IGP Orders Investigation Into Ibadan Student’s Killing, Detains Policeman, Flays Attack On Personnel In Edo

The Policeman who mistakenly shot dead a student participating in the ongoing West African School Certificate Examination, (WASCE) in Oyo state has been detained on the orders of the Inspector General of Police, (IGP) Dr. Kayode Egbetokun.

The IGP also ordered a full-scale investigation into the tragic killing of the 14-year-old student, Kehinde Alade, in Ibadan, Oyo State.

Kehinde was struck by a bullet fired by a Policeman attached to the Oyo State Police Command while on his way to sit for the West African Senior School Certificate Examination (WASSCE).

The incident, which  sparked widespread outrage, also involved Oyo State Traffic Management Authority (OYTMA) operatives.

In another incident, the IGP has condemned the unprovoked attack   launched on some police personnel on official duty in Edo State.

In a statement issued  Wednesday by Olumuyiwa Adejobi, Force Public Relations Officer, the IGP condemned the shooting of the Student, and assured the public that the Policeman involved has been taken into custody as part of ongoing investigations.

“The Inspector-General of Police condemned the incident and assured that the officer involved in the shooting has been taken into custody while a full-scale investigation is underway,” the statement said.

“He equally reiterated that the process will be transparent, and its findings will be made public to ensure justice is duly served as he expressed heartfelt condolences to the family of the deceased young man.”

In a related development, the IGP also addressed an unprovoked attack on police personnel in Edo State. According to the Police statement, members of the Force Intelligence Department – Intelligence Response Team (FID-IRT) were ambushed by a mob in Okhuimwun Community, Ovia North-East Local Government Area, on Monday, May 20, 2025.

“The Nigeria Police Force strongly condemns the unprovoked attack on Police Operatives in the early hours of Monday, 20th May 2025, at Okhuimwun Community in Ovia North-East Local Government Area of Edo State.”

The statement explained that the operatives were reportedly in transit from Lagos and encountered a roadblock after the University of Benin (UNIBEN) axis, where they were attacked with stones, sticks, and other dangerous objects. Two officers sustained serious injuries and are currently receiving medical attention.

“It is noteworthy that despite the provocation and threat to life, the officers exercised commendable restraint by not resorting to the use of force.

“The Police warned against continued aggression and lawlessness toward law enforcement agents and assured that investigations have begun, with legal action pending against identified culprits.

“The Nigeria Police Force reiterates its commitment to the protection of lives and property and urges citizens to remain law-abiding and to channel grievances through lawful and peaceful means.

“The Force has assured the public of justice in both cases, underlining its dedication to accountability and human rights.”

NELFund To Pay 6000 Poly Ibadan Students Tuition Fees In 14 Days

The Nigerian Education Loan Fund, NELFund has assured 6004 students of The Polytechnic, Ibadan that it will disburse loans to the institution in 14 days.

NELfund also assured the students that they will also start  receiving the N20, 000 monthly stipends immediately after the students loan is disbursed.

According to NELFund’s Team Lead and Director Monitoring and Evaluation, Dr Aliyu Muhammad, who spoke during a sensitization programme in Ibadan, the state’s capital, The Polytechnic, Ibadan is one of the over 300 tertiary institutions that have benefited from the loan, adding that  over three million students have applied for the loan.

Muhammad: “We saw the memo that the school management wrote regarding your school fees. We are assuring you that in the next two weeks, your tuition will be credited to your school account. It will be followed by the 20,000 monthly stipend for each student.’’

The Fund has recently been allegedly enmeshed in a N71 billion fraud, claims later debunked by the Minister of Education, Dr Tunji Alausa.

Siege On Kogi Communities As Gunmen Abduct Retiree, Three Others

Some gunmen continued with their onslaught in Kogi State as another community was attacked leaving casualties of four persons that were abducted.

The latest incident, coming for the third time within seven days happened at Okoloke, an agrarian community in Yagba West Local Government Area of the State.

According to report monitored on Channels Television, the latest incident occurred in the early hours of Tuesday when an unidentified number of armed men stormed the area.

Quoting a local source, the assailants forced their way into the residence of Ezekiel Durojaiye, a retiree and respected community leader in the village.

The attackers abducted Pa Durojaiye along with three others, whisking them away into the bush at gunpoint. The incident has further heightened fear and tension among residents.

Yagba West has recently become a hotspot for abductions. Last Thursday, gunmen kidnapped Oba James Dada Ogunyamda, the traditional ruler of the village.

Three days after the abduction of the monarch, two vigilante members and one other person were also abducted.

The latest attack brings the number of kidnapped individuals from the same community to eight in one week.

The kidnappers of the 90-year-old monarch reportedly demanded a ransom of N100 million, which was later negotiated down to N50 million.

His family has since appealed to the government, organisations, and the public for assistance in raising the funds.

Despite assurances from Yagba West Local Government Chairman, Tosin Olokun, and the Kogi State Police Command regarding ongoing rescue efforts, there have been no confirmed successes in securing the release of the abducted victims.

On Monday, the Kogi State Police Command said its operatives attached to the Obajana Division, in collaboration with the Nigerian Army and Fulani vigilantes, rescued three kidnapped victims during a coordinated raid on Ankomi Forest of the state.

According to a statement issued by the Police Public Relations Officer, Kogi State Command, William Aya, the victims were rescued unhurt following a gun duel between the joint security team and the kidnappers.

He said the criminals, overwhelmed by the superior firepower of the operatives, abandoned their captives and fled into the bush with gunshot injuries.

Osun Police Command Awaits Report On Ilesa Jail Break

Osun State Police Command has given an update on the jail break at Ilesa Correctional Centre on Tuesday, despite that the command said details of the incident are yet to be made available.

The Command stated that it was yet to receive any official communication on the escape of seven inmates from the the Medium Security Custodial Centre in Ilesa, Osun.

The Police Spokesperson for the Command, DSP Abiodun Ojelabi, told the News Agency that the Police State Command had not been officially briefed or informed of the incident by the Nigerian Correctional Service (NCoS).

“We heard also about the escape, but there is no official report made to the police by the NCoS. Our Intel revealed to us that actually, there was an escape.

“The cause of the escape is what we don’t know because our men have gone there. From the intelligence report we got, there is nothing we can lay hands on that made the inmates escape.

“The NCoS should inform us about what actually happened. The police is out to protect lives and property and any criminal we see, we will apprehend.”

It was reported that the NCoS declared seven inmates missing as a result of rain that damaged the security perimeter of the Medium Security Custodial Centre in Ilesa in the early hours of Tuesday.

The heavy rainfall around 2:00 a.m. caused a breach in the facility’s structure, allowing the inmates to escape.

Confirming the development, the Controller-General of Corrections, Sylvester Ndidi Nwakuche, in a statement signed by Umar Abubakar, Deputy Controller of Corrections, Public Relations Officer, on Tuesday, ordered an immediate investigation into the incident and assured the public that efforts were underway to return the escapees to custody.

“The service is working closely with sister security agencies as well as community leaders to recapture the escapees and bring them back to custody.

“However, the Service  solicits the cooperation and support of the public in providing information that may lead to the recapture of the fleeing inmates.”

Authorities have since launched a manhunt to recapture the fugitives.

Onyeali-Ikpe Acquires 18m Shares In Fidelity Bank, Signals Strong Confidence in  Tier-One Lender

Imo Assembly Approves Mrs Ezirim As Deputy Clerk

In a move to fill the vacuum created since September 2024, as well as reduce the work load in the office of the  Clerk and so enhance service delivery, the Imo State House Of Assembly has approved the appointment of Mrs Anne-Martins Ezirim, as the Deputy Clerk of the House.

This approval was given  during the House Plenary session on Tuesday May 20, 2025.

Presenting the Motion, the Member Representing Ngor-Okpala State Constituency, Hon Prince Obinna Ambrose Egu, PhD, explained that the Legislative Arm Of Government has been without a Deputy Clerk since September 2024, and as a result, has created vacuum in the Assembly’s bureaucracy.

The Ngor-Okpala Lawmaker further noted that qualifications for a Deputy Clerk are stated in Section 16 of Imo State House Of Assembly Service Commission’s Law No. 21 of 2018.

While nominating Mrs Anne-Martins Ezirim to be appointed Deputy Clerk to fill the vacuum created since September 2024, Egu, who is also the House Committee Chairman On Education further noted that “From the Legislative Department, one person is now eligible to be appointed Deputy Clerk, being Staff under Imo State House Of Assembly Service and having attained Grade Level 15 due to the recent promotions approved by His Excellency, Distinguished Senator Hope Uzodimma, and such appointments will reduce work load in the Clerk’s office, while consequently enhancing service delivery in the House bureaucracy.”

He described Mrs Ezirim as a dedicated and competent public servant who, if approved as Deputy Clerk, will bring enhanced professionalism and structure to the Legislative Arm of Government.

The Motion which was seconded by the Deputy Minority Leader And Member Representing Owerri Municipal State Constituency, Hon Clinton Amadi, was co-sponsored by six  Lawmakers – Rt Honourable Amara Chyna Iwuanyanwu, Hon Chigozie Nwaneri, Hon Obinna Ambrose Egu, Hon Dominic Ugochukwu Ezerioha, Hon Innocent Ikechukwu Ikpamezie, Hon Emeka Kingsley Ozurumba.

Following a unanimous agreement after Hon Barrister Chisom Ojukwu (Nkwerre) and Hon Barrister Ikenna Martins Ihezuo (Orlu) spoke glowingly of the qualities of Mrs Anne-Martins Ezirim, vis-a-vis, her dedication and exceptional talent, and  the need to fill the vacuum created by the absence of Deputy Clerk in the Assembly, the Speaker, Rt Honourable Chike Olemgbe, who presided, Ruled as follows:  “Be It Resolved By This Honourable House That Mrs Anne-Martins Ezirim, Head Of Legislative Department And Deputy Director (Grade Level 15) In The Legislative Department Be Appointed Deputy Clerk.

“Be It Also Resolved That The Chairman Of Imo State House Of Assembly Service Commission Be Officially Notified By The Clerk To Take Further Necessary Action In Line With The Provisions Of The Law No. 21 Of 2018 To Implement The Decision Of The House.”

The Clerk was directed to communicate the Resolution of the House to the appropriate quarters.

FG, Tanzania Deepen Maritime Cooperation

The Nigerian Maritime Administration and Safety Agency, NIMASA, and the Tanzanian counterpart, the Tanzania Shipping Agencies Corporation, TASAC, have deepened cooperation in knowledge sharing in the areas of Flag and Port State Control, Seafarer Development and Certification, Cabotage regime implementation, Maritime Security, and digital transformation of processes among others.

This was the thrust of deliberations during a working visit by the Maritime Administration of the East African nation to NIMASA led by Rukia D Shante, Vice Chairman, TASAC who also announced the support of the Tanzanian Government for Nigeria’s bid to seek election into Category C at the International Maritime Organization (IMO) Council.

The Director General of NIMASA, Dr. Dayo Mobereola, described the relationship as mutually beneficial as it would serve as a foundation for a strategic long-term collaboration between Nigeria and Tanzania.

According to him,” This study visit represents a valuable opportunity for our agencies to share expertise, best practices, and innovative solutions to common maritime challenges. We are not only here to share what we’ve achieved, but also to learn from TASAC. We view this as a mutually beneficial partnership and our Honorable Minister of Marine and Blue Economy, Adegboyega Oyetola, CON had endorsed the initiative.

In his opening remarks, the Director General TASAC, Mr Mohammed Salumu applauded NIMASA’s regulatory reforms and technical progress, particularly in maritime security and seafarers development while also indicating Tanzania’s intention to throw its weight behind Nigeria’s IMO Category C bid.

Salumu who was represented by Mrs. Leticia Mutaki, Director of Maritime Safety, Security and Environmental Protection, TASAC, stated that, “Our presence here today reflects the strong and growing cooperation between our two institutions and of our shared commitment to advancing maritime safety, security and environmental stewardship across the African continent”.

“Your Deep Blue security framework is impressive, and your investments in human capacity development are commendable. Tanzania is keen to learn from your systems, especially in areas of certification, flag state inspections, and seafarer welfare.”

Speaking on Nigeria’s quest for a Category C seat at the International Maritime Organization.Council, she stated that, “We believe Nigeria’s position on the IMO Council is vital for the region and the continent at large. Tanzania will continue to support this ambition,” Mutaki said.

Tinubu Silent As Civil Society Kicks Over NASS N7trn Budget Padding; Details of Dubious Constituency Projects

The Presidency has remained mum over the controversy trailing the over six trillion worth of  Constituency projects inserted into the 2025 Budget by the National Assembly.

On Monday, May 19, BudgIT, a civil society body revealed that both the Nigerian senate and House of Representatives inserted  11,122 projects worth N6.93 trillion into the 2025 budget, accusing the lawmakers of pursuing narrow interests which do  not benefit the country as a whole.

The Civil society body also criticised the NASS action which it said failed to align with the Medium-Term National Development Plan (2021–2025) and other national priorities.

It therefore called on President Bola Ahmed Tinubu and Lateef Fagbemi, the Attorney General of the Federation, to determine through the Supreme Court, the powers of the NASS to pad the appropriation bill sent to it by the Executive.

BudgIT and NASS have however clashed over the controversy, with both sides justifying their positions.

Providing details of the alleged padding, BudgIT said NASS has exploited Nigerians for years using  the Constituency Projects,  to exploit Nigerians for years, demanding an end to the culture of budget abuse and exploitation  by the two arms of NASS, adding that the abuse serves the interests of top-ranking lawmakers in the Assembly.

Reacting to the allegation, the Spokesman of the Senate Yemi Adaramodu said the NASS only passed the Appropriation Bill sent to it by the President, dismissing BudgIT allegations as “spurious” adding that some mischievous people are only trying to set Nigerians against NASS.

“The dark angels of falsehood and public discord are only interested in stirring disaffection against the National assembly,” Adaramodu said.

On their part, the House of Representatives said NASS has the power to amend the Appropriation Bill, saying lawmakers are not rubber-stamp for the executive, the NASS is the only arm of government that has the powers to make laws, the Reps said.

According to the Deputy Chairman of the House Committee on National Planning and Economic Development, Clement Jimbo, those accusing NASS of budget padding are doing so aout of ignorance.

He told vanguard “The National Assembly is the arm of government the constitution has empowered to make laws. There is no other arm of government that is saddled with that responsibility.

‘’We make the law, including the budget. The budget the Presidency sends to the National Assembly is called an estimate, it is not yet law until we pass it.”

According to BudgIT  238 projects valued above N5 billion each, with a cumulative value of N2.29 trillion, were inserted with little or no justification.

Similarly, 984 projects worth N1.71 trillion and 1,119 projects within the range of N500 million to N1 billion, totaling N641.38 billion, were indiscriminately inserted, raising questions about their relevance and alignment with national priorities.

These insertions, according to BudgiT, appeared tailored to satisfy narrow political interests and personal gains rather than the citizens’ interests.

Giving further details of how the padding was done, BudgIT stated: “A closer look shows that 3,573 projects worth N653.19 billion are assigned directly to federal constituencies and 1,972 projects worth N444.04 billion to senatorial districts.

‘’Categorically, some of the most glaring anomalies include 1,477 street light projects worth N393.29 billion; 538 boreholes totalling N114.53 billion; 2,122 ICT projects valued at N505.79 billion; and N6.74 billion earmarked for ‘empowerment of traditional rulers’.

‘N1.72trn Projects Inserted into Agric Ministry’s Budget’

“Shockingly, 39% of all insertions, 4,371 projects worth N1.72 trillion, were forced into the Ministry of Agriculture’s budget, inflating its capital allocation from N242.5 billion to N1.95 trillion.

‘’The Ministries of Science and Technology, and Budget and Economic Planning also saw bloated allocations of N994.98 billion and N1.1 trillion, respectively, from insertions alone.

“Even more concerning is the targeted misuse of agencies such as the Nigerian Building and Road Research Institute (Lagos) and the Federal Cooperative College, Oji River, as dumping grounds for politically motivated projects.

‘’These agencies lack the technical capacity to execute such projects, leading to rampant under-performance and waste. For example, the Federal Cooperative College, Oji River, a training institution, was saddled with N3 billion for utility vehicles to support farmers and distribution agents; N1.5 billion for rural electrification in Rivers State; and N1 billion for solar street lights in Enugu State.

‘’These are examples of agencies operating outside their mandates, managing projects unrelated to their statutory functions, and adding zero value to national development.

“Despite these findings, the Presidency has remained conspicuously silent. Recall that in the third and fourth quarters of 2024, BudgIT launched the ‘The Budget is a Mess’ campaign to bring these issues to light.

‘’We submitted formal letters outlining our findings to the Presidency, the Budget Office, and the National Assembly. While these letters were acknowledged, no response was received from any of the institutions, and not a single institution has taken responsibility for the anomalies.

‘’Even more concerning is the silence from the Presidency, silence which, in the face of overwhelming evidence, amounts to complicity.”
Commenting on the findings, Gabriel Okeowo, BudgIT’s Country Director, stressed the urgent need to restore integrity to Nigeria’s budgeting process, highlighting how unchecked project insertions by the National Assembly had derailed the purpose of national planning, weakened public trust and diverted resources away from critical development priorities.

Okeowo said: “The insertion of over 11,000 projects worth N6.93 trillion into the 2025 budget by the National Assembly is not just alarming, it is an assault on fiscal responsibility. This trend, increasingly normalised, undermines the purpose of national budgeting, distorts development priorities and redirects scarce resources into the hands of political elites.

‘’Nigeria cannot afford to run a government of projects without purpose. We urgently need transparency, constitutional clarity, and a return to evidence-based planning that puts citizens, not politics, at the centre of the budget.

“In light of the foregoing, we call on President Bola Ahmed Tinubu to exercise stronger executive leadership and reform the budgeting process to ensure alignment with the Medium-Term National Development Plan (2021–2025) and other national priorities.

‘’We urge the Attorney-General of the Federation and Minister of Justice to seek a constitutional interpretation from the Supreme Court regarding the extent of the National Assembly’s appropriation powers, particularly its authority to unilaterally introduce new capital projects without executive concurrence.

‘’We hope that the anti-corruption agencies, including the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices Commission, ICPC, will also take action to track these projects and ensure Nigeria gets value for money.

“We also call on citizens, the media, civil society organisations, and the development community to speak out and demand reform.
‘’This is not merely about financial mismanagement, it is a matter of justice, equity and the future of accountable governance in Nigeria. The 2025 budget must serve the interests of the Nigerian people, not a privileged few.’’

President Tinubu had on February 28, 2025 signed into law the N54.99 trillion 2025 Appropriation Bill at a State House ceremony witnessed by principal officials of the NASS and other Presidency officials.

Tinubu To Supreme Court: I Took The Right Decision On Rivers’ Emergency Rule

President Bola Ahmed Tinubu has informed the nation’s apex court, the Supreme Court that he made the right call be declaring Emergency Rule in Rivers state.

The president made the assertion in an affidavit he submitted to the Supreme court, saying he took the decision to avert the breakdown of law and order in the oil bearing state.

The affidavit was submitted  on behalf of the president by  Taiye Hussain Oloyede, Senior Special Assistant to the President (State House) and one official of the Federal Ministry of Justice.

The president’s made the response to a suit filed some well-meaning indigenes of Rivers state, who took him to court, challenging his decision to suspend all the democratic institutions in the state, including Governor Siminalaye Fubara, his Deputy, and memebsr of the state House of Assembly.

The president’s action, the magazine reported had been trenchantly criticized by not a few Nigerians who said he violated the Constitution.

Tinubu disagreed saying the democratic institutions in the state have broken down by the time he declared the emergency rule, explaining that the appointment of a Sole Administrator for the state prevented violence from erupting.

Notedly, Tinubu stated in the affidavit that his action was supported by the National Assembly as required by the law.

“There is a clear and present danger of an imminent breakdown of public order and public safety in Rivers State,” the President stated in the affidavit.

Adding that, “As at 18 March 2025, when the 1st Defendant issued the Proclamation, the executive and legislative organs of the Rivers State Government were still mired in conflict and there was no indication that the impasse was about to be resolved.

“Indeed, so intractable was the conflict that it paralyzed the organs of government in the state and jeopardized public safety and order.”

On May 20 some well-meaning persons from the state Yirabari Israel Nulong, Nengim Ikpoemugh Royal, and Gracious Eyoh-Sifumbukho, filed the suit at the Supreme Court, seeking to nullify the emergency proclamation by the president.

Joined alongside the president are the Attorney General of the State and Minister of Justice, Lateef Fagbemi, a Senior Avocate of Nigeria, SAN, the state SOLAD, Admiral Ibok-Ete Ibas (rtd.) and Governor Fubara.
