Water Resources Bill: Group Urges NASS To Drop Bill In The Interest Of Peace |The Source

A Group of Nigerian Professionals Based in London, United Kingdom, Called ‘Fatherland’, has asked the National Assembly to jettison the proposed Water Resources Bill in the interest of peace, security and wellbeing of Nigerians.

In a statement, the group  at home and abroad said the proposed bill poses potential  threats to the livelihood of indigenous communities in Nigeria.

The United Kingdom based Group with its members spread across five continents, pointing  to the long running and ongoing killings in Southern Kaduna, said the act, if passed into law, may spur violent conflict between forest dependent peoples in Nigeria and pastoralists who may be empowered by the law, to imagine unimpeded access to traditional water resources including sacred stream and groves that sustain indigenous peoples’ cosmic and spiritual livelihood.

Fatherland said for many traditional communities, water resources are not only linked to their spiritual survival, but also to biodiversity and the relationship between plants, animals and the health of indigenous peoples adding that any attempt to take away control of these resources is akin to usurpation of the right to life.

“We share the concerns of well-meaning Nigerian citizens about the inauspicious timing of the National Water Resources Bill and the desperate and underhand measures being deployed to push it through, in spite of serious objections being raised by citizen groups across the country.

“This is against the backdrop of the palpable failure of the Nigerian government to address the crisis in Southern Kaduna the underlying cause of which is the communal sharing of access to surface water and grazing lands for livestock”, the group said in a statement signed by the its leader, Mr Dele Ogun.

It added that the Act further fuel public anger by the fact that Federal Government under General Mohammadu Buhari has established a notoriety for sectarianism and nepotism, exemplified by its flagrant disregard for the principle of equity in key federal appointments.

Fatherland condemned sections of the bill that says that all surface water and ground water, wherever it occurs, is a resource common to all people. (section 2(1)) and that the right to use, manage and control all surface water and groundwater affecting more than one state, together with the beds and banks thereof, is vested in the Government of the Federation as contained in 2(3) and that the use of water be subjected to licensing.

Section 2(4) of the Act also says the Federal Government is the public trustee of the nations water resources. (section 2(4) and that in the event of an actual or anticipated exceptional shortage of water in Section 102, in an area it gives power for a state of emergency to be declared in that area and for water resources in other areas to be diverted to meet the crisis. Fatherland said throughout the world, the economic value of water, the growing demand for its use and the need to conserve it and to manage floods, desertification, soil erosion and water pollution; and that the United Nations has recognised the right to water and sanitation as a human right, notes that towards similar ends, in England there is the Water Resources Act (1991) and in Europe there is the European Union Water Framework Directive (2000) but that such acts in Europe are driven by community ownership.

Fatherland said there is no precedent for the Nigerian version in either the English Water Resources Act (1991) or in the European Union Water Framework Directive (2000): The former takes care to respect the reality of the constitutional separation between the waters of Scotland and the waters of England & Wales. In the same vein, the EU Directive limits itself to establishing a framework for the protection of inland surface waters, transitional waters, coastal waters and groundwater, leaving it to member states to draw up their own measures to meet the set objectives. Ogun said Fatherland is concerned that the approach taken towards the same end in the proposed National Water Resources Bill is wrong and offends the principle of federation upon which Nigeria is supposed to be governed. Fatherland said it finds that the vesting of the right to use, manage and control inter-state waters together with the beds and banks thereof in the Federal Government is unnecessary and violates the fundamental principle of a federal republic.

The group said it is disappointed that the European Union has not shown sufficient understanding of the political history and reality of Nigeria in providing support for this Bill.

“In its current form, the draft bill offends the principle of federation and subsidiarity in a way that EU member states will not themselves countenance for their affairs”, the group said.

The Water bill, since its introduction in the House of Representatives, has been strongly criticised, and vehemently resisted by a cross-section of Nigerians.

Leadership crises was set aside when Oyo state Governor, Mr Seyi Makinde, and former Governor of Ekiti state, Ayo Fayose met on Saturday.

The meeting point was  Akure, at the flag off rally of the Governorship campaign of the People’s Democratic Party, (PDP) flag bearer in the October 10 election in Ondo state, Mr Eyitayo Jegede.

Makinde, Fayose, PDP National Chairman, Uche Seconds and other Chieftains of the PDP, rode in the same bus to the rally ground.

Chairman of PDP Governors forum and Governor of Sokoto state, Waziri Tambuwal, led other Governors to the flag-off rally, which was attended by National and State Assembly members from the south west.

Also in attendance  were Otunba Oyewole Fasawe, Olagunsoye Oyinlola and Chief Segun Oni as well as other aspirants that contested the party’s primary with Jegede.

Various speakers at the rally stressed the need to vote out the APC Government in Ondo state, as this is the only way the people would be relieved of exorbitant school fees and massive umemployment for school leavers.

Fayose had, a few days ago, threatened fire and brimstone, warning Makinde not to meddle in the affairs of PDP in the south west.

The former Governor is enmeshed in a tug of war with Senator Biodun Olujimi, the highest ranking PDP office holder in Ekiti State, over the leadership of the party.

Both had recently held parallel state congresses, and produced factional Executive members.

Makinde, the leader of the party in the Zone, and its only Governor, who was mandated by the National Leadership of the party to reconcile all waring factions, was warned by Gators not to step into Ekiti State.

NDDC Crisis: Niger Delta Leaders Warn ICPC Off NDDC Senior Staff |The Source

The Niger Delta leaders and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) may be heading for a showdown over the interrogation of senior management staff of the Niger Delta Development Commission (NDDC).

Notable leaders in the region, under the aegis of the Niger Delta Leaders Forum (NDLF), on Friday, described the action of the ICPC as a distraction.

Addressing journalists in Port-Harcourt, the spokesperson of the NDLF, Chief John Harry, described the invitation to NDDC officials by ICPC as unnecessary and ill-motivated.

Chief Harry, who was flanked by Akwa-Ibom, Cross Rivers, Abia, Rivers, Imo, Bayelsa, Delta, Edo and Ondo representatives, condemned the interrogation of the Commission’s workers.

The leaders praised the Minister of Niger Delta Affairs, Chief Godswill Akpabio for redefining leadership in the region, sanitizing NDDC, decentralizing the functions of NDDC, finding solutions to the problems confronting the region and bringing the Commission closer to the ideals for which it was established.

‘’Chief Godswill Akpabio is the most positive Minister in the Niger Delta region’’

Specifically, the leaders commended Akpabio for the sense of independence in the interventionist agency.

‘’The approach of ICPC is bound to result in conflict with the mandate of the Interim Management Committee and the Act setting up the Commission. It is in every sense witch hunting’’

The leaders accused ICPC of disrupting the progress of the region.

‘What ICPC has done now is sabotage of the forensic agenda of President Muhammadu Buhari. The Interim Management Committee is a panacea for the region’s problem, IMC’s problem is understandable. Some politicians want to control the Commission. The idea of a minister who is not controlled by them is unthinkable’’

They urged President Buhari to ignore the antics of mischief makers and pecuniary seeking elements that are all out to bring down the minister and the IMC.

‘’There has been well oiled machinery by enemies of progress and failed politicians to bring down Akpabio and the Interim Management Committee.  Those frustrated by the achievements recorded by the IMC are using ICPC against the Commission’’ the leaders said.

The NDDC has been enmeshed in crisis since the FG ordered its forensic  audit. The revelations of corruption mismanagement of funds, and its reckless spending have shocked not a few Nigerians, and especially, the Niger Delta which people continue to wallow in abject poverty and are bereft of infrastructure.

Prominent Niger Deltans,  including Chairman Presidential Advisory Council on Corruption, Prof. Itse Sagay, has called for the sack of Akpabio, and the interim Management Committee.

Sagay says the proper thing to do is to set-up a the Board of the Commission.

Former Governors are leaders in their respective political parties Segun Oni, has declared. Oni, an Engineer, is former Governor of Ekiti State.

Reacting to gales of crisis and bickering within the People’s Democratic Party in Ekiti State and south west region, the former deputy chairman, South, of the All Progressives Congress, (APC), emphasised that PDP presently needed peace for the party to forge ahead.

Oni, a former Governorship aspirant of the APC before dumping the party to join PDP, called for unity among members and leaders of the party in Ekiti rather than allow for division among its ranks.

There has been raging controversy ignited by former governor of Ekiti state, Mr Ayodele Fayose, who said Governor Seyi Makinde of Oyo state is not a leader of PDP in south west.

Fayose had warned Makinde not to lead any delegation to Ekiti state or tamper with the PDP structure. Presently, there are two parallel state executive in the state.

Former governor Oni, who spoke during an interview, pointed out that there was no disputing the leadership status of former Governor Ayo Fayose in Ekiti PDP.

“He is the leader. He was a governor before me and it is not an ego thing.

“When I was in APC, and I saw that an attempt was being made not to recognise Niyi Adebayo (the first civilian governor of the state) as leader, I came out  and said he was our leader. I moved our meeting to his house.

“What is realistic is realistic. We should rally round to make for unity in the party.”

The crisis within the Ekiti PDP,  stems from  the struggle for power between between Former Governor Fayose and his erstwhile Deputy Governor, Biodun Olujimi.

Oni, a former Governor under the PDP, dumped the party for the APC. Recently, after series of disappointments in the APC, he decamped again to the PDP, and found favour in Fayose’s camp.

During the recent state congresses, both factions – Fayose’s and Olujimi’s, held parallel congresses, producing two different executive members.

Olujimi accuses Fayose of planning to foist Oni on the party as its Governorship candidate after the Governorship of Dr Kayode Fayemi.

Fayose, who enjoys grassroot support denied the allegation. But Senator Olujimi is, presently, the highest ranking PDP official in the state.

Governor Makinde was appointed by the National Leadership of the party to broker peace within the PDP in the Zone, but Fayose does not want him in Ekiti State, fearing he could tamper with his plans in Ekiti, and has warned him not to dare.

Makinde is the only PDP Governor in the South-west zone.

After 45 years, the University of Calabar, for the first time, appointed a female Vice-chancellor. She is Professor Florence Obi of the Faculty of Education.

UNICAL, which was a Campus of University of Nigeria, became autonomous 45 years ago. Since then, only men have occupied the exalted position of Vice-chancellor. Until now.

After a keenly contested election organized by the Governing Council on Thursday, 10th September, Senator Nkechi Nwaogu, the Chairman of the Governing Council of the University announced the result, saying that Professor Obi defeated twelve other contestants to be elected the eleventh  Vice-Chancellor of the university. Obi is 65.

She replaces the incumbent Vice Chancellor, Professor Zana Akpagu, who will vacate office on the 30th of November.

“What we assured the the University community is that we were going to be transparent, open, fair and just,” she said. “There is a guideline from the Ministry of Education as to how to conduct an interview for the appointment of vice-chancellor and there are so many parameters we had to look into and that was exactly what we did.

“What I expect from her is to look at what the outgoing Vice-chancellor has done. Governance is a continuum. Start from where he has stopped and ensure that there is integration even amongst all the people that contested with her”, Senator Nwaogu told Obi.

The only female aspirant to the position,  Obi has served as the Deputy Vice-Chancellor Administration of the university. She would serve as the Vice-Chancellor of the university for the next five years.

She said, shortly after her election,  that she would run an all-inclusive administration, and bring changes that will enthrone a lasting legacy to the university during her tenure.

“The process was free and fair and I commend all those who conducted the screening and election for doing a credible job which ensured the best came top” she was reported to have said.

Obi will formally assume office on 1st December 2020.

The first ever female Vice Chancellor of a Federal University, was Prof. Grace Alele-Williams. She is a Professor of Mathematics.

ARIK; We Are Not rebranding Airline As An Entity, Says AMCON |The Source

The Asset Management Corporation of Nigeria (AMCON)  is not  rebranding any of the airlines that it took over due to debt overhang. It has, rather, approached the aviation authorities in the country requesting a license to transfer all the assets to an independent entity for more efficient management, AMCON management has said.

AMCON had taken over five airlines in line with its terms of establishment. These airlines were having insolvency issues.

Arik happens to be one of these airlines taken over by the recovery firm.

There were reports that AMCON was rebranding Arik air, and that other airlines will be rebranded as they are. A rebranded Arik aircraft was sighted in Addis Ababa MRO while undergoing a livery change and this has sparked off speculations that the Airline was being rebranded.

But in a statement issued  recently by the Head, Corporate Communications Department, AMCON, Mr. Jude Nwauzor, AMCON claims this is far from the truth. It says it is rather trying to create a single entity with the airlines.

“Following its mandate especially as it relates to the aviation sector of the Nigerian economy, it is public knowledge that the Asset Management Corporation of Nigeria (AMCON) had approached the aviation authorities in the country seeking a license for an independent entity where all of its aviation assets would be transferred and efficiently managed in a synergetic manner”, AMCON said.

“AMCON currently has more than five airlines in its aviation portfolio among other assets that are scattered all over. The proposed new an entity, therefore, has nothing to do with the rebranding any of the airlines within its portfolio as being speculated in several online publications.

“The objective of AMCON’s intervention in the aviation sector is targeted at supporting the sector, given its importance, save thousands of jobs, make the aviation sector a catalyst for the growth of the Nigerian economy and recover the huge debt owed the Corporation by these aviation entities,” it ended.

Arik Air and it’s staff have been having problems over the alleged rebranding and other issues bothering on welfare. The staff are billed to embark on.a strike action next week.

The Eyitayo Jegede Campaign Organization, and the People’s Democratic Party, (PDP) in Ondo state, have said the evening inferno at the office of Independent National Electoral Commission, (INEC) on Thursday is suspicious.

The State INEC office in Akure was gutted by fire Thursday evening during which 5,000 Card Readers, meant for the October 10 Governorship election, were razed.

INEC had reacted to the incident, assuring that the election would go as scheduled and that there should be no cause for alarm.

PDP, in a Statement by its publicity secretary, Mr Kennedy Peretei, stated that a foul play cannot be ruled out.

“Is INEC saying it does not have an internal mechanism to curtail fire outbreak in its office?

“Is the metal container bearing the over 5000 Card Reader-machines connected to electricity? If so, was the electricity supply not put off after the official close of work at 05.00pm?

“Where were the security officers on duty at the time the fire started? Why was it that fire engulfed a container housing over 5000 card reader machines within few minutes?” the party asked.

It warned that INEC should not take the people of the state for granted  by resorting to the use of manual device, as against the use of electronic Card Readers on election day.

“Indeed, we suspect collusion between some unscrupulous officials of the commission with some politicians to perfect the plans to rig the October 10 governorship election.

“We do not want any politician, because of selfish political ambition, to take us back to the dark days of the 1983 political crisis that engulfed the old Ondo State.

“We are, thus, appealing to eminent Nigerians, the civil rights community, and other international bodies to wade in, and help prevent any move to subvert the will of the people in the coming Ondo governorship election,” the PDP urged.

Reacting too, The Eyitayo-Jegede Campaign Organization (EJCO) said, “We cannot rule out a foul play in the mystery fire that completely razed down the state INEC office; now, our fate is in the hands of God.”

A statement by the Head, Media Research for the organisation, Mr. Samuel Fasua, said, “For a while now, our main rival in this race has been in the eye of the storm over accusation that it was using loan assistance decoy to collect the pin codes in the Permanent Voter Cards (PVC) of drivers, artisans and other professionals across the state.

“Telephone SMS was sent to them through the Ondo State Entrepreneurship Agency, that they should submit the code numbers on their PVCs latest September 2, 2020; that the state government wanted to grant them loans to boost their businesses.

“Here were loans that our people did not get for three and half years that the All Progressives Congress (APC) administration has been in power; but now, the party is trying to use a loan offer as decoy to pervert the inalienable right of the people to elect the candidate of their choice.

“Now, shortly after the collection of innocent people’s PVCs through the backdoor, came the shocking news that the INEC office had been raised by fire and thst over 5000 card readers had been burnt.

“We smell a rat in all of this, knowing that the next scene in what looks like a drama of the absurd may lead to steps that can tinker with the authentic INEC voters’ list, with yesterday’s fire incident as alibi.”

The EJCO, as such, called on the National Chairman of the INEC, Mr. Mahmood Yakubu, to, as the ultimate umpire in the electoral body, order a thorough probe of the suspicious fire incident, and bring its perpetrators to book.

It also admonished him to cause the authentic voters’ lists for the state, as respectively available in all the INEC local council offices and at the national headquarters in Abuja, to be publicly displayed.

African Women Cup of Nations

The Confederation of African Football, CAF, has announced that the 2020 African Women Cup of Nations, AWCON, earlier slated for October 2020, has been cancelled.

The African Football Body said the cancellation of the Female tournament was due to the outbreak of the Covid-19 Pandemic outbreak which has  crippled football activities.

CAF has, however, said the tournament will now hold in July 2022, the same year with the Men African Cup of Nations Championship scheduled to also hold in January 2022, as against January 2021 due to the Pandemic.

It will be recalled that the World Soccer Governing Body, Federation International of Football Association, FIFA, also cancelled the Under-17 and Under-20 Female World Cups due to the Pandemic.

With this development, the Super Falcons of Nigeria will have to wait for another four years to defend the AWCON title it won in 2018.

The Super Falcons has won the AWCON trophy Nine times since the competition debuted in 1998.

Resident Electoral Commissioner in Ondo state, Mr Rufus Akeju, has promised that the Independent National Electoral Commission, (INEC) would investigate the cause of the fire incident in its Akure office which burnt over 5,000 card readers.

Akeju, while receiving Governor Rotimi Akeredolu who visited the scene of the incident on Friday, assured that the burnt gadgets would be replaced immediately by the commission.

Card readers are part of vital materials needed for the conduct of the Governorship election slated for October 10 in the state.

The Governor pledged to assist the  commission in replacing some of the burnt gadgets.

While inspecting the scene, he expressed shock at the unwholesome development noting that the fire must have been very serious following offensive smoke still emanating from the scene, sixteen hours after the fire outbreak.

Akeredolu maintained that the replacement of the destroyed gadgets, especially the card readers, would be at great cost, particularly,  in less than a month to the governorship election, hence  the state’s support.

The fire incident which occurred at about 8.30pm Thursday evening, destroyed the two containers where the card readers meant for the conduct of the Governorship election were kept.

In his reaction, Governorship candidate of Zenith Labour Party, (ZLP), and deputy governor of the state, Mr Agboola Ajayi, pointed out that the fire incident coming barely four weeks before the election, should worry every responsible and reasonable citizen of Ondo State.

In a statement by his Chief press secretary, Babatope Okeowo, the Deputy Governor called for the investigation of the incident, submitting  that those culpable should be made to face the wrath of the law.

“The question that readily comes to the mind of reasonable citizens is why did the fire target the store where card readers meant for the election were kept?

“The law enforcement agencies should ask if the intention of those responsible for inferno is to seek the postponement of the election, or the cancellation of the use of Card Readers for accreditation.

“The people of Ondo State are waiting patiently for the outcome of the investigation as they will not tolerate any ploy by the ruling All Progressives Congress (APC) to subvert the wish of the electorate,” he added.

Ishaq Abubakar never had the premonition that he would ever get arrested.

But he met his waterloo on Thursday at the Murtala Muhammed International Airport, MMIA, Ikeja, Lagos.

The proactiveness and Security intinct of men of the Nigeria Customs  were his nemesis.

Abubakar was traveling to Dubai, United Arab Emirates. He concealed 2,886 Automated Teller Machine (ATM) cards and four SIM cards in noodles carton. He had already beaten Security operatives from Kano Airport where he flew in to Lagos to board an Emirates Flight.

The movement of the suspect raised suspicion, forcing a thorough security check on him which exposed him.

A statement signed by the EFCC spokesperson, Dele Oyewale, said the suspect, Ishaq Abubakar, was arrested by the Nigeria Customs Service at the Murtala Muhammed International Airport, Lagos, and handed over to the EFCC Lagos zonal office, for investigation and prosecution.

The Commission quoted the Customs Deputy Comptroller, Enforcement, Abudulmumuni Bako, as saying the suspect came from Kano State and wanted to travel via an Emirate flight.

“The Cutoms Deputy Comptroller, Enforcement, Abudulmumuni Bako, who represented the Customs Area Comptroller, A. Ma’aji, said that the suspect, who claimed to have come from Kano to travel to Dubai aboard the Emirate Evacuation flight, was seen with someone who was assigned to facilitate his movement through the airport checks.

“Officers of the Customs Service intercepted the suspect with 2,886 ATM cards and four SIM cards, which he carefully concealed in packs of Noodles.

“This raised the suspicion of the officers who insisted he should be physically and thoroughly checked after the scan machine had revealed he was carrying parks (sic) of noodles,” he said.

Meanwhile, the Lagos zonal head, AbdulRasheed Bawa, who received the suspect on behalf of the Commission, assured that the Commission would investigate the suspect and others.

According to him, “We have taken over Ishaq and I can assure you that we are going to investigate the matter thoroughly and unveil everybody involved in the syndicate.

“There are a number of possibilities. There is an element of conspiracy, foreign exchange (FOREX) malpractices and money laundering, which will be unraveled after Investigations”.
