Governor Hope Uzodinma of Imo State

Governor Hope Uzodimma of Imo State has appointed former Governor of Imo State, Chie6 Ikedi Ohakim and four others as members of the burial committee for late Admiral Ndubuisi Kanu.

The late Admiral Kanu was a one time Military Administrator of old Imo State, that comprised Imo and Abia States.

Ohakim was named Chairman of the Committee.

Other members of the Burial Committee include another former Military Administrator of Imo State, Navy Capt. James Aneke, Minister of State Mines, Dr. Uchechukwu Sampson Ogah, the Secretary to Imo State Government, Chief Cosmas Iwu and his Abia State counterpart, Barr. Chris Ezem.

 Governor Uzodimma had described late Admiral Kanu as a  detribalised Nigerian leader.

The Governor said the Committee shall liaise with the family of the deceased, “the community and Lagos  State Government and organise a befitting state burial for His Excellency, Rear Admiral Ndubuisi Kanu, former Military Governor of Old Imo State.”

Admiral Kanu died on January 13, 2021, where he was, also, a Military Governor, and lived most of his life till he died of COVID-19 related complications. He was a member of the defunct Supreme Military Council of Nigeria.

He was the first Military Administrator of Old Imo State in 1976 from where he proceeded to administer Lagos State in 1977.

CNPP Urges Constitution Amendment to Compel Elected Decampees Resign |The Source

Worried by the trend of defections from one political party to another by elected public office holders, the Conference of Nigeria Political Parties (CNPP) has called for “constitutional amendments that shall make it illegal for anyone elected on a particular political party platform to cross-carpet to another party while still in office.”

The CNPP in a statement signed by its Secretary General, Chief Willy Ezugwu, the umbrella association of all registered political parties and political associations in the country noted that “to deepen democracy, engender social justice and improve the confidence of the electorates in the democratic process.”

According to the statement, the CNPP queried, “how can the voters continue to have confidence in the electoral system and our democracy when people they entrusted to represent them abandon them halfway into their tenure for personal gains?

“Where is the place of ideology in politics? Is politics about personal interest above the interest of the people we hold power in trust on their behalf?”, the CNPP further asked.

The statement added that “for Nigeria to develop, her electoral process must be safeguarded and confidence of the people guaranteed to reduce voter apathy during periodic and rescheduled elections.

“At the least, it is immortal for a person duly elected on the platform of a political party to defect to another without first resigning. It is akin to robbing Peter to pay Paul.

“Nigeria must at this time begin to make conscious effort to promote politics of ideology for the lives of the masses to have a meaning.

“The national assembly should, therefore, use the opportunity provided by the current plan to further amend the 1999 constitution to outlaw the act of defection to any party while in office without first resigning as there is the urgent need to end the now irritating political prostitution in the country.

“We are all aware that the current trend of defections is about protecting one’s loots and scheming to take vintage position ahead of the forthcoming generation elections for mundane gains.

“Today, all that is required is for a corrupt politician to change party to either evade prosecution, end ongoing prosecution or to slow it down for a soft landing verdict.

“The world is watching and the current trend will further worsen the country’s position on the global corruption perception index and we can get this remedied during the ongoing constitution amendment process”, the CNPP observed.

This Magazine  notes that in the past two years, three State Governors – Godwin Obaseki, Dave Umahi, and Ben Ayade of Edo, Ebonyi and Cross River State respectively  – have decamped from their parties to another.

While the defection of Obaseki from the All Progressives Congress, APC, to the People’s Democratic Party, PDP was justifiable, having been inexplicably  denied a  second term ticket by the APC, both Umahi and Ayade could not convince most people on why they defected from the PDP to the APC

OPINION: International Criminal Court: An early warning for Nigerian Officials |The Source

The Rome Statute is the international treaty that founded the International Criminal Court. Comprising of 13 Parts, it establishes the governing framework for the Court. Adopted at the Rome Conference on 17th July 1998, it came into force on 1st July 2002, thereby creating the International Criminal Court.

The Statute sets out the Court’s jurisdiction over genocide, crimes against humanity, war crimes and – as of an amendment in 2010 – the crime of aggression.

Nigeria has ratified the Statute, thus making the Nigerian State and non-State actors subject to the jurisdiction of ICC. The Nigerian State means its President and his appointees, especially the heads of the security agencies, their commanders, officers and the other ranks under them. It also includes Governors and all personnels working under their authority, directly or indirectly.

Among other things, the International Criminal Court was created to end impunity for perpetrators of genocide or crimes against humanity and it’s easily implicated wherever the perpetrators are the same as the persons officially saddled with the responsibility of protecting their victims. An example will include where State actors are known to have issued orders that directly or indirectly led to extrajudicial killings or other inhumane treatment.

The Statute defines genocide, in pertinent part, as including the killings or causing serious bodily or mental harm to an ethnic or national group with the intent to destroy them in whole or in part. If other elements are met, genocide becomes easier to prove when the perpetrator is of a different ethnicity from his victims. Nigeria is a tinderbox because of its many ethnicities and the genocidal tendencies that have been driving some of its officials in the implementation of security operations when it comes to a particular ethnicity.

Crimes against humanity include the widespread or systematic attack directed against any civilian population through murder, extermination, torture, imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law. Included also is persecution against any identifiable group or collectivity on political, ethnic or religious grounds universally recognized as impermissible under international law.

This is where Nigerian State actors need to be very circumspect when dealing with proponents of self determination because self determination is a political opinion clearly recognized under international law.

No government official enjoys immunity from ICC prosecution for genocide or crimes against humanity and there is no statute of limitation. In plain terms, neither the Nigerian Constitution or its sovereignty, nor the passage of time will protect you. Just imagine how long it took to nab Charles Taylor.

Under the Statute, commanders and superiors are saddled with special criminal responsibilities. In particular, a military or police commander, de jure or de facto, is criminally responsible for crimes within the ICC’s jurisdiction if committed by forces under his effective control or authority.

Within purview also are crimes caused by neglecting to exercise proper control over forces under him where the commander either knew or should have known that the forces were committing or soon to commit such crimes and the commander neglected to take all necessary and reasonable measures within his power to prevent them or to submit the matter to the competent authorities for investigation and prosecution.

If the commander or superior officer is the one directly suborning the crime, such as in the case of Slobodan Milošević or Charles Taylor, the elements of the offense are met without more. Suborning the crime includes issuing direct orders to “shot to kill or shoot at sight”.

And for junior officers or other ranks, superior orders are not defenses to genocide or crimes against humanity. This means that when your superior officer orders you to “kill them all”, think twice before pulling that trigger.

The ICC Prosecutor shall initiate an investigation of alleged genocide or crimes against humanity upon receipt and evidentiary evaluation of information that provides a reasonable basis for the allegation.

On December 11, 2020, the Chief Prosecutor of the International Criminal Court (ICC), which has been investigating Nigeria for crimes that implicate the Rome Statute, made the following findings, amongst others:

‘Following a thorough process, I can announce today that the statutory criteria for opening an investigation into the situation in Nigeria have been met. Specifically, we have found a reasonable basis to believe that members of the Nigerian Security Forces have committed the following acts constituting crimes against humanity and war crimes: murder, rape, torture and cruel treatment; enforced disappearance; outrages upon personal dignity; intentionally directing attacks against civilian population and against individual civilians; unlawful imprisonment; persecution on political grounds; and other inhumane acts’.

Anybody who has been observing Nigeria since late 2015 would easily discern that some of the evidence examined by the ICC Chief Prosecutor included the killings at Nkpor in Anambra State, the night vigil killings in Aba, Abia State, the Onitsha head bridge killings, the killings issuing from Python Dance at Afaraukwu, Abia State and in which IPOB leader, Mazi Nnamdi Kanu nearly lost his life and  lately, the August 2020 Enugu massacre and the killing of EndSARS protesters in October 2020 in Lagos.

It’s instructive that these killings occurred from the inception of the present administration and State actors were implicated from the lowest rungs to the very top. The evidence, including visuals, is legion and unassailable. So, your guess as to who might ultimately be charged before the ICC is as good as mine. For now, the jury is still out on their identities because the developing indictment is as yet under seal.

Meanwhile, after December 2020, there have been more killings, woundings, torture and rape including, particularly, at Obigbo and other locations in Rivers State and the Southeast, and lately the killings that have occurred and still occurring in the wake of the current security operations in Eastern Nigeria, code-named Operation Restore Peace which – in its implementation – is beginning to look like a misnomer.

In the midst of all these, it will be naive and foolhardy for Nigerian State actors (Federal, State and local) to believe that the ICC is not keeping tabs and building a stronger case from the quantum credible evidence mined from the many petitions streaming in from various sources.

So, for what’s worth, this humble piece is an early warning to all Nigerian officials who are – directly or indirectly – involved in any extrajudicial killings or other inhumane treatments that appear to be the order of the day in this era.

Ondo Gov Akeredolu Calls For National Dialogue To Resolve Nigeria’s Problems |The Source

Ondo State Governor, Mr Oluwarotimi Akeredolu, SAN, is insisting that nothing but National dialogue could resolve the mirage of challenges facing the country at present.

He has, therefore, charged the Senate Committee on the review of 1999 Constitution to address the minds and concerns of Nigerians as it begins public hearing.

Governor Akeredolu, while receiving members of the Constitution Review Committee in Akure, said the people are desirous of National dialogue to chart a new course for the nation, adding that it is crucial for the continued existence of the country.

The Committee was led by the  Deputy Senate majority leader and Senator representing Ondo North Senatorial district, Prof. Ajayi Borrofice.

Other Members of the Committee, include Senator Biodun Olujimi; Senator Nicholas Tofowomo; Senator Olubunmi Adetumbi and Senator Micheal Opeyemi Bamidele.

The Senators are in Ondo State to hold a Public Hearing on the Review of the 1999 Constitution (As Amended).

The Governor noted that people are losing confidence because a number of issues have been allowed to fester for too long.

While reiterating his unwavering commitment to the unity of the nation, Governor Akeredolu noted that the issues of insecurity and true federalism have affected many things in the county, including the trust of the people.

“I keep making a case anytime I have the opportunity. My circumstance cannot make me believe in secession. My wife is from the South -east. My Sons married from other regions outside South-west.

“But strong points have been made. Everybody wants to see fairness, federalism. Those are the areas. Is this how to run a Federal Government? Is it an inclusive one? How do we have fair representation? People are worried.

“This Constitution Review, your efforts, I pray it should be accepted. Our people believe that there must be dialogue.

“People are saying we want national dialogue. How we convoke it, I don’t know. I believe those are issues we must look at.

According to him, the people are already on the edge, adding that the issues of farmers/herders clash can not be wished away in the course of the public hearing.

“It is not easy to wish herders/farmers clash away. Our people are on edge. What are we saying about Police?

“Are we stressing multi-level policing? Are we talking about State Police? I believe opportunities are there for us in this country.

Earlier, Senator Borrofice described the Constitution review as a crucial exercise, especially at a time the nation is confronted with many issues.

He identified the issues of ethnic nationalism and restructuring, which are at the front burner, as part of the reasons the exercise becomes important this time.

He said the Committee is committed and determined to carry out the review of the constitution.

It is another black week for the Movie Industry, popularly known as Nollywood, as another veteran actress, Ify Onwuemene has died.

The death of Onwuemene is coming few days after the death of another veteran Actor and Movie Producer, Abiodun Aleja.

The Nollywood star, who is known for her role in the popular sitcom ‘Everyday People’, was diagnosed of Endometrial Cancer, leading to her demise.

Breaking the news, her colleague in the film industry, Gloria Anozie-Young, took to her Facebook page to mourn her exit.

Explaining the circumstances surrounding Onwuemene’s death, Anozie-Young stated: “With a deep sense of loss but total submission to God Almighty, we regret to announce that IFEY ONWUEMENE has gone to be with the Lord.

“IFEY ONWUEME was diagnosed with endometrial cancer. Her womb was removed, but she has been battling the ailment for many years now.

“In 2019, even after eight sessions of chemotherapy, the doctors told her she had reached stage 4. However, we are not sure if she was given the wrong diagnosis or being treated with the wrong chemo, because she still felt pains on her upper abdomen and her tummy bloated.

“Ify spent more than N10m, being helped with donations by her fellow actors and other Nigerians. A GoFundme account was opened for her, but it did not yield much. She had to go draining every two weeks for N280,000, but only 3 litres of liquid can be removed at a time so that her heart is not affected.

“IFEY has finally gone to rest, today 25th May 2021. May her soul rest in perfect peace. Amen”.

The Nollywood actress will be sorely missed by colleagues, family and friends for her interpretation of roles assigned to her and the warm relationship she shares in the industry.

Emefiele to Bandits; Surrender Now, Embrace Anchor Borrower Scheme

The Central Bank of Nigeria CBN Governor, Godwin Emefiele has warned armed bandits to drop their arms because time is running out for them, as the nation’s armed forces are coming after them with all they have and there will be no escape route for them. Emefiele said the only way out for the criminals is to embrace peace now.

The apex bank said this at the end of the two day MPC meeting in Abuja, on Tuesday, noting that the country is expecting 12 fighter jets to bolster the military arsenal against the hoodlums who are operating mostly in the northern parts of the country, adding that the security challenges in the country will soon be a thing of the past.

The federal government has recently said the Tucano jets ordered from the United States of America, USA were billed to arrive by the end of July.

President Muhammadu Buhari had, in 2018, approved $496 million for the procurement of the aircraft to boost Nigeria’s war against Boko Haram.

Emefiele said “If you want an economy to grow, the level of insecurity must be low because if there is a high level of insecurity like what we see today, the economy will suffer. Efforts are now targeted at south-eastern and north-eastern parts of the country.

“About three years ago, the federal government and the United States signed a pact that resulted in a government-to-government acquisition of military equipment, out of which, we are expecting 12 fighter planes that would help us solve our insecurity. I am aware that six of them are coming to the country in the month of July and August.”

Meanwhile, the CBN boss urged bandits and those living in the bushes to drop their arms and embrace the apex bank’s Anchor Borrowers’ Programme.

The Anchor Borrowers Programme, ABP is a scheme introduced by the CBN in 2015 to offer credit facilities to Nigerian farmers to bolster food production in the country. It is a major policy thrust of the President Mahamamdu Buhari’s administration meant to ensure food security.

The scheme was launched on November 17, 2015 through the CBN to boost agricultural production by Small Holder Farmers, SHF. More than N200 billion has been reportedly set aside for the scheme.

According to checks, over 3.1 million farmers have been financed for the cultivation of crops across twenty-one agricultural commodities captured under the ABP since inception, while a total of 3,107,890 farmers had been financed for the cultivation of 3,801,397 hectares across 21 commodities through 23 Participating Financial Institutions, PFIs in the 36 States of the Federation and Federal Capital Territory, FCT.

For the second time in less than nine weeks, soccer analysts and enthusiasts have queried the inclusion of Kano Pillars and Super Eagles Captain, Ahmed Musa, in the 24-man team that will play the Indomitable Lions of Cameroon in an international friendly in Vienna, Austria.

Coach Gernot Rohr named a list of 24-Players mostly European based for the encounter later in June, but Rohr’s decision to include his mercurial Captain into the squad has been widely condemned.

It would be recalled that Rohr named Musa in the list of players that prosecuted the 2021 African Cup of Nations Qualifiers against the Squirrels of Benin Republic and the Crocodiles of Lesotho in March, 2021, leading to Criticism from different quarters, especially Ex-Internationals who are of the opinion that the former CSKA Moscow Football Club of Russia does not merit to be in the squad, having failed to be attached to any club side for over a season.

Musa recently signed for Kano Pillars Football Club of Nigeria in the second half of the Nigeria Football Professional League, NPFL, but he has just made an appearance, putting in doubt his fitness level and the rustiness he has shown in previous international duties.

Lekan Joseph, a soccer analyst and Manager of Kosach Football Academy is of the opinion that Rohr shouldn’t have invited the former Leicester City Football Club player because he has proven why he should be included in the team.

“We are always sentimental in Nigeria and I don’t appreciate Rohr for his actions. How can you invite a player that hasn’t played active football for over a year? This is ridiculing. No player is superior, if he has not been playing regularly and performing brilliantly, then he should be left out.

“Let’s put aside him being the Captain of the team. He doesn’t merit to be in the team, then leave him out. When he is in form, he can be invited. A player that is selecting matches to play for his Club because of his status, is not worth to be in the national team. We celebrate mediocres. There are other players that have performed well this season, why don’t you invite them rather you invited a player that doesn’t worth it”, he said.

Esther Johnson, a football journalist and sport analyst said he wasn’t expecting Rohr to invite Musa, so it came as a shock to her.

“What has Musa played this season for Kano Pillars to merit a call up? A players that hasn’t played up to three matches for his Club is been invited shows how our coaching crew think. Musa doesn’t deserve to be in that team.

“We understand that he is the Captain of the team, but he has been awful and has not played active football for a long time, so why calling him. I don’t know the criteria used by Rohr in his selection, but he has always said that in form players will always get a call up. But Musa is not in form and has been match Rusty and also added weight. So what was the measures used in bringing him on board”, Johnson queried.

Rohr had trimmed his initial 31-man squad to 24 players for next month’s friendly against Cameroon.

Deputy Captain William Troost-Ekong who recently led Watford Football Club of England back to the English Premier League from the Championship amde the cut, surprisingly, Kenneth Omeruo has been axed from the team.

Home-based trio of Musa, John Noble and Anayo Iwuala are included in the squad.

Interestingly, the duo of Simeon ‘Simy’ Nwankwo and Peter Olayinka made a surprise return back into the national team with a call up for the friendly encounter.

Bode George Chides Wike, Says One Tree Does Not Make A Forest |The Source

Former Deputy National Chairman of the PDP, Chief Bode George, has chided Governor Nyesom Wike of Rivers State for saying that the PDP would suffer heavily  if he, Wike, leaves the party. George dismissed the statement as arrogant and uncalled for.

Wike’s utterances are unfortunate,  and an arrogance taken too far, Chief George said.

Wike, had, a couple of days ago, described himself as an asset to the PDP. He had boasted: “If I leave PDP tomorrow, the party will suffer. I am an asset to the PDP. If I leave the party today, I will win election in any party I find myself”.

George, however, slammed Wike for using unguarded words, stressing that the Rivers State Governor  should understand that a tree does not make a forest.

“The statement from him is most unfortunate and it is uncalled for. He should know that a tree doesn’t make a forest. If the founding fathers of PDP had said such things then, will Wike be Governor under PDP platform today? I want to believe he never uttered such a statement. Maybe he was misquoted”.

“To me, the PDP will never suffer if an individual leaves. Some founding fathers labored to make the party what it is today. Now, the likes of Wike are in charge. Wike too will leave someday and others will continue from where he stopped, so why the blabbing and noise all over”, George said.

The Nigerian Press Organisation, NPO, comprising of the Newspapers Proprietors’ Association of Nigeria, NPAN, Nigerian Guild of Editors, NPAN, and the Nigerian Union of Journalists, NUJ, has bemoaned the state of the Nation.

In a statement issued after a meeting held on Friday, May 21, it noted that “Criminality – kidnapping for ransome, banditry, arson, killings – defines the everyday reality for a good number of our citizens.”

The NPO said that at the centre of all these are:

*High Cost of Governance;

*Devolution of Powers/Restructuring;

Petroleum Subsidy Removal; and,

*Accumulation of Foreign Dept, among others.

In a five point communique signed by Kabiru A. Yusuf, Mustapha  Isa, and Chris Isiguzo, Presidents of NPAN, NGE, and NUJ, respectively, the NPO said “Nigeria has been embroiled, lately, in profound socio-economic, political and security challenges that threaten its very existence as reflected in ethnic divisions and separatist agitations in the country, with growing fears that an implosion is imminent.”

Following is the NPO’s Statement entitled:

STATE OF THE NATION

The Nigerian Press Organisation, comprising of the Newspaper Proprietors’ Association of Nigeria (NPAN), the Nigerian Guild of Editors (NGE), and the Nigeria Union Of Journalists (NUJ); after their meeting on Friday May 21, 2021 on the State of the Nation make the following deposition:

Nigeria has  been embroiled lately in profound socio-economic, political and security challenges that threaten its very existence as reflected in ethnic divisions and separatist agitations in the country, with growing fears that an implosion is imminent.

Today,  criminality – kidnapping for ransom, banditry, arson, killings – defines the everyday reality for a good number of our citizens.

At the centre of all these are:

*High Cost of Governance;

*Devolution of Powers/Restructuring;

* Petroleum Subsidy Removal; and

* Accumulation of Foreign Debt, among others.

We, leaders of the media and major stakeholders in the Nigeria Project, given the responsibility imposed on us by Section 22 of the 1999 Constitution, as amended, state  as follows :

* That we believe in the oneness of  Nigeria and that its population of about 200 million people, if resources are well managed, have innumerable  advantages – both in economic and soft power,  and that this should not be sacrificed on the altar of ethnic or tribal chauvinism.

* That one of the triggers for the current socio-political, economic, and security challenges in the country is high cost of governance, reflected in the outrageous allowances and flamboyant  lifestyles of our political leaders. These leaders, rather erroneously, misconstrue public service for primitive accummulation of wealth, instead of its being a platform for galvanising development and satisfying the collective aspiration of our people for quality life in a safe and secure enviroment. One of the consequences of this ostentatious lifestyle is the new craze among a growing number of youths that the end justifies the means in their quest for easy wealth.

*That in a Federal system of government, particularly in a country like Nigeria which is diverse in ethnicity, culture, and religion, an overbearing  centre is counter productive  to the development of the centre itself and the component units. To leave the Federal Government with 68 items under the Exclusive Legislative List, including policing, is a recipe for unending destructive tension in the struggle for advantage among the federating units. It explains why our country is seemingly overwhelmed by non-state actors engaged in criminality and separatist agitations.

Given the above, we call on the Federal Government to:

  1. Immediately take steps at devolving powers to the component units by implementing the El Rufai Committee Report, which among others, recommends State Policing, in addition to other far reaching adjustments to the structure of governance. The continued delay to implement the report after its recommendations have been approved by all the organs of the ruling All Progressives Party, in line with  the manifesto for which the party sold itself to win the 2015 election is self-defeating. We hold that its implementation will curb the galloping rate of criminality, reduce tension across the country, and reset the botton of development.
  2. Implement the Orosanye Report, which provides  a veritable road map for arresting the unsustainable high cost of governance. A reduced cost of gevernance will free substantial funds to fight insecurity,  provide social safety nets for the generality of the people, fund developmental projects, and stem the current penchant for external and local borrowing by government.
  3. Put pressure on the National Assembly to pass the Petroleum Industry Bill, (PIB), which has gone into our history as the longest bill to ever go through legislative processes. It is of common knowledge that the petroleum industry has been long overdue for an overhaul and the passage of the bill will be a major boost. That the bill has  stayed this long in the National Assembly militates against improved corporate governance in the oil sector.
  4. There is a need to avoid the debt overhang inherent in excessive borrowing. We are aware that borrowing is good so long as such loans are deployed to funding enduring development projects, within the GDP ratio. However,  the current borrowing in the face of the slide in the value of the country’s number one revenue earner-oil remains worrisome.
  5. We appeal to politicians and state actors to minimise their inflammatory rhetoric in order to reduce tension and ease the growing sense of fear among the people.

The Ebonyi State Police Command has identified the “suspected suicide bomber” who, accidentally,  blew himself up Tuesday afternoon.

He was a Police Inspector of the Mobile Police Squadron 32.

Debunking the viral story of a suicide bomber, the Police said the Inspector, Mr Idi Aminu, was on.a special assignment to Afikpo North Local Government Area when he accidentally blew himself up.

The Police said there was no bomb. What accidentally detonated and killed the Inspector, was a Hand Grenade.

Nobody knows why the Police did not issue a statement immediately to douse tension, but  the Spokesperson of the Ebonyi Police Command, Loveth Odah, said the officer died of an accidental explosion of his hand grenade.

Her words: “He mistakenly hit the lead of his grenade which was hanging on his waist with his elbow resulting in the deadly explosion.”

The Inspector, she  confirmed, was an operative of MOPOL 32.

His remains has been evacuated to a mortuary,

Odah said.

The incident caused a stir in the State and environs, instilling fear into the people.
