Buhari Assures Nigerians Full Implementation Of Election Promises

With less than two years to the end of his Government, President Muhammadu Buhari has again assured Nigerians that he would not abandon its campaign promises despite the daunting challenges.

Buhari made this disclosure in a statement signed by him titled ‘PRESIDENT BUHARI’S 2021 CHRISTMAS MESSAGE.’

The Presidential Christmas message reads:

“I rejoice with Christians in Nigeria as they join fellow believers all over the world to celebrate this season.

“It is a special period that brings peoples of the world together with one purpose; to celebrate togetherness, joy, peace, and above all, to share love with one another through the exchange of goodwill and gifts.

“For the second Christmas running, the world will not be able to celebrate as we used to in years past.

“The COVID-19 pandemic, with its attendant debilitating impact, has remained with mankind, mutating and leaving in its wake devastating consequences on the economy, social interaction, and curtailing certain freedoms.

“The silver lining, however, is that humanity has been able to rise up with one voice and purpose, to confront the foisted conditions.

“I want to use this opportunity to appeal to our dear citizens to embrace vaccination, which is the best scientifically known bulwark against the pandemic.

“Recent events have shown that vaccination greatly reduces the effects of the virus on the human body.

“I will also urge those that have taken the two doses to go ahead and take the booster as advised by the Presidential Steering Committee.

“I commend the efforts of members of the PSC under the headship of the Secretary to the Government of the Federation as they continue to chart a roadmap out of the pandemic and associated issues.

“On security, despite the remarkable successes generally recorded, we still have some challenges.

“Our courageous security forces, bolstered by the necessary support from this administration, daily confront the wicked ones amongst us, who continue to threaten the peace of the land.

“Recently, during the meeting with fellow Heads of State of the ECOWAS, I discussed the need to intensify efforts to jointly confront this menace causing instability in our sub-region.

“I am confident that with the renewed commitment and empowerment of our committed security personnel, all these issues which inflict pain and trauma on us will soon be history.

“Let us utilize the opportunity that this festive period brings to encourage ourselves so that the machinations of the wicked ones in our midst will find no place to thrive.

“Christmas is a season when hope is rekindled. Hope, Peace, Joy, Love are the recurring themes of this time. It is in the midst of hardship that the true test of a nation emerges.

“I urge Nigerians to invoke the indomitable spirit in us and see the present order of things as a phase that will also pass, just like other unsavoury situations in the nation’s history.

“This Government will not abandon the promises made to Nigerians for a better lease of life. The diversification of the economy embarked upon is yielding fruits.

“We shall continue to create opportunities for our teeming youths to ventilate their tremendous energy.

“As we felicitate with family, friends, colleagues, associates, let us spare moments to reach out to the less privileged.

“Let us also pray and give words of encouragement to our gallant security personnel fulfilling their oaths to keep us safe.

“I assure my compatriots that this administration remains resolute at ensuring that the standard of living of the average Nigerian is elevated.

Former President, Dr. Goodluck Jonathan, has enjoined Nigerians and others around the world to embrace peace and show love to one another, as a reflection of what Christmas symbolises for all of humanity.

Dr. Jonathan stated this in a goodwill message to Christians in which he, also, noted that Christmas presents to the world, rays of hope and optimism, in the midst of difficulties occasioned by Covid-19 pandemic and other challenges.

In the message titled ‘Compliments of the Season Dear Friends, Patriots and Christians Around the World’, the former President emphasisied that the birthday of Jesus Christ “is symbolic of love, victory, sacrifice and the sufficiency of joy and peace to the world.”

He stated further: “I am delighted to join you all to celebrate this year’s Christmas. The year has been defined by remarkable events across the world with COVID-19 and its many variants disrupting our systems, economies and social lives.

“In the midst of global challenges which we, as a nation, have also had a fair share, Christmas presents to us rays of hope, joy and peace. The birthday of Jesus Christ is symbolic of love, victory, sacrifice and the sufficiency of joy and peace to the world.

“As we celebrate, let’s therefore live with optimism, sacrifice, peace and love towards one another and our nation. Let us manifest justice, patience and faith which are virtues exemplified by Jesus Christ our Lord and Saviour. Lagos House Of Assembly Approves Governor Sanwo-Olu’s N18Bn Loan Request

The Lagos State House of Assembly has approved a request by Governor Babajide Sanwo-Olu for a loan of  N18,225,336,103.89 from the Federal Ministry of Finance, Budget, and National Planning.

The loan is meant to ensure speedy completion of projects like the Lekki-Epe Expressway.

The approval was granted at a sitting presided over by the Speaker of the House, Rt. Hon. Mudashiru Obasa after a report on the loan request was laid and presented by the Chairman of the House Committee on Finance, Hon. Rotimi Olowo.

Giving further information on the report, Hon. Olowo told his colleagues that the loan facility comes with an interest rate of five percent in the first two years and nine percent in subsequent years, with a two-year moratorium.

Many of the lawmakers who contributed to the debate supported that the facility be approved as it would further help the State sustain its mega-city status.

They commended the State Government for its proactiveness, saying that the loan will bring immense infrastructural benefits to Lagos.

They further said that the loan was favourable considering the conditions that come with it.

In his contribution, the Chairman of the House Committee on Information, Hon. Setonji David, noted that the loan has a single-digit interest rate with a repayment period of 30 years.

He said the project for which the loan was being sought would drive sustainable economic growth and development in the State.

Speaker Obasa, after a voice vote of the lawmakers in support of the approval, directed the Acting Clerk of the House, Mr. Olalekan Onafeko, to send a clean copy of the approval to the Governor.

Meanwhile, Speaker Obasa has described Nigeria as a blessed nation loved by God in a message released by his media office in commemoration of the 2021 Christmas celebration.

Obasa urged Christians and other Nigerians to continue to replicate this love from God in their daily activities as love is what the country needs at this phase of its journey to greatness.

“Jesus Christ, the celebrated face of the Christians around the world, preached and taught love as one of the greatest commandments from God.

“If we think deeply, we will understand that love is an ultimate solution to the many challenges facing mankind.

“All the commandments that God handed man can be summarised into the need to love Him and love our neighbours.

“There is, therefore, no gainsaying that if we maintain our resolve, individually and collectively, to love one another as emphasised by Jesus, the world would be a better place,” the Speaker said.

While urging Christians not to relent in their prayers for Nigeria, he advised Lagosians and other citizens of the country to ensure a peaceful celebration, remain conscious of their environment and continue to adhere to COVID-19 rules”.

The political camp of Bola Ahmed Tinubu, APC National Leader has become jittery following the endorsement of Vice President Yemi Osinbajo for the 2023 presidential election by former head of state, Ibrahim Badamasi Babangida.

The ex-dictator, on Friday, threw his weight behind Osinbajo for the nation’s top job, even though the vice president has yet to declare his interest to run.

His comment comes on the crest of an earlier one by Osita Okechukwu, Director-General, Voice of Nigeria, VON who advised the former Lagos helmsman to shelve his presidential ambition.

The VON boss who is also a strong ally of President Buhari from Enugu state urged Tinubu to support another APC candidate

“If I am consulted by our national leader, His Excellency, Asiwaju Bola Ahmed Tinubu, on whether he should run or not for the exalted office of the President of Nigeria in 2023, my candid advice will be that he should use his abundant Almighty God’s endowment to unite the APC, and unite the South and by extension our beloved country, by backing a candidate from the South East,” he said.

General Babangida, had while playing host to Osinbajo Grassroots Organisation, OGO in his Minna, Niger state Hilltop Mansion, described the vice president as someone that can be trusted with power, adding that Osinbajo has a way of inspiring Nigerians.

According to him, Osinbajo “is a good man. I have spoken with him a couple of times; he is a good person. We need a good man like Osinbajo at the helm of affairs of this country – someone people can learn from; someone people of goodwill share a common conviction with.

“He has this great passion for the country and I want other Nigerians to emulate his passion for the good of our country. “We want other Nigerians to emulate this passion. I am always available to share my experience about the country.”

He also stated that politicians should always have a vision for a united and great Nigeria as a shining example of democracy in the continent. He also hailed the convener of the group for their convictions and belief about the country.

Babangida said Nigerians are prepared to support any politician who has something good to offer the citizens.

“I believe you have experience with politicians already and we will follow you based on this conviction that you have about this country,” he said.

Also speaking, the national convener, OGO, Ojo Sylvanus Folusho, said, “We are here to consult former military president Ibrahim Babangida and you hear him clearly. Babangida described Osinbajo as a passionate leader that can move the country forward to the greater heights we are expecting.

“Babangida is a resolute leader and he has given us his word and we should convey his best wishes to the vice president. He also told us to continue our conviction for a better Nigeria and we will continue to preach the gospel of Osinbajo.

Babangida’s support for Osinbajo, the magazine learnt has caused tension in Tinubu’s camp, because many supporters of the former governor of Lagos state believes that the former military leader is still widely respected among the nation’s political class.

Tinubu is set to declare his interest to succeed President Muhammadu Buhari in January amidst consultations by his supporters with various interest groups across the country. The Lagos strongman recently disclosed that he would not turn down the calls from his supporters to vie for president.

“I am not going to turn Nigerians down, but I will still effectively and widely consult, particularly brainstorm with my friends and find a date to come out openly and tell Nigerians.

“The president is still in office. I don’t want to distract him from all the challenges that he might face today. So, we will consult and make our programmes known to the people later and the intention is clear. So, you keep guessing,” Tinubu said at a meeting with members of the Northern Alliance Committee, NAC.

His close aides, however, believes that the attempt to drag Osinbajo into the presidential contest will polarise APC members in the South west and also erode the support base of the former governor.

“The enemies of the region are doing everything they can to scuttle our chances. Asiwaju and Osinbajo belongs to the same political camp having worked together in Lagos. As you know, Tinubu was instrumental to Osinbajo’s emergence as vice president.

“So, what some people are trying to do, is to decide the south west before the election so that it will be easy for them to wrestle power form the APC. But Osinbajo has not declared whether he will run or not, so let’s wait till the appropriate time,” a top APC stalwart in Lagos who said he’s not authorized to speak on the issue, told the magazine on Thursday.

IMHA: Why We Suspended Members, Declared One Seat Vacant – Speaker; Tension Builds

The Speaker of the Imo House of Assembly, IMHA, The Rt. Honourable Kennedy Ibeh, has said that those accusing the House of suspending three members because they attended the funeral of Mrs Jemimah Nwosu, mother of  Uche Nwosu, were being deliberately mischievous.

He said the three members were suspended because of their indifference to official duties for which they were elected,  and not because they attended a funeral.

Nwosu, a son-in-law to former Governor Rochas Okorocha, was also his Chief of Staff and preferred successor in office.

However, he lost out in the high wired political intrigue which surrounded the Governorship Primary of the All Progressives Congress, APC, and was forced to contest under the banner of the Action Alliance, AA. He lost the election to the Rt. Hon. Emeka Ihedioha who was removed from office after seven months by a Supreme Court ruling which declared Senator Hope Uzodimma the rightful winner.

Since then, even though Nwosu has gone back to the APC, his relationship with Uzodimma, just as his father-in-law’s with Uzodimma, has been bitter.

At the funeral of his mother on December 22, 2021, in Nkwerre LGA, Ihedioha made a surprise appearance, triggering speculations of a possible political realignment. Already, there are talks of a possible Ihedioha/Nwosu ticket in 2023.

However, at the IMHA Plenary on Thursday, December 23, three members –  Arthur Egwim (Ideato North), Ngozi Obiefule (Isu), Obinna Okwara (Nkwerre),  were suspended. The seat of the member representing Ngor Okpala State Constituency, Tochi Okereke, who incidentally, is Ihedioha’s cousin, by the House, was because of his alleged continous absence from the House since 2019.

But reactions to the suspension of the three members have been coming  like claps of thunder. Condemnation from the opposition, especially from the Okorocha and Nwosu group, have been strong. They have put it at the feet of Uzodimma. And they wonder why Speaker Ibeh would dance to such an ugly  tune and descend as low as suspending members because they attended the funeral of the mother of a stakeholder in the State.

But in a statement signed on his behalf by his Chief Press Secretary, Ifeanyi Onyekachi, Speaker Ibeh said nothing could be further from the truth. He said the suspension was because the members acted “dishonourably by disregarding the resolution of the House for which they, themselves, gave nod to, and willingly committed themselves to.”

He said he could not have suspended them for attending the funeral because “not all the members who attended the funeral were affected by the suspension.” He did not, however, say why those other members were not affected. He, also, said he wrote a condolence letter to the Nwosu family over their bereavement, and could, therefore, not have suspended members because of that as he is conscious of the pains that accompany any bereavement.

He dismissed the claim as false and frivolous.

Speaker Ibeh also explained that he had no powers to declare Okereke’s seat vacant. He said: “The declaration of the seat of the Honourable Member for Ngor Okpala vacant by the House is a purely constitutional issue in respect of which the Rt. Hon. (Speaker) had no discretion to exercise to the contrary.”

Following is the full text of the statement.

RE: The Suspension of Three Honorable Members of IMHA and the Declaration of the Seat of the Ngor Okpala Honorable Member Vacant

  1. The Imo State House of Assembly (IMHA), led by the Speaker, Rt. Hon. Barr. Kennedy Chidozie Ibeh, today, Thursday, announced the suspension of Honorable Members representing Ideato North State Consttuency , Rt. Hon. Arthur Egwim, Member representing Isu State Constituency, Rt Hon. Ngozi Obiefule  and her Nkwerre State Constituency counterpart, Hon. Obinna Okwara.
  2. The suspension was to serve as a deterent for dereliction of duty and business as usual attitude of the Hon. Members who take for granted the business of the parliament in respect of which they swore an oath to effectively discharge their legislative duties.
  3. The suspended members acted dishonourably by disregarding the resolution of the House for which they themselves gave nod to and willingly committed themselves to.
  4. Owing to the urgent importance of the 2022 Appropriation Bill presented  to the House on the 17th of December, by His Excellency, the Governor of Imo State, Sen. Hope Uzodinma, the House unanimously agreed  to handle the interface with the  MDAs, parastatals, ministries, agencies  etc, within 3 days to allow for expeditious passage of the Appropriation bill which therefore required  full participation and  intelligent contributions of all the Hon. Members.
  5. The commitment by the House Members were made before Imo people and the world at the full glare of the media in respect to which it was honorable that the Members keep to their promises.
  6. Unfortunately, in utter disregard to the sacrednees of the all important state assignment, the suspended members abandoned the assignment and pursued their private bussinesses and assignment at the detriment of the state which in turn translated to overburdening the responsive Members with loads of assignments in scrutinizing the budget and interfacing with the Heads of MDAs for defence as Mr. Speaker and other House members who kept to the commitment were seen leaving office between 8 and 9pm within the period of budget considerations. This was not to the exclusion of the Assembly staff who had to make extra sacrifice to keep late to ensure that the budget was delivered on record time.
  7. It is therefore frivolous and spurious for any of the affected House Members to bandit around the falsehood that he was suspended for attending burial ceremony. This claim comes so spurios especially as it was not all the Honorable Members who attended the said funeral were affected by the suspension.

8.The Rt. Hon. Speaker is not unmindful of the pains that come with the loss of a dear one for which he wrote the  Nwosu family even before his emergence as Rt. Hon. Speaker in commiserating with them and could not have merely suspended Members for identifying with a bereaved Imolite as the thought is merely pedestrian.

  1. Again, the declaration of the seat of the Honorable Member for Ngor Okpala vacant by the House is a purely constitutional issue in respect of which the Rt. Hon. had no discretion to exercise to the contrary.

10.Following a motion moved by the Hon. Member representing Ideato South, the House went into full debate on the merits of the motion calling for the declaration of the seat vacant owing to the fact that the former Member had barely caused appearance at plenary since Chief Emeka Ihedioha left office as Governor of Imo State. The motion which caused the Rt. Hon. Speaker to pause proceedings for about 10mins as he called the Clerk to produce records evidencing the habitual absenteeism of the former Member was resolved in favour of the Constitution as it gained the vote of the Members of the House.

  1. It is, therefore, expedient to emphasize that

Sec 109(1)(f) which provides that the seat of a Member shall be declared vacant if  “without just cause he is absent from meetings of the House of Assembly for a period amounting in the aggregate to more than one-third of the total number of days during which the House meets in any one year” is sacrosant and does not offer any room for sentiment. The actions of the Member amounted to a gross denial of the good people of Ngor Okpala representation which the constitution frowns at.

  1. The new leadership of IMHA has made it abundantly clear that the House will put the interest of Imo people first before any other interest.

It is therefore no longer business as usual as the Imo State  House of Assembly has vowed to join hands with His Excellency, Governor Hope Uzodinma, to move the State forward.”

Tension is said to be building up in the State as alleged plans are on for supporters of the suspended members to protest their suspension.

Union Succumbs To Titan After 100 Years

Titan Trust Bank Limited, TTB has taken over Union Bank Plc after an agreement with Union Global Partners Limited and Atlas Mara Limited, the former owners of one of Nigeria’s oldest banks.. According to a notice to the Nigeria Exchange Limited, NGX on Thursday, the Board of Union bank said it has transferred 89. 39 per cent its shares capital to the new owners, TTB.  Union Bank, formerly Barclays Bank was founded in 1917.

The acquisition, Union management said is subject to various regulatory approvals.

Speaking on the acquisition, Beatruce Hamza Bassey, the chairman Union Bank Board of Directors said the Merger and Acquisition, M&A process have been concluded by all parties, only awaiting regulatory approval.

She said it took the serious efforts of all parties involved in the merger talks in “reaching this phase of the transaction and the Board looks forward to supporting the next steps to ensure a seamless completion of the process following regulatory approvals.

“We are grateful to our current investors whose significant and consequential investments over the past nine years facilitated the transformation of Union Bank, one of Nigeria’s oldest and storied institutions.

“Today, the Bank is well-positioned with an innovative product offering, a growing customer base of over six million and consistent year on year profitability. This is a solid foundation for our incoming investors to build on as we move into a new era for the Bank.

Also speaking Tunde Lemo, the Chairman of TTB and a former Central Bank Deputy Governor said the merger between the two financial institutions is a defining moment for Nigeria’s banking sector.

Uzodimma Signs 2022 Appropriation Bill Into Law

Governor of Imo State, Senator Hope Uzodimma has signed into law the 2022 Appropriation Bill of Three Hundred and eighty-one billion, four hundred and sixty-two million, nine hundred and forty-seven thousand, six hundred and seventy-seven naira only (N381,462,947,677).

Christened budget of ‘’Wealth consolidation and the people’s budget,’’ when it was presented to the Imo State House of Assembly on December 17, 2021, Governor Uzodimma urged the lawmakers to expedite action on the bill so that the impact of its implementation could be felt immediately by the people.

Performing the ceremony at the new Executuve Chambers Government House, Owerri, Thursday, Governor Uzodimma described the speedy passage of the budget as “a prove that the Imo State House of Assembly members are not only prudent with time but are up and doing in their responsibility of law making.”

Again, he reminded Imo people that the 2022 budget appropriation signed into law is meant to bring rapid development to the State. In his words: “I hope that having been signed into law the expected impact will be realized in a record’s time.”

Governor Uzodimma thanked the Speaker, Rt. Hon. Kennedy Ibe, his colleagues in the Imo State House of Assembly and all members of the 3R Government for their continued support and promised to implement the budget to the letter in the interest of the people.

Expatiating on the implications of the speedy passage and signing of the budget, the Governor said it was made possible because of the wide consultations his Executive and the Legislature held before presenting the budget to the House of Assembly.

He added that his administration is building a consensus and synergy with the other arms of government which makes it easy for issues of this nature to be trashed out.

On how far the budget will be realized, Governor Uzodimma assured that ‘’every law is meant to be implemented and obeyed’’ and that he will do his best “to ensure that the budget is implemented to the letter so long as the expected financial resources are available.”

Presenting the Bill before the Governor for assent, Rt. Hon. Ibeh said he was excited to bring the 2022 Appropriation Bill before him for assent having undergone all the legislative processes as a bill.

He commended the doggedness of his colleagues who worked day and night to realise the early passage of the budget into law.

The Speaker was accompanied to the ceremony by the Majority Leader, Hon. Kanayo Onyemaechi, the Chief Whip, Hon. Chigozie Nwaneri and the Clerk of the House.

Those that witnessed the signing from the Executive side were the Deputy Governor of Imo State,  Prof. Placid Njoku, Secretary to the State Government,  Chief Cosmas Iwu, Chief of Staff to the Governor, Barr. Nnamdi Anyaehie and other top government officials.

Ondo: Police Nab Cleric With Fresh Human Head, Eight Others

Nine suspects, among whom is a cleric were paraded by Ondo state police command for various offences on Thursday in Akure.

Briefing journalists, the commissioner of Police, Mr Oyeyemi Oyediran, explained that “we received an information that a self acclaimed cleric, named Alfa Tunde Olayiwola, a suspected ritualist was about to receive a consignment suspected to be a Human head.

“The Police immediately swung into action and the cleric was apprehended at Ajagbale Area of Oka, Ondo town.

“A fresh human head was found in his custody.  He confessed that the head found   in his possession was to be used to ensure he had a better life.”

The police boss said that based on the recent cult activities and supremacy battle between rival cult groups in Okitipupa, the Anti-cultism section took the battle to the area and this led to the arrest of two suspects.

He gave their names as Mathew Thankgod Aged 18 and Olabokunde  Micheal Aged 20.

“They led the police to one Olayeye Segun Aged 25, who is a blacksmith,who produced and supplies them with Arms with which they operate.

“A cut to size single made English barrel was recovered from the suspects.”

Mr Oyediran further revealed that “Base on the viral video of one suspected kidnapper Ayobola Samuel, arrested in Ekiti State, on the 9th of November 2021, the suspect mentioned one Dayo Titus AKA ‘Dayo Igwe’ as the master mind of the kidnap of Deeper Life Pastor in Akure.

“The Police started trailing the said ‘Dayo’, and this paid off as the suspect was arrested in Ondo Town on the 2nd of December, 2021.

“On the 17th of December, one Ayodele Andrew Bankole, aged 26 of Adabo Oke-aro went to a Hotel known as ‘Enjoy your life’ few minutes later, he jumped down the stairs of the hotel and took to his heels.

“He was pursued and brought back to the hotel room, where a young lady of about 24 years was found in the pool of her blood with fresh injuries on her neck and chest.

“She was confirmed dead at the hospital.  A blood stained knife was recovered at the scene.

“On the 20th of December, about 1600hrs, one Haruna Shaibu, was discovered to have been missing, the elder brother of the deceased contacted the

Police that he suspected one Paul Samuel Aged 29 years, best friend of Haruna to have used him for money ritual.

“The deceased was seen last with Paul and that Paul’s mother called him that his son was seen in Yara in Kogi State negotiating to sell a motor cycle, which is suspected to belong to the missing Haruna.

“When Paul Samuel was arrested, he confessed to have killed his friend so that he could sell his motorcycle.

A TVS motor cycle was recovered from the suspect.

Smoking Indian Hemp Evil, But Medicinal Benefits Should Be Encouraged – Gov Akeredolu

Ondo State Governor, Mr Rotimi Akeredolu, SAN, has said his continued call for the legalization of Cannabis, popularly known as Indian Hemp, was not intended to encourage its abuse through smoking.

The Governor also appealed to the Federal Government to unbundle the exclusive list to allow states in the country to develop.

Governor Akeredolu made the call in his office while playing host to the officials of the National Drug Law Enforcement Agency (NDLEA) led by the Assistant Commander of Narcotics and Zonal Commander NDLEA Zone J, Mr Parah Julius Bawa.

According to Governor Akeredolu, “If our fiscal policy is not changed and what comes to states does not change, it will be difficult for states to help develop federal establishments in their domains.

“The time has come to change our fiscal policy. The time has come to unbundle exclusive list. Whatever area we can assist federal institutions, we will always support.”

The Governor urged the NDLEA to partner the state on the pathway towards cultivation of cannabis sativa for medicinal purposes.

He said the strain of Cannabis Sativa at Ogbese in Ondo State is the best in the world charging NDLEA to look towards sensitization of the public and academic world to make it work.

The Governor noted that the war against drug abuse is everyone’s fight, adding that no government would support drug abuse particularly the rate at which it is going in Nigeria.

“No government will sit down and support drug abuse, particularly the scale at which it is going now in Nigeria.

“In Nigeria today, there are many substances. They are deadly as cocaine. People today abuse codeine and so many things that are deadly.

“I agree with you that drug abuse fuels banditry, kidnapping and every form of criminality that we are faced with.

“Those who are involved in this have to get high to come and take a risk with their lives. When you see what they do, you will agree that they are high. So, we know and I do agree with you entirely. We are ready to cooperate with you.”

While noting that his push for controlled cannabis cultivation for medicinal purposes is not encouraging drug abuse, the Governor noted that the economic benefits have are now being reaped across the globe.

“My own contention is this, no body would ask that we start trafficking Indian hemp, no body would say we should leave people free to smoke weed.

“But that we will need to look at the useful purpose to which we can take the seed  where we have the CBD Oil that is extracted from it for medicinal purposes, they have been using it for long even in the hospitals.”

Earlier, The Zonal Commander of NDLEA Zone, Mr. Parah Julius Bawa said his visit to the Governor is occasioned because he has been posted to Ondo State as the Zonal Commander of NDLEA Zone J.

He said Zone J of the NDLEA comprises of Ondo and Ekiti States, emphasizing that the creation of the zone was mandated by the Chairman of the Agency, Brigadier General Muhammad Marwa who put in restructuring by expanding the frontiers of the existing structure to fourteen zonal command.

After four weeks of delay, confusion and indecisiveness, President Muhammadu Buhari finally refused on Monday to sign the Electoral Amendment Bill, citing a raft of reasons which took him so long to improvise you could clearly guess he wanted the cup to pass over him.

But every leader must, at some point, face their demon. President Olusegun Obasanjo was in a similar position 20 years ago, when he refused to sign the NDDC Bill on the grounds of a disagreement with the National Assembly over what percentage of statutory allocation the commission should get.

While he proposed 10 percent and a reduction of the annual budget of the oil and gas companies from three to 1.5 percent, the National Assembly wanted 15 percent statutory allocation to NDDC and three percent from the companies. In the end, the former president was overridden by a National Assembly with his own party, the Peoples Democratic Party (PDP), in majority.

In spite of the huffing and puffing by the current All Progressives Congress-dominated (APC) National Assembly, it’s improbable they would muster the will – or even the numbers – to override Buhari.

What’s the sticking point in the Electoral Amendment Bill? There are a few, but the obvious one is the provision in the bill for mandatory direct primaries by the political parties. Under the law, the parties may choose their candidates through direct or indirect primaries – or even by voodoo executed in the coven of some party godfathers. This latter option is elegantly called consensus.

Things fell apart between members of the National Assembly who want a statutory end to the indirect primaries because they say it’s undemocratic and largely liable to manipulation, and governors who say mandating primaries for parties is undemocratic and expensive.

The governors have captured the President and, against the public mood, his refusal to assent to the bill was full of excuses that hide the truth in plain sight. It’s a shocking Christmas present from a man who after being a victim of a shambolic electoral process that thwarted his election three times, vowed after his success at his fourth attempt, to leave a legacy of free, fair and transparent elections.

If Buhari’s refusal was a PDP curse, then they’ve got him. And if it’s a trap by insiders in his party with a vested interest in his failure, that’s even worse as they have failed to give him even a fig leaf’s shred of argument to cover his weak and naked excuses.

How could Buhari say he withheld assent because of cost, for example? Cost to who? The parties, and not the government, are responsible for primaries. Even though the parties have made it a bazaar of sorts, which is precisely what governors want because they hold the wallet, it is not the government’s business to pay for or organise party primaries.

Rank and file members who are truly fed up with eating out of the hands of governors should organise themselves and put their money, time and talent where their mouth is, to wrest the parties from governors and take back control. It’s not Buhari’s job to save the parties.

And in case he was talking about the cost of the Independent National Electoral Commission (INEC) conducting the primaries, he said nothing about what the current cost is, never mind the expected revised cost.

It is regrettable that a president interested in making a serious argument for not assenting to a vital public legislation, did not have the courage to show the public what INEC’s actual feedback on cost was, weeks after he claimed seeking the commission’s advice on the matter.

And he’s right about something, though. The parties, including his own, have dubious membership registers. So, how can we be afraid of something we don’t even know, something we’re not sure of. Conjecture is not evidence.

The argument about security did not make sense either. If anything, it’s not only an indictment of Buhari who was voted principally to secure the country. It also hints that the president is leaving such a deplorable legacy of insecurity, he does not even see things getting better long after he is gone!

That’s a blow to the reputation of a man in whom so much hope was placed for a more stable and secure country six years ago. And yet he makes the argument so casually that he cannot even see that he is undermining himself.

That’s not all. Buhari said he was withholding assent because to sign the bill in its current form would infringe the right of choice of citizens and the political parties. Citizens, he said, specifically party members, should be free to choose their candidates anyway they want. Why put them in a straitjacket? Also, the parties, under their present titles, have greater discretion of choice and should not be tempted with any other options that might lead to needless litigations.

That sounds really seductive, the sort of argument a philanderer espouses before he finds his next victim: it won’t hurt, trust me – it’s for your good! But it ends in premium tears. To pretend that the current system is a voter’s carte blanche is to be disingenuous. Choice is already circumscribed by the constitution and the Electoral Act, and the latter permits selection through one of three means – direct or indirect primaries or voodoo.

The strongest argument for mandating only direct primaries is that it vests the decision for the selection of candidates in the rank and file. And why not, if they are prepared to invest in the system and if CSOs are also prepared to help build a culture of volunteerism to strengthen the democratic culture?

Even though a number of National Assembly members who favour direct primaries do so out of spite for state governors, the system offers far greater guarantee of transparency and fair competition than does the current muddle.

But the emptiness of Buhari’s argument does not end with its self-serving pretension that it seeks to defend voters’ rights. It also claims that it wants to save smaller parties from the logistical nightmare of direct primaries. Well, this Salvation Army is coming rather late.

If Buhari was interested in saving smaller parties, he would have sponsored a bill that dismantles the current system which insists that whether by hook or crook, parties must have offices in every local government and every state, for “national spread.” Who needs that? That is what is killing smaller parties and making even the bigger ones wrecking balls.

One of Nigeria’s brightest lawyers, Jiti Ogunye, made this point in his intervention on why the National Assembly should override the president; it’s a must read. To make it even worse, there is a provision in the electoral law that disqualifies parties that fail to meet a certain threshold at elections from registration! Is Buhari not aware? Or does he just prefer the sport of attacking the ringworm while the leprosy festers?

Isn’t it a shame for a man who covets a legacy of electoral reforms that even this contentious bill is not an executive bill? Yet, Buhari is happy to be led by the nose by a Minister of Justice, Abubakar Malami, who obviously is in cahoots with some governors to bend the system (in Kebbi, his home state, and nationwide), to his personal advantage. Apart from chewing the microphone, what has Buhari done, in concrete terms, in the last six years, to promote electoral transparency and internal party democracy?

I’m amused by the nonsense from quislings in the ruling APC, who say that a National Assembly veto must be prevented to save Buhari’s legacy from stain. Really? Are they serious? Can’t they see that the party itself is in grave danger, going for years without a chairman, a national convention, a board, or anything whatsoever on which it can stand as a party, beyond the first quarter of next year? If the lawmakers love Buhari and if they love their party, they must save the president by a veto.

If they don’t, the fallout would swell disenchantment among swathes of already disenchanted members in the rickety ruling party who would, in turn, be obliged to leave the empty shell for Buhari and his remnants. Heads or tails, the governors will be alright; but Buhari will be miserable in retirement.

The Electoral Amendment Bill is more than direct primaries. There are also provisions in it to cap election spending further, toughen the penalties for vote-buying and validate the use of biometrics and electronic transmission of results. There have been suggestions that it is this last bit about biometrics and transmission of results that Buhari doesn’t want, and not necessarily direct primaries.

Truth is, except in Buhari’s fantasy, nothing in this Electoral Bill threatens his legacy. And I’m ashamed to say this: that a man who was not once, not twice, and not even three times a victim of electoral fraud, should shirk the opportunity to make things better when he can and should. He’s just about to hand his presidency over to the PDP on a platter.
