OPINION: Govs’ Use Of Thugs To Settle Disputes

0
By Owei Lakemfa
In 2011, we in the Trade Union Movement were worried that the new National Minimum Wage of N18,000 consented to by the Federal and State governments, and signed into law the previous year, was not being implemented.
Negotiations had gone pretty well with the Federal Government, but had hit a brick-wall when its team said on a note of finality it had reached the limit of the wage bill it could shoulder. We needed an additional N2 billion. Labour met directly with then President Goodluck Jonathan and he directed that the additional fund be added to the Federal wage bill.
We met the Nigeria Governors Forum chaired by then Governor Chibuike Rotimi Amaechi. We had a surprise at the meeting. A handful of the governors led by Sullivan Iheanacho Chime of Enugu State became our advocates. They argued that N18,000 was too small a National Minimum Wage.
Our team and governors reached an agreement that states should pay the new wage. However, in many states, we had to organise strikes to force the governors to implement the constitutionally sanctioned wages.
There was a stalemate by both sides in Adamawa State and Labour had to send a team to Yola. When we touched down at the airport and found a huge number of striking workers waiting to receive us, rather than take the buses available, we decided to walk through the city.
Next day, Governor Murtala Nyako agreed to meet our team from Abuja but not with the state labour leaders. When we refused, he buckled.
At the meeting, he said he monitored our protest march through Yola and at various times he thought of sending “Jaguda boys” (thugs) to scatter the march, but constantly received reports that the man from Abuja(referring to me) was a gentleman. I thanked him and asked whether he also contemplated the implications of such an action. He laughed and said there are various ways thugs are used.
He gave an example of how he set thugs upon an overbearing delegation from the ruling Peoples Democratic Party headquarters. He invited me upstairs to his office while his officials and the local labour leaders sorted out their stalled negotiations. I politely told him we should first sort out the dispute. He asked me for the details. I summarised them, and he said he approved them in principle.
The main shock we had was with Governor Chime who had argued the new wages were too low. His administration refused to pay! We decided to intervene from Abuja. In the aircraft, Chime recognised then NLC Vice President Isa Tijani and promised us a contest in Enugu.
Very early next morning, a large number of soldiers, policemen and secret security officers took over the gate of the hotel we lodged. Nobody was allowed in or out. In effect, we were being detained.
I placed a call to the then Secretary to the Federal Government, Senator Anyim Pius Anyim. My report sounded incredulous to him. He asked whether I was sure. I told him that from the window in my room, I could see the long convoy of the security men. Anyim, an amiable former President of the Senate, muttered: “Chime, Chime”, and the line went dead. Shortly afterwards, I could hear the screeching of tires. I looked out and the convoy was furiously driving off as if chased by the devil.
I called the Senator to thank him. It was a clear demonstration by the Jonathan administration that it would not condone the misuse of the security personnel by the governor. Then, truck-loads of thugs arrived to replace the security men; Chime was not about to accept defeat. Once again, within an hour, we were under siege, this time by the Governor’s thugs.
We sent a message to the local labour leaders to redirect workers from the announced rally venue, to our hotel. Soon, we had a large number of workers occupying one part of the road, and the thugs, the other. I told the workers that given our large number, we could overrun the armed thugs. Like lightning, we set upon them. Within minutes, we had put the thugs to flight and I had some of them brought before me as prisoners of war.
They were badly shaken and shivering. I assured them that unlike the governor, workers are civilized people and would not harm them, but that we would hand them over to the police for prosecution. With the Federal Government withdrawing the security men and his thugs completely overran, Chime had no more forces to put on the streets of Enugu against us.
In 2004, during a general strike against the removal of fuel subsidy, I headed a convoy of labour and Pro-Labour Civil Society activists to monitor the strike in Lagos State. We took off from the NLC Sub Office in Tejusoho, and crossed Ojuelegba towards Lawanson. Then, I changed my mind and decided that we turned round to go towards Lagos Island on to Mile 2-Iba.
I had not realised that thugs had attacked the tail end of the convoy, so in turning around, we were faced by ferocious armed men. I managed to escape to a petrol station opposite the Police Area Command at Barracks. There were contingents of armed policemen and I approached them to report we were being attacked and sought their intervention. They played deaf and dumb. So I realised that the attack was a coordinated one carried out with the connivance of the police and possibly, the Obasanjo administration.
We had no choice but to wait, first to receive our injured comrades and convey them to hospitals. Secondly, to account for everyone, and thirdly to review the situation.
We concluded that there might be more thugs in various parts of Lagos who may waylay us. So the best option was to use the rest of the day to mobilise so large a convoy, that it can smash teams of thugs.
The next day, we rolled out, smashing any group that stood in our way starting from Ojuelegba. But our main encounter was on the Iba Road. With that, we asserted workers control over the sprawling city.
Imo State Governor Hope Uzodimma, his men and the police who labour accused of being complicit in the murderous November 1, 2023 attack on NLC President Joe Ajaero, must give peace a chance. To start with, they must realise that no group has monopoly of violence. Secondly, the Tinubu administration must send out a clear message, like Jonathan did, that the military and police would not be used to settle disputes.
Thirdly, all those who funded or participated in the attack against the labour leaders in Imo State must be brought to justice.

Dangote Promises Nigerians Petrol, Diesel ‘Soon’

0

Africa’s richest man, Aliko Dangote has promised that products from its multi-billion Petrochemical refinery would be churned out soon.

The business mogul spoke on the sidelines of Africa’s Saudi Arabia business roundtable in Riyadh.

According to him, the refinery has received over 300, 000 barrels of Nigeria’s crude from the Nigeria National Petroleum Company, NNPC, and will start production shortly.

“We’re more than ready and you will see our gasoline products soon,” Dangote said.

The assurance would be well received by not a few Nigerians who have been waiting for the refinery to commence operation.

Dangote had during the commissioning of the refinery by former President Muhammadu Buhari in May this year, promised to start delivering refined products from the refinery in July.

“Our first products will be in the market before the end of July, beginning of August this year,” he said.
Experts insist that the Refinery could save Nigeria close to N7 trillion annually in fuel subsidy payments by the time it begins operation.

Kogi: I Won’t Challenge Ododo’s Victory In Court- Ajaka

0

Murtala Ajaka, the Social Democratic Party, SDP candidate in the last Saturday governorship election in Kogi State, has rejected the results declared by the Independent National Electoral Commission, INEC.

The SDP candidate however said he will not go to the curt to challenge the results.

He said doing so would be a waste of time. His party can go to court, if it’s not satisfied with the results, he said.

The INEC had declared Usman Ododo, the All Progressives Congress, APC, candidate winner of the contested election ahead Ajaka who came third and Dino Melaye of the Peoples Democratic Party, PDP, who came second in the election.

Speaking on Channels Television’s  programme yesterday, Ajaka stated that the election was a waste of time and resources by the electoral umpire.

According to him, “I have been around for the past 20 years. I know what it is. What am I going to court to do when the same INEC that did this is going to come as a witness to defend what they did? So it is a waste of time. Except the party people because I’m hugely disappointed. If the INEC chairman allows this to stand, they are looking for trouble in Nigeria.

“You gave me assurances that the election would be transparent, you allowed me to waste my time, spend my money, mobilise my people, only for you to write the results. Even if I’m not sad about it, you expect my supporters to be happy. I assure you if they allow this to stand as they are allowing in all the states now, they are calling for anarchy in this country,” he said.

APC’s Ododo was last night declared winner of the election after polling 446,237 votes.

NASS: After ‘Buying’ N57bn SUVs, Akpabio Says Nigerians Don’t Respect Lawmakers

0

Godswill Akpabio, Nigeria’s Senate President says the National Assembly is a subject of ridicule by Nigerians who do not understand how the arm of government works.

The Senate President said the lawmakers are not being appreciated for the work they do for the country.

The leader of the Nigerian legislature spoke on Sunday at the 100th birthday colloquium of a Second Republic lawmaker, Senator Kunle Oyero, organised by the Abeokuta Grammar School Old Boys Association in Abeokuta, Ogun State.

Akpabio was represented by the senator representing Ogun Central, Shuaib Salisu, at the event.

The Senate President said, “The one arm of government that people don’t really understand and is always a subject of ridicule and attack is the legislature. In fact, people sometimes don’t think legislators do anything at all.

“The problem is that the metric of measuring the performance of the legislators by the electorate is different from what is contained in the syllabus. The syllabus will say as a legislator your role is to make laws, perform oversight functions and make appropriations; those are the three things a legislator must perform.

“But any senator that confines himself to that will not get a return ticket even in his party because the metric of measuring the performance of legislators is the number of transformers, and other material things they give to the people they are representing.”

He spoke amidst suggestion among Nigerians that the lawmakers only think about themselves regardless of what the country is going through.

Recently, the Assembly came under serious criticism after spending a whopping N56 billion to purchase SUVs for Senators and members of the House of Representatives.

This comes amidst the economic hardship facing many Nigerians who have now been forced to tighten their belts, due to the various austerity measures introduced by the government.

Not a few Nigerians and human rights bodies have criticized the ostentatious lifestyles of Nigerian lawmakers in the midst of poverty in the country.

For instance, the Socio-Economic Rights and Accountability Project, SERAP, has dragged the NASS to court over the bogus SUVs project.

In the suit, the human rights body has asked a Federal High Court in Lagos to stop the lawmakers from going ahead to purchase the vehicles.

Kwara Poly Appeals To Gov To Stop Landgrabbers

0

Governor Abdulrasaq Abdulrahman of Kwara state has been urged to save the land occupied by the Kwara state Polytechnic from land grabbers.

The clarion call was made by the Rector of the Polytechnic, Abdul-Jimoh Muhammed during the school’s recent 29th convocation ceremony.

The land, worth over N26 billion, the Rector said is now under serious threat from land encroachers.

The state government could save the institution by providing funds for the fencing of the 35-kilometre land being occupied by the school.

He stated that owners of the land have been compensated by the state government since 1974 when the polytechnic was established, in spite of this, some people are still erecting structure on the large expanse of land, he said.

According to him, “The estimated value of the land of the Kwara State Polytechnic, which stretches to about 35 kilometres, is put at N26bn in today’s value of the land. Despite the efforts of the management, people are still constructing buildings on the polytechnic’s land.

“Entrance through the main gate of the polytechnic presents a worrisome sight with unauthorised structures emerging on both sides of the road. The presence of these illegal structures poses a great challenge to the security of the institution.

“The management, though appreciates the state government effort, we wish to appeal to the government to do more to stop the menace of selling the public properties.”

Reacting to his party’s victory, Ganduje said it’s a testimony that APC has transformed the two states, and has touched the lives of the people.

He also appreciated the people of the two states for the overwhelming support they gave the APC during the election.

According to a statement released on Sunday by his Chief Press Secretary, Edwin Olofu, the APC chairman stated that the victory has reinforced the trust Nigerians have in the ruling party.

The APC boss said the people of the states have voted for continuity, stressing that the party will not disappoint Nigerians for making it their choice.

He also urged the opposition to join hands with the winners in order to move the state forward, adding that no victor no vanquished.

Ganduje said“As a progressive party, we will always live up to our promises to deliver good governance. The people of Imo and Kogi states can be rest assured that Uzodimma would sustain his developmental strides in the state while Ododo would consolidate the enviable legacies of Governor Yahaya Bello.

“You are true democrats. The truth is that we are all winners at the end of the day. Without a viable opposition, there won’t be contestations and democracy.

I urge you to join hands with Governor Hope Uzodimma and the incoming governor of Kogi State, Ahmed Usman Ododo, in the task of moving your respective states forward.

“You all fought a good battle. As the saying goes, there will always going to be another chance to test your level of acceptability among the electorate.”

Meanwhile, collation is currently ongoing in the governorship election in Bayelsa state. The electoral umpire is expected to declare the winner on Monday.

Bayelsa: INEC To Announce Results On Monday; Diri Takes Early Lead

0
The announcement of the complete results of the Bayelsa State governorship election, has been shifted to Monday.
The Independent National Electoral Commission, INEC disclosed on Sunday that it needs more time to collate the results, as some polling units are just returning the results of the election.
According to one INEC official who spoke, today in Yenagoa, the state’s capital, “We have to give the Presiding Officers time to reconcile and put their figures together,” before the final results can be announced.
The collation would not continue from 12 pm tomorrow, the electoral umpire said.
The governorship election was held on Saturday, but the election in some polling units were shifted to Sunday because of some logistics reasons.
Meanwhile, the results made available so far by INEC from collation centres across the eight local governments in the state, indicate that the incumbent Governor Douye Diri, who is the candidate of the People’s Democratic Party, PDP, is already coasting home to victory.
The results from six LGAs have already been announced by INEC.
So far, the PDP has garnered 137909 votes  while the All Progressives Congress, APC is trailing with 73503 votes.
Timipre Sylva, the immediate past minister of Petroleum Resources is the candidate of the PDP in the election.
The former governor had on Saturday alleged that soldiers were preventing his supporters from voting

Kogi: Melaye Demands Gov Election Cancellation; Ododo Leading

0

The candidate of the People’s Democratic Party, PDP, in the Kogi state governorship election has called for its cancellation.

The former senator who is up against Usman Ododo of the All Progressives Congress, APC, in the contested election, checks reveal is already trailing behind his opponent so far in the results declared by the Independent National Electoral Commission, INEC.

According to checks by the magazine, Ododo is currently leading with 439,246 votes, after winning 13 of 21 Local governments areas, LGAs in the state.

The electoral umpire is still collating the results, and on the verge of announcing the winner.

Speaking on Sunday, Melaye described the election as shameful, noting that INEC has yet to learn from the mistakes of the last presidential and governorship elections earlier this year.

He claimed there was no elections held in some local governments, stressing that the accreditation was done manually while umpire failed to use the BIVAS.

Melaye SA d; “It is shameful that the unhealthy INEC refuse to realise, ameliorate or palliate the problems they created in the last presidential and governorship elections.

“Yesterday in the five local governments of the central senatorial district in Kogi state, there was no election. Surprisingly, accreditation was done manually, the BVAS was not used. Prepared sheets manifested even before accreditation took place and evidence is all over the media.

“So, INEC as a matter of urgency must cancel the election. In many areas where I won, my agents were told there were no available result sheets to enter the result and we have evidence to back up these claims.

“As I speak to you, it is shameful that this is what our democracy has descended to. INEC has manifested more than before, that they cannot be trusted, they are biased, they are compromised, and they cannot be a neutral umpire.

“INEC officials and youth corps members were caught yesterday with prepared result sheets even before the commencement of the processes. A youth corps member was arrested with a prepared result and N1 million in his bag.”

Bayelsa Decides: INEC Officials Held Hostage As APC Alleges Plot To  Relocate Collation In Brass

0

By Akinwale Kasali

There is crisis in Brass Local Government Area of Bayelsa State in the ongoing Off Season Governorship Election in the State, following allegations by the All Progressives Congress, APC, against the incumbent Governor, Duoye Diri and his Party, the Peoples Democratic Party, PDP, of influencing the relocation of result collation centre from Brass LGA to Yenagoa, the State Capital.

As a result, Officials of the Independent National Electoral Commission in LGA, are reportedly held hostage by party Officials and supporters.

APC National Publicity Secretary, Felix Morka, in a statement on Sunday, alleged that Diri was putting pressure on officials of the Independent National Electoral Commission, INEC, to dance to his tune.

Morka condemned the brazen effort of the PDP to manipulate the results, saying that, “INEC must stand its ground and collate the votes of Brass LGA in Brass as mandated by law before moving to Yenagoa for the final State collation.”

The statement reads:

BAYELSA GUBER POLL: APC CONDEMNS ATTEMPTS TO MOVE COLLATION OF BRASS LGA TO YENAGOA

“Our attention has been drawn to brazen efforts by Governor Duoye Diri and his Peoples Democratic Party (PDP) to unlawfully and unduly pressure the Independent National Electoral Commission (INEC) to move collation of results of Brass Local Government Area to Yenagoa, the State capital.

“Brass, remarkably, is a major stronghold of our great party where the people have voted massively for our candidate, Timipre Sylva. The move is a calculated attempt to manipulate the result of the votes in favour of the PDP.

“INEC must stand its ground and collate the votes of Brass LGA in Brass as mandated by law before moving to Yenagoa for the final state collation.

“We also vehemently condemn Governor Diri’s fervent incitement of violent protests at the Peace Park in Yenagoa. This is utterly irresponsible and a violation of his oath of office as Governor. The people of Bayelsa deserve to vote and have results of the election declared in peace and safety. Governor Diri must stand down on his attempt to set Bayelsa state ablaze and uphold the important duty of his office as the Chief Security Officer of Bayelsa State”, the statement reads.

It was however gathered that following this development, officials of the Independent National Electoral Commission (INEC)  have been held hostage by political party members and voters in Brass Local Government Area.
