CBN: Where’s Missing N3trn? Auditor General Demands Apex Bank’s Refund Of Interests On Ways & Means

0
Yemi Cardoso - CBN Governor

The Auditor-General of the Federation, AGoF has accused the Central bank of Nigeria, CBN, of misappropriating close to N3 trillion being interest from the Ways and Means the bank advanced to the Federal Government.

The allegations was contained in a report the AGoF submitted to the National Assembly, who said the infractions took place in the 2021 budgetary year.

The report has further highlighted the controversy that trailed the Muhammadu Buhari administration which has been accused of abusing the Ways and Means.

Ways and Means are advances by the CBN to the federal government, in case of shortage of any shortage of funds to finance the yearly budget. The W&M is backed by the CBN Act.

Under the Act, the apex bank is allowed to advance not more than five percent of the yearly budget to the federal government as loan, which is expected to be paid back within the budgetary year.

The magazine reported that the CBN violated the Act by advancing more loans to the Buhari administration, which at the exit of his government totaled over N30 trillion.

The Nigerian senate, the magazine also recalled opened a probe last year on the controversy that surrounded the W&Means under the administration.

As the criticism against his administration grew, Buhari ensured that the National Assembly securitised the huge advances before his government ended last year.

According to the AGoF, the CBN mismanaged N2.73 trillion in interest from the W&M to the Buhari administration without re-coursing to the National Assembly.

The AGoF office said the action negates the Section 80(2) of the Constitution which states that all funds must be paid into the Consolidated Revenue Fund, and must not be spent until it has been appropriated by the National Assembly of through Supplementary Act by the same.

It said this was not done regarding the N2.73 trillion that accrued from the N4.4 trillion W&M advanced to the federal government in 2021, with the year ending December 31, that year.

The report recommended that the misappropriated fund must be refunded by the apex bank in accordance with the law.

states that no funds shall be withdrawn from the CRF without approval by an appropriation act or supplementary act, while paragraph 710 of the Financial Regulations bars overdrafts and mandates that any interest incurred must be refunded.

The report cited the balance in the CRF as at December 31, 2021 as a proof.

It reads, “The CRF negative balance of (N17,105,111,709,523.00) as at 31st December 2021 included actual Ways and Means advance of N4.4 trillion taken by Government and interest charged on it for the sole use of CBN as though the Ways and Means a loan from CBN funds or from any syndicated group of lenders.

“The interest charged on Ways and Means by CBN was misappropriated by CBN for its sole use whereas the Actual Ways and Means was not a facility from its funds or balance sheet, nor was it a syndicated facility from a group of local and foreign lenders.

“CBN must therefore refund to the Federal Government of Nigeria the interest of N2.73 trillion it cornered for its sole use as of 31st December 2021.”

Meanwhile, not a few Nigerians have criticized the manner the National Assembly has handled the Ways and Means probe, which they insist, appeared to have been in limbo since last year.

Wike, Odili Face-Off Intensifies

0
Nyesom Wike and Peter Odili

Two years ago, a political feud between the immediate past governor of Rivers state, Nyesom Wike and one-time governor of the oil rich state Peter Odili could not have been contemplated due to their closeness and long political affinity.

The two former governors have now become bitter political foes, following the intensification of their attack against each other, described by political analysts as a fierce battle for the control of the state.

The latest attack came from Wike, who on Sunday, accused Odili of being ungrateful to him after what he did for him. The minister, who claimed to have built a house for Odili, said the former governor should not be taken serious by his ‘children’ for being inconsistent, and lacking integrity expected of an elder statesman.

The minister who spoke in Port Harcourt during a thanksgiving service at the Anglican Church organsised for Martin Amefule, the factional Speaker of the state House of Assembly, was reacting to recent allegations by Odili that the FCT minister instigated the political crisis in the state after Governor Simi Fubara stopped him from putting the state in his pocket.

“Governor Fubara confronted the challenge, prevented the quest by one man to capture the State as a private estate, emancipated Rivers people, steadied governance and made civil servants and Rivers people happier as it used to be” Odili said.

Wike’s reaction was contained in a statement issued in Abuja, the nation’s capital  by his media aide, Lere Olayinka.

According to Wike, he brought Odili back after eight years of  political oblivion, he suffered under former Governor Rotimi Amaechi, wondering why Odili has now turned his enemy after his benevolence to him.

On Odili’s allegation that he’s trying to corner the state’s resources, Wike said his predecessor’s family are the ones who have captured the state, saying Odili’s “wife is a Chairman of Governing Council, his daughter is a commissioner, his other daughter is a judge and he is the general overseer.”

Part of the statement read: “You know, I didn’t want to say anything, but somebody called me last night, and told me what someone said in the social media. I said until I read it myself. This morning, I read in the newspapers, what our former Governor, Sir Dr Peter Odili said.

“What did he say? He said that the present governor has been able to stop one man who wanted to convert Rivers State to his personal estate.

“Between him and myself, who has turned Rivers State to his personal estate? His wife is a Chairman of Governing Council, his daughter is a commissioner, his other daughter is a judge and he is the general overseer. Who has now turned Rivers State to his private estate? I am sure if care is not taken, if there is a chance, he can even arrange a marriage for the governor.

“It was his nephew, his late elder brother’s son who was recommended for commissioner. He took the slot and gave it to his own daughter. Someone who didn’t remember to stand for the son of his late elder brother, is that an elder statesman?”

Wike said it was painful that Dr Odili, out of political sycophancy, has forgotten all that he said in the past, adding that; “All of you here remember when I was governor, this same Odili praised me to high heavens. In fact, he said then that all past governors in Rivers State combined did not do better than me.

“In 2007 after he left office, he couldn’t come near power in the State because Amaechi was the governor then. He was gone!

“Like somebody said that God will use someone to lift up someone. When I came in as governor in 2015, I won’t use the word resurrected, but I brought him back to life.

“All of us know about PAMO University. But for us, there wouldn’t have been anything called PAMO University. Rivers State was sponsoring 100 students per session and for every semester, each of the students was paying nothing less than N5m. Then, Rivers people were attacking me up and down.

“I personally called Julius Berger to build a mansion for him to live. He was calling everyone to the house then, telling them, come and see what Wike has done for me. Wike has shown me love. He was taking them round the house.

“Now, because you have organized a Christmas Carol for the governor, I didn’t say you should not do your Christmas Carol, but why reduce yourself to such a laughing stock? People will still see it on television how he was telling the whole world then how God used me to bring him back to life politically.

“Why not do your Christmas Carol, collect what you can collect and leave me alone?

“The governor who all of us made has not spent one year in office and the same Odili was already saying that the governor has beaten the records of all the past governors of Rivers State.

“When I was there, he said I had surpassed the records of all the past governors, including himself. What can he even show that he did in his eight years as governor? But a governor has not spent one year, you are saying he has done more than all the past governors.

“You spent eight years as governor and someone who hasn’t spent one year has surpassed your records? What manner of elder talks like that? Is that what an elder statesman should be known for? The minister said.

Recall that Wike and Governor Fubara were once political allies until late last year when the governor accused the minister of undermine his authority by trying to rule the state through the back door.

The crisis has further been exacerbated as the feuding parties try to control the state House of Assembly which has now been fictionalized between the Victor Oko-Jumbo-led faction backed by the governor, and the Martin Amaewhule-led House backed by Governor Fubara.

Meanwhile, political analysts insist that Wike, Amaechi were part of the Odili political dynasty which started in 1999 after the nation’s returned to constitutional democracy. The fracture,  they said, emerged in 2007 after Amaechi became governor and decided to punish Odili for the hurdles he faced on his way to the Port Harcourt Government House.

El Rufai Became ‘Demented’ After Losing Ministerial Appointment

0
Reno Omokri

A former presidentil aide, Reno Omokri says former Governor Nasir El Rufai is suffering from dementia due to his loss of ministerial appointment.

Omokri, a former aide to ex-President Goodluck Jonathan made the remark on his verified X handle on Sunday, in his reaction to the former governor’s criticism of President Bola Ahmed Tinubu for alleged nepotism and favouring Lagos with federal projects.

The magazine reports that the former governor has been trenchantly criticised  by not a few Nigerians, including former Senator Shehu Sani, over his allegation that Tinubu’s appointments are lopsided in favour of the South west.

For instance, Sani described Governor El Rufai Tenure in Kaduna as an ‘Apatheid’ era where the people of ‘Southern Kaduna’ were highly marginalised in terms of appointment.

Reacting, Omokri said the former governor is still very angry with President Tinubu for losing the ministerial appointment last year.

Recall that El Rufai failed to scale the Nigerian Senate Ministerial screening, since then, not a few insist that he has been angry with President Tinubu for failing to pull his weight behind him after his nomination.

According to Omokri, the former governor failed to speak out against former President Buhari despite the fact that the former leader favoured the north with appointments and projects, describing El Rufai’s outbursts against Tinubu to be ‘clever by half’.

The height of Buhari’s intransigence, Omokri said, was when “Nigeria took out a $2 billion loan to build a railway in Niger Republic” because the former president’s mother hailed from the country. El Rufai did not speak against the act, he said, adding that if the former leader could construct a railway in another country due to his affiliation, nothing is wrong with President Tinubu approving loans for a railway to be built in Lagos, which will benefit most Nigerians.

Below Omokri’s remark

Nasir el-Rufai is just being clever by half in expressing his frustration at not being made a minister by attacking the funding of a rail project in Lagos by the Federal Government.

Under Buhari, Nigeria took out a $2 billion loan to build a railway in Niger Republic. Did el-Rufai complain then? Not at all! Today, that same Niger is now hostile towards Nigeria.

If we can build a railway worth $2 billion (which was 10% of Niger Republic’s GDP as at then) for a foreign country, simply because General Buhari’s father was from Niger Republic, why shouldn’t the Federal Government contribute towards building a railway in Lagos State?

After all, 8% of Nigeria’s population lives in Lagos, while 35% of our GDP comes from Lagos, which contributes ₦44.17 trillion to our economy. How much does Niger Republic contribute to our GDP?

Did the Federal Government under Jonathan not also spend $1.2 billion building the Abuja-Kaduna superfast 187-kilometre railway?

Did el-Rufai register a complaint then? Even el-Rufai himself used government money to pay herdsmen not to kill (they collected the money and increased the killing). But he does not want government money to go towards building infrastructure to benefit Nigerians?

Secondary schools are constitutionally the responsibility of the Federal Government, yet under Jonathan, the Federal Government spent $769 million in building 165 Almajiri Schools in every northern state. Why did El-Rufai not complain then? Why only complain now that the Federal Government is contributing towards a rail project in Lagos State, Nigeria’s commercial capital?

Losing out on being a minister should not make you so demented that you begin to attack a government you once begged to be a part of.

Shehu Sani Shades Elrufai: Stop Attacking Tinubu, ‘You Ruled Kaduna Like Apartheid State’

0
El rufai and Shehu Sani

Former Governor Nasir El-Rufai of Kaduna state has been rebuffed for criticising the federal appointments of President Bola Ahmed Tinbu.

The attack on the ex-governor came from Senator Shehu Sani, a former senator representing Kaduna North and one-time political ally of El Rufai.

The ex-governor, had reacted to a piece by a social critic Prof. Farooq Perogi where he criticised the lopsided appointments of President Tinubu, which he claimed favoured the Yoruba ethnic group where the president hails from.

President Tinubu has been roundly criticised for the action, as many insist that he’s trying to repeat what happened under former President Muhammadu Buhari, whose many appointments were filled by his northern kinsmen.

“Two wrongs do not make a right. Sensible inclusion always trumps arrogant exclusion,” the ex-governor wrote on his X handle, in his reaction to the issue.

Senator Sani, in his veiled reaction to the ex-governor said El Rufai is like the pot calling kettle black, saying what he did as governor is worst than what President Tinubu has done.

The former lawmaker described the former governor’s tenure as Kaduna state helmsman as an ‘apartheid’ era, filled with nepotism and marginalisation of opponents, particularly those from the Southern Kaduna.

Sani said, “Lets not make reference to the nepotism that marginalised Southern Kaduna for eight years.Kaduna was an apartheid state for eight years.”

Recall that the former governor was an ally of the former governor before they parted ways ahead the 2029 general election.

Also, the former governor had ditched his sumptuous relationship with President Tinubu after he struggled to scale the Nigerian Senate ministerial screening last year. El Rufai blamed Tinubu and other hawks in his government for his predicament, even though he strongly backed Tinubu on his ascension to power.

LP Faces Reverse Fortunes, Bleak Future as Obi, Loyalists Set To Exit It

Peter Obi

By Akinjide Aina, Abuja Bureau Chief

The Labour Party, LP,  needs miracle to survive and remain a viable political platform for the next cycle of elections in Nigeria.

This magazine can authoritatively reveal that the party is on the verge of totally losing the unprecedented electoral fortunes it gained in the 2023 general elections as the next wave of defections that will hit it, impeccable sources informed,  will claim all its members in the state and National Assembly as well as its only Governor, Alex Otti of Abia State.

At the end of the general election last year, the party, riding on the crest of its Presidential candidate and former Anambra state governor, Mr Peter Obi proved bookmakers and pundits wrong with a stunning performance.

LP won one governorship seat, eight Senate seats, 35 House of Reps seats and 39 House of Assembly seats.

Julius Abure LP Chair
Julius Abure: Sitting tight as LP National Chairman

However, internecine leadership crisis occasioned by the party’s National Chairman, Barrister Abure’s sit tight tendencies and alleged ruling party, the All Progressives Congress, APC’s destabilization agenda has left LP haemorrhaging. Early December, five LP House of Reps members announced their defection to the APC.

Earlier in August, the party’s only Senator from Imo state, Senator Francis Onyebuchi Ezenwa, representing Imo East Senatorial district had announced his defection to the APC on the floor of the Senate. The national leadership of the APC had allegedly lured the Senator with the party’s gubernatorial ticket for 2027 Imo governorship election.

The magazine was told that most of the remaining LP members in the National and state Assemblies are core loyalists of Obi and are merely bidding for time to enable their leader, Obi and other political leaders across the country and parties finalize formation of a mega party.

Said a source privy to the unfolding evisceration of the LP: “Before the end of the first quarter of 2025, a brand new party in which Obi wil play a central, pivotal role will be birthed and the rest of LP members currently holding elective positions, including Governor Otti,  will move over to the new party.

“It will interest you to know that Obi is practically out of LP, he is not just no longer enthusiastic about the party but also no longer find it a serious platform for the birth of a new Nigeria which he preaches, no thanks to Barrister Abure’s sit right tendencies.

“Obi and his group will be exiting the LP soon; they will be leaving the carcass of the party to Abure to do whatever he wants with it.

“The remaining LP members in the various state Houses of Assembly and the National Assembly are core Obi loyalists; they will move with their leader once the mega party is formed”

Guard of Honour for Seyi Tinubu

By Ayodele Oni

Former Vice President, Atiku Abubakar, has called for an investigation into the recent military parade involving Seyi, President Bola Tinubu’s son.

Atiku, on Sunday condemned the incident, which he described as a gross violation of military tradition and demanded a thorough investigation.

In a statement signed by his Media Aide, Paul Ibe, Atiku called the event an aberration for any branch of the Armed Forces to organize a formal parade for a non-designated public figure.

According to Atiku, “It is with utter dismay and concern that Nigerians were subjected to a nauseating video circulating online, in which a group of young men, armed and in full military procession, bestowed upon the President’s son unwarranted military honours.”

He further questioned the legitimacy of the military-like outfit involved, stating that the so-called group, the “Nigeria Cadet Network,” is not a recognized entity within the Nigerian Armed Forces.

He emphasized the disturbing fact that the name “Cadet,” associated with young, formally trained military personnel, was exploited by civilians to tarnish the esteemed traditions of the military.

“In an effort to uncover the truth behind this shameless procession, we instructed our legal team and military experts to investigate the so-called ‘Nigeria Cadet Network.’ To no one’s surprise, it was revealed that the group is not a legally registered entity.

“What is even more alarming is the brazen use of firearms by civilians in this so-called parade at a time when illegal arms proliferation is at a dangerous high in our country.”

Atiku also called for an urgent investigation by all relevant security agencies to address the following critical concerns.

The legitimacy of the “Nigeria Cadet Network” and its use of the title “Cadet” when it is not a registered entity.

The former Vice President stressed that preserving the integrity of the Nigerian Armed Forces is paramount.

“If it is determined that legal violations were committed by the President’s son or members of the so-called ‘Nigeria Cadet Network,’ it is the constitutional duty of Nigerian security agencies to ensure that the law takes its course and those responsible are held accountable.”

He stated that the historical ties between the States, which were once one, has made it more imperative for issues to be amicably resolved.

Oluwo Of Iwo Throws Weight Behind Introduction Of Sharia Law In South West

Oba Abdulrasheed Akanbi - Oluwo of Iwo

By Akinwale Kasali

Following the criticism that trailed the Introduction and Establishment of Sharia Courts and Laws in the South West By various Yoruba Youth Groups and Civil Society Organizations, CSOs, the Oluwo of Iwo, Oba Abdulrasheed Akanbi, has supported the call to introduce Sharia Law in the South-West.

The Monarch argued that Sharia law had been in practice in Yoruba for a long time.

He stressed that the Law came after an Islamic organisation planned the inauguration of a Sharia council scheduled for January 11, 2025, at the Muslim Community Islamic Centre, Oba Adeyemi High School Road, Mobolaje Area, Oyo, Oyo State.

The criticism and public outcry that trailed this development led to the postponement of the inauguration indefinitely.

The event drew criticism from a cross-section of Nigerians, with many arguing that the predominantly Yoruba Southwest was distinct from the Northern region, where Muslims were in the majority.

Reacting to the development, the Oluwo of Iwo said that the Sharia law was already in Yoruba land.

He said, “We have Sharia banks in the South-West, and these banks operate according to Sharia law. Sharia law has been in Iwo for over 100 years, and there is a Sharia college in Iwo. It’s the right of Muslims to choose Customary Law or the High Court.

“Many Muslims feel disenfranchised when it comes to the sharing of inheritance and divorce matters. Western education doesn’t understand the ways of Muslim divorce, marriage, and inheritance. Sharia law is in the constitution of Nigeria, and it’s visible in the North, where there are Nigerians. Anywhere we have Muslims, there is Sharia.

“If any other person likes it, they can convert to Islam, and Muslims can also convert to Christianity. Everyone is free. Sharia shouldn’t be a problem for other religions. No government can deny Muslims their inalienable rights,” he explained.
