Oyo Crisis: NCC Chairman Calls On Makinde To Cancel Foreign Trip

Governor Seyi Makinde

A chieftain of the Peoples Democratic Party, PDP Adeolu Akande has called on Governor Seyi Makinde of Oyo state to do something about insecurity in the state before it gets out of hands.

Governor Makinde is on vacation abroad but Akande, who’s also the chairman of the Nigerian Communication Commission (NCC) said the governor must cut short his trip to tackle the problem of insecurity at home.

The PDP chieftain said the people of the state are seriously worried over the activities of kidnappers, herdsmen and thugry. He however urged well meaning residents to join hands with the governor to tackle the problem.

The PDP stalwart, in a statement on Sunday, said the problem the state is facing should receive a bi-partisan approach, noting that the governor cannot solve the problem alone.

Akande said the people of the state are “disturbed by the events of the past few weeks in Oyo State. While Ibarapaland, which used to be very peaceful, has become a haven for kidnappers to operate and assassins to kill, gang wars have not been abated in Ibadan and Oyo,” he said.

“In Okeogun and Ogbomoso, the stories are not different. It is now one day, many crimes. Like I said in my Christmas message to the people of our dear state, insecurity has assumed an alarming rate. It is neither time to blame anybody or fold our arms because of our political leanings and watch things degenerate. There is no doubt that Governor Seyi Makinde needs help and we have got to support him with whatever we have.

“In the present situation we have found ourselves, nothing can thrive and the state, especially its residents are bound to be at the receiving end. When there is insecurity, job owners flee and this will lead to job loss and dwindling IGR. This will lead to more insecurity as many jobless individuals may consider kidnapping and other vices lucrative to survive.

He applaud the governor for purchasing vehicles and platforms for the state security outfits to combat the menace, adding that the officials of various security bodies need to be well trained to face the rising wave of insecurity.

He said “Yes, Governor Makinde has purchased vehicles and distributed to various security outfits across the state. It is beyond that. They need equipment, they need motivation from both government and the governed, they need training and retraining and more.

“ It is sad that despite the fact that our governor has more than five former police commissioners as advisers, insecurity is rearing its ugly head. I am sure Governor Makinde has not made good use of our friend and former Lagos police commissioner, Mr. Fatai Owoseni, a super cop who led the flushing of the dreaded Badoo boys in Lagos.

“To those of us in the opposition, it is time we dropped our political toga and offer advise to the incumbent administration. Let’s deploy our network of connection to assist the administration as we don’t have any other place to call our state other than Oyo State. Governor Seyi Makinde should, as a matter of fact, be receptive to advise and assistance. Anything that is done to tame this insecurity will be to his credit. Nobody is competing with him as it is not yet election time.”

These restrictions took effect Monday,  January 11, 2021.

The Commissioner for Information and Values Orientation, Mr Akinbowale Omole, announced these new guidelines in Ado-Ekiti on Sunday, citing the alarming rate at which the second wave of COVID-19 is spreading in Nigeria, and elsewhere as reason for these drastic steps.

He said there was need for the Government  to be proactive and take decisive steps to secure the citizens from falling prey to the second wave of the pandemic that has claimed thousands of lives all over the world recently.

He urged the people to continue to observe the Covid-19 protocols strictly and also abide by the curfew and new restrictions placed on public gatherings by the State Government.

Mr Omole called on the people to ensure that they wear nose masks properly, wash hands with soap and use hand sanitizer regularly, as well as keep social distance to avoid contacting the virus.

According to him, the curfew placed throughout the State from 8.00 pm to 6.00 am will be strictly enforced except for those that can prove that they are on essential services.

“To allow faithfuls observe their religious worships, the government allows for two services to take place on Friday, Saturday and Sunday accordingly and that all these services should not extend beyond 2.00pm on such days.”

He re-emphasized that all worship centers are expected to provide necessary facilities for hand washing, soap and hand sanitizer at the entrance and infra-red thermometers to take worshippers temperature before they are allowed in for service.

He added that the State Covid-19 Response Committee put in place by the State Government and other relevant enforcement agencies would be going round to ensure compliance with these directives and any person or group of persons caught violating the guidelines put in place to curtail the pandemic in the state will be prosecuted and sanctioned accordingly.

The Commissioner called on all top Government functionaries both at the State and Local Government levels, Local Government Chairmen, Kabiyesis and law enforcement agencies not only to obey Covid prevention protocols themselves, but also to monitor compliance and report any violation to the Covid-19 Response Taskforce promptly.

Omole assured that Government will continue to do all within its power to ensure that this second wave of the pandemic does not have a foothold in the state.

Boko Haram: Shekau Begs For Pardon Says Borno Pastor

Elusive Boko Haram leader, Abubakar Shekau is in a critical condition, an Anglican clergy based in Bornu, Desmond Yuana has said.

The reverend father disclosed this on the heels of revelation, last month, by a captured fighter, Mohammed Adamu, that the insurgent commander has been wounded in an air raid by the Nigerian Airforce.

Yuana said during a sermon he had a revelation that the boko haram leader’s condition has reached the point of death. Shekau now needs the prayers of all Nigerian to survive his ailment, the clergy man said.

Recall that the teenage boko haram soldier recently said Shekau could no longer walk effectively after being wounded, following an air raid on his hideout in Sambisa forest by the Airforce.

Shekau had recently claimed responsibility for the kidnap of scores of secondary students in Katsina state, last month.

In an audio tape released after the kidnap,  Shekau said: “Our brothers were behind the abduction in Katsina,” even though the state government later debunked the claim, noting that the islamist leader was merely seeking attention.

Shekau has been declared killed by the Nigerian military more than three times. On each occasion, he had debunked such reports, releasing more videos to taunt the Nigerian military.

Meanwhile, President Muhammadu Buhari has assured the nation that the insurgency problem will be over by the end of the year.

The president who spoke on the commemoration of the yearly armed Forces Day celebration, said he has directed the armed forces to end banditry and insurgency in the country.

Col. Muhammad Mustapha Abdallah

By Akinwale Kasali

Chairman of the National Drug and Law Enforcement Agency, NDLEA, Col. Muhammad Mustapha Abdallah (rtd), has bid the agency farewell following the failure of President Muhammadu Buhari to extend his tenure as the boss of the Agency.

Abdallah was appointed Chairman  of the NDLEA on January 12, 2016.

The Adamawa  State born Abdallah’s tenure as NDLEA boss automatically comes to an end on Monday 11th January, 2021.

On January 7th, 2021, the Secretary to the Government of the Federation, Boss Mustapha, wrote a letter to the former NDLEA Boss to hand over to the Secretary of the Enforcement Agency, Shadrach Haruna, on or before, Sunday January 10, 2021.

The letter sent by the SGF, however, cut short the trip of Haruna, who travelled to United Kingdom to hurriedly return to Nigeria, to take the baton from Abdallah.

The failure of President Buhari not to renew the tenure of Abdallah came as a shock to him (Abdallah), who thought his tenure would be extended.

In A Controversial Election, Obiozor Is New Ohaneze Nd’Igbo President |The Source

Professor George Obiozor

By Charles Igbo

In unarguably the most controversial and most disputed election held to chose the President of the apex Igbo Cultural Group, Ohaneze Ndigbo, Professor George Obiozor has emerged the President.

But Obiozor’s victory in the election held in Owerri, Imo State, on Sunday,  is dampened by the election on Saturday, by a factional group of Ohaneze, in Enugu, of Engr. Chidi Ibeh, a former Commissioner in Imo State as the factional President.

It is also mired by the withdrawal, in protest, of the some other contestants to the office, including the cerebral Chief Chris Asoluka, PhD, from the contest, pleading irregularities in the process.

Since the search for Chief Nnia Nwodo’s successor began, it has been engulfed in crisis and suspicion, with not a few stakeholders insisting that some people were bent on foisting Prof. Obiozor on the Igbo.

From the Ohaneze constitution, it is the turn of Imo State to produce the President. Obiozor was presented as a consensus candidate, to the disapproval of others who insisted it was a breach of the constitution.

But, apparently, the protest was in vain, as many  stakeholders, including the five state Governors in the South-east, lined up behind Obiozor.

During the election on Sunday, using the option A4 method, Obiozor polled 304 votes to emerge winner.

An erudite Professor of International Affairs,  and respected  diplomat, Obiozor, 78, was Nigeria’s Ambassador to the United States of America. He was also the Nigeria High Commissioner to Isreal, as he was to Cyprus. Obiozor was also a former Director General of the Nigeria Institute of International Affairs, NIIA.

SERAP Lashes FG’s Decision To Borrow N895 Billion From Unclaimed Dividends, Dormant Accounts |The Source

By Akinwale Kasali

The Socio-Economic Rights and Accountability Project (SERAP) has condemned the decision by the Federal Government to borrow N895 Billion from unclaimed dividends and funds in dormant Accounts.

SERAP, in an open letter to President Muhammadu Buhari urged him to use his leadership position “to promptly drop the plan by the Federal Government to borrow about N895bn of unclaimed dividends and funds in dormant accounts using the patently unconstitutional and illegal Finance Act, 2020, and to ensure full respect for Nigerians’ right to property.”

The Finance Act, signed into law by Buhari in December, 2020, would allow the government to borrow unclaimed dividends and dormant account balances owned by Nigerians in any bank in the country.

But SERAP. in a letter dated 9 January 2021, and signed by its Deputy  Director, Kolawole Oluwadare, said: “The right to property is a sacred and fundamental right. Borrowing unclaimed dividends and funds in dormant accounts amounts to an illegal expropriation, and would hurt poor and vulnerable Nigerians who continue to suffer under reduced public services, and ultimately lead to unsustainable levels of public debt.”

SERAP said: “The right to property extends to all forms of property, including unclaimed dividends and funds in dormant accounts. Borrowing these dividends and funds without due process of law, and the explicit consent of the owners is arbitrary, and as such, legally and morally unjustifiable.”

It also stressed that,  “The borrowing is neither proportionate nor necessary, especially given the unwillingness or inability of the government to stop systemic corruption in ministries, departments and agencies [MDAs], cut waste, and stop all leakages in public expenditures. The borrowing is also clearly not in pursuit of a public or social interest.”

The letter reads in part: “The security of property, next to personal security against the exertions of government, is of the essence of liberty. It is next in degree to the protection of personal liberty and freedom from undue interference or molestation. Our constitutional jurisprudence rests largely upon its sanctity.”

“Rather than pushing to borrow unclaimed dividends and funds in dormant accounts, your government ought to move swiftly to cut the cost of governance, ensure review of jumbo salaries and allowances of all high-ranking political office holders, and address the systemic corruption in MDAs, as well as improve transparency and accountability in public spending.”

“The borrowing also seems to be discriminatory, as it excludes government’s owned official bank accounts, and may exclude the bank accounts of high-ranking government officials and politicians, thereby violating constitutional and international prohibition of discrimination against vulnerable groups, to allow everyone to fully enjoy their right to property and associated rights on equal terms.”

“SERAP is concerned that the government has also repeatedly failed and/or refused to ensure transparency and accountability in the spending of recovered stolen assets, and the loans so far obtained, which according to the Debt Management Office, currently stands at $31.98 billion.”

“SERAP notes growing allegations of corruption and mismanagement in the spending of these loans and recovered stolen assets.”

“We would be grateful if your government would drop the decision to borrow unclaimed dividends and funds in dormant accounts, and to indicate the measures being taken to send back the Finance Act to the National Assembly to repeal the legislation and remove its unconstitutional and unlawful provisions, including Sections 60 and 77, within 14 days of the receipt and/or publication of this letter.”

“If we have not heard from you by then as to the steps being taken in this direction, the Registered Trustees of SERAP shall take all appropriate legal actions to compel your government to implement these recommendations in the public interest, and to promote transparency and accountability in public spending.”

“The government cannot lawfully enforce the provisions on Crisis Intervention Fund and Unclaimed Funds Trust Fund under the guise of a trust arrangement, as Section 44(2)[h] of the Nigerian Constitution 1999 [as amended] is inapplicable, and cannot justify the establishment of these funds.”

“SERAP notes that while targeting the accounts of ordinary Nigerians, the Finance Act exempts official bank accounts owned by the federal government, state government or local governments or any of their ministries, departments or agencies.”

“Our requests are brought in the public interest, and in keeping with the requirements of the Nigerian Constitution, the country’s international human rights obligations including under the African Charter on Human and Peoples’ Rights to which Nigeria is a state party, and which has been domesticated as part of the country’s domestic legislation.”

“According to our information, your government has reportedly completed plans to borrow an estimated N895bn of unclaimed dividends and funds in dormant accounts using the Finance Act 2020 you recently signed into law.”

“Under the law, the government will be able to access and take without consent unclaimed dividends and funds in dormant accounts in any bank, on the basis of the vague and undefined ‘Crisis Intervention Fund,’ and patently unlawful ‘Unclaimed Funds Trust Fund’.”

“The government is justifying the borrowing on the ground that it would improve access of the Federal Government to much needed funds, and remove the burdens of foreign exchange and punitive loan conditions imposed by multilateral lenders.”

“According to the Finance Act, the operation of the trust fund is to be supervised by the Debt Management Office (DMO) and governed by a governing council chaired by the finance minister and a co-chairperson from the private sector appointed by you.

“The Nigerian Constitution in Section 44(1) provides that, ‘no moveable property or any interest in an immovable property shall be taken possession of compulsorily and no right over or interest in any such property shall be acquired compulsorily in any part of Nigeria except in the manner and for the purposes prescribed by a law.’”

“Similarly, Article 14 of the African Charter on Human and Peoples’ Rights, and Article 17 of the Universal Declaration of Human Rights guarantee the right to property, and prohibit the arbitrary deprivation of the right. Thus, everyone is entitled to own property alone as well as in association with others.”

“Respect for the right to property is important to improve the enjoyment of other basic human rights, and to lift Nigerians out of poverty. The Nigerian Constitution and international human rights law limit the ability of any government to interfere with private property without any legal justifications.”

Abubakar Malami, SAN, Attorney General of the Federation and Minister of Justice, and Mrs Zainab Ahmed, Minister of Finance, Budget and National Planning were also copied by SERAP.

Again, Obaseki Is Winner |The Source

Godwin Obaseki

By Adesina Soyooye

A Federal High Court sitting in Abuja has confirmed Godwin Obaseki as the duly elected Governor of Edo State.

In confirming him, the Court dismissed the certificate forgery case brought against the Governor by the All Progressives Congress, APC.

The party had alleged that Obaseki committed perjury by forging the academic qualifications which he submitted to INEC.

Specifically, they alleged that the 1979 University of Ibadan degree certificate which he submitted to INEC is a fabrication, and that he didn’t even have the requisite qualifications to be admitted to the University.

But on Saturday, January 9, the Court dismissed the case against Obaseki, affirming that he was not only qualified to get admitted into the University, his degree certificate, contrary to the claims by the plaintiff, is genuine.

Obaseki was a former APC Governor  until the former National Chairman of the APC, Adams Oshiomhole, instigated the denial of a second term ticket to him.

He was a former political godson of Oshiomhole before they fell apart, irretrievably.

Obaseki went ahead to defeat the APC candidate, Pastor Osagie Ize-Iyamu, at the September 19, 2020 Governorship polls.

The spat between Oshiomhole and Obaseki caused Oshiomhole his high profile office as the National Chairman of the APC. He has since remained politically anonymous.
