Access Bank Plc, Nigeria’s forward moving lender has notched up its campaign to further empower Nigeria women, from all walks of life after it successfully trained 50 women, in a mini-MBA program.

The program was done in conjunction with the International Finance Corporation of the World Bank.

The maiden edition of the Womenpreneur Pitch-a-ton was crafted to contribute to women’s economic empowerment by assisting Nigerian women-owned businesses to grow through capacity building and provision of financial support.

The Herbert Wigwe-led bank said it’s poised to strengthen women owned businesses by providing them with management skills for sustainable business growth.

Speaking on the issue, the bank’s executive Director, Retail Banking Division, Victor Etuokwu said “The Womenpreneur pitch-a-ton was introduced by the W Initiative to enhance management and leadership skills through core managerial modules designed especially for female entrepreneurs.

We love to see SMEs who have great ambition and passion to grow their businesses.”

Etuokwu said Access Bank remains committed to strengthening SME in the country by providing necessary assistance to help them make a mark.

“Access Bank’s commitment to empower these female owned businesses has contributed significantly to the development of many SMEs in Nigeria with direct impact on the socio-economic growth of the country.

The 50 lucky women entrepreneurs emerged from a pool of 36,000 applicants after a competitive, rigorous pitching and selection process

The Supreme Court Verdict Is A Farce

“There was no valid hearing and determination of the Appeal lodged by the former Vice President, Atiku Abubakar against the victory of President Buhari in the 2019 Presidential Election as declared by INEC”

By Ben Nwabueze

The Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, was reported in the Vanguard newspaper of October 31st 2019 to have said as follows:

“We have examined all the briefs of argument and the exhibits for over two weeks and we have all agreed that there is no merit in this appeal. The appeal is hereby dismissed. Reasons to be given on a date to be announced.”

The important point to emphasise about the above-quoted statement by the CJN is that the decision dismissing the appeal as lacking merits was not taken at the sitting of the Supreme Court on 30 October, 2019; the decision had been taken during an examination of “all the briefs of argument and exhibits for over two weeks” before the sitting on 30th October, 2019.

The question arising is as to whom the word “WE” in the CJN’s statement refers. Can the “We” be a reference to the Supreme Court? Can the Supreme Court function as regards the hearing of the appeal before the seven man panel to hear the appeal was appointed and the names of the members announced to the public? When exactly was the appointment of members made?

The Vanguard newspaper report of October 31st 2019 contained the further statement to the effect that “the CJN announced a brief stand-down to reconstitute the panel.” This further statement introduces an element of mystery as to when the panel was appointed. It may be taken that the panel was appointed on the 30th of October when it was reconstituted according to the CJN.

The issues before us are governed by section 36 of the Constitution, which provides in subsection (1), as follows:

“In the determination of his civil rights and obligations, a person shall be entitled to a FAIR HEARING within a reasonable time by a court or other tribunal established by law and constituted in such manner as to secure its independence and impartiality.”

Is the “examination” referred to by the CJN in the statement quoted above “the fair hearing” required by section 36(i) of the Constitution. Fair hearing requires among other things that it must be done in the presence of the parties. The “examination” referred to in the CJN’s statement was certainly not done in the presence of the parties. The examination “of all the briefs of argument and the exhibits for over two weeks” before 30th October, as announced by the CJN, could not be the fair hearing required by section 36 of the Constitution. No “examination” of all the briefs of argument and exhibits as announced by the CJN in the statement quoted above can constitute a fair hearing required by section 36 of the Constitution in the absence of the parties.

Furthermore, not only is the hearing required to be conducted in the presence of the parties in order to be a fair hearing, section 36(3) requires it to be held in “public”. Section 36(3) is quite clear and unequivocal on this point. It says:

“The proceedings of a court or the proceedings of any tribunal relating to the matters mentioned in subsection (1) of this section (including the announcement of the decisions of the court or tribunal) shall be held in public.”

As the examination referred to in the statement by the CJN was not held in public, it is not the hearing required by section 36(3) of the Constitution. Secret hearings and trials are abhorrent to democracy. What happened in the Supreme Court on 30th October, 2019 is therefore a farce, not a valid hearing and determination of the appeal lodged by former Vice-President Atiku against the victory of President Buhari in the 2019 Presidential election as declared by INEC.

Finally, the decision of the Supreme Court dismissing the appeal for lacking merits is a law within the meaning of section 1 of the Constitution and, being inconsistent with section 36 of the Constitution, it is, by the self-executing declaration in section 1(3), null and void. Section 1(3) is a self executing declaration and does not require anything else to bring it into effect. In other words, the decision dismissing the appeal is null and void without further ado.

Whether or not the decision of the Supreme Court dismissing the appeal is a law within the meaning of section 1(3) of the Constitution, the Supreme Court is under and subject to Constitution as the “supreme law of the land binding on all authorities and persons throughout the Federal Republic of Nigeria”, including the Supreme Court.

Professor Nwabueze, SAN, a former Secretary for Education, under the Military President,  Ibrahim Babangida regime,  wrote this from Lagos, on 31st October, 2019.

Chrismas: Hard times Ahead Over Rising Food Prices

0

Fola James

The price of a bag of rice and other commodities is expected to hit the rooftop following the decision of the federal government to extend the closure of land borders across the country.

President Muhammadu Buhari had last Saturday directed the Nigerian Customs Service, NSC to make the announcement that the borders will not be opened for the rest of the year.

The border closure has now been extended to January 31 next year subject to further review, the Buhari administration said.

Pressure has mounted on the federal government from the business communities and government of neighboring countries affected by the closure, to re-open the border.

Bu the Buhari administration has shrugged off such pressure on the argument that the policy has helped indigenous farmers and curtailed smuggling of dangerous weapons into the country.

According to the directive, announced in a memo signed and dated November 1, 2019, by Victor Dimka, the Comptroller of Customs in charge of Enforcement, Investigation and Inspectorate, and addressed to Sector Coordinators of the Joint Border Operation Drill – Sectors 1, 2, 3, and 4, the federal government said security agencies should continue to man the borders until further notice.

The memo reads “I am directed to inform you that it is observed that despite the overwhelming success of the operation, particularly the security and economic benefits to the nation, a few strategic objectives are yet to be achieved.

Against this background, Mr President has approved the extension of the exercise to January 31, 2020.

Consequently, you are requested to convey the development to all personnel for their awareness and guidance.

Meanwhile, allowance for personnel sustenance and fuelling of vehicles for the period of extension will be paid as soon as possible.

This is for your information and necessary action, please.”

The announcement was not well received by many Nigerians who insist that the extension will further affect the price of food items in the market.

Prices of imported food commodities such as rice, poultry products have almost doubled since the policy was first introduced in August this year.

For instance, a bag of rice, sold in the past for between N13,000 and N15,000 has risen to more than N25,000.

The same for frozen products like turkey and chicken whose prices have risen by over 50 percent.

In view of the extension, therefore, market analysts insist that the prices for these essential commodities will further be pushed up as the festive season approaches, due to high demand during this period.

What this means is that the price of a bag of rice will rise by at least 30 per cent to N32,000 or more.

Even though local production of the commodity has increased since the borders were shut, analysts insist that such is not enough to meet the huge shortfall left by the import restriction.

“Nigerians should brace up for hard times during the Chrismas and new year celebrations because of the effect of this policy,” Dapo Ibiyemi, an economist told the magazine in Lagos.

He further disclosed that the “price push up will extend to the first and second quarters of next year except there’s a reversal of the policy within the short possible times”

That seems to be in doubt considering that the Buhari administration has given an indication of a possible extension except certain objectives are met.

Nigeria closed its land borders in August three months after President Buhari reluctantly signed the African Continental Free Trade Agreement (ACFTA).

We Are Not Thinking of 2023 Yet, Says PDP

The Peoples Democratic Party has denied taking positions on the 2023 zoning formula for the Presidency, describing such reports as the figment of imagination from their detractors.  A mainstream news medium ( not The Source) recently reported that the party has resolved to zone the presidency to the North east/South east in 2023, speculating that the ruling party may maintain the north west/South west zoning formula. It also alluded to the possibility that Atiku Abubakar, PDP presidential candidate in the 2019 elections, may influence the choice of an Adamawa indigen to run for the Presidency, insisting that there has been a rift between Rivers state governor Nyesom Wike, the de-facto financier of the party, and South east governors who are not comfortable with his rising political profile as a godfather. He is said by the medium to be gearing up to represent Tambuwal, the Sokoto state governor, for presidency, which has now caused a rift between him and other PDP governors who insist that the candidate should come from the North east if Atiku is no longer interested.

But the Party has debunked the allegations, calling them “speculative.”

In a release by Kola Ologbondiyan, their spokesperson, they said that the party is not divided along any lines of ambition towards 2023, neither is there any plot to stop the ambition of any of their members.

“Those behind the reports are political terrorists whose plan is to mislead the public and cause disaffection within the ranks of our party with the hope of using such fabrications to further their own selfish political ambitions”, the party said.

They are currently focusing on Bayelsa and Kogi elections, they say.

Since the Supreme Court verdict on the Presidential elections, a flurry of activities has been observed, particularly in ruling party. Posters belonging to the National leader of the party and the Kaduna state governor are  reportedly flooding Lagos and Abuja respectively.

Uproar over Operation Positive Identification by the Army; Akinyemi, Falana Kick

0

By Uche Mbah

The Stop and Identify project of the Nigerian Army has faced unrelenting criticism since it was made public by the chief of Army Staff, Tukur Buratai, recently. Even with the House of Representatives directing the Army to stay action on the project, Buratai insisted the project must go on.

The project is  billed to start on the first of November, 2019.

Already Lagos Lawyer and founder of SERAP, Femi Falana, has taken the Nigeria military to Court over the issue.

But former minister of Foreign affairs, Bolaji Akinyemi, has written an open letter to the President.

In a widely circulated letter, the former minister, who addressed his letter to the President, said that the fact that there are, according to the army, positive Identifications connotes negative identifications.

“You may wish to be informed, sir,” he wrote,  “that a privately registered company by the name BRICKS, has been circulating information on behalf of the Nigerian Army, with regard to the commencement of one “Operation Positive Identification” (OPI). The said circular was marked, “Security Advisory” and dated 24/10/2019. It informed Nigeria of the planned take over of our roads and by extension our communities by LARGE NUMBER OF UNIFORMED ARMY PERSONNEL. It further stated the need of residents across the country to move about with a valid (permit me to use the coded word of the operation), “POSITIVE” means of identification. Whatever that means!

According to him, the designer of the OPERATION, “without doubt, envisaged the possibility of ‘NEGATIVE’ identification.”

He linked the beginning of the exercise closely to the Judgement of the Supreme Court on the Presidential Appeal, and said it is tantamount to an army state as opposed to a police state. He also linked the exercise, which he described as army takeover of police duties, to the militarization of the elections of Kogi-and by extension, Bayelsa-state elections.

“It is pertinent sir, that you find time to urgently address the nation on the foregoing to clear the air on what constitutes ‘positive’ or ‘negative’ identification and ‘all legal directives’ by the army personnel”, he said.” This, of course, is the only way to guide against any inevitable state of anarchy this antidemocratic plot may orchestrate or engender…this issue bothers on a subtle declaration of a state of emergency and restrictions of freedom of citizens of the Federal Republic of Nigeria and it calls for urgent attention from you.”

Meanwhile, Lagos Lawyer and human rights Activists Femi Falana has taken the government to court, insisting that the project be stopped, since the police has the constitutional empowerment to handle internal crisis.

“There is no insurrection in every part of the country which the Nigeria police cannot contain to warrant the deployment of armed troops all over the country from November 1, 2019 to December 23, 2019.

“Neither the Constitution nor the Armed Forces Act Cap A20 LFN, 2004 has empowered the Nigeria Army to arrest any citizen who is not subject to service law.

“The 1st respondent (the Nigerian Army) under the leadership of the 2nd respondent is not empowered to take over police duties and the President and Commander in Chief of the Armed Forces lacks the power to deploy members of the armed forces in the maintenance of internal security in any part of the country by virtue of Section 217 (a) (b) and (c) of the 1999 Constitution, as amended.”

Nigerians have come down heavily on the military against the plan.

Coach Imama Amakapabo of  Nigeria’s Under-23 team, popular known as ‘Dream Team VI’, is not leaving any stone unturned. He is battle ready for the CAF Under-23 Championship slated for Egypt. It is kicking off next week.

The championship started in 2015. That year was the inaugural competition during which Africa’s top three teams qualified for the Soccer event at 2016 Rio Olympic Games.

The tournament in Egypt is  the second edition. Three top teams will qualify, thereafter, for the 2020 Tokyo Olympic Games.

Having played the Qualification series, the last eight teams standing will be grouped  into two groups.  The top two from each group will qualify for the semi finals. The top three  will now  hoist the Continent’s flag in the soccer tournament of the Olympic Games.

In 2015, Samson Siasia led  Nigeria’s Under-23 team to lift the coveted inaugural  trophy.  Amapakabo is aiming to follow suit.

To achieve that, he has named Kelechi Nwakali, Azubuike Okechukwu, Taiwo Awoniyi and Tom Dele-Bashiru in his final 21-man squad for the 2019 Under-23 Africa Cup of Nations in Egypt.

Also in the squad are former Flying Eagles defender, Valentine Ozornwafor, Austria-based winger, Sunday Faleye; Nigeria Professional Football League top scorer, Ibrahim Sunusi and Orji Okonkwo made the final 21-man squad.

Players and officials of the team left Abuja for Egypt on Thursday afternoon for the competition. Nigeria will start its  campaign against Cote d’l voire on November 9 at the Al Salam Stadium, Cairo.

The Golden Eaglets of Nigeria will be gunning to continue its 100 percent record at the on-going 2019 FIFA Under-17 World Cup Championship in Brazil, as it faces the Young Socceroos of Australia in its last group B encounter.

Having recorded a back-to-back win against Hungary and Ecuador, triumphing 4-2 and 3-2 respectively, the Golden Eaglets will want to end their group as champions, garnering Nine maximum points from three matches.

Australia, on the hand, will come all out to secure a win against the West African country, knowing that a victory will garner it Four points. It is hoping to scale to the knockout stages as one of the best placed teams.

In the other match, Ecuador will be hoping to defeat Hungary to have Six points. That will place the team as runners-up, behind Nigeria.

Also, Hungary will want to record a win to remain on Four points hoping to scale through to the next round, as one of the best placed teams, just like Australia which played a 2-2 draw with Hungary in day two matches of the group.

Coach Manu Garba knows that the match against Australia is just a mere formality, as his wards have already qualified as top winners of the group. This may prompt the Head coach to give other players in the team, who are yet to taste action, a chance.

Garba has promised to work on the lapses in his team after conceding Four goals in two matches, following some school-boy errors in the first match.

“We are happy to have scaled through to the next phase of the competition with a game to spare. We will work on our defense line-up, and do some shake ups in the midfield and attack to forestall lapses that we saw in the two previous matches”, Garba concluded.

In recognition of his immense contributions to the propagation and exportation of rich Edo cultural heritage, African’s most consistent filmmaker, Lancelot Oduwa Imasuen, has been honored by the National Council for Arts and Culture, organizers of National Festival of Arts and Culture,(NAFEST).

The award, in its 32rd edition, held in Benin City, the Edo State capital, and in its 40th year of existence singled him and musical legend, Sir Victor Uwaifo, out of millions of Nigerians. He was recognised as the  ‘Man Who Uses His Movies in the Propagation of the Rich Edo Cultural Heritage’.

Sir Uwaifo got his  for  using Music in the Propagation and Globalization of Edo Language.

In his remarks, Imaseun appreciated  organisers for finding him  worthy to  be conferred with such a great award.

In his words, “It’s a great and huge privilege to be bestowed  with such an award. I am not going to rest on my oars, but will continue from here. In addition, I am on my way to Nepal for the introduction of Nollywood to that country through the Nepal-African film festival where several of my films will be screened”

Still basking in the euphoria of his award, Imaseun said he will be attending the  African Films Festival with the Managing Director, Nigerian Film Corporation, NFC, Jos, Mr. Chidia Maduekwe. He is the only Nigerian Filmmaker invited to fly the flag of Nigeria.

He will be screening some of his movies alongside other notable foreign filmmakers.

A delighted Imaseun said that, “In my very early years of practice, I’ve been very forthright about using the instrumentality of motion pictures in propagating and celebrating our rich culture which is evident in a lot of films that I produced.

“We also came up with an innovative idea called,  ‘Celebrating and sustaining the Edo language using the instrumentality of motion pictures’, with several top notch Edo language movies produced by me and having some of them screened on CNN  and on African Magic then when they used to take some minority languages.”

Starting November 1st – 5th, 2019, Lancelot Oduwa Imasuen’s classics like, Adesuwa, Invasion 1897 and the recently released ‘Wede’ (A classic on the evil of female genital mutilation) and a host of some of classics will be screened at the festival.

Nepal is a landlocked country in South Asia. It is located mainly in the Himalayas, but also includes parts of the Indo-Gangetic Plain.

With an estimated population of 26.4 million, it is the 48th largest country by population, and 93rd largest country by area.

Imaseun, aside being one of the African greatest filmmaker, is also one of the greatest  exports from Nigeria

Chevron, Others to Divest From Nigeria

0

By Uche Mbah

Chevron, one of the Oil Majors operating in Nigeria, is the latest of the Upstream Oil majors to announce it’s planned divestment from Nigeria. Already phased divestment by the Royal Dutch Company, Shell, and Exxon Mobile has been ongoing, with the companies searching for buyers of their oil fields.

Part of the reasons given by the Oil majors is the scramble for American Shale oil, the newest fad in Oil exploration. The United States have opened it’s flanks the Oil majors for the exploration of shale, where the race is tightening amid environmental concerns.

According to Reuters, one of the main contenders for the Upstream production, San Ramon, a California based company, “is looking for buyers for a number of its the onshore and shallow offshore fields, where local producers have expanded their presence.”

San Ramon is  Nigeria’s third largest Oil Producer.

The Oil majors have Joint venture partnership with the Nigerian National Petroleum Corporation, but there has been for the most part a yo-yo game with NNPC over Joint venture cash calls. Recent issues over government position on the $62 billion dollars, which the Federal government is pursuing in their desperate bid to raise funds for the 2020 budget, only appears to be the immediate added incentive to divest, particularly with the Petroleum Industry Bill, PIB, which they frown at as unfavorable to their activities, being pursued by the National assembly. Minister of state for Petroleum had thrown up his arms in desperation saying it is just not possible to recover the whole $62 billion, though some may be recovered.

The National Assembly hope to pass the PIB by next year.

Last year, Chevron’s produced 194,000 barrels of crude oil per day, 233 million cubic feet of natural gas per day and 6,000 barrels of liquefied petroleum gas (LPG) per day, the Company claimed in its website.

There appears to be no tender process being pursued by the companies: they are looking at direct consultations with potential buyers. Last year, Shell was reported to be having such discussions with Heir’s Holdings for the sale of two blocks worth $2 billion-Oil Mining licenses 11 and 17. Heirs Holdings is owned by billionaire businessman Tony Elumelu. Chevron itself is reported to be pursuing the same course, though it is not known with whom they are discussing.

AFCON 2021 Qualifiers: Rohr Releases 23-Man List For Benin Republic, Lesotho Clash, Recalls Akpeyi

Super Eagles Coach, Gernot Rohr
Super Eagles Coach, Gernot Rohr

By Akinwale Kasali

Coach Gernot Rohr has recalled Kaizer Chiefs Football Club of South Africa goalkeeper, Daniel Akpeyi,  to the Super Eagles, just weeks after criticising him for costing the nation the final spot at the 2019 African Cup of Nations Championship in Egypt.

The return of Akpeyi was eminent following the injury to Anorthosis Famagusta Football Club of Cyprus goalkeeper, Francis Uzoho, in the line of duty for the Super Eagles  friendly against the Selecao of Brazil during an international friendly last month in Singapore which ended 1-1.

With the double header coming up in November for the AFCON 2021 qualification series against the Squirrels of Benin Republic and, Southern Africa country, Lesotho, Rohr called up a 23-man squad to prosecute the matches.

Interestingly, Captain of the team, Ahmed Musa, made a return after missing out in the two friendly matches earlier played, alongside Kenneth Omeruo, Simeon Kalu, Bryan Idowu and Oghenekaro Etebo who has been placed on standby by Rohr.

Rohr kept faith with most of the players that played against Brazil, with his new sensation in the midfield, Joseph Ayodele-Aribo, making the cut in the 23- man invitees.

Mikel Agu of Vitoria Guimares was a surprise call-up in the squad.

Agu has been out of the team since failing to make the 23-man team that hoisted the nation’s flag at the 2018 FIFA World Cup in Russia. He has not been in Rohr’s plan, not until his spectacular performances of late for the Portuguese side in the Portuguese League, and at the UEFA Europa League where he has been outstanding for his club, though, his club is yet to record any win or draw at the on-going UEFA Europa League.

The invited players are: Goalkeepers: Daniel Akpeyi (Kaizer Chiefs, South Africa); Ikechukwu Ezenwa (Heartland FC); Maduka Okoye (Fortuna Dusseldorf, Germany)

Defenders: Kenneth Omeruo (CD Leganes, Spain); Abdullahi Shehu (Bursaspor FC, Turkey); Chidozie Awaziem (CD Leganes, Spain); William Ekong (Udinese FC, Italy); Olaoluwa Aina (Torino FC, Italy); Jamilu Collins (SC Padeborn 07, Germany); Oluwasemilogo Ajayi (West Bromwich Albion, England); Bryan Idowu (Lokomotiv Moscow, Russia)

Midfielders: Alexander Iwobi (Everton FC, England); Mikel Agu (Vitoria Guimaraes, Portugal); Wilfred Ndidi (Leicester City, England); Joseph Ayodele-Aribo (Glasgow Rangers, Scotland); Ramon Azeez (Granada FC, Spain)

Forwards: Ahmed Musa (Al Nassr, Saudi Arabia); Victor Osimhen (Lille OSC, France); Moses Simon (FC Nantes, France); Samuel Chukwueze (Villarreal FC, Spain); Paul Onuachu (KRC Genk, Belgium); Emmanuel Dennis Bonaventure(Club Brugge, Belgium); Samuel Kalu (Girondins Bordeaux, France);

Stand-by: Leon Balogun (Brighton & Hove Albion, England); Peter Olayinka (SK Slavia Prague, Czech Republic); Oghenekaro Etebo (Stoke City, England)
