Why We Handed over Maritime security To Navy —NIMASA DG

Following series of denials, the Nigerian Maritime Administration and Safety Agency, NIMASA has finally admitted that it can no longer discharge its statutory role of ensuring safety and providing security in Nigerian waters without the Navy.

The Director General of the agency, Dr Dakuku Peterside made the disclosure while playing host to the executive of the Maritime Reporters Association of Nigeria, MARAN, at the agency’s head office in Apapa.

This disclosure has confirmed fears of maritime stakeholders and Nigerians in general that NIMASA has failed in its statutory function by allowing the Navy usurped its critical functions as enshrined in the nation’s Merchant Shipping Act.

Keen stakeholders in the sector have continued their penchant outbursts against NIMASA’s for allowing the Navy to overshadowed the apex maritime security agency, under the pretext of a Memorandum of Understanding, MOU, that allows the Navy operate the agency’s Maritime Guard Command, in contrary to International Maritime Organization, IMO, standards.

What worries stakeholders the most is that Navy in recent times have been making seizures of vessels allegedly involved in oil theft and other crimes at sea, without involving NIMASA, which has the core responsibility to do same.

“This is a very wrong trend that must not be allowed to continue” a ship owner who does not want his name to be mentioned for fear of intimidation, told the magazine in his reaction to the burning issue.

The magazine learned that 250 Nigerian seafarers are now being detained at various prisons, without NIMASA raising a whimper over the issue.

“NIMASA should discharge authority on the matter, as the country’s maritime security regulator,’ the source said, adding that its silence is tantamount to irresponsibility” on the part of the Dakuku-led agency.

The NIMASA boss has insisted that it cannot seize an erring vessel without the Navy helping out.

Speaking with executive members of the Maritime Reporters Association of Nigeria, MARAN, during the visit to the agency’s , the NIMASA boss however, said the agency remained on top of its responsibilities.

“The seafarers in prison, you are just mentioning that to us now, I will advise that you follow the right channel to address the situation”

“The Navy has their functions clearly defined, the merchant shipping Act is on its own, Nigeria is one country and we are not divided, it is a collaborative effort that builds the house”

“If NIMASA goes away to do something different from what the Navy is doing and we don’t complement ourselves, there would always be friction, but NIMASA has taken the bull by its horn by having an MoU with the Navy,  and we work within the confines of that” he said

Earlier, the President of MARAN, Mr Anya Njoku charged the agency on its responsibilities, especially as relates to seafarers welfare and capacity development. Njoku also urged the agency to take the bull by the horns by implementing fully, the country Inland Shipping Act, 2003, popularly known as Cabotage Act, while ensuring that local seamen are not constantly harassed by the Navy at sea, who arrest and detain for alleged oil theft, when the owners of the vessels are not arrested.

“Maritime is an international business and as such, it must be operated in line with international maritime laws, such as the SOLARS, which provides for safety of seamen at sea. A situation, where NIMASA has allowed the Navy to take up a critical part of its statutory responsibility and remain as a lame dog, is worrisome. Many of our seamen, just a small percentage of the larger number of seamen in the country who managed to get job, have landed in prison because the agency which is supposed to protect them has abandoned them.”

The NIMASA boss was represented by an assistant director, International Ship and Port Security, ISPS, Captain Elei Green Igbogi.

FOU:No Respite For VIP Fuel And Exotic Vehicle Smugglers

Barely three weeks on the saddle  as the  Comptroller of Federal Operations Unit, FOU, Zone A, Ikeja, Lagos, Mohahammed Aliyu appears to have proved book makers wrong that he would not succeed in the Command’s anti-smuggling war because of his calm  looks.

His successor, Muhammed Uba garba, a former  Comptroller, of the Command, had set a standard which maritime analysts believed could not be broken by any  past or  present Comptroller of the Command. They believe that Aliyu may have a tough time controlling the Command  Patrol and Surveillance teams  spread across Lagos, Ogun, Ekiti, Ondo, Oyo and Osun, the six states in the south west geo-political region because of lack of individual knowledge of them. They feared that some of the patrol and surveillance  team leaders may want to take advantage that he was coming from Seme , a smaller Command to do whatever they want by conniving with smugglers to release  intercepted goods without records to show for the transactions.

But the analysts may have gotten a wrong impression of Aliyu as close Associates  described him as a very aggressive officer who  could decide to lead an anti-smuggling team when  the shove comes to the push. The  patrol and surveillance  team leaders including  the Officers in-charge of the Command’s Check-points may have known that their new Comptroller  was a no nonsense officer that they are  competing among themselves to outshine  each other to impress him  . At the instance of the Deputy Comptroller , Administration, the patrol and Surveillance team leaders including those at the Checkpoints had pledged their loyalty to him on the day of handover at the Command. As a prelude to getting their totl loyalty, he had provided a level playing field for all the officers to works.

True to their promise, they had sustained the tempo of anti-smuggling war  that Aliyu, a source told the Magazine  could not believe the spectacular seizures that had been made by the officers in the last two weeks ranging from rice,  exotic vehicles to premium Motor Spirit, PMS, popular, petrol.

The Magazine  learnt that Lura Riks, a Chief Superintendent of Customs and the officer in-charge of the Command Operations and Lagos Roving team, who had been instrumental  to the major rice and exotic vehicle seizures in the Command  may have set the stage with the interception of over five exotic vehicles allegedly released from the sea port, particular, Tincan Island and port Multi-services Terminal Limited, PMTL, over alleged under-payment. The team were also said to have  intercepted vehicles smuggled into Lagos from the north, Seme  and idiroko  axis  in Ogun state. It would be recalled that the president Muhammadu Buhari  led government had banned the importation of vehicles through the land border to encourage importers who had relocated to Republic of Benin over complaints of  high  cost of clearing to patronise  the country’s ports.

A visitor to the FOU, Zone A, premises and the Mechanical workshop turned warehouse  would be surprised at the number of exotic vehicles  and truck laden Containers detained but awaiting  for the owners to produce the  relevant import documents to  show source of import and proof  of duty payment.

The Magazine learnt the Command Valuation Unit officers had been on the alert to their duties to  prove to the Comptroller that they know  what they are doing by recommending  Demand Notice, DN, on the detained  items  to Aliyu, the Comptroller for approval that could not be faulted by him, confirming what Muhammed, his predecessor had said that his assignment at FOU, Zone A, would not only be to run after smugglers in the south west but also to generate revenue for the government.

Perhaps, the biggest seizure that was said to have been made  in the Command  in the recent time was the  alleged 11 boats carrying about 80,000,  ”25” jerry cans of petrol at Ijofin, one of the unpopular but notorious Creeks in Ogun state by the Command Rapid Respond Squad, CRRS, headed by Jack Okpabi,  a Chief Superintendent of Customs.  The Jerry cans load of petrol that were loaded into the  11 locally built boats were to be smuggled  to the Republic of Benin, a neighbouring  country in the West African sub-region under tight security escort without the intervention of Customs .

Insiders told the magazine that when  information leaked out about the alleged deal that some trucks carrying petrol  had diverted to a Creek at Ogun state where the products  were being emptied into  ”25” litre jerry cans which had been provided for it  and standby  locally built  boats ready  to carry it for deliverance  to the buyers  at a designated Creek in Republic of Benin, Jack saw it as an opportunity to bounce back to reckoning  in the Command’s anti-smuggling war. The source disclosed that he was in regular touch  with Aliyu, the Comptroller who gave him his tacit support.

It was gathered that prior to the raid  on the alleged Ogun state  Creek on Friday, August 31, 2018, Jack had sent  out his officers on a surveillance of the area including the use of informants who were giving him reports about the the  syndicate and their next plan of action.

Unknown to the PMS smugglers and the boat providers, the  Customs personnel had surrounded the Creek but had  allowed them and their loaders to continue with their business of filling  the Jerry cans withthe petrol and loading it into the boats without disrupting their operations. The fallout was that when the team were invited over to the Creek by the advance team , the fully armed  officers in a military combat operation did not hesitate in taking over the boats forcing the smugglers and the boat providers  to flee for safety.

Eyewitness account confirmed that there was no resistance from the angry loaders who stood at a distance awaiting further instructions from the smugglers who had engaged them  to mount road blocks to forestall the Customs personnel from   leaving the Creek with the products.

The  petrol loaders have  every reason to worry about te Customs operations in the Community.A resident  of Idiroko, a border town between Nigeria and Republic of Benin confirmed that  the Ijofin Creek is always a beehive of activities as locally built boats carrying rice or those earmarked to lift products call at the Creek  daily. Unconfirmed report shows that the VIP smugglers may have be succeeding  in their illicit  business in the past years  because of insider collaborators in Customs formations, who  act as their undercover informants.

Hameed Ali, a retired Colonel and Comptroller General, Nigeria Customs Service, NCS,  was said to have congratulated Aliyu and his  officers in Rapid Response Squad for the Spectacular seizures and assuring him of the management support to do more.

But not many people are surprised at the interception of the 11 locally built boats by Aliyu’s officers.  As  a former Comptroller of Seme Command, he was said to have been instrumental  to the interception of about 2,200 jerry cans of smuggled PMS with a Duty Paid Value, DPV, of over N10 million on December 1, 2017. The sezeizures were said to have been made at Pashi- Yekeme  Community  in Owode and the Creeks.

The Customs Comptroller may have sent a signal to the VIP petrol  dealers in the south west geo-political region, who would always use their contacts  in the Nigeria National Petroleum Corporation, NNPC, to get   petrol  allocation , only to divert it to the Creeks to load into jerry cans to be smuggled into Republic of Benin to watch it as the battle line had been drawn. His counterpart at Seme Command, Muhammed and his officers were said to have intensified the patrol of the Creeks in the area to forestall  smuggling of PMS through the axis as was the case in the past.

The Customs Operational norms , according to sources  did not allow  truck load of Petroleum products to cross the country land border stations  to any country in the West African sub-region.  It is not surprising why many PMS dealers, particular in the  border Communities  had resorted to the smuggling of the product  because of the high  demand for it  in Republic of Benin and other land locked countries in the West and Central African sub-region.

Statistics made available  to the Magazine shows that between January  1, 2017 and January  1,2018, alone, a total of  1.74 million  litres  of petrol,  were seized by Customs Formations  across the country. A break down shows  that 270,000  litres were seized  at Seme border, 150,000 litres by Western Marine Command, and 10,000 litres by FOU, Zone D, in the north east.  The Sokoto/Kebbi Command  was also said to have made a PMS seizure of 1,775, Ogun, 10,500 litres and Adamawa/Taraba, making a seizure of 174,492 litres.

Many believe t hat the Customs  Comptrollers at the land border stations  may be finding it difficult  to police the movement of Petroleum Products on bikes across the border  because there are many  border stations  that have between 20 to 30 filling stations.  Perhaps to checkmate  on the sitting of filling stations at the land border  Communities,  a senior Customs officer had suggested a review on who gets licensed  and where the filling stations are going to be located at the  land border before issuing the license.

Indeed, a recent studies commissioned by NNPC   revealed  that an   increasing  number of filling stations in the country’s land border station Communities  in the south west, north and the south-south geo-political regions are conduit for smuggling of petroleum products, particular petrol into neighbouring countries in the West African sub-region.

 

 

 

Why PDP May Lose the 2019 Presidential Election; the APGA Connection

PDP supporters and sympathizers are worried. Even some party chieftains who spoke to The Source on the condition of anonymity say they are lost in the maze of confusion.  And here lies the crux of the matter: Six months to the February 2019 presidential election, many Nigerians who want the main opposition party, the Peoples Democratic Party, PDP back to power are wondering whether the former ruling party is yet to overcome the trauma of defeat almost four years after. They rue that PDP is not showing any form of seriousness, and has not demonstrated enough zeal to confront the All Progressives Congress, APC and wrestle the presidency from it next year as should be expected of a leading opposition party.

A Crowded Race and Dangers Ahead

The race for the presidential ticket of the PDP is crowded. It is brimming with political heavy weights no one can easily write off. Among those who have so far openly indicated interest in the party’s presidential ticket include Senate President, Dr. Bukola Saraki, former Vice President, Atiku Abubakar ,immediate past governor of Jigawa state, Sule Lamido, former Kano state governor, Ibrahim Shekarau, immediate past of the state governor and a serving Senator, Musa Rabiu Kwamkwaso, Governor Hassan Dankwabo of Gombe state, Governor Aminu Tambuwal of Sokoto state, a former Minister in the  Jonathan administration, Kabiru Turaki, former governor of Sokoto state, Attahiru Bafarawa, former Kaduna state governor, Ahmed Markafi and former Military Governor of Plateau state and now a serving Senator, Jonah Jang . Pundits suggest that the sheer number of heavy weights angling for PDP’s presidential ticket is a recipe for chaos in the party. Though many of the aspirants have pledged to accept the result of the presidential primaries whichever way it goes and worked for the winner, The Source has it on good authority that some of them have actually resolved to reject the outcome of exercise and head to the court if they perceive it was skewed against them.

The idea is to wear the party out through multiple court cases. They intend to either getting the courts to restrain the winner from parading himself as the presidential candidate of the PDP or, few hours to the end of the period slated by the Independent Electoral Commission, INEC, for parties to substitute their candidates, obtain a judgment from a pliant judge out rightly declaring the exercise null and void. This worst case scenario which sources disclose is allegedly APC’s script, will leave the PDP without a presidential candidate and technically out of contention for the 2019 presidential election paving the way for the APC to sail back to the presidency unchallenged. This magazine also gathered that a number of the aspirants,after losing the ticket will pull out of the party with their supporters to seek the presidential tickets of other parties.

Anatomy of Unpreparedness

For a party that has boasted it will return to power in few months’ time, observers say its manifest unpreparedness is bewildering. They attribute PDP’s apparent lack of visible strategy to select its presidential candidate and a fall back mechanism in terms of expected crisis arising from the emergence of a candidate to competing interests in the party insistence on determining the tenor of the process . Analysts recall that even as a fledgling party then, this time 2014, long before its presidential primary, the APC was already clear about who would fly its flag in the 2015 presidential election. Again, though there are other presidential hopefuls in the APC apart from the President, the party has left no one in doubt that President Muhammadu Buhari is its choice for the 2019 election, its decision to adopt direct primary to pick the APC presidential candidate, notwithstanding.

However, the PDP is still reveling in the recent defections into its fold and is reportedly finding it difficult to decide whether to choose its presidential candidate through consensus arrangement or primary election .While the national leadership of the party and some of the aspirants prefer a consensus arrangement, some others who feel they stand a chance in a primary election root for that option. Sources close to national leadership of the PDP reveal the party prefers the consensus option as it will help reduce tension and acrimony associated with party primaries, considering the number and calibre of aspirants in the race for the ticket. However, aspirants pushing for the same arrangement have different agenda. Party sources told the magazine that such aspirants hope to deploy enormous financial resources to buy off the process and subsequently the ticket. During the week, PDP insiders close to The Source spoke of helplessness of the national leadership of the party in the face of intimidating profiles of aspirants seeking its presidential ticket.

Brand Burden

Besides the foregoing, party supporters are worried that the PDP brand has successfully been demonized and destroyed by the APC. Since taking power on May 29, 2015, the ruling party has waged a ferocious and relentless image propaganda against the PDP, effectively planting in the consciousness of many Nigerians, an image of a party that achieved nothing but plundered Nigeria in the 16 years it reigned.PDP has been unsuccessful in changing this narrative. Supporters of the party are worried that PDP has done absolutely nothing in terms of counter propaganda and image laundering to shake off the looter toga. However, two months ago, realizing, that in 2019, its candidates will be hard sell to the electorates on the account of severe battering of its image by the APC, the PDP national leadership announced its decision to rebrand, complete with new name, motto and symbol and appointed Deputy Senate President, Ike Ekweremadu to head the Committee charged with coming up with an acceptable name. But few months to the Nigeria’s next elections, the PDP remains PDP. This magazine gathered that powerful forces in the party are vehement against rebranding of the 20 years old party fueling speculations that many of its heavy weights are actually secretly working for the APC. Late last month, one of PDP’s presidential aspirants, Sule Lamido emphatically declared the party would not change its name.

Unless pro-rebranding proponents eventually have their way and the party urgently rebranded, indications are that the PDP is headed for doom in the 2019 polls as the APC is set to hire a foreign public Relations firm to do clinical finishing off the erstwhile ruling party. In the impending latest brand pummeling, this magazine was informed that the APC will compile, with pictures and figures and publish in all Nigerian languages, the alleged plundering of Nigeria by PDP. Apart from newspaper publications, there also will be fliers, printed in millions to be handed out to Nigerians in every nook and cranny of the country. This is in addition to massive radio and TV jingles of the same to be aired at intervals, especially in APC states owned Radio/TV stations.

PDP AND CUPP

After the razzmatazz of signing of Memorandum of Understanding (MoU)  by 34 political parties, including the PDP ,pledging to work together under the auspices  CUPP to oust Buhari next year, nothing concrete has been heard of the much advertised grand coalition again. How the coalition of parties intends to achieve its objective remains in the realms of speculations and permutations. The PDP is the biggest party in the coalition and sources indicate its presidential candidate is expected to be adopted by other member parties. However, political analysts opine that a broad spectrum of Nigerian electorates are not sophisticated enough to understand the import of coalition arrangement at elections and will therefore cast their ballots for  identifiable parties on the ballot paper .In order words, there are concerns that the coalition may achieve little or nothing for the PDP at the presidential election unless the party (PDP) persuade  all the parties in the CUPP to subsume their identities and merge as a single party with an acceptable name, motto and symbol.

South east: A stronghold under siege; How APC Plots To Ride on APGA’s Back To Capture  Zone Without Firing a Shot

The South east geo-political zone is the only zone out of the six in the federation that has remained PDP’s stronghold since 1999 when participatory democracy returned. The zone has consistently voted PDP candidate overwhelmingly in every presidential election .But barring a last minute breakdown in its arrangement with the All Progressives Grand Alliance, APGA,  APC will cause this voting pattern to evaporate next year. Of course, APC does not expect to win the presidential election in the South east but is also poised to ensure that the PDP does not win in the zone either.

The Source has been told that the APC has undertaken several secret opinion polls in the zone and each verdict pointed to the impossibility of President Buhari and APC’s victory in the south east in next year’s presidential election. Out right rigging of the election in there was ruled out following a wise counsel from a former governor and a party chieftain from zone to the effect that the utter unpopularity of the President and APC in the South east will make rigging there suicidal.

In the face of the dilemma as to how to capture south east in 2019, the party and APGA decided to alter their working agreement. Despite denial by the national leadership of the party, APGA insiders who are prominent party chieftains have told The Source that an agreement indeed exists between the party and APC. The main kernel of the agreement was for the APC/ Buhari  not to impose its candidate, Tony Nwoye as governor but provide a level playing ground for the  November 2016  Anambra  gubernatorial election  in return for either Governor  Willie Obiano to defect to the APC immediately after winning the election or remain in APGA and work for Buhari’s relection victory in Anambra in 2019. APC kept the pact and Obiano won.

In line with the agreement, APGA was to announce the adoption of Buhari as its 2019 presidential candidate last month but fear of a backlash in the South east, a zone where Buhari and his party do not enjoy popular support and where the party (APGA) itself draws enormous support and enjoy massive goodwill courtesy its connection with the late leader of the defunct Biafran ,General Chukwuemeka Odumegwu Ojukwu, held the party back. APGA national leadership, it was learnt, was worried that open campaign for Buhari in towns and cities of South east will not only destroyed the party beyond redemption but could precipitate physical assault on its chieftains by irate youths.

However, in the latest deal linked to the loyalists of the President led by a former South south governor who is a serving Minister in the administration, APGA will still work for Buhari and the APC without attracting odium and opprobrium of the people of the zone because nobody will suspect it is masquerading for the president and his party. The deal also allows APC to deploy money bags to bankroll the election of APGA governorship and National Assembly candidates in the five South east states who will eventually defect to the ruling party after victory. Snippets of the extent money bags and state machinery will go in propping up APGA for the benefit of APC in the next elections was let out recently when former Imo state governor and now gubernatorial aspirants on the platform of APGA, Ikedi Ohakim disclosed that 15 billionaires were on standby to bankroll the Senatorial campaign of the Ojukwu’s widow and Nigeria’s former Ambassador to Spain, Ambassador Bianca Ojukwu.

In Imo state itself, the futility of APC winning the state both in the gubernatorial and presidential elections has dawned on the party. And so APGA is to be used to achieve that purpose. In the coming days, there will be massive defections to APGA of prominent Imo APC chieftains including Senator Osita Izunaso who is APC’s immediate past National Organizing Secretary and a leader of the party in the state, Senator Ifeanyi Ararume. Between Ohakim, Ararume and Izunaso, an APGA governor will replace the incumbent, APC’s Rochas Okorocha but within weeks of taking the Oath of office, the new governor will return to his former habitat, APC

So in the place of adopting Buhari, APGA party will now field a Northern presidential candidate who will pair with an Igbo running mate. Waving Ojukwu’s portraits, the APGA presidential campaigns in the South east will be filled with expletives against Buhari.The campaign will offer all the South east has demanded from the Nigerian federation:  Creation of extra state in the zone, restructuring of the country etc. It will also tell the people of the zone to ignore the PDP as it has nothing to offer the Igbo. The People will be told that APGA is the South east’s only hope of attaining the presidency.

Mesmerized and hoodwinked Igbo voters, who are mostly youths fanatical about Biafra, Ojukwu and APGA itself; and older ones who want to see an extra state created for the zone and Nigeria restructured, will be swayed into voting massively for APGA in the five South east states. The implication of this: APC aides APGA takeover of the South east in the presidential and gubernatorial elections to prevent the PDP from doing so. With APC shutting PDP out of South east via its proxy APGA, the party (PDP) will lose a whole voting bloc and a traditional stronghold while   Buhari/APC will have North west intact, except for Kwamkwaso’s threat in Kano, retain strength in the North east, struggles with the PDP in the North central, share votes with the PDP in the South west and struggles for votes in the South south.

 

 

 

 

 

 

BREXIT vs AFRENTRY: How The New Scramble For Africa is Panning Out

Suddenly, African has become another beautiful bride. The continent once again is in for another round of scramble since the ill fated ship of Brexit showed signs of floundering. And the scramble begins again. A new ideology-Afrentry-slowly began to enter public discourse.

With the exit date for Brexit set for 29 March 2019, and with a migraine of regrets being largely suppressed by both parties (there were muted ideas of a repeat referendum), grey areas still are being battled, and both The UK and EU have agreed temporarily at least- on the three thorny issues of separation.  How much does the UK owe the EU?, How will the thorny issue of Northern Ireland border be resolved? Where does Gibraltar belong? What about UK citizens in the EU and EU citizens in the UK?. What happens if there is no compromise? Above all, how does this affect Africa?

With the yes verdict on Brexit referendum, African markets, usually with a sluggish reactions to global Market shocks, slowly led the bears into the Markets. From Angola to Lagos to Johanesbourg, the story were the same. It became imperative that the survival of Brexit depends on African virgin economies, to be exploited for the survival of the shock of Brexit. This defines a new bilateral agreement with key African Countries. Africa has a preponderance of Natural and human resources that they could not tap due to leadership poverty, and hence a new scramble for Africa becomes inevitable. First, Emmanuel Macron came, and after meeting the head of government in Nigeria, rushed to Lagos. Though what was mostly on the news was his visit to Fela Shrine, a far more important discursion held with the Lagos Governor, Akinwunmi Ambode, with trade agreements signed. Lagos is the commercial nerve centre of Nigeria. So it was not surprising that the Visit of Theresa May also ended in Lagos. This time, there was no covering visit to the shrine, though she was  said to have signed bilateral trade agreement with the government. There are indications that Nigeria may not have read the fine prints-so overwhelmed was the All Progressives Congress government that they could have signed off their independence without any care in the world. South Africa and Kenya may have been more circumspect in their dealings. The vultures are circling. Soon, German Chancellor Angela Merkel will follow suit. Trump has his day in Washington-and promptly declared the Nigerian President lifeless.

The second scramble for Africa is on. And this is not the first time Africa will bail out Europe, nor Nigeria Britain. As an Italian based international consultant puts it, “Look back at history; anytime Europe sends her female leaders to go & dance in Africa,they are in trouble and we are sold for 50 yrs”.

Afrentry is only history of slavery repeating itself.

Ibok-Ete Ibas, a Vice Admiral and Chief of Naval Staff has  a big task at hand: to bring to book his men who have arrogated to themselves  the powers of  the National Maritime Administration and Safety Agency, NIMASA, of regulating the nation’s maritime sector by  arresting merchant vessels within Nigeria shores on  alleged illegal lifting of Crude Oil, improper documentation, ship hijack and  othersundry offences.

Take for instance, MT Success owned by  Hepa Global limited which was  arrested on February 29,2014 and MT  Deby, owned by Banquest Chamber  arrested in 2015. Investigation by the Magazine shows that  the Seafarers on board the vessels were also arrested  and detained by the Navy without getting the approval of NIMSA  which has the powers to arrest and detain vessels.

Many had expected Ibok to save Seafarers from his officers but nothing appears to have been done, fueling speculation that the Naval Chief  may have endorsed the action of his officers. The Magazine learnt that between last year and now, no fewer than 250 arrested Seafarers are languishing in various prisons in Nigeria.

That much was confirmed by Otunba Kunle Folarin, an indigenous Shipping magnate.  Folarin’s major worry was that most of the arrested  vessels   were chartered vessels, noting that the ship owners may not know  what the Charterers would deploy the vessel to do in their own country, whether to use it for legitimate  cargo carrying business or illegal business.

He  gave an insight to the key players to ship management in the Oil and Gas sector of the economy  which include   the Ship Owners, Manning Agents, and the Maritime Administration of the country. Take for instance, it is manned by NIMASA.  This is in addition to the Oil exploration  and Development Companies  as well as  the Oil and Gas Services  Operators.

He was forced to speak out at a one day sensitization Seminar  on Local Content  Development  in  shipping ,Oil and Gas  Logistics Operations in Nigeria organised by the Maritime Reporters Association of Nigeria, MARAN, in Lagos.

Given his world view of the activities of Seafarers in Ships,he stressed that they  are employees of the Ship owner or Charters, protected  under the International Maritime Organisation, IMO, and  International Labour Organisation, ILO, Conventions which had been ratified by many countries including Nigeria.

The Conventions, he said ”deal directly  with the issues  that are relative  to Seafarers ‘s welfare right and obligations”. He confirmed that the Maritime  Labour Convention, MLC, 2006,  have also  been ratified by the government as a way to forestall ill- treatment of Seafarers in maritime nations .

Given the strategic role of Seafarers  in Shipping Operations , Folarin said the demand for their services in all sectors  of the world economy: International trade, Oil and Gas carriage for the Merchant Navy and in the Navy for National defence is very high.

He alluded to the nation’s nation’s Shipping policy  of the 1987 under  the National Maritime Administration ct which recognised the position  of the Seafarers and made it mandatory that the position of Chie Mate and Captain should be held exclusively by Nigerians. the Oil and Gas Local Content Development   Act  2010, which was signed into law by former President Olusegun Obasanjo was expected to give support to the NIMASA Act.

If the Shipping Act had been fully implemented  as expected by NIMASA, Nigerians  should  have been the first consideration for training  and employment  in the work programme for which the  plan was submitted by the Ship owner or            Charterer.  The policy may have been frustrated by the foreign domination of the country’s Shipping sector, and thus the  domination other countries Seafarers in the country’s Shipping sector. The fallout was that most of the Seafarers who had entered into troubled waters had  been abandoned  in the country  bb by the Ship Owner or agent.

The imigration officials were said to have had the trouble  of bearing the burden of repatriating the abandoned Seafarers to their countries of origin. Ukachukwu Joe,  a Lagos based business  averred that if the Shipping Companies  operating in Nigeria had  kept to the government policy of engaging   more of Nigeria trained Seafarers the problem of ”abandoned Seafarers would not arise.

The foreign domination of the nation’s Shipping sector  is not unexpected. This is because over 70 percent  of the Crude Oil produced in Nigeria oil production which are transported by Ships, were handled by   the foreign Shipping Companies who which had already  engaged the services of  Asian and other African countries Seafarers  before  sailing to Nigeriaa.

Dakuku Peterside, Director General, NIMASA, explained that  the country” generates an estimated  annual cargo throughput  of 150 million metric tons with freight earnings  in excess of 5 billion  in her international trade transactions”.

Peterside disclosed that the” same  dominance  by foreign Seafarers international trade  has been  extended  to the domestic  Shipping market where  the estimated  $3 billion annual maritime related spending on the Oil and Gas  production activities are virtually earned by foreigners”.

The NIMASA boss said the Agency is doing everything to reverse the trend by reviving the indigenous Shipping sector which appear to be a comatose over the years.  He has given his word that the Agency would soon start the  disbursement of the Ship Building and Ship Acquisition Fund, SBSAF, to

prospective beneficiaries to be able to buy Ship that would engage Nigeria Seafarers.

Insider sources  told the Magazine that delay in the disbursement of the multi-million naira fund was because of the involvement of the Banks .  Chibuike Rotimi Amaechi, minister of Transport  was said to have kept  a close tab on NIMASA, the disbursing agency to ensure  that only genuine local Ship operators were given the loan instead of making an all comers affair. The involvement of the bank and the ministry in SASBF disbursement process  may have weighed down  on NIMASA officials to trade with caution to avoid playing into the hand of officials of the Economic and Financial Crimes Commission, EFCC, for offence  not committed.

But Folarin said the indigenous Ship owners could save themselves the trouble of going cap in hand to NIMASA to solicit  for financial support to buy Ships for carriage of cargoes to make , when there are several other alternative sources of funding to restore the vibrancy of the local Shipping sector  that could compete with the International Shipping Community.

 

Defection: Waiting For Minister Alhassan

I will start with a story. A cousin of mine,  too nervous to be on the wheels  of her car,  has a rather funny and weird driver. He is good looking. Deceptively shy. Full of surprises.  Sometimes, erratic, at other times, as cool as cucumber, and when he feels like, he plays deaf.  But he is serviceable when he wishes to. He feels free with his boss. So ever so often, he crosses the red line. Once, he whatsapped his photograph, dressed to the hilt to his boss. On a couple of times, he had looked his boss in the face and told her: “I have a job interview.” And then, he would come back to say: “I was not hired.” One day, he told his boss he got a job where he would earn double what he is being paid. But he wouldn’t leave: Why: It is a difficult job. I don’t want to drive (inter-state) in the night.

Initially, I got irritated each time my cousin, a widow, relayed her experience to me. Why won’t you fire this driver who tells you he would rather be somewhere else, I would ask her? But she has a ready excuse: My late husband hired him for me. And I don’t want to hurt his feelings by firing him.” Indeed, three times, she told me she had, finally, fired him. But I made no comment because, give them 24 hours, he would be back to his job after pleading and, begging for pardon with his sister in tow!

This driver reminds me of President Muhammadu Buhari and his Minister for Women Affairs, Aisha Alhassan. Remember her, don’t you? Whatever, permit me to briefly shake your memory.

In 2015, Alhassan, a former Senator, was going to make history if she had become the first elected governor of a state, Taraba. She contested under the All Progressive Congress, APC. And I rooted for her without knowing her, in fact, without having met her one on one- even till date. Along with some women friends of mine, led by a colleague who knew her very well, we kept vigil, we prayed, we read line by line, word for word, any story about her, as it concerned that election. When the election was inconclusive in one Local Government Area, and was re-scheduled, our “women power” was on display. We took it for granted that she would win. So, we started getting ready for a big celebration. We started planning to storm Jalingo on the eve of her swearing-in-ceremony  – which we had taken for granted, without looking at the number of votes and Local Government Areas she garnered. We were just carried away. To cut the long story short, she lost to the calm, cool and, collected now, incumbent governor, Dairus Ishaku.

By the time she went to the Election Tribunal, and having seen the difference in scores and LGAs won between her and the governor, I lost interest.

But  I noted her as a woman of courage, with a lot of confidence in her capabilities. My admiration of her never waned. I was happy  when she was appointed a Minister. And I have kept watching her since.

But for three years, almost, I have kept asking: where is our Minister for Women Affairs? Is she still on the scene?  A few months ago, I became excited about her again. She was in the news for something not more than three politicians that I know would have the courage to do.  The only other two I know are former Vice President Atiku Abubakar,  now back as a PDP chieftain after his romance with first, the ACN then, APC, and the other is late Professor Dora Akunyili.

Atiku, while still Obasanjo’s Vice President disagreed with him publicly on a number of issues, and was the arrow head in the scuttling of Obasanjo’s Third Term bid. As for Akunyili, she moved for the stepping down of her then gravely ill Principal, late President Umaru Yar’Adua and, the appointment of then Vice President, Goodluck Jonathan as Ag President.

After Akunyili, I never thought we could have another woman who would look her boss and colleagues in the eye and, excuse this cliché, call a spade a spade. But here glided Alhassan, warming my heart, and making me leap for  joy.

In an interview she granted which went viral, she ditched her boss, President Buhari. She said she would never back him for a second term in office. She said as soon as Atiku Abubakar, who she referred to as her Leader, showed any interest in the Presidential seat, she would back him. She said Buhari never told her he would seek a second term in office. And that she wouldn’t mind being sacked as a Minister by the President. For her, Atiku is her political leader, not Buhari, the man who wiped her tears when she lost the governorship election by appointing her a Minister.

As I read the interview then, my heartbeat fastened and, my eyes glittered. Yes, I admired her courage, but in her shoes, I wouldn’t do it. I would have honourably resigned before granting such an interview. But not Alhassan. She is made of a sterner stuff than some of us. Till date, she has not denied the interview. On the contrary, she actually attended the Federal Executive Council Meeting the very next week, as if daring the President and her colleagues, as if saying: See me here, do what you want to do, I don’t care. That day, I held my breath.

But that was when my respect for Buhari soared. It does seem that he is a man of unbelievable patience and tolerance – when it comes to women. I expected him to fire Alhassan. But no. Till date, I never read anywhere he referred to Alhassan’s interview. In his shoes,  Alhassan would never have stayed a day longer as a Minister. She would have followed Atiku, her political leader that day. Unconfirmed sources say she went (with some people) to apologise to the President. But, that to me, is, excuse this cliché again, medicine after death. You cannot deny me publicly, and come through the back door to apologise to me. That apology should be rendered publicly.

Yet, it does seem that Buhari has a soft spot for the women around him. When people wanted to make a mountain out of a molehill over his wife’s criticism of his regime, and thus put a wedge between him and his outspoken lovely wife, he ignored them. After he mis-spoke in Germany about his wife belonging to the kitchen and the other room, he never referred to it again, nor did it tame her. He, of course, knows his wife more than anybody else and would have laughed at the bunch of so-called Fulani Women who addressed the press on how and when a Fulani wife should talk or not talk.

I guess it is also his soft spot for women that has kept the beautiful and brilliant Kemi Adeosun, Minster for Finance, in office, after the serious case of alleged forgery of her NYSC exemption certificate – an issue that has cast a slur on his administration.

But back to Alhassan, I have come to the conclusion that Buhari did not fire her because, fired or not, there is really no difference. As a Minister, she has made no impact. She has been as dull as dodo. Her inactivity almost borders on incompetence. I have not seen any quotable quote from her, or any action that would make us remember that: hey, we have a Minister for Women Affairs.

In the face of the fate of the Chibok and Dapchi girls, Alhassan rarely says a word. In the face of domestic violence against women, Alhassan says nothing. In the face of wife and husband battering, Alhassan says nothing. In the face of maternal deaths and infant mortality, Alhassan says nothing. In the face of the threat to girl-child education, Alhassan says nothing. In the face of the heart -wrenching rape of women and children, even babies, by deranged men, Alhassan says nothing and, does nothing.

Surprised? Yes. But more surprising to me is that Alhassan is still in the APC, still with her Principal and, still has not joined his political leader, Atiku Abubakar, to his new party, the PDP, and leading Atiku’s Women Supporters Group.

The day Atiku re-decamped to the PDP, I expected Alhassan to follow. The day Atiku declared interest in running for the Presidency, I expected Alhassan to quit the President’s cabinet and join his political leader – an action she herself told us she would take. And I am ashamed for her.

It does seem that nobody, politically, should take Minister Alhassan seriously. She seems all hot air. She has no bite, only barks.

In the last couple of weeks, she has suddenly surfaced. She says she would run again for the governorship seat of Taraba. And she has been talking. The other day, she said Governor Ishaku sponsored thugs who attacked her when she went to the state. The state government has since countered her. Those she transported to Taraba from nearby states, the government says, attacked her because she may not have given them the promised stipends. Even though we have been so bloodied we believe anything, I will be surprised if anybody in Taraba would take Alhassan seriously.

Unless there is a positive score card of her sojourn at the Women Affairs Ministry which she has not made public, I don’t know how Tarabans would vote for her to run their state, especially, as I really never heard her seriously condemn the atrocious activities of Herdsmen who have made her state hell on earth!

But, well, politics in Nigeria? One never knows. A lot of incompetent people, and those who hardly keep to their words rise to high heavens. Our lot!!

Zidane To Replace Mourinho

Tottenham Become First Premier League Club to Make No New Signings in Transfer Window

United opened the season with a somewhat unconvincing win over Leicester City, and went on to suffer an away defeat to Brighton and a 3:0 at home thrashing to Tottenham Hotspur.

Under Zidane’s management, Real won three consecutive Champions League titles, while also beating fierce rival Barcelona to the La Liga trophy in the 2016/2017 season.

Despite another impressive campaign, he resigned from the club earlier this year in a shock move after a dispute with the club’s board.

2019: Saraki Lambast APC For Denying Kwankwaso The Usage Of Eagle Square For His Presidential Declaration

Few months ago, the likes of Senate President, Olubukola Abubakar Saraki, Senator Rabiu Musa Kwankwaso and others defectors from the ruling All Progressives Congress, APC to the Peoples Democratic Party, PDP, were the beautiful brides and strong voices in the ruling party.

Just few weeks that they have left the party, the table has turn ed against them.

Kwankwaso had earlier planned to declare his presidential ambition today at the Eagle Square, Abuja, but just few hours to the event, it was cancelled. This however angered Saraki, who frowned at the last minute cancellation.

Saraki condemned the last minute cancellation of the approval earlier granted Senator Rabiu Musa Kwankwaso, to utilize the Eagle Square for his 2019 presidential declaration.

This was contained in a statement signed by his Special Adviser on Media and Publicity to the Senate President, Yusuph Olaniyonu, in Abuja on Wednesday.

Saraki was quoted as saying, “The refusal to allow Senator Kwankwaso to utilize the Eagle Square for his Presidential declaration, despite an earlier approval, sends a wrong message about our democracy, particularly the tolerance level in our politics.

“That square belongs to all Nigerians because it was built with public funds. We hope this is not what we will be seeing as we approach the 2019 General Elections,”

The Senate President insisted that the “Eagle Square belongs to all Nigerians” noting that the cancellation sends a wrong message about the tolerance level in our politics.

2019 Polls: Buhari Promises Free And Fair Election

With the 2019 election drawing closer, President Muhammadu Buhari is promising world powers that the 2019 polls will be free and fair.

Buhari today in Abuja assured United Kingdom Prime Minister, Theresa May, of his administration’s commitment to conducting free, fair and credible elections in 2019.

The President’s Special Adviser on Media and Publicity, Mr. Femi Adesina, in a statement said Buhari gave the assurance during a bilateral meeting with the visiting Prime Minister at the Presidential Villa, Abuja.

Buhari welcomed UK’s support toward strengthening democratic institutions in the country.

‘‘I assure you that I’m all out for free, fair and credible elections.

“I’m very pleased that my party is doing very well. The High Commissioner will brief you more.

“The recent successes in polls in Katsina, Bauchi, and Kogi have boosted our morale greatly.

‘‘Nigeria has accepted multiparty democracy and that is putting politicians on their toes, forcing them to work harder.’’

On the anti-corruption campaign, the President applauded Britain’s support to the country, noting that the success of the fight was very important to ordinary people in the country.

He recalled that Nigeria had great opportunities and resources between 1999 and 2014 due to high oil prices.

“But when we came in 2015, oil prices plunged to as low as 37 dollars per barrel.

‘‘What we have been doing since 2015 is to focus on infrastructure development, despite low earnings. Work is ongoing on roads, rail, power, and many others,’’ he said.

On Brexit, Buhari noted that it provided an opportunity to strengthen the historic ties between Nigeria and the UK.

‘‘We are nervously watching the development about Brexit because we know that the relationship had been on for a long time.

“I assure you that I am prepared to strengthen the relationship between our two countries.’’

The president also thanked the UK government for the support on security and the fight against insurgency in the North-East, as well as the improved trade relations between both countries.

‘‘I am very grateful to the British government under you leadership for the help in security, particularly your training team that is in our institution in Kaduna,’’ he said.

Earlier in a remark before the bilateral meeting, Buhari underscored the need for UK support toward reviving Lake Chad, which is a source of livelihood for millions of people.

The president told the visiting prime minister that Europe and China were already conducting an indepth study on recharging the Lake through inter-basin transfer from the Central African Republic.

In her remarks, Prime Minister May said she was pleased to be in Abuja to continue the ‘‘excellent discussions’’ she started with Buhari in London in April, particularly on security, trade, asset recovery and the fight against corruption.

May welcomed the assurance by the Nigerian government on credible elections in 2019.

‘‘Security and defence cooperation are very important steps to address Boko Haram and Islamic State in West Africa,’’ May said.

On asset recovery, the prime minister said:‘‘We do not want to hold anything that belongs to Nigerian people; but we follow the judicial process which can be slow.’’

She appealed to Buhari to use his position as ECOWAS Chair to keep the issue of human trafficking on the front burner in the sub-region.

Buhari and May witnessed the signing of two agreements an Security and Defence Partnership and Economic Development Forum Agreement.

 

Nigeria Signs MOU With Britain On Security, Economic Development

Following the inability of the Muhammadu Buhari administration to conquer the Boko Haram and Fulani Herdsmen insurgent, Nigeria and Britain on Wednesday in Abuja signed two agreements on Defence and Security partnership, as well as Economic Development Forum.

Speaking briefly before signing the agreements, President Muhammadu Buhari stated that Nigeria and the United Kingdom would continue to enhance cooperation in tackling corruption and reducing poverty.

The Nigerian leader lauded the British government for its assistances to Nigeria in the fight against terrorism, and pledged Nigeria’s readiness to strengthen the relationship between the two countries.

“I welcome you most sincerely to Nigeria and I am very grateful to the British Government under your leadership for the help you are giving us in the area of security.

“The training team that goes to our institutions in Kaduna and observe the operations in the North-East mainly, we thank you very much for that.

“I also thank you very much for the improvement in trade relationship between us since you assumed office.

“We are nervously watching developments about Brexit, because we know that relationship has been on since 1938 and people are here looking at the opportunities in education, businesses, and so on.

“Let me assure you that we will take the necessary steps to improve on the trade relationship between our two countries,’’ he said

President Buhari expressed Nigeria’s satisfaction with the removal of barriers by British Government for veterans of the World Wars, and numerous assistance to tackle human trafficking as well as climate change.

He also narrated the effects of the drying up of Lake Chad and the need to resuscitate it, to boost farming and fishing activities within the Chad basin.

In her remarks, British Prime Minister, Theresa May, said following the exit of the UK from the European Union, there would be need to seek more economic ties with Nigeria.

She pledged that the United Kingdom would assist Nigeria in the fight against terrorists as well as human trafficking.

She said: “I’m delighted to be able to continue the very good discussions we had when you were in London in April.

“As you said, we already have very good cooperation between the UK and Nigeria, which include education, defence, security and trade relations.

“We are ready to cooperate together on global and regional issues; to strengthen that cooperation and partnership.

“I have with me a business delegation, as we look to enhance our ties in future and explore more trading opportunities.

“We will also be looking to work together to step up efforts against security threats from Boko Haram, human trafficking and the likes.

“And, of course, also cooperate to fight corruption and lifting people out of poverty.’’

The News Agency of Nigeria reports that Theresa May has, since, departed Abuja for Kenya via Lagos as she continues her tour of African countries.
