Osinbajo: A Leader for All Seasons

0
VP Yemi Osinbajo

Trying to fit him into a mold can be sometimes problematic. I have always thought of him as a teacher and mentor. And later, only much later, as a friend. For over three decades he has been more than enough in each of these roles.

My path with Dr. Yemi Osinbajo, as he then was, first crossed at the University of Lagos when he was a lecturer at the Faculty of Law and I was a student at the Department of Mass Communication at the same university. Just a busybody trying to indulge my fantasy of becoming a pocket lawyer, I met him out of curiosity.

One of his students and good friend of mine who passed on many years ago, Sunday Okoli, fondly called Harry, gave the impression that the Law Faculty had four of the university’s biggest talisman – Jelili Omotola, Oyelowo Oyewo, Amos Utuama and Osinbajo.

One day, I strayed into one of Osinbajo’s classes in what can only be described as ambulatory trespass. I was struck by his charm, ease of delivery and how his students connected with him. I thought to myself as I snuck out, with a lecturer like this, perhaps I should have studied law? I never returned to his class but that encounter stayed with me.

I followed him through the many pleasant stories Harry told of him but our paths never crossed again until many years later when he was appointed Attorney General and Commissioner for Justice in Lagos by Governor Bola Ahmed Tinubu.

In 1999, Lagos was a mess. A big mess.

Although the city still retained its vibrancy and boisterousness as the country’s commercial capital, years of neglect and centralised government had robbed it of vital energy, threatening to bury it in crime and filth.

To make matters worse for a new government at the time, a nasty turf war between the PDP-controlled central government and the six AD states in the South-West (including Lagos), meant that any serious attempt at clean-up which obviously required significant resources from the centre, would be a tug of war.

President Olusegun Obasanjo, smarting from the humiliation of the 1999 election in which he was roundly rejected by his home base, the South-West, was not in any mood to do Lagos or any other states in the region any favours.

The mission to clean up, rebuild and renew the city (among several other election promises made by Tinubu) would require tough, even brutal, political engagement; no less than it would also involve soft skills, especially prudent and robust use of the law, to clear landmines and claw back vast subnational territory long appropriated by the unitarist state, rendering the federating units mere appendages of the centre.

It was in the pursuit of this latter part that Osinbajo, a member of Tinubu’s outstanding cabinet at the time, had to deploy his legal genius in public service for the first time outside the classroom.

Leading human rights activist and senior advocate of Nigeria, Femi Falana, once told me that even though political activism will continue to be a major tool to restructure Nigeria, the progress made through legal activism has been largely understated.

Before Rivers State Governor Nyesom Wike made VAT a court issue, challenging the right of the federal government to collect the taxes from the state, Lagos had been there in its quest to expand its income and the relative autonomy of the constituent states by testing the law.

Osinbajo led Lagos in a series of litigations to claw back swathes lost to federal meddling in areas such as creation of local governments, physical planning, title registration, registration and production of vehicle number plates and casino licensing. In the area of physical planning and title registration specifically, the court ruled that the federal government has no land. The Land Use Act vests ownership and control of land in state governments.

In a ruling in 2019 in a case earlier originated by Lagos State when Osinbajo was AG, the state also secured a judgement that upheld its right to charge and collect consumption tax from hotels, restaurants and event centres within the state.

The judgement is based on the principle that the power to impose consumption tax is on the Residual List. This judgement was also given against the FIRS that deemed that it had the right to collect those taxes.

These battles on legal interpretations of the Constitution are not cut and dried. The dispute that arose over the right of control of inland waterways between the federal and state governments, for example, was fought in court for over 10 years, before a ceasefire was brokered between the National Inland Waterways Authority and Lagos State.

Perhaps one of the most remarkable legal battles of all in Osinbajo’s time in Lagos was in the case of Attorney General of Lagos State v. Attorney General of the Federation 2004, a feisty and protracted legal tango in which Lagos sought to recover local government funds seized by Obasanjo after his futile attempt to crush and capture Tinubu’s government in an electoral heist which claimed five of the six states in the South-West region for the PDP.

That recovery effort, in the words of Osinbajo, “made Lagos to start thinking like a sovereign.” It set the tone for raising the state’s Internally Generated Revenue (IGR) from around N600 million monthly in 1999 to N45 billion as of 2021.

It also set the tone for Osinbajo’s performance on the bigger stage.

Have you seen him lately? His hair has greyed not a little since he became Vice President eight years ago. Which is a little surprising considering that former President Goodluck Jonathan, himself a former Vice President, once said a Vee Pee’s job is essentially to read newspapers.

Or to quote first US Vice President, John Adams, who described his office in a letter to his wife as, “the most insignificant contrivance” ever contrived by man.

But that’s precisely the source of Osinbajo’s festering grey hair. In the last eight years, the job of Nigeria’s vice president has been anything but a spare. He has been acting President during which time he took a few of the most consequential decisions.

His office has been at the heart of Nigeria’s first attempt to develop a social safety net programme. When COVID-19 hit with its depredations, the database from the safety net programme came in handy.

Osinbajo has been the Buhari government’s face-of-the-youth, rallying them, speaking to and for them on all things – from crypto to ICT and innovations. Surely, in a country where people under 40 form about 65 percent of the population, these exertions are more than “insignificant contrivance.”

I’m not so sure how meaningful his knowledge of the law and expertise in jurisprudence has been to this government. One thing he has been passionate about which the government has flaunted, however, is the Ease of Doing Business. It’s largely to his credit that Nigeria has improved from a ranking of 169 (out of 190 countries) in 2016 to 131 two years ago.

I have sometimes wondered what is next for him, after he leaves office. Of course, he has a thriving law practice from which he was extricated to serve as Buhari’s running-mate one fateful morning in December 2014 after an appearance in a case at the Supreme Court, Abuja. If he returns to his Chambers in Lagos, it may well be a holding place.

At 66, he remains a calm, thoughtful debater and fun to be around. He has inspired and challenged millions of people, especially the young and the young at heart across ethnic and party-lines, to believe. With an extraordinary sense of humour, a rock-solid wife and a heart of faith, his best years of service to God and country still lie ahead.

He is not only a teacher, mentor and friend. He is, above all, a leader for all times.

Lagos: South West Youths Back Gov Sanwo Olu For Second Term

0

A Group, South West Youth Forum, SWYF, has urged the electorates in Lagos State to mobilise families, friends, and neighbours to vote for Governor Babajide Olusola Sanwo-Olu on March 18, 2023.

The Group urged Lagosians not be discouraged by the change in date for the Governorship Election from the initial March 11 to Mar h 18th by electoral umpire, Independent National Electoral Commission, INEC.

At a Press Conference held at Maryland, which was attended by Youths from the 20 Local Government Area and 37 Local Council Development Area, the National Coordinator of the Group, Abiola Ottun – Coker , said Governor Sanwo-Olu had been fulfilling his promises to residents of Lagos state, hence, the need for Lagosians to vote enmasse for Sanwo-Olu and his deputy, Obafemi Kadiri Hamzat, as they performed excellently well in the state.

Speaking, Ottun-Coker said that Governor Sanwo-Olu would be reelected because of his achievements and “the sustainability of peace, unity and development” in Lagos.

“Lagos has given so much to all of us, let us pay back by showing gratitude to a Governor (Sanwo-Olu) who we believe has done his best.

“The evidence of Mr Governor’s transformational leadership can be seen in the number of inherited projects that have been completed and the new ones initiated
both completed and ongoing.

“It is instructive that no section and sector of the State has been left behind under the current administration. All parts of the State and sectors have been positively touched”.

She however appealed to Ndigbo in the State and religious leaders not to allow ethnicity and religion be a dividing factor in the forthcoming governorship election in Lagos State.

Ottun-Coker also urged residents of Lagos to put behind the outcome of the Presidential Election, and come out en masse to vote Sanwo-Olu.

“Our incumbent governor is the governor of all the people, anointed governor, reliable and responsible, hardworking, a listening governor.

“We are solidly behind the governor, the present administration up to the federal level. The governor has done a lot of marvelous jobs that we can easily point to..
“Let’s forget the past and face the future,

“His achievements in the critical sectors of the state’s economy are endearing, and we are convinced that it needs to be sustained.

“The recently completed multi-billion naira Imota Rice Mill project, foreign direct investments coming through the Lekki Free Trade Zone, the recently completed first phase of the Lagos Rail Mass Transit (LRMT) Blue Line, and the commencement of the second phase called the Red Line, repositioning of the health sector through the building of more health centres at the grassroots, and a free health policy for children below 18 years and adults above 65 years of age not minding your ethnic background or religious affiliations are just a few of the things we have seen and consistency is what we need.

“Sanwo-Olu needs peace, he wants progress for Lagos State, the country and the whole world. We are saying this with one voice that Gov. Babajide Sanwo-Olu, by God’s special grace on Sunday, will be celebrating his return to office for a second term.

“We use this opportunity to congratulate Asiwaju Bola Ahmed Tinubu for the victory, which is for everyone of us,”

“I will urge our people, especially the youths not to make the same mistake that they made where they voted blindly out of frustration. And the President-Elect, Asiwaju Bola Tinubu, told them he will address their frustration.

“I appeal to my Igbo brothers and sisters, don’t let us make this an ethnic issue. Anywhere in the world where ethnicity has become an issue, it becomes destructive.

“I will plead that the youth, our religious people, and our Igbo brothers and sisters in Lagos should think of the past. Nnamdi Azikwe, the father figure of Igbo land, started and all his political life was in Lagos. The first Igbo lawyer, Sir Louis Mbanefo went to Methodist Boys High School and King’s College; he had his education in Lagos.

“There is no place that you don’t have Youth, neighbours and colleagues. I am appealing to all youths to go back home and work out their strategies for everyone of us.

“It is not a matter of fighting; we have to call our neighbours, our parents, community members and everyone to come out en-masse and vote for Sanwo-Olu.

“What Sanwo-Olu has been able to achieve in Lagos and what he wishes to complete, it is the wish of Lagosians that he should be allowed to complete them.”

She added that Governor Sanwo-Olu should be allowed to sustain and consolidate his achievements in his first term, “We don’t want disruption again. The breaking of policies and government has negatively affected Lagos State and we must avoid it at all costs”.

She also Sanwo-Olu is best positioned to return as the governor of the state for a second term.

Real Reason We Shifted Governorship and State Houses of Assembly Elections – INEC (Full Statement)

0

“Following today’s ( Wednesdays) ruling by the Presidential Election Petition Tribunal (EPT) on the reconfiguration of the Bimodal Voter Accreditation System (BVAS) used for the Presidential election held on 25th February 2023, the Commission met to assess its impact on the Commission’s preparations for the Governorship and State Houses of Assembly elections scheduled for Saturday, 11th March 2023.

“Nigerians would recall that on 3rd March 2023, the Presidential EPT had given an ex-parte order for some political parties to inspect materials used for the Presidential election, including the forensic inspection of over 176,000 BVAS used in the election which are located in INEC LGA offices across the country.

‘’The Commission approached the Tribunal to reconsider the order, given that the BVAS Systems were to be deployed for the Governorship and State Assembly elections and that the lack of a clearly defined timeframe for the inspection could disrupt the Commission’s ability to conduct the outstanding elections.

‘’For instance, the BVAS can only be activated on the specific date and time of an election. Having been used for the Presidential and National Assembly elections on 25th February 2023, it is necessary to reconfigure the BVAS for activation on the date of the Governorship and State Assembly elections.

‘’While the ruling of the Tribunal makes it possible for the Commission to commence the preparation of the BVAS for the Governorship and State Assembly elections, it has come far too late for the reconfiguration to be concluded.

‘’Consequently, the Commission has taken the difficult but necessary decision to reschedule the Governorship and State Assembly elections which will now take place on Saturday 18th March 2023. By this decision, campaigns will continue until midnight of Thursday 16th March 2023 i.e. 24 hours before the new date for the election.

“This decision has not been taken lightly but it is necessary to ensure that there is adequate time to back up the data stored on the over 176,000 BVAS machines from the Presidential and National Assembly elections held on 25th February 2023 and then to reconfigure them for the Governorship and State Assembly elections. This has been the practice for all elections, including the period when the Commission was using the Smart Card Readers

‘’However, we wish to reiterate that the Commission is not against litigants inspecting election materials. Consequently, it will continue to grant all litigants access to the materials they require to pursue their cases in court.

‘’We wish to reassure all political parties and candidates that the data from the Presidential and National Assembly elections will be backed up and available in INEC cloud facilities, including the INEC Results Viewing Portal (IReV). Political parties can apply for Certified True Copies of the backend data of the BVAS. Also, the results on the BVAS will continue to be available on the IReV for interested parties to access.  We thank Nigerians and friends of Nigeria for their understanding as we continue to deal with these difficult issues and navigate these challenging times”

Continued Rejection Of Old Naira Notes Undermines Integrity Of Judiciary – Gov Akeredolu

0

By Ayodele Oni

Amidst continued rejection of old N500 and N1,000 notes by people despite Supreme Court ruling declaring them as legal tender, Ondo state Governor Oluwarotimi Akeredolu has described the action as flagrance disobedience to the law.

Those rejecting the old notes agreed that the apex Court has done the needful by extending their circulation till December, but that they are still expecting President Mohammadu Buhari or Governor of the Central Bank, Godwin Emefiele to make a statement on the issue.

Akeredolu in a early Thursday morning broadcast decried the rejection of old naira notes by a large section of traders and business owners in the state.

The Governor explained that rejecting the old naira notes will inflict and sustain a needless pain on the people and customers.

He noted that the matter of legitimacy and return into circulation of all old naira notes in the nation’s economy has been settled permanently by the Supreme Court of Nigeria.

According to the Governor, the Apex Court had ruled that the old currency notes must remain as a legal tender in exchange of goods and services in the nation.

Governor Akeredolu appealed to the people to embrace and accept the old notes alongside the new notes as stipulated by law.

The Governor also commended Commercial Banks within the State for receiving and paying with the old notes.

He appealed to the Banks to increase the circulation of all currencies at their disposals and devise a more effective way to decongest the banks, especially at the ATM cash points.

“It is therefore of great concern to me today, that a large section of our people in the state, particularly traders in our markets, taxi and bus drivers, barbers, auto mechanics and artisans are rejecting the old naira notes thereby inflicting and sustaining a needless pain on their fellow citizens and customers.

“This is unfortunate and unexpected. It is a flagrant disobedience to the law and the Central Bank directives.

“I, therefore, wish to inform you that the rejection of the old one thousand naira, five hundred naira and two-hundred-naira notes by us will do us no good.

“It will stifle our local trade and business transactions, weaken our economy and cause us great harm and avoidable troubles.

“I hereby use this opportunity to appeal to you all, my good people of Ondo State, to embrace and accept the old notes alongside the new notes as stipulated by law.

“Let us not create a needless tension over the matter. Please collect, spend and exchange the old notes without let or hindrance.”

The Governor urged media organisations in the state, as well as all traditional rulers, community leaders and opinion molders to assist Government in educating the people, especially at the grassroots on the need to embrace and accept the old naira notes.

“It is imperative that I address you today because of the need to halt a self-induced pain currently being experienced by us all in the state.

“This is on account of the circulation and use of the old naira notes in our economy.

“Credible information reaching me indicates that quite a large number of residents of the state are denied the use of the old currency notes issued by the Central bank of Nigeria.

“This comes in form of rejection of the old notes as legal tender and means of exchange for goods and services particularly by traders, artisans, transporters, farmers and a large percentage of the operators of the informal sector of our economy in Ondo State.

“This development is unfortunate, undesirable and uncalled for.  This is because the matter of legitimacy and return into circulation of all old naira notes in the nation’s economy has been settled permanently by the Supreme Court of Nigeria and also backed up by the appropriate instruments of implementation by the Central Bank of Nigeria.

“Our people will recall that the Apex Court, in its recent judgement had among others, ruled that the old currency notes must remain as a legal tender in exchange of goods and services in the nation.

“For avoidance of doubt, the judgment ordered that both the new and old notes should not only coexist but be accepted and used side by side by all Nigerians until the end of this year when the proper elimination and substitution of the old currency notes would have been completed.

“The implication of the Supreme Court judgement is that it removes the daily pain, discomfort and trauma being faced by the people of this country occasioned by the scarcity of the new notes.

“It is also geared towards ensuring stability, strength and vitality for our economy, particularly the informal economy which involves, on daily basis, the largest number of our people at the grassroots.

“If we may recall that from the onset of the Federal Government’s policy of Naira swap, our position as a state, was clear and unambiguous. We not only condemned the idea and process of implementation of the policy, we also canvassed for its total abrogation, given its timing and methodology.

“We insisted on the need for the Federal Government to resolve the introduction of the cashless policy in favour of the common man. We did this because we believe the fundamental objective of Government must be to see to the welfare and security of the people at all times.

“It is not to inflict or add more to their pains.  We believe the people must be happy and free to live their lives legitimately without any pain, discomfort or trauma.“

Lagos: Early Morning Train Crushes BRT, Govt Workers Feared Dead

0

An undisclosed number of persons have been crushed to death after a passenger train collided with a Bus Rapid Transport, BRT, owned by the Lagos state government.

The incident happened on Thursday close to the Ikejja-Along bus stop area.

Agbaso Throws Hat Into Imo Governorship Race

0
Martins Agbaso

By Charles Igbo

Chief Martin Agbaso has joined the Imo State Governorship race.

Popular as Ochoudo Owerri,  Agbaso will run under the Labour Party, LP.

A rugged and grassroots Politician, he was the Imo State Coordinator of the Obi-Datti Presidential Campaign Council in the 25th February, 2023 Election.

In a tweet Wednesday evening, Agbaso said he declared “In response to the overwhelming call by Imolites, well-meaning Igbo Leaders, and the global Obidient family, I have stepped forward to run for the office of Governor. Our journey  to fix Imo is now on course. Let’s do this together”

Agbaso is not new in the Governorship race. In 2007, he, from credible reports, clearly won the Governorship election when he ran under the All Progressives Grand Alliance, APGA, but the result of the election was inexplicably canceled by the powers-that-be who upheld the result of the State Assembly Election held same day as the Governorship Election. In the rerun election, the plan of those who canceled it was fulfilled when Chief Ikedi Ohakim was declared the winner.

Since then, Agbaso has been involved in the development of Political Parties. He was Special Adviser on Ecology to former President Olusegun Obasanjo. He had been a member in a couple of high profile Boards.

Agbaso had also been a member of a couple of Political Parties – PDP, APGA, APC and, now, Labour Party – where he contributed to the growth of the Parties.

Born to the popular Agbaso Family in Ezedibia, Emekuku, Owerri North, his elder sister, Mrs Salome Zainab Marwa, recently late, was married to Brigadier-General  Buba Marwa, Chairman of the Nigeria Drug Law Enforcement Agency, NDLEA, while his younger brother, Sir Jude Agbaso, was a Deputy Governor of the State.

Happily married to his lovely wife, Robin, the union is blessed with three successful children.

Agbaso was awarded the National Honour of Member of the Federal Republic, MFR, by President Olusegun  Obasanjo.

“My Son Is Rugged, Has Character; Has Nothing To Do With IPOB; Vote For Him” – LP’s Rhodes-Vivour’s Father

0
Barrister Olawale Rhodes-Vivour and Son

By Adesina Soyooye

Barrister Olawale Rhodes-Vivour, father of the Governorship Candidate of the Labour Party, Gbadebo Rhodes-Vivour, has asked Lagosians to ignore the campaign of calumny against his son, and vote massively for him during the Governorship Election now scheduled against March 18, 2023.

The younger Rhodes-Vivour has been a victim of all kinds of  campaign of calumny since his Party’s Presidential Candidate, Peter Obi, defeated the Candidate of the APC, Bola Tinubu, now the President-elect.

Addressing a Press Conference on Wednesday in Lagos where he endorsed his son’s aspiration, Barrister Rhodes-Vivour said his son has capacity and is rugged.

He revealed that his son is an activist who detests all kinds of injustice, but he debunked  the claim that the Governorship Candidate is a supporter of the activities of the Indigenous Peoples of Biafra, IPOB. He, also, lamented the blackmail that the Igbo would take over Lagos if his son won and asked where that was coming from. “My son is Yoruba”, he emphasized.

“If you come out en masse and vote”, he charged Lagosians, “it is possible to overcome evil.”

He said, at the very well- attended Press Conference where the Rhodes-Vivour family and the cream of Afenifere Elders were present that:

“If we can see the writing on the wall, that it is possible to prevail against evil, then, please, come out on the the 11th (now 18th) of March and make it a resounding victory for all of us.

“Don’t be afraid, don’t be scared, come out on the 11th (18th). We have put in place strategies.

“We are going to be proactive and not reactive on the 11th (18th), because if we got 900,000 votes and you gave us 500,000 votes, even though we beat you,  still affect the overall turnout of the situation.

“Gbadebo is my son. Gbadebo is not a politician, he is an activist. That is the core character of Gbadebo. When he came out of school, he was busy leading  marches to the legislature, he was debating with the Minister of Agriculture.

“My son is rugged enough to finish what he started.

Gbadebo, at heart, is just a good man because he reacts violently to anything negative.

“During his activism, he realized that it is difficult to change things as an activist and he decided to go back to school to have a Masters in Political Science.”

Aside from the incumbent Governor, Babajide Sanwo-Olu, Rhodes-Vivour is also facing the Governor Candidate of the Peoples Democratic Party, PDP, Olajide Adediran, popular as Jandor.

The Governorship Election earlier scheduled for March 11, 2023, has been shifted to March 18 for Logistic reasons.

INEC To Hold Gov Election March 18

0

The Independent National Electoral Commission, INEC, has postponed the governorship and state assembly elections scheduled to hold on March 11 by one week.

The elections will now hold on March 18, 2023.

A source in the commission who spoke with the magazine disclosed that the Prof Mahmoud Yakubu-led INEC needed the time to reconfigure the BVWS machines used during the presidential and National Assembly elections two weeks ago.

A formal announcement about the new date will be made on Thursday, the source who craved anonymity said.

Recall that the Court of Appeal on Wednesday granted the Commission the go ahead to configure the machines for the governorship election.

Details later…
