commuters while the Kidnappers continued raining their guns unchallenged.

“Obviously, the Nigerian government has failed the people.

“People are being killed in their homes and on the roads like fowls everyday”,

Unconfirmed reports say there were fatalities as well.

The suspected kidnappers had blocked the Benin-Ekpoma-Auchi road by Obagie

The kidnappers had, allegedly, first attacked a commerical vehicle which they used  to barricade the road. An on-coming trailer driver,  suspecting danger, refused to stop.

The trailer was  said to have  rammed into the bus causing fatalities. A number of members of a vigilante group, trying to resist the kidnappers were, allegedly, shot dead.

At the time the story was reported, a statement was still being awaited by the Police for confirmation.

The Nigeria Police Force has extradited Abdulrashid Abdullahi Maina, former Chairman of the Pension Reform Task Team (PRTT), today, 3rd December, 2020, to Nigeria from Niamey, Niger Republic.

Maina was arrested in Niamey, having been declared wanted by a Nigerian court of competent jurisdiction over a pending criminal trial against him.  He jumped bail and disappeared into air and left Senator Ali Ndume who stood Surety for him in a quandary. The trial Judge, the Hon Justice Okon Abang, angry over Maina’s continuous absence, remanded Ndume in Prison. Five days after, he granted him bail for good behaviour, but ordered the seizure of his passport, and asked for him to provide a surety.

According to a  release by the Force Spokesperson, DCP Frank Mba, “Abdulrashid Maina was arrested on 30th November, 2020 through the collaborative efforts of the operatives of the Nigeria Police Force, INTERPOL NCB, Abuja and their Nigerien counterpart. The team from INTERPOL Nigeria, led by the Commissioner of Police INTERPOL, CP Garba Umar, having completed the necessary documentation requirements and other extradition processes, flew the wanted former Pension Boss, Maina into Nigeria aboard an NPF Jet 5N-HAR and landed at exactly 1417Hrs (Nigerian Time).

Meanwhile, the Inspector General of Police, IGP Mohammed Adamu, while applauding the trans-national/inter-agency collaborations that led to the successful arrest and extradition of the wanted fugitive, assures that necessary legal actions will follow immediately.

Meanwhile, Maina’s Lawyer, Ademola Adedipe, has been granted leave to withdraw from defending him, a request he had earlier made, but was denied.
