Smear Campaign Against Naval Chief Ogalla Handiwork Of Frustrated Oil Thieves – CNPP, CSOs

Rear Admiral Emmanuel Ikechukwu Ogalla Ogalla

Conference Of Nigeria Political Parties (CNPP) and over 38 Civil Society Organisations, under the umbrella of the Coalition Of National Civil Society Organisations (CNCSOs) have described online reports linking Nigeria’s Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, to alleged multibillion naira oil bunkering and contract-splitting fraud as “the handiwork of a frustrated syndicate involved in stealing of Nigeria’s crude oil.”

Some online media platforms had reposted an allegation that a preliminary investigations estimated that the Naval Chief had accepted over $170 million in bribes over the past six months alone.

However, in a statement jointly signed by the CNPP’s Deputy National Publicity Secretary, Comrade James Ezema and the National Secretary of the CNCSOs, Alhaji Ali Abacha, they described the allegations as “dead on arrival as efforts to truncate the President Bola Ahmed Tinubu administration’s renewed quest to mitigate the stealing of the country’s crude oil is the target of the disgruntled ring’s attack on Ogalla.

“We strongly believe that it was based on Ogalla’s track records of service that prompted Mr. President to trust him with the appointment in the first place and he has in the last six months shown that President Tinubu did not make any mistake in his choice of the Naval Chief.

“It has since become evident that since the Chief of Naval Staff launched the Nigerian Navy’s “Operation Delta Sanity”, which has been embraced by the government and leaders of the Niger Delta states, the oil thieves are increasingly uncomfortable.

“The new anti-crude oil theft tactical operation initiated by the Chief of Naval Staff and his effort to provide necessary equipment for personnel have become a serious nightmare for the enemies of the country’s economy due to its holistic and robust roadmap against crude oil theft and other forms of illegalities on Nigeria’s territorial waters.

“The Nigerian Navy in its reaction to the syndicated allegations expressly disclosed that all the vessels alleged to have been released, which was the basis of the bogus $170 million allegedly received by the Naval Chief in bribes, are still in the custody and undergoing investigation.

“The Navy said unambiguously and we quote: “Indeed, all arrested vessels mentioned in the publication that were involved in crude oil theft and illegal oil bunkering are being investigated and none of such vessels has been released as alleged.”

“So, if the basis for the allegation, which is the arrested vessels, are still in custody, we call on the Chief of Naval Staff to disregard the detractors and continue with his renewed efforts against oil thieves in support of President Tinubu’s Renewed Hope Agenda.

“Nigerians are currently suffering from severe economic hardship and we urge President Tinubu and the Naval Chief not to be deterred by the smear tactic and discrediting actions of the oil stealing syndicate who are increasing unable to continue in their nefarious trade.

“It is on record that the CNPP and CNCSOs have been in the forefront of the agitation for an end to the brazen thieving of Nigeria’s crude oil in the last eight years and we will back every genuine efforts aimed mitigating the age-long economic sabotage for the benefit of the suffering masses.

“On the contract splitting allegation, the Navy has issued a clear response and there is no need over-flogging a dead horse as we call on President Tinubu not to succumb to the antics of the already drowning oil thieves who would naturally fight back by all means possible, including the ongoing syndicated blackmail”, the CNPP and the CSOs said.

Not less than 500 Women Groups which cut across professions and religion have flayed the prolonged holiday by the national assembly in the wake of insecurity in the country.

The women groups, which include NAWOJ, Amnesty International, Nigeria, Center for Economic Empowerment and Gender Activities (CEEGA); Centre for Alternative Development and Self-Enhancement (CEADESE NG)

Centre for Health and Development in Africa (CHEDA); Centre for Nonviolence and Gender Advocacy in Nigeria (CENGAIN); Centre for Peace Education and Community Development; Centre for Women’s Health and Information (CEWHIN)

Change Managers International Network; Center for Women’s Health and Information and Centre for Media and Development Communications among others cane together under Womanifesto.

Womanifesto, condemned the recent wave of insecurities and kidnappings in Nigeria  whichit said negates Section 14(2b) of the 1999 Constitution of Nigeria, which says the welfare and security of the citizens shall be the primary purpose of the government.

It added that ‘The Constitution also guarantees the right to life, liberty, and personal security of every Nigerian citizen.

“The safety and security of Nigerian citizens, especially women and children, which should be the top priority of the government, has been rigorously threatened for years and has now come to a climax where citizens are being kidnapped from their homes in broad daylight.

“Nigerians have felt the burnt of this crisis and have had to crowd fund ransoms payable to criminals. Despite this, victims of kidnappings are still being murdered by criminals, leaving the nation in a dire state of distress.

“In the midst of this crisis, Womanifesto finds it unimaginable that the National Assembly extended its holiday after a 3-week Christmas and New Year recess.

“This action, we believe, reeks of non-chalance and lack of empathy by those elected to represent the interest of Nigerians. This action is grossly unacceptable to us. We demand that the National Assembly calls off this recess and resumes plenary immediately.

“The constant threat of violence and kidnapping has left many Nigerians feeling unsafe and vulnerable. Women and children are particularly at risk, with reports of kidnappings and sexual violence on the rise. This is continued holiday is unacceptable and must be addressed urgently.

“While we applaud recent efforts by security agencies in rescuing some of the kidnapped victims, we demand that the government takes concrete steps to ensure the safety of its citizens.

“Our security forces must be anticipatory rather than reactionary.

This includes increasing security measures, providing support to victims of violence, and holding perpetrators accountable for their actions. We also call on national lawmakers to prioritize this issue and take swift action to address it.

“The people of Nigeria deserve to live in peace and security, and it is the responsibility of the government to ensure that this is the case. We urge national lawmakers to take immediate action to address the insecurities and kidnappings in Nigeria.”

Biodun Oyebanji - Ekiti State Governor

By Ayodele Oni

Ekiti State Governor, Mr Biodun Oyebanji has apologized to primary schools teachers in the state for being sidelined in some programmes and activities of the administration.

Oyebanji, after a meeting in Ado Ekiti at the weekend with local governments education secretaries, found out that primary school teachers, especially those at the rural areas had been sidelined from some benefits from government.

The governor said his administration would address the issue of non-disbursement of car and housing loans to primary school teachers in the state, with a view to getting them to start enjoying certain benefits that their counterparts in secondary schools have been enjoying in the state.

According to a statement on Sunday  by the Governor’s Special Adviser on Media, Yinka Oyebode, Governor Oyebanji met with the Education Secretaries to get first hand information on some complaints by the teachers, which were hitherto unknown to him.

The Governor expressed concern over some of the revelations at the meeting, and promised that government would also look into the issue of career progression of degree holders in primary schools with a view to allowing them reach Grade Level 16 or 17 as the case may be.

The Governor also promised to address other issues affecting the teachers including redistribution of teachers to ensure that rural areas get their fair share of teachers as well as provision of incentives to those serving in rural areas.

He also said Government would consider the implementation of the newly recommended retirement age of 65 and years or 40 years of service for teachers.

Oyebanji warned against inviting  teachers for seminars with inadequate or no provision for their welfare, adding that teachers should henceforth be well treated and respected  as moulders of future leaders.

“I am absolutely grateful for the feedback and it means that our work is cut out for us. I have identified those key areas that we need to act on.

“Levels enhancement to Grade Level 16, car and housing loans for primary school teachers, implementation of the new retirement age and other issues that would make them more effective and fulfilled on the job.  Government will act on these very soon.”

On complaints by teachers over paltry training allowances paid to them, the Governor said: “This is what I am going to advise, if they reduce the training grant, its better you have a smaller number or sit down with the teachers before the commencement of any seminar and tell them what is available.

“There must be conversation, if they have this information, maybe they will show understanding, then they can align their movement and other things to make the seminar convenient for them.

“But, I am opposed to the idea of inviting teachers to seminars and making inadequate or no provision for their welfare. That should not happen again.”

Governor Oyebanji promised that his administration would continue to provide avenue for everyone to participate in his government so as to effectively chart the way forward in all sectors of his developmental agenda.

The Governor commended teachers in the state for their commitment to duty and determination to ensure that the administration succeed in its education and human capital development efforts.

Marwa Charges NDLEA Officers To Shun All Enticements From Drug Peddlers, Barons

By Akinwale Kasali

Mohammed Buba Marwa, National Drug and Law Enforcement Agency, NDLEA, Boss, has urged his Officers to be more committed and dedicated in the cause of their duty.

The former Military Governor of Lagos State charged men and officers of the agency to shun any enticement that conflicts with the ethos of their profession as anti-narcotic operatives.

He made this remark on Saturday in Jos, Plateau State, during the graduation ceremony of members of the Strike Force elite corps in the agency.

He said, “Here is my appeal to each of you: Shun any enticement that conflicts with the ethos of your profession as an anti-narcotic operative. Anything that would compromise your discipline and dedication to duty should be avoided.

“As an anti-narcotic officer, you bear a huge obligation to remain incorruptible in the face of any temptation that might be sprung on you by drug traffickers and barons.”

Marwa who was Represented by the Director, Special Duties/Commander, Strike Force, Deputy Commander General of Narcotics, DCGN Ahmed Ningi, said, “To the Strike Force operatives, I want you to be mindful that today is a milestone in your professional career in the agency.

“This specialised training and the skills acquired therefrom will undoubtedly enhance your competence in the special role you will be playing for the agency in the war against illicit drugs.

“It is important that I remind you that as the agency scales its operation against illicit drug trafficking, your service will become increasingly essential to the successful attainment of our organisational goals.

The special nature of your training requires that you serve as a force multiplier for the conventional NDLEA staff in the field.

“Moreover, the progress report I received, including the on-the-spot assessment, confirmed that the objective of the course has been achieved.

“ Therefore, as you graduate today, I urge you not to rest on your oars, as your competence will be tested from time to time by challenges that will recur in your career as an anti-narcotic operative.

“It is gratifying to note that you have been exposed to classroom and outdoor exercises in line with the current challenges.

“You are, therefore, urged to consolidate the knowledge gained and apply it judiciously in your various commands. Generally, I am hopeful that the benefits of the course will reflect positively on your performance in the field.”

Explaining the significance of the elite force within the agency, Marwa said, “We have great expectations of the Strike Force, one of NDLEA’s tactical creations in 2021.

“The Strike Force adds strength and purpose to our drug supply reduction effort by reinforcing officers and men of NDLEA who have to work in dangerous terrain while carrying out their duties.

The merit of having the Strike Force was evident in February 2023 when, on two occasions, the Agency was able to successfully carry out raids, seizures, and destruction of a significant amount of psychotropic substances in territories that in the past were hostile and almost out of bounds for anti-narcotic officers.

“In Ondo and Ekiti States, for instance, 255 hectares of cannabis farms were destroyed across five local government areas in a seven-day operation.

“Similarly, in Lagos State, a notorious drug den in Patey, Lagos Island, was successfully raided in broad daylight, with over 5,000kg of cannabis and other assorted drugs seized, along with the arrest of the drug kingpin and six other suspects.

“Both operations were dangerous, but the Strike Force provided the needed cover, repelled mob attacks, and ensured our officers and men performed their duties safely.”

He said the success of the course could not have been possible without the commitment of the training facilitators and the NDLEA team of instructors.

“ We wish to thank the management and team of the Citizenship and Leadership Centre for providing the atmosphere for obstacle crossing and other challenging aspects of the training. I say thank you for your efforts and sacrifices towards the successful completion of the course.”

Nigerian Navy Vows To Continue War Against Crude Oil Theft, Maritime Illegalities

Rear Admiral Ayo Vaughan

By Ayodele Oni

The Nigerian Navy, (NN) has shed light on its policing role in the country’s waterways just as it goes not to be deterred by series of allegation of bribery scandal against the force.

Director of Information, Rear Admiral Ayo Vaughan disclosed through his press statement on Saturday that the policing roles of the Navy empowered it to monitor the maritime domain of the Nation. These among others include the arrest of vessels that contravene any of the maritime laws and SPOMO Act 2019.

The statement explained that “The Service is aware of the coordinated frantic efforts to blackmail the office and person of the Chief of Naval Staff, (CNS) by some elements who are feeling the heat of the Nigerian Navy’s renewed vigour to fight crude oil theft and illegalities in the maritime domain as well as those who have in one way of the order shortchanged the Navy before now.

“Specifically, the continuous rejuvenated operations towards curbing oil theft have given the oil thieves sleepless nights hence the decision to engage in the malicious publications.

“It would be recalled that the Nigerian Navy recently launched OPERATION DELTA SANITY which provided for a holistic, more robust roadmap towards the reinvigorated stance of the NN towards the fight against crude oil theft and other forms of illegalities in the Nation’s maritime environment.

“Indeed, the NN is aware of these antics as it is expected considering the current resolve of the NN to engage oil thieves head on. The cartel hitherto believed no individual could confront its ranks.

“Fortunately, the recent achievements of the NN in this regard have put them on their heels hence the resort to cheap blackmail.

“Pertinently, the NN will continue to ensure legitimate businesses in the maritime domain thrive seamlessly. Also, these distractions will in no way retract the NN’s resolve to confront these criminals who must be brought to justice for Nigeria’s economy to rebound.

“The security and economy of the Nation is greater than any group of persons that think they must continue to drain the country.

“Accordingly, members of the public are therefore enjoined to discountenance completely the malicious publication  because it is totally untrue and completely baseless.”
