Abia: Again, Alleged Deceit, Insincerity Trail Govt’s Claims Of  N17.5 Billion Salary Arrears Payment

0
Alex Otti - Abia State Governor

By Suleiman Anyalewechi

Like the pension   exercise before it, the Payment of several months of salary arrears owed Abia workers, penultimate week kicked off on  an avoidable controversial note.

The staggered payment which commenced on September 13, 2024, has been overshadowed by a plethora of  complaints over an alleged  deliberate exclusion of a larger part of the beneficiaries.

This is coming at a time the dust raised by the untidy handling of the payments of the pension arrears is yet to settle.

Months after the  Government celebrated, albeit through unprecedented media hype the feat of clearing all pension arrears, the supposed beneficiaries have continued to insist they were ripped off by the system.

The umbrella body of the Abia pensioners ,has maintained that its members ,largely vulnerable and hapless were deceived ,cajoled and outrightly intimidated into forfeiting ,not just a sizable proportion of their pensions arrears ,but also their gratuities by the Abia state  Government.

The Abia state authorities have however rejected the accusation, rather insisting  that the pensioners ,willingly entered into an  agreement ,to forfeit part of the pensions and gratuities and other entitlements.

But the National Union of Pensioners ,Abia state chapter ,has continued to insist that ,the state Government capitalized on the hapless situation of the old citizens to deprive them of their  years of sweat.

As at last week ,the union was still  calling for  restitution and a  review of the said agreement which led to the authorities paying less than a year pensions out of over 45 months arrears

In all, the  pensioners union, has  continued to accused the Government of deceit and insincerity in the handling of the payments of the pensions arrears .

It has vowed not to relent until justice is done to its hapless and mistreated members.

The controversy besetting the payments of the salary arrears also border on the same alleged deceit ,and lack of openness.

In a statement issued on Friday September 13, by the Commissioner for Information, Prince Okey Kanu ,the Abia authorities said they have started the installmental payments of the inherited salary arrears through the office of the Accountant General.

The statement noted that the over N17 .5 billion salary arrears will be paid in twelve tranches to verified staff .

However ,this magazine’s findings ,have authoritatively revealed that ,only a negligible percentage of the beneficiaries were captured by the exercise which effectively kicked off two weeks ago as a result of the said verification .

Instructively, the most vulnerable and hapless(sacked workforce )  were left out  ,under the guise of verification .

At Abia state Polytechnic Aba, where the accumulated salary arrears is 33 months, those who  retired, resigned and or were sacked were denied their several months of arrears.

The immediate past administration in the state had in 2019 sacked over 254 staffers of the Polytechnic Most of them were sacked on trumped up charges of supporting opposition parties then led by Dr Alex Otti and Dr Uche  Ogah .

As at the time they were sacked, they left were without their 16 months salaries and other entitlements.

Again, in 2021 another set of about 98 staff were sacked ,with 23 months unpaid salaries ,and other entitlements too .

Between then and now this magazine also discovered that many others equally left the service either out of frustration and or in search of better opportunities .

They also left without their many months of salary arrears .

Ironically, findings have revealed that these categories of former staff of the Polytechnic were ,surprisingly left out of the payments of the arrears.

It was also discovered authoritatively ,that the situation at Abia state polytechnic is the scenario at the Abia state University ,Uturu ,Abia state University Teaching Hospital Aba,  ASUBEB  and SEMB .

At these organizations and institutions , all those that have left between 2018 and 2023 ,were excluded from the payments ,even though they are being owed between 15 and 23 months arrears.

In fact,  staffers of ASUBEB ,both serving ,retired and sacked were not paid anything out of their 11 months arrears.

Insider source  revealed that 4 months out of the 11 arrears were incurred when the ASUBEB staff were still part of SEMB .Seven months arrears were later incurred while they are with ASUBEB.

As at Tuesday September 24, 2024 ,the sacked Abia  Abia Polytechnic staffers and their retired colleagues were still trying to engage the Management on why they should be left out of the payments which they laboured for .

“We were here last week Tuesday September 17, to find out from the management why we that need this money more were left out .

The Rector was not around ,and we met with the Registrar and Bursar . They told us that ,on their part they did what they were supposed to do and sent to Umuahia .

We were informed that everybody’s name was compiled according to the number of months being owed and sent to the Accountant General’s Office.

They promised they will be sending a letter to the Accountant General . Based on our discussion ,we came back on last Friday to see the Rector himself ,but he was still not on seat .

So today( Tuesday September 24) we have come back to see the Rector and still ,we cannot see him . But we ,are convinced that the Polytechnic performed their duties in this regard. It is now up to the Governor to tell us why he should treat us this way .

Yes ,we were sacked by the Immediate past administration, for reasons everybody in this state knows border on political victimization.

But to come and suffer this kind of neglect at the hands of the person for whom most of us were sacked is to say the least very disappointing and heartbreaking.

Governor Otti, when he was campaigning told us that he will review our sack ; that he is aware that we were victimized for political reasons .

Now ,we are not even talking about returning to our lost jobs;all we are asking for is to be paid for our months of labour.

Many of us are dead, some have relocated to the villages, with our children out school because of the terrible dislocation we have been suffering.

Well, we consider the treatment being meted out to us now by Governor Otti,as more horrifying and devastating than our sack in the first place

The Governor ,if he can not keep to his promise of reviewing our sack ,should pay us our months of labour .We worked for it” one of the sacked and aggrieved workers stated.

The Source reports that signs of the exercise being marred by controversy ,showcased  earlier.

Months before the commencement of the salary arrears payments, the Government had sought albeit unsuccessfully to cajole the beneficiaries into accepting 70 percent of the arrears, with 30 % being what it called  “sacrifice”.

Heads of the affected MDA’s and institutions were asked to parley with the staffers,on the issue

However ,the strident opposition from Abia University and Abia State Teaching Hospital was part of the reason the Government beat a retreat.

Abia Polytechnic, College Of Health all in Aba  ,College of Education Technical Arochukwu ,ASUBEB and SEMB were almost “conquered” before ABSU and ABSUTH came to their rescue .

The situation ,was also majorly helped by the raging storm over the alleged deceitful payments of only a negligible fraction of the pensions arrears.

Government was, therefore, conscious of the need to open another battle front directly.

An authoritative source informed this magazine that it was when the idea of paying only 70 % of the arrears failed that the Government resorted to the use of verification to sideline a large chunk of the salary arrears beneficiaries.

In his statement Penultimate Friday, September 13, announcing the commencement of the salary arrears ,Prince Kanu, the Information Commissioner, noted that the office of the Accountant General will be paying all verified staff a total of N1,5 billion monthly in 12 tranches to clear the N17 .5 billion inherited arrears

This Magazine has gathered that some union leaders of the affected institutions, and MDAs have vowed to resist any attempt by the Government to treat them the dehumanizing way they treated and is treating the pensioners.

“Well, the truth of the matter is that we are not being done any favour. This is our legitimate earnings which were denied us by the immediate past administration in the state .

“But someone came along the line and promised that he will redress the situation .We went along with him. After winning the election, we believe  that the  promise to redress the wrong of the past should be respected by all concerned.

All these verifications every now and then ,should not be used as an excuse to inflict more pains on innocent, and long suffering people .

“We are expecting the Government to correct this anomaly in the salary arrears payments soonest in the interest of everybody.

:This is an unnecessary distraction. If  you are sincere about the whole thing ,it does not take anything to call for the  files of those who have resigned ,retired and were sack”, one of the aggrieved union leaders told this magazine.

Former Kaduna State Governor, Nasir El-Rufai has been sued by the Elders of Southern Kaduna for alleged Human Rights violations.

El-Rufai was alleged to have detained, brutalized and unjustly arrested the Southern Kaduna Elders, before they were released in 2019.

The Southern Kaduna Elders, under the auspices of Adara Development Association, ADA, has approached the Federal High Court, Kaduna, demanding a compensation of ₦2.3 billion from El-Rufai.

Aweni Dio Maisamari, a former Chairman of ADA, and the other claimants are demanding N2.3 billion in damages, ranging from arbitrary arrest, general exemplary damages and special damages, given the quantum of rights that were violated.

Justice Hauwa’u Buhari who presided over the case adjourned iy to give room for proper service to the respondents, in line with order 5 rule 7 of the Fundamental Human Rights Acts.

Counsel to the Plaintiffs, Gloria Ballason, said that her clients were unjustly imprisoned by the immediate past administration of the state for more than yhree months in 2019 and later released because nothing was found against them.

“We are here for a case of unjust imprisonment of the Adara Elders. They were imprisoned in 2019 and they came to Court to seek the enforcement of their fundamental rights.

“Their Chief, Rafael Maiwada Galadima was killed in very questionable and curious circumstances about the same time this arrest occurred under the administration of Mallam Nasiru Elrufai.

“It so happened that my client standing here with me -Mr. Aweni Dio Maisamari – had shown up at a meeting and wanted to enquire but was bundled up and taken to prison including 8 others. After more than 3 months, the court found nothing against them and the case was dismissed.

“The Nasiru Elrufai administration was well known to be that of a cocktail of rights violations including killings to wrongful imprisonments to attacks,” Ballason said.

Idris Okuneye, the cross-dresser, popular as Bobrisky, and blogger, Martin Otse, popular as VeryDarkMan, VDM, would soon be guests of the Economic and Financial Crimes Commission, EFCC.

The Commission is inviting both based on a serious allegation, purportedly made against it by Bobrisky, and publicised by Blogger VDM.

Bobrisky, who was arrested, prosecuted by the EFCC, and jailed by the Court for abuse of the Naira, the Nigerian Currency, had allegedly claimed, in a recorded-voice that he was not in prison custody but  kept in an apartment where he had everything at his beck and call. Worse, he allegedly claimed that he bribed some EFCC Officials to the tune of N15m to have a charge of money laundering against him dropped. These serious allegations, among others, were then given wings to fly by VDM.

Fela’s controversial Musician-son, Seun, has since disclosed that he was instrumental to VDM’s action. He said he was the one who told VDM to go to town with what Bobrisky allegedly said.

However, Bobrisky has denied making such wild claims. He said the voice was not his, but a faked voice. He said that he served his prison term and was released as soon as it was over.

But in the Voice-note made available on Instagram, the crossdresser was recorded during a telephone conversation, and allegedly said that a top officer of the Nigeria Correctional Centre facilitated the deal.

Popular Musician, Folarin Falana, known as Falz, was also indicted in the conversation between TheVeryDarkMan and Bobrisky, that the Son of the Human Rights and Constitutional Lawyer, Femi Falana, facilitated the early release of Bobrisky from prison.

Falz Father, a Senior Advocate of Nigeria, SAN, was said to have made the necessary and right contacts to get him out early, alleging that the Senior Falana was paid N10 million for his efforts.

But lamented Bobrisky:

“My attention has been drawn to a fake voice recording circulating on the internet that I paid EFCC 15 million naira and that I was never in prison.”

“I didn’t pay any EFCC money; it is a very big lie. I served my term in full and I came out. Discard any false information.”

Bobrisky’s denial notwithstanding, an enraged EFCC Executive Chairman,  Olu Olukayode, has ordered

an immediate investigation into the bribery allegations levelled against his officers.

In a statement on Tuesday, the Spokesman of the EFCC, Dele Oyewale, said Olukoyede has constituted a team of investigators to look into the allegations.

The statement said: “Executive Chairman of the Economic and Financial Crimes Commission, EFCC, Mr. Ola Olukoyede has ordered immediate investigation of alleged bribery allegations imputed to some officers of the Commission by Idris Okuneye (a.ka.Bobrisky) in a viral video circulating across the country.

“Okuneye, an ex-convict, had alleged in the video powered by Martins Vincent Otse (a.k.a VeryDarkMan) that some unnamed officers of the EFCC collected the sum of N15,000,000 (Fifteen Million Naira) only from him to drop money laundering charges against him.

“In a swift reaction, the EFCC boss has constituted a team of Investigators to critically look into the allegations. To this end, the Commission hereby invites both Okuneye and Otse to make themselves available at its Lagos Directorate to assist investigators unearth the alleged bribery.

“The EFCC wishes to assure the public that the allegations would be thoroughly investigated and the result of the findings made public accordingly.

“The Commission is committed to its core values of integrity, courage, professionalism and collaboration at all times.”

Okupe To Dangote: Petrol Is Nigerians’ Economic Oxygen, Total Subsidy Removal Unacceptable

0
Doyin Okupe

A former presidential aide Doyin Okupe, has countered Africa’s  Richest Man Aliko Dangote’s call for the total removal of petrol subsidy.

Okupe, who served as the Director General of the Labour Party, LP, during the 2023 Nigeria’s Presidential election said during an interview in Lagos, on Tuesday, that removing petrol subsidy totally will harm many Nigerians because of their dependence on the product for economic survival.

The former presidential aide was reacting to an interview granted by Dangote to Bloomberg where he called on the federal government to hands off subsidizing petrol for Nigerians.

His remark comes amidst the outbursts that have trailed the price hike in the pump price of petrol to as much a N1,200 per litre, and the attendant scarcity in some major cities in the country.

Not a few Nigerians have called for an immediate reversal considering the impacts of such increase in their lives and the untold hardship many families are suffering as a result.

The business mogul and owner of Dangote Refinery, one of the largest petrochemical refinery in the world claimed that Nigeria’s petrol is still the cheapest among the crude oil producing countries.

Reacting Okupe said the importance of petrol to Nigerians cannot be overemphasized because “petrol is the economic oxygen of Nigerians, whether rich or poor.”

Okupe said Nigerians should enjoy the fact that their country is an oil producing country, stressing that with the allocation of 450,000 barrels a day to Dangote and other local refineries by the Nigerian National Petroleum Company Limited,  NNPCL, petrol price should be cheaper.

According to him, “We can use opportunities that these local refineries avail us, ensuring adequate fuel supply with the dedicated or allocated daily crude oil for local consumption, which is outside OPEC quota. So, whatever we do with it is our internal affairs, it is a way of providing some level of comfort. We can sell this daily crude oil allocation for local consumption cheap to determine the average pump price of PMS (Premium Motor Spirit) in the country.

“For instance, the price of Nigerian crude per barrel is $77, we can decide to sell to Dangote refinery at $35 or $37 per barrel, thereby having made adjustments of processing fees and profit margin, the pump price of petroleum can actually come down to N500 or N600 per litre. This will definitely bring a major relief, comfort and succour to the masses.

“This will give economic oxygen to Nigerian people, encouraging enterprises and local businesses because we all in Nigeria, rich and poor, depend on petrol as economic oxygen. Every nation has a sector where it stands behind the people.’’

Gov Abiodun Lauds Traditional Rulers As Peace, Development Agents

Southern Traditional rulers

Governor Dapo Abiodun of Ogun state has described the role of traditional rulers in conflict resolutions and peace building  in the country as invaluable.

The Ogun helmsman also lauded the traditional rulers for their role as custodian of culture and the defenders of “our shared values.”

Abiodun called on the royal fathers to continue to foster peace and unity among the people of the country, saying this is the only way development can take place.

He made  made the remark on Tuesday when he received members of the Technical Committee of the Southern Nigeria Traditional Rulers Council, who paid him a courtesy call in his office in the Governor’s Office, Abeokuta, the state capital.

According to the governor, the Southern Governors are prepared to work with the traditional rulers in the formulation and execution of policies for the transformation of the region, noting that they are the bridge between the people and government.

He said, “Your influence extends far beyond ceremonial duties; you are the bridge between the people and the government, the closest to the grassroots, the voice of wisdom, and the defenders of our shared values.

“In times of peace and in moments of challenge, you remain the pillars of stability, unity, and progress for our communities. All our southern states in Ogun State, with our deep history of tradition and culture, understand the importance of integrating these values into governance.”

Abiodun described the southern states as the economic nerve center of the nation. However, he noted the numerous challenges facing the zone, arising from security concerns, infrastructure, out-of-school children, economic development, youth unemployment, and social cohesion, among others.

“These issues require a united approach where government policies are informed by the insights and experiences of those at the grassroots level—insights that you, our royal fathers, are uniquely positioned to provide.

“Your role in conflict resolution and peace-building is invaluable, and the trust and respect you command among the people make you essential partners in ensuring the security and stability of our communities.

“As we continue to face threats to peace, including insecurity and communal clashes, your collaboration with law enforcement and government remains crucial. Moreover, traditional rulers are not just custodians of culture but also stewards of our environment and future. The preservation of our lands, the protection of our natural resources, and the promotion of sustainable development are areas where we must work together,” the governor said.

APC Warns Election Observer Group To Stop Dabbling Into Functions Of INEC

By Ayodele Oni

The All Progressives Congress (APC) has warned one of the Observers groups which monitored last Saturday’s governorship Election in Edo state, Yiaga Africa, to face its job and stop dabbling into the functions of Independent National Electoral Commission (INEC).

APC maintained that “Election observer missions are not election management bodies and should not encroach upon INEC’s statutory authority as the sole body responsible for election management in Nigeria.

“Any attempt to do so would be a clear violation of the Electoral Act and the Constitution of the Federal Republic of Nigeria.”

Yiaga Africa had stated in its report that collation of Edo election results was married with irregularities as figures were either increased to favour a party or reduced.

APC issued a warning to Yiaga Africa, a civil society organisation, through its spokesman , Felix Morka, cautioning against undermining the INEC by challenging the results of the recently concluded Edo State gubernatorial election.

In a press statement released on Tuesday the APC criticized Yiaga Africa for allegedly attempting to question INEC’s authority. Morka stated that the group’s actions exceeded its mandate as election observers.

“Yiaga Africa is overreaching its election observer mission by second-guessing INEC on the result of last Saturday’s Edo State gubernatorial election.

“INEC is the sole statutory authority for the conduct and declaration of election results. Yiaga Africa is not and must desist from constituting itself as a parallel agency for the declaration of election results.”

The party further accused the civil society organisation of making unfounded allegations about the manipulation of election results, asserting that these claims were not backed by evidence and were based on speculative data.

“Alleging that results were manipulated without hard facts and figures, but based on some statistical guesswork, is a clear disservice to the electoral process.

“Yiaga Africa’s report is a travesty, replete with methodological flaws, politicized observations, inconsistencies, and inaccuracies.

The statement emphasized that election observers like Yiaga Africa must respect INEC’s statutory role and avoid overstepping their boundaries.

He cautioned the organization against creating confusion by presenting a “parallel election process” through unverified and questionable statistical data.

“Declaring or second-guessing the Edo State gubernatorial result based on unsubstantiated, unverified, and highly questionable statistical parameters created by Yiaga Africa is designed to create unnecessary confusion.”

“Please Shut Up, No Governor Has The Moral Authority To Condemn Edo Polls” – APC Chieftain

0
High Chief Sylvanus Uzoma Nwaji

By Suleiman Anyalewechi

State Governors who have joined other well meaning Nigerians to condemn the conduct and outcome of the Edo State off-circle gubernatorial election have been asked to shut up.

This is even as the Abia State Governor, Dr Alex Otti, has been charged to separate himself from his colleagues in other States by allowing the State Electoral Commission the free hand to conduct a free and fair local Council polls.

These were the views of an All Progressive Congress, APC,  Chieftain and four-time Executive Chairman of the Oil rich Ukwa West Local Government of Abia State, High Chief Sylvanus Uzoma Nwaji.

In an interview with The Source on Tuesday September 24, 2024, in Aba, the former House of Representative Candidate, insisted that none of the serving Governors of Nigeria has the moral standing to  condemn whatever perceived anomalies in the just concluded Edo state election.

According to him, the State Governors have inflicted more damage to democracy in the country than those at the national level.

He is of the conviction that if the Federal Government and its agencies are to toe the ignoble path charted by the Governors in their conducts of local Government elections, democracy would have long been dead in the country.

“Look, much as I don’t support the manipulation of our electoral process in any way, I’m also sorry to say that these our Governors have done more damage to the system.

“Now, look at the Local Council Elections being conducted under the supervision of the Governors. It has been following a predictable pattern.

“The Governor’s party don’t just win ,but clears everything 100%. They will win the entire Chairmanship and Councilorships. In fact, before the day of the election, the results would have been written in favour of the Governor’s party.

“From Adamawa, Kebbi, Sokoto, Kwara, Imo, Edo, to Enugu, it is the same sad  story. Yet the same Governors will be the first to be shouting oo. INEC, APC, President Tinubu, have rigged elections.

“It is only fair to go to equity with clean hands. As it is now, no PDP Governor should pontificate on the conduct and out come of the Edo State gubernatorial election.

“This is because they are not qualified to do so. Given the chance, they have shown they are even the worst enemies of our democratic experiment”

Hon Nwaji, therefore, called on the Abia State Governor to show a good example and steer clear from the dishonorable paths of his colleagues by ensuring that the forthcoming Local Council polls in the state comes with manifest degree of fairness.

“In the first place, Governor Otti is a product of a somewhat credible election in 2023. That he should be able to testify.

“He is there today because majority of Abians came out, voted for him, and the result was announced.

“He wouldn’t have been there if the system, like during his two previous attempts, were manipulated. So, part of the ways to show gratitude is for him to do an unusual thing – allow the Abia State Electoral Commission to conduct a credible exercise.

But anything short of a free and fair poll will come to hunt him later. That I can bet with my last blood” High Chief   Nwaji stated .

Further speaking, the APC chieftain, while appreciating the efforts of President Bola Tinubu in freeing Local Governments from the suffocating and over-bearing influence of Governors, called for an executive bill to insulate the conduct of local Council polls from the State Electoral Commission.

“I want to say without equivocation, as a former Council Chairman, that all efforts, including the recent Supreme Court judgment, to free the Councils from the Governors control will be a mirage, if the state electoral bodies continue to organize Council polls.

“The Executive should initiate a process through which the National Assembly could make a law mandating a central and neutral body to conduct local council elections.

“If what is on the ground  now is maintained, just forget about anything autonomy for the third tier of Government in the country” Nwaji insisted .

Gov. Makinde Unfolds Agenda 2040 For Oyo State

Seyi Makinde - Governor of Oyo State

By Ayodele Oni

The Oyo State Governor, Seyi Makinde will unfold the Agenda 2040 for the state on Wednesday.

The governor is expected to present the Agenda at the Consultative Engagement Meeting on the 2025 Budget.

Makinde had, in November 2020, inaugurated a Steering Committee on the Oyo State Agenda 2040, taking a cue from the Federal Government’s preparation of Agenda 2050, which seeks a holistic transformation of the country’s economy, as obtained in countries like China, South Korea, India and Malaysia.

The Commissioner for Budget and Economic Planning, Prof. Musbau Babatunde, said the governor expressed his desire to produce the maiden 20-Year Development Plan ‘Tagged Agenda 2040’ for Oyo State and the Five Years Medium Term Development Plan to address the socio-economic drift and refocusing the state on the path of progress.

He noted that the Medium Term Development Plan 2023 to 2027 is the implementation plan for the Agenda 2040, stating that the medium term development plan provided the forward-looking intention of the government and good people of Oyo state and also set goals, objectives and strategy for achieving them.

He added that the documents articulate the state’s vision, projecting the state beyond 2027 and that they are premised on the need to create expanded opportunities for all.

“The development of these documents was driven by the Ministry of Budget and Economic Planning, supported by DFID/PERL, DAWN Commission, UNICEF and University of Ibadan Ventures Limited (consultancy service unit) through Professor Olusanya Ajakaiye.

“The objectives of Agenda 2040, which is anchored on the four pillars of Education, Health, Security and Economy, include to make Oyo State the most secured state in Nigeria for conducive economic and social development.

“Raise educational standards to the top through the provision of qualitative basic, secondary, non-formal and tertiary education; provide and sustain the availability, accessibility and affordability of required healthcare services to the citizens, particularly the needy.

“Other objectives are to improve farmers’ productivity and value addition by strengthening production in areas of comparative advantage for commercial agriculture.

“Accelerate infrastructure provision in key areas and adopt Public Private Partnership arrangements; improve Internally Generated Revenue through development of new sources and improvement of existing ones through innovative and purposeful modes of revenue collection and utilisation.

“Another objective is also to make Oyo State the hub of economic activities and investors’ preferred destination in Nigeria; and employment and job creation through provision of productive and sustainable livelihood for youths in Oyo State.

“The expected result of the Agenda 2040 is that it is expected to translate economic growth into equitable socio-economic development that guarantees a dignified and meaningful existence for all; optimise the state’s human and natural resources potentials to achieve accelerated development from poverty to prosperity and create an enabling environment for private investments (domestic and foreign) to thrive through Public-Private-Partnership (PPP).

“It is also expected to increase sustainable production, productivity and value addition in key growth opportunities; increase the stock and quality of strategic infrastructure to hasten competitiveness and development; enhance Human Capital Development, and strengthen mechanisms for quality, effective and efficient service delivery.”
