The Governor of Imo State, His Excellency,  The Rt. Hon. Emeka Ihedioha, CON, in a bid to straighten Imo State, and get a clearer picture of  the state of projects embarked upon and/or, executed in the State before his governorship, has instituted a Judicial Commission Of Inquiry For Contracts Awarded Between June 2011 and May 2019 under the Chairmanship of The Hon Justice B.C. Iheaka

Following are why it was necessary to set up the Commission, and it’s Terms of Reference.

TERMS OF REFERENCE:

  1. To examine the records of contracts awarded in the state from June 2011 to May 2019.
  2. To ascertain the nature and cost component of each contract.
  3. To ascertain the degree and extent of performance of each contract.
  4. To ascertain the payments so far made for each contract and, outstanding balance, if any.
  5. To determine and unravel who the real contractors are, and, investigate who the real directors of the companies awarded such contracts are.
  6. To exercise all powers conferred on the Commission by S.8 of the law, and to do all things incidental to the terms of reference.
  7. To recommend relevant necessary actions to be taken towards ensuring that the Imo State Government and people of Imo State obtain appropriate value for money spent on such contracts.
  8. To make general and specific recommendations to the Government based on their findings.
  9. Interested members of the public are requested to submit memoranda to the Commission.

Those who may wish to submit memoranda to the Commission, must have them typed in double-line spacing, and submit in 15 copies and, under sealed envelope to:

  1. Please, note that the representations must be accompanied by an Affidavit, verifying the facts deposited.
  2. Interested members of the public who wish to make submissions in any other forms that the person would understand/discern, either by himself, or through Counsel of his/her choice are free to do so, provided they forward their names, telephone numbers and contracts, addressed to the above address, well in advance.

PERSONS WHO CAN PETITION THE COMMISSION:

(1)    Any person whose contract is the subject of the contract inquiry.

(11) Any person who is implicated over the subject of the contract inquiry.

(111) Any person who is concerned in any matter under this inquiry.

All submissions both by the petitioners and respondents, including names, telephone numbers, and contact addresses of those who wish to testify, orally, must be made not later than 14 days from the date of this publication.
