Ondo Bars Unions, Associations; Producers Of Goods To Determine Prices

Worried by the continued soaring in prices of goods, especially food items, Ondo State Government has barred unions and associations from fixing prices on any product or services.

It was gathered that some unions and associations determine prices of commodities and services to the detriment of producers, which has led to consumers paying exhorbitantly for them.

The order by the State Government now confers the right to determine prices of goods and services directly on producers, not on middlemen.

A Government statement on Thursday explained that the measure was taken to protect residents in the State amid soaring costs and incessant increases in prices of goods and services by artisans including farm produce and food items.

The statement, signed by the Commissioner for Information, Mr Donald Ojogo, pointed out that “in this regard, the State Government has barred all Trading Unions and Associations under the umbrella of Ondo State United Artisan Group, from fixing and enforcing uniform prices of goods and services being sold/rendered by their members and non-members.’

According to the statement, the decision was taken in the overall socio-economic interest of the people of the State.

“Government had, before now, watched with discomfort and dismay, the economic suffocation of the people with unimaginable increases in prices of goods and services in markets, shops and other sales outlets across the State.

“Even without due regard for market forces, it is obvious that associations and unions are largely behind this unwholesome act.

“The State Government has decided to act decisively even as the public deserves protection from this undesirable exploitation under some guises.

“Therefore, fixing market prices and imposing fixed exorbitant prices on the people under the guise of association or union must be stopped forthwith.

“Accordingly, as part of the measures, Individuals, Artisans, Traders and providers of services as well as farmers are henceforth allowed to operate, sell their produce and render any service in any part of the State as they may deem profitable, based on the principle of demand and supply and prevailing market forces.

“This is just as membership of associations and unions remains voluntary as provided for in the constitution of the Federal Republic of Nigeria, as amended.

“Consequently, Government’s right to regulate the activities of Trading Associations and Artisan groups has to be invoked in the interest of residents.

“Therefore, on no account should any Union/Association fix or enforce prices of goods and services.

“Similarly, there shall be no sale of tickets to Artisans/Traders by any Association/Union without due approval of the state Government through the Internal Revenue Service.

“All concerned are, therefore, advised to adhere strictly to this directive as any person or group found to be flouting it will be made to face the full weight of the extant laws.

“It is to be noted too that this directive takes effect from TODAY in all markets and sales outlets across the 18 LGAs of the state.”

The State Government had earlier, this year, banned members of the National Union of Road Transport Union, ((NURTW) and affliate unions from operating in motor parks in the State.

Government action was sequel to arbitrary hike in transport fares in the state, and incessant clashes among the drivers.

An18-seater passenger bus has been attacked by armed men and unspecified number of travellers kidnapped between Idoani /Ifira axis of Ondo State.

The incident occurred early Thursday morning at the failed portion of the Idoani-Ifira road in Akoko Southeast local government area of the state.

Sources explained that the bus, which was heading to Lagos, took off from Abuja and had to divert its journey through Ondo state due to dilapidated terrain of Okene – Kabba- Omuo highway.

The Federal Roads Safety Commission, (FRSC) had earlier warned motorists to make use of alternative routes as a result of the failed portions along Lokoja – Okenne – Kabba- highway.

It was gathered that the gun men, all masked started shooting sporadically forcing the passengers to run for dear life.

They reportedly carted away valuables found inside the bus before some of the passengers were whisked away into the bush.

Confirming the incident, the Divisional Police Officer for Isua Akoko, Hakeem Sadiq said the case has been reported and that officers of the anti-kidnapping unit were already combing forests to rescue the people.

He said he was already working with sister agencies to ensure that the travellers were rescued unhurt.

Lamenting incessant robberies and Kidnappings on the highway, an Ifira Akoko community leader, Chief Boboye Ojomo, blamed them on deplorable condition of federal road from orita Ipele/ Idoani/ Ifira and Isua which had been abandoned by the contractor handling the road project.

He called on Federal Government through the Minister of Works, Babatunde Fashola, to look into all federal roads in Ondo State as many are now in state of disrepair.

Opinion: Our Navy’s Absurdity

One announcement that has raised more than a few eye brows and even bewilderment is the news of a naval base in Kano, the ancient entrepot of the Trans-Saharan Trade. Kano is a great city. For several centuries, it was the centre of Hausa civilization and the epicenter of Islamic scholarship. In the 19th Century, the Hausa sultan was toppled during the jihad that swept throughout Hausa land and the sultan was replaced by a Fulani emir. But despite its long history and power, no one could have predicted that one day, the city would have a naval base. Now it has come to pass. Thanks to President Muhammadu Buhari’s Chief of Naval Staff.

The Chief of Naval Chief in most dispensation is often regarded as a thorough professional man. He is a man of the sea and the vastness of that space allows the seafarer a larger outlook of life. During the Nigerian Civil War, the Nigerian Navy under the command of Admiral Akinwale Wey and Vice-Admiral N.B Soroh, were seldom celebrated. But here comes Vice-Admiral Awwal Zubairu Gambo, the Chief of Naval Staff, CNS. He is the man who brought a naval base to the Sahel-Savanah region of Kano.

The reason for this naval base is not clear. The navy’s constitutional duty, just like the army and the air force, is to defend the territorial integrity of the nation.

Occasionally, members of the armed forces may be involved in internal security with the permission and directive of the Commander-in-Chief. But still, the armed forces duty is really to protect the nation from external enemies. The army deal with the enemies by land, the air force by air and the navy by the sea.

There must be very few countries in the world that deploy its navy to its internal rivers. That is the job of the marine police. Nigeria has a marine police under the command of a police commissioner.

Now the unthinkable has happened. Kano now has a naval base, thanks to the first indigene of Kano State to be made the Chief of Naval Staff, Vice-Admiral Awwal Zubairu Gambo, who assumed office January this year in succession to the long serving Vice-Admiral Ibok Ekwe Ibas. Gambo is a highly educated officer. He was born in April 1966, the year of Nigeria’s first military coup and enlisted in the Navy in 1984, the year Major-General Muhammadu Buhari became Nigeria military Head of State.

Gambo is an underwater war specialist as well as an intelligence officer. He holds masters and doctorate degrees from the Ladoke Akintola University, Ogbomoso, in Oyo State. He is now in power.

Governor Abdullahi Umar Ganduje recognized that immediately Gambo led a team of naval red-cap chiefs into his office last week. The naval boss has come with the gift of a new naval base in Kano. He had also led his court into the city to hold the Chief of Naval Staff Conference for 2021. Ganduje, a populist politician, knows a true gift when he sees one. He praised the CNS for his good gesture and promised that 1000 hectares of land would be allocated to the new naval base.

To show that he means business the CNS announced the appointment of Captain Muhammad Abubakar Alhassan as the acting commander of the new naval base.
There is no rational argument that can sustain the need for a naval base in Kano. While fishermen have traversed the two big rivers of Kano State; Hadejia and Jama’are, for centuries, it is inconceivable that someone would think of putting a fishing trawler or a speedboat on any of these rivers. To accommodate a true passenger boat, each of the rivers would require expensive dredging. Even then, that may not justify the need for a naval presence. It would only mean that the merchant marine may have an interest.

There are very few countries in the world that position their naval forces on internal rivers. In Africa, the Egyptian Navy does not have a presence on River Nile. It has bases on the Red Sea and the Mediterranean Sea coasts. South Africa does not have bases on its river banks. The Democratic Republic of Congo does not have naval bases on the River Congo. Uganda is a landlocked country and it harbors Lake Victoria, the largest lake in the world. Yet Uganda does not have a navy. The marine corps is part of the National Defence Force.

Indeed, there was a landlocked country in Africa that created a navy. Jean-Bedel Bokassa staged a coup and seized power in the Central African Republic on January 1, 1966 from elected President David Dacko. Bokassa was a man with a gargantuan appetite for power and the absurd. In 1976, he proclaimed his country an empire and himself the Emperor Bedel Bokassa the First. It was Bokassa who also proclaimed the establishment of a national navy in a landlocked country and he made his son-in-law, who never had any military training, the first Admiral of the Navy. Till Bokassa was toppled in 1979, the Central African Empire navy never had a single boat!

How I wonder how the boats and ships would be transported to Kano for the use of this novel naval base. Would they be shipped by road or by air? Are they going by train? Or are we going to rely on the old reliable, the camels used by our forefathers for the Trans-Saharan Trade?

This Kano episode shows us what is happening to the commodity of power in our republic, especially among those in possession of it at the federal level. It shows that at the federal level, especially within the military high command, there is a lot of yes-siring and bowing instead of real debate about options and alternatives in those so-called commanders summit. How can the Naval High Command really hold a serious debate and agree that the next naval base for Nigeria has to be in Kano? This intellectual and managerial laxity at the centre of power could explain why it was so easy for federal officers like Mrs. Diezani Alison-Madueke and those former President Goodluck Jonathan military commanders to have direct access to so much money for which they were accused of embezzling.

Yes, there are security challenges in Kano which Governor Ganduje is confronting admirably, but they could not be tackled with naval power. The problems of Kano have to do with banditry and sundry crimes and these can only be confronted, in the short run with scientific policing including voice-recognition computers, data-capturing and analysis and satellite imaging. In the long run, the laws against banditry, kidnapping and other associated crimes have to be enforced rigorously. There should be nothing called forgiveness for those who knowingly wage war against the society. When those found guilty get to heaven, they can ask God for forgiveness. We know that in the long run, the solution is employment for our youths and greater access to saleable skills and shared prosperity.
If the truth must be told, Gambo’s missile has been fired in the wrong direction. The decision to establish a naval base in Kano is truly absurd. It is an indication that decisions at the highest level of the military is still taken with reckless disregard to logic. Gambo’s gift to Kano is an absurd ego trip taken at our expense. Pity.

Buhari Arrives Imo Despite IPOB’s Threat

President Muhammadu Buhari has arrived in Imo State despite warning by the Indigenous People of Biafra, IPOB that the nation’s Commander-in-Chief is not welcome in the Governor Hope Uzodinma-led state.

IPOB, had on Tuesday, ordered a sit-at-home to mark the president’s state visit.

Also, the Biafra Nations League, BNL warned President Buhari against the visit, saying he should cancel the visit to save himself from embarrassment. BNL gave the warning in a statement on Wednesday, signed by its Deputy National Leader and Head of Operations, media, Ebuta Takon.

But the state Commissioner for information and Strategy, Declan Emelumba, warned that no person should dare the resolve of the government to give the president a befitting reception.

He said, “I have not heard of any sit-at-home by any group. I think the one I heard is the one that said they want their leader released and will be protesting any day he appears in court.”

“However, we are talking of a presidential visit. The president is visiting Imo and we will do everything thing to give a befitting reception. We have made every security arrangement in this regard and I assure you that Imo people are enthusiastic about the visit.

Buhari landed at the Sam Mbakwe Airport in Owerri, the state capital, few hours ago and was received by Governor Uzodinma and other state officials.

Uzodinma had a few days back disclosed that Buhari would be visiting state to commission some “significant projects” executed by his government.

According to him “While in Abuja, I secured approval for President Muhammadu Buhari to visit Imo on Thursday, Sept. 9, to commission some significant projects put together by the Shared Prosperity Administration,” the governor told newsmen after he visited the Federal Capital Territory, FCT.

The magazine learnt that the president, decked in Igbo traditional attire has started commissioning projects in Owerri, the state’s capital.

Open Grazing: Price of A Cow Heads For N2m – Miyetti Allah

The Miyetti Allah Cattle Breeders Association, MACBAN has warned that the price of cow could go as high as N2 million in Lagos state if the state government passed the anti-grazing bill into law.

The bill to outlaw open grazing of cow, on Monday, passed Second Reading in the state House of Assembly, and will most likely be signed into law by Governor Babajide Sanwo-Olu, in line with the agreement reached by 18 Southern Governors, in Asaba, Delta state in July this year.

But the umbrella body of cattle breeders warn of imminent dangers if the bill is eventually passed by the state’s assembly.

The Zonal Secretary of the group in the South West, Maikudi Usman disclosed this during a one-day public hearing organised by the Assembly on the issue.

The Assembly is conducting a Public Hearing on the bill titled “A bill for a law to Prohibit Open Cattle Grazing In Lagos State, the Trespass of Cattle Land And For Other Connected Purposes”.

A section of the bill gives the state government the power to apprehend cows that violate the law, and auction same within a specified period, in case the owners failed to claim they back.

The group had earlier appealed to the state government to give the breeders enough time to train its members on how to comply with the proposed law, adding that herders were already used to moving cattle around for grazing.

He explained that it will also be more costly to breed cattle in ranches, adding that the cost of a cow could rise as a much as N2 million.

He also pleaded with the government to subsidise the cost of raising the cattle in one location.

Usman said “If cattle are bred in one place, the price could go up to about N2 million each. We agreed with some local chiefs in other states that anyone who wants to rear cows in a location should register and should indicate when he is leaving.

“A Fulani man moves from one place to another to ply his trade, but we have some bad eggs that are causing trouble. The government should allow us to talk to our people that they don’t want our cows to destroy people’s farmland.

“We have met with stakeholders in Ekiti, Ondo and even Oyo states and we reached agreements with them,” Usman was quoted as saying this in a statement by the Chief Press Secretary to the Speaker of the House, Mr Eromosele Ebhomele.

Meanwhile, the Chairman of Lagos State Butchers Association of Lagos State, Alhaji Alabi Bamidele Kazeem, has pleaded with the state government not to pass the law, because of the expensive nature of rearing cattle in one location.

VAT War: Moghalu Says Restructuring Has Begun

Kingsley Moghlau, a former Deputy Governor of the Central Bank of Nigeria, CBN has disclosed that the ongoing squabble between the federal and some state government over the collection of the Value Added Tax, VAT will reset the country’s fiscal problems. He added that the legal battle between the federal and Rivers state is part of the ongoing process to restructuring the country.

A federal high court in Rivers state, had last month, upheld the power of the state governments to collect VAT. Even though the Federal Inland Revenue Service, FIRS which collects VAT on behalf of the federal government has appealed the judgment, Rivers state insisted that it will go ahead with the collection as directed by the court.

Apart from Rivers, Lagos state, on Monday gave an indication to tow the same line as a bill empowering the state to collect VAT passed Second Reading in the state House of Assembly, while Adamawa state said it will proceed with the enactment of its own law on VAT.

The legal tussle is expected to proceed to the Supreme Court, but analysts insist that at least 30 states will be bankrupt should the apex court ruled in favor of the state to collect VAT.

Reacting to the issue on Twitter on Wednesday, Moghalu, a former Presidential aspirant said the VAT fiasco exposed the country as a fiscally failed state.

He explained that the restructuring that many Nigerians are clamouring for “has already begun”.

According to him “The Federal High Court ruling on VAT is the correct one, though we can expect litigation all the way to the Supreme Court.

It strikes a strong blow at THE LAZY FEDERAL GOVERNMENT whose head once called our youth “lazy”. Nigeria has long been a fiscally failed state.

“Why should states in a supposed federation be producing mainly for the Federal Government. Restructuring has already begun, by fire by force. I pity those who think they can stop the wind.”

On August 9, Justice Stephen Pam of the Federal High Court, Port Harcourt restrained FIRS and the Attorney-General of the Federation, both 1st and 2nd defendants in the suit, from collecting, demanding, threatening and intimidating residents of Rivers State to pay to FIRS, both PIT and VAT.

Justice Pam in his judgment in the suit by the Attorney-General for Rivers State against FIRS and AGF granted all the 11 reliefs sought by the Rivers Government.

The court held that there was no constitutional basis for the FIRS to demand and collect VAT, Withholding Tax, Education Tax and Technology Levy in Rivers or any other state of the federation, being that the constitutional powers and competence of the Federal Government was limited to taxation of incomes, profits and capital gains, which does not include VAT or any other species of sales, or levy other than those specifically mentioned in items 58 and 59 of the Exclusive Legislative List of the Constitution.

The judge dismissed the preliminary objections by the defendants that the court lacks jurisdiction to hear the suit and that the case should be transferred to the Court of Appeal for interpretation.

Justice Pam, who also dismissed the argument by the defendants that the National Assembly ought to have been made a party in the suit, held that the issues of taxes raised by the state government were issues of law that the court is constitutionally empowered to entertain.

The judge after a diligent review of the issues raised by the plaintiff and the defendants held that the plaintiff had proved beyond doubt that it was entitled to all the 11 reliefs sought.

The court agreed with the Rivers Government that it was the state and not FIRS that is constitutionally entitled to impose taxes enforceable or collectable in its territory like consumption or sales tax, VAT, education and other taxes or levies, other than the taxes and duties specifically reserved for the Federal Government by items 58 and 59 of Part 1 of the Second Schedule of the 1999 constitution as amended.

The court declared that the defendants were not constitutionally entitled to charge or impose levies, charges or rates (under any guise or by whatever name called) on residents of Rivers and indeed any state of the federation.

Rivers State Government had asked the court to declare that the constitutional power of the Federal Government to impose taxes and duties was limited to items listed in items 58 and 59 of Part 1 of the Second Schedule of the 1999 Constitution (as amended).

The state government had also urged the court to declare that by virtue of the provisions of items 7 and 8 of Part II (Concurrent Legislative List) of the Second Schedule of the Constitution, the power of the Federal Government to delegate the collection of taxes can only be exercised by the state government or other authority of the state and no other person.

Rivers Government had further asked the court to declare that all statutory provisions made or purportedly made in the exercise of the legislative powers of the Federal Government, which contains provisions which are inconsistent with or over the powers to impose tax and duties, as prescribed by items 58 and 59 of Part I of the Second Schedule of the 1999 Constitution, or inconsistence of the power to delegate the duty of collection of taxes, as contained in items 7 and 8 of Part II of the Second Schedule of the Constitution, are unconstitutional, null and void.

NNPC Publishes 2020 Audited Financial Statements

The Nigeria National Petroleum Corporation, NNPC has published its 2020 Financial Report, barely two weeks after President Muhammadu Buhari announcement that the government owned oil company realised N287 billion Profit After Tax (PAT) last year.

It would be recalled that while announcing the outstanding feat two weeks ago, President Muhammadu Buhari, who is also the Minister of Petroleum Resources, had said: “I have further directed the Nigerian National Petroleum Corporation to timely publish the Audited Financial Statements in line with the requirements of the law and as follow up to our commitment to ensuring transparency and accountability by public institutions.”

The Group, said in a press release signed by Garba Deen Muhammad, Group General Manager, Group Public Affairs Division, that the publication of the Report is in compliance with the President’s directive.

Among the highlights of the 2020 AFS is the Corporation’s group profit which rose from a loss position of N1.7billion in 2019 to a profit of N287 billion in 2020, for the first time in 44 years.

The Group Managing Director of the NNPC Mal. Mele Kyari, had at various times since the President’s declaration of profit, attributed the turnaround to aggressive cost cutting, automation of the system and renegotiation of contracts downwards by about 30 per cent, among other tough measures.

Further highlights of the AFS revealed that while the Corporation’s group financial position increased in total current assets by 18.7 per cent compared to that of 2019, its total current liabilities increased by 11.4 per cent  within the same period.

The group’s working capital remained below the line at N4.56 trillion in 2020 as against N4.44trillion in 2019, the AFS further revealed.

Similarly, the Corporation’s group revenue for the 2020 financial year stood at N3.718 trillion as against N4.634 trillion in 2019, a decrease that could be attributed to the decline in the production and price of crude oil due to the global impact of the Covid-19 pandemic.

This is the third consecutive year that the NNPC is publishing its AFS, having done so for 2018 and 2019.

Open Grazing: Miyetti Allah Capitulates, Begs Lagos Govt

In a clear departure from its combative style Miyetti Allah, the umbrella body of cattle breeders in the country has begged the Lagos state government to give its members time to comply with the anti-open grazing law. This is the first time the group has shown its readiness to abide by such laws.

For instance, The national body of the breeders, had during the week, attacked Governor Rotimi Akeredolu of Ondo state for passing the law that stops open grazing of cows in the state. In defiance, the breeders said they will not obey the law.

Lagos state, in compliance, with the Southern Governors Forum, SGF resolve to address the issue of farmers/ herders’ clashes, is on the verge of passing the law which bars pastoralists from grazing their animal openly. The anti-open Grazing Bill has already passed Second Reading in the state House of Assembly.

Miyetti Allah appears to understand the implication of the bill when it’s eventually signed into law by the state Governor, Babajide Sanwo-Olu, the reason why it has now decided to pacify the government to delay its implementation.

According to the south-west chapter of Miyetti Allah Cattle Breeders Association, MACBAN, cattle breeders need time time to train its members on how to abide by the new law.

The Zonal Secretary of the body, Maikudi Usman, said on Wednesday that his members needed to be educated first on how to abide by the law.

He said “our breeders are not used to breeding cattle in one place. They move from here to another place. When we say we’ll keep cattle in one place, the owner of the cattle will not have funds to feed the animals in one place,” Usman said.

“They’ve already depended on going from one place to another. Because in the rainy season time, we have where we settle down, and we also have for the dry season.

“We are pleading with Lagos state government to give us time to go tell our people and train them how they will be breeding cattle in one place and not transfer to anybody’s land.

“But breeding in one place, right now, our people do not have the power to do so. What you’re not used to, you have to be taught. And gradually, everybody will understand,” the scribe said.

When passed, Lagos would have joined other Southern states which have already passed the anti-open grazing law. The Governors of the 18 states in Southern part of Nigeria had met in Asaba, Delta state in July where they agreed to enact the law in their various states.

Ohanaeze Ndigbo Worldwide, Youth Wing has promised to do everything to ensure that President Muhammadu Buhari’s visit to Imo state is hit-free, adding that it will roll out the drums to welcome the country’s number one citizen. The president is billed to visit the state on Thursday.

The youths made their position known on the crest of the Indigenous People of Biafra, IPOB’s sit-at-home order to the people of the state during the president’s planned visit.

The state government, however, warned the Nnamdi Kanu IPOB to steer clear of the president’s visit, warning that it will not tolerate any breakdown of law and order.

IPOB declared, on Monday, that Nigeria’s president is not “welcomed into Imo State, Biafra Land on Thursday, September 9, 2021. The statement by One of the IPOB executives, Mazi Chika Edoziem, also stated that “all the traditional rulers, all ndi iche and every Biafran should stay away from any ceremony organised by Hope Uzodimma to welcome him.”

Onwuasoanya said “the President is not coming for a jamboree but for serious businesses that every true Imo nay Igbo son or daughter should look forward to.

“This visit is especially significant given the recent communication from the governor of Imo State, His Excellency Distinguished Senator Hope Uzodimma, to the effect that the President is coming to put final seals on some strategic federal government interventions and partnerships which the Imo State government has agreed with the Federal Government.

“Also, a lineup of people-oriented and audacious projects are scheduled to be unveiled and inaugurated for the use of Imo people and for our individual comfort, notwithstanding our political or social leanings.

He noted that the President will use the opportunity of his visit to meet a broad section of Imo people including traders, market women, religious leaders and others.

According to him “The President is also billed to hold a town hall meeting with all classes of people from across Igbo land, including, the youths, traditional institution, traders, artisans, religious leaders and the political class.

“This town hall meeting shall afford anyone or group the opportunity to ask the President any questions or ventilate whatever might be our personal or group grievances and hopefully, the President shall take adequate note of these questions, observations and complaints.

“It is delighting to note that the President is not coming for a jamboree but for serious businesses that every true Imo nay Igbo son or daughter should look forward to.

“It is on the strength of the above that Igbo youths and leaders, worldwide have resolved, not only to welcome the President to the Eastern Heartland, Imo but to also come out in their numbers to give the President, the hospitality he deserves within the period he is in Imo.

“May I reiterate that Igbo youths are peace-loving, hardworking and honourable people and would therefore not bring themselves to take part in any activity that aims to disrupt this important State event

“Anyone or group of people found to be involved in any act aimed at disrupting this State visit or harassing those who wish to participate, should be treated as invaders and or felons and not doing so on behalf of Ndigbo or Igbo youths,” Onwuasoanya said.

Imo: Buhari’s Visit: To Be Or Not To Be?

The political atmosphere in Imo State, a baby of the unprecedented political bitterness, has always been charged and tensed. It has been since that fateful day in January of 2020 when the Supreme Court removed the Governor, the Rt Hon. Emeka Ihedioha, Peoples Democratic Party, PDP, from office, and declared Senator Hope Uzodimma, All Progressives Congress, APC, as the Governor of the State. But it has taken an unprecedented slant in the past few days.

The tension is so thick one could cut it with a knife. And so is the bitterness. Raw anger. Even hatred. And a touch of envy and jealousy.

The ante went up when Governor Uzodimma, after about three weeks of a work visit to Abuja, came back to Imo and reeled out the success of his mission. A bag of goodies for the State.The icing on the cake was his announcement that the President, Muhammadu Buhari, would be in the State on Thursday, September 9, 2021, for an official visit.

A Victory For Uzodimma

Uzodimma is of the Roman Catholic Church. As they say, between now and tomorrow, Thursday, he should soak his Chaplet inside water, and pray that the President actually comes. It is not beyond Buhari to send either his Vice President, the cerebral Prof. Yemi Osinbajo, or even his Secretary to the Government of the Federation, the suave Boss Mustapha. That will be an anti- climax.

A Presidential visit to any State is a big deal. It seals relationships in a positive way. It brings goodies to the State. Promises are made and followed up. Deals are sealed. The President feels the people. Appreciates what they are going through. Hears from them, as in this case, as planned, during a Townhall meeting. But, especially for Uzodimma, he would hit smack on the bull’s eyes.

There are a couple of reasons why.

Since Buhari’s election as the President, he has not paid a state visit to the State. This will be his first. Indeed, no President, since 1999, had paid an official visit to the State. They visit only during campaigns, make the usual noise with their entourage, and leave.
Not even during the Rochas Okorocha Government did Buhari visit, inspite of the fact that Okorocha was the first APC Governor in the South-east.

For Uzodimma, therefore, the stakes are high. His ego too is at stake. A Buhari visit will be an endorsement of his activities in the State, activities that have, at every point, been pilloried by the opposition.

Opposition At Work

Since the news of the President’s planned visit became public, the virile opposition has been on an over-drive. Everything has been said to either rubbish the visit, or present it as no big deal.
Here are just a few tit bits:

*What is Buhari coming to do in Imo?
*What is he coming to commission?
*Is he coming to commission mortuaries filled with corpses of Imo youths?
*Oh, he is coming to inspect RUGA settlements and grazing routes in the State.
*Uzodimma is “painting” roads for the President.
*He is coming to endorse corruption and failed projects.
*Uzodimma spent 28 days in Abuja just to beg the President to visit Imo.
*And, on and on and on.

There is no capable shadow of doubt about it, the opposition does realise the importance of the President’s visit, and would be praying he cancels, or sends a representative. In which case, they would literally throw a party. They will rejoice. They will taunt Governor Uzodimma. He would be laughed at. And it would open another chapter in their war against him and his administration. Snubbed by Buhari, they would scream.

Enters, IPOB
Added to the overdrive by the opposition to rubbish the intended visit, the Indigenous Peoples of Biafra, IPOB, has entered the fray. It has literally barred President Buhari from Imo State and the whole of the South-east. It said it does not want to see Buhari in Imo.

Its leadership says if he comes, Buhari would be welcomed by empty streets, empty stadium, empty hall.
And they are serious.

To make sure the visit fails, IPOB has deployed its most potent weapon – sit-at-home order. In a release signed by Mazi Chika Edoziem, IPOB’s Head of Department of State, the Group declared what it called “an emergency Sit-At-Home Order” on Thursday, the day of the planned Presidential visit.

Initially, IPOB declared every Monday of every week a Sit-At-Home in the South-east as a weapon to pressurise the Government to release from detention and prosecution, its leader, Mazi Nnamdi Kanu.

Arrested in Nairobi, Kenya, and brought back to Nigeria, Kanu, a British citizen, is being prosecuted for alleged sundry offences against the Federal Government of Nigeria.

The every Monday Sit-At-Home Order has since been reviewed by the IPOB leadership to just the days Kanu would appear in Court at a Federal High Court in Abuja, yet it has not worked.
Controversy dogs the review. And, out of fear, people are forced to still sit at home on Mondays.

Not for nothing.

A few of those who dared have bitter stories to tell. Their businesses have gone down the drain as punishment. IPOB warns that those who disobey Thursday’s Order would have themselves to blame.

Enemy’s Enemy As Friend
That is the case here. As far as the opposition in Imo is concerned, Buhari and Uzodimma are their common enemies. No good can come out of them. No wonder opposition platforms have become an outlet for the IPOB Sit-At-Home Order against Thursday to make nonsense of Buhari’s planned visit. It is almost being celebrated.

Fear of violence

There is the fear of violence in Imo, and by extension other South-east States. If the President is visiting, unprecedented number of security agents, especially, the Military, will be deployed.
Meaning there is likely to be a clash, and possible bloodshed if anybody tries to disrupt the visit in any guise. Innocent people may likely be caught in the crossfire.
Many APC members from across the South-east will storm Imo to receive the President. The APC, in a release, has asked people to come out en masse and receive the President. Problem is: How safe will the road be for them?

Already, the Arewa Youths Forum, pointing accusing fingers, has warned that it would retaliate in like manner, in all Northern States if the President or his entourage is harassed in Imo.

Will the General cave in to threats and blackmail?

Buhari is a retired Army General. He is taciturn too.
He is also said to be strong- willed, and not easily persuaded by emotions.

The question is, will he cave in to the IPOB threat and the opposition’s stand and cancel what has been termed a first historic State visit of a President to Imo?
Tomorrow beckons. And will tell.
