The Conference of Nigeria Political Parties (CNPP) has described as “belated and a clear sign of the level of incompetence and lack of foresight in and around the President Muhammadu Buhari administration” the advice by senate President Ahmad Lawan for reduction in borrowing to fund annual budget.

The umbrella body of all registered political parties and political associations in the country also called on anti-graft agencies to identify, recover stolen revenues, arrest and prosecute all heads of agencies and ministries involved in the alleged unremitted internally generated revenue (IGR) in the country.

CNPP in a statement issued in Abuja on Tuesday by its Secretary General, Chief Willy Ezugwu while reacting to the advice by Senator Lawan also called for investigation of his denial of bribery allegation relating to the passage of the Petroleum Industry Bill (PIB).

“Senator Ahmad Lawan even went ahead to confirm that ‘so many agencies of government that are not remitting their internally generated revenues and this is something that we have to address and address as stiffly as possible and as quickly as possible because we need to find a way of reducing the borrowing that we do’ which vindicated CNPP’s long standing position that Buhari administration is full of incompetent persons.

“For the top principal officer of the National Assembly to suddenly realise that the Buhari administration is borrowing too much money after the same lawmakers consistently approved external borrowing, including permitting clauses that signed out Nigeria’s sovereignty is belated and a clear sign of the level of incompetence and lack of foresight in and around the President Muhammadu Buhari administration.

“The President of the Senate progressively held the view that any bill or request by President Buhari will be passed by the Senate. Several Senate’s approvals of requests by President Buhari or bills that cover the interest of appointees of the President or his party, including unbridled external borrowing against public outcry by Nigerians.

“It is a shame that Nigeria has the current Principal Officers of the National Assembly, the worse anti-people legislative leaders since the advent of the current democratic experiment.

“With the confirmation by the President of the Senate that several agencies of the federal government are not remitting their internally generated revenues to the national treasury depicts of the unprecedented level of hypocrisy in the fight against corruption by the Buhari administration.

“We call on all relevant anti-graft agencies to rise up to their duties to not only prevent the looting of the nation’s treasury but to also swing into action immediately to identify, recover stolen revenues, arrest and prosecute all heads of agencies and ministries involved in the alleged unremitted internally generated revenues to the Treasury Single Account (TSA)”, the CNPP charged.

On allegation that Senator Lawan got $2 million (about N823 million) while the Speaker of the House of Representatives, Femi Gbajabiamila was paid $1.5 million (about N617 million) as bribes to facilitate the now distasteful percentage for oil producing communities in the Petroleum Industry Bill (PIB), which Lawan denied, the CNPP said, “it is trite in law that you cannot be a judge in your own case.

“We equally call on all anti-corruption agencies in the country to investigate this bribery allegation and bring all those involved to book. Nobody expects any accused public officer to easily own up to his or her crime. The denial by the Senator makes no meaning to us.

“The alleged source of the funds, the Minister of State for Petroleum Resources, Timipre Sylva, each senator who was said to had received $20, 000 (about N8.2 million) and members of the House of Representatives who allegedly got $5,000 (about N2 million) each, should publicly investigated to determine what actually transpired beyond mere denial”, the CNPP stated.

Banks Move to Curb Forex Racketeering

Commercial banks in the country are taking serious steps to deal with forex racketeering to prevent sanctions from the Central bank of Nigeria, CBN, the magazine has learnt.

The CBN, had last month, directed commercials bank in the country to sell forex directly to customers after it stopped forex sales to bureau de change. Godwin Emefiele, the apex bank Governor said the measure became necessary after he raised concern “that BDCs have allowed themselves to be used for graft”.

The CBN boss later said the regulator has taken measures to prevent banks from turning forex sales to a racket, warning that “we will deal with them ruthlessly and we will report the international bodies.”

The banks, obviously, do not want to fall under the hammer of the CBN and have therefore, on their own part taken measures to ensure seamless sales of forex to customers, devoid of any fraud.

The first indication to this emerged penultimate week after bank chief executive officers, said at a press briefing after the Bankers’ Committee meeting that they have set up teller points in their respective banks to attend to customers’ forex needs.

The managing director of Access Bank and Chairman of the committee, Herbert Wigwe, who spoke after the meeting, however, warned customers to comply with the rules stipulated by the CBN, as those who do otherwise would be reported to the law enforcement agencies for prosecution.

The magazine learnt that the banks have since followed up by sending messages to their customers to make proper documentation for their forex request as any infraction on their part will attract sanctions.

One of the banks, the United Bank for Africa, UBA, in a statement, urged customers to follow the CBN set rules for their forex request, while submitting documents to obtain Forex for personal, business and travel use.

This includes payment for overseas education, medical and other eligible invisible transactions, the bank said in the statement.

The bank said one of the rules is that forex will only be sold for legitimate travel purpose as applicants are required to provide a valid Nigerian passport and a valid visa to an international destination.

UBA said “Your ticket must be to an international destination outside of West Africa and Cameroon. You are required to provide an international return ticket, with a travel date not more than 14 days from the date of PTA/BTA purchase,” the statement reads. PTA and BTA requests are limited to a maximum of $4,000 and $5,000 per quarter per applicant respectively.

 

 

“Customers are required to return purchased PTA/BTA to their bank within two (2) weeks from the date of purchase if not utilized for the intended purpose or if for any reason the scheduled trip is cancelled.”

Application on behalf of a third party is not allowed for forex requests the bank said, warning customers against the use of fake document to avoid being punished.

It warned customers not to “Apply on Behalf of a Third Party. FX will only be sold directly to applicants who shall be Nigerians who are 18 years and above and have a valid Bank Verification Number, BVN.

“False application and use of fake documents to purchase PTA/BTA is strictly prohibited and is a financial crime punishable under the applicable laws in Nigeria.

“Defaulters of this FX policy may face sanctions that include being barred from accessing FX from the official FX market in the future, restrictions on their bank account(s) for such periods as may be determined by CBN as well as possible criminal prosecution,” the Kenneth Uzoka-led bank said.

The Vice Presidential Candidate of the People’s Democratic Party, PDP, in 2019 elections, Mr Peter Obi, has urged Bishops, and by extension the Leaders of the Church, not to relent or be discouraged in constantly speaking out against the societal ills in the nation which, he said, are getting worse by the day.

Obi said this while addressing journalists after the Opening Mass for the Second Plenary of Catholic Bishops Conference of Nigeria held in Enugu. The challenges facing the nation, he emphasised did not begin today, but were as a result of bad leadership which has continued over the years.

The recruitment process of Leaders,  Obi lamented the  is faulty and has continued to produce political leaders who are not leading the country to the right direction. He asked the Bishops to join their voices in reminding the people of the need to elect capable leaders who have track records of integrity into office.

Obi: “The recruitment process through which leaders come into office is far more important than what they do in office.”

On the issue of insecurity worsening by the day, Obi urged the Government to do more in fighting insecurity while maintaining that building a viable economy will be critical in tackling the menace. He opined that poverty alleviation, jobs creation, and other economic activities are useful tools for combating insecurity.

Obi also appealed to the Bishops and Religious Leaders to keep speaking out against corruption and abuse of office which, he said, has permeated every part of the country. He maintained that public office holders should always account for funds entrusted to them.

Speaking on Nigeria’s debt profile, Obi said that borrowed funds must be channeled into production and not for consumption. He urged the church leaders in Nigeria to join their voices and speak out more against the ills of the Nigerian society.

Akeredolu Charges New AIG To Support Ban On Open Grazing, Amotekun

Ondo State Governor,  Rotimi Akeredolu, has told the new Assistant Inspector General of Police, (AIG) Zone 17,  Ene Okon what could make his job smooth in the State.

Governor Akeredolu, while playing host to the new Zonal Police boss said his administration has banned open grazing in the state and established the Zonal Security Outfit Amotekun, which he wanted the police to support.

The Governor,however clarified that “Amotekun was not established to compete with the police but to complement its operations.

“Let us all work together. It is clear that the essence of the creation of Amotekun is community policing.

‌”And since the number of police is being depleted daily and the level of crime is increasing, it will be difficult to spread out with your limited number. Since Police cannot be everywhere, Amotekun is here for collaboration.”

The AIG had commended the  Governor for his doggedness in the creation of the State Security Network codenamed ‘Amotekun’, saying Akeredolu has laid a solid foundation for community policing with the creation of the security outfit.

He also noted the relative peace in the state and said that it is no mean feat to maintain peace and order.

“I know Ondo was one of the endangered states in terms of farmers/herders clashes. But the story has changed.

“Ondo is now one of the most peaceful states in Nigeria. You have made the job of the police and other security agencies simple. I know I am coming here to rest because you have done most of the job.

“I have been reading and hearing your doggedness on the creation and operation of Amotekun. Some people may have a different perception about Amotekun, but you have enhanced Community Policing through Amotekun.

“Amotekun is one of the veritable organs for community policing. It is a great bridge between the police and the Community.

“You have created a very good atmosphere for me to work here because you have done your job as a Chief Security Officer.

“I am to work with you in conjunction with the Commissioner of Police. I assure you, with the commissioner of Police, we are going to move Ondo to the next level security-wise.”

Mr Okon also lauded Governor Akeredolu’s effort in the creation of Zone 17 and thanked him for the numerous works done in the zonal headquarters.

As intensive search for two officers kidnapped by bandit at the Nigerian Defense Academy, Kaduna state continues prominent groups in the country such as Arewa Consultative Forum has condemned worsening insecurity in the nation.

Two officers were reported killed and other one kidnapped during the attack by the dare-devil kidnappers who stormed the nation’s elite military training camp in the early hours of Tuesday.

Major Bashir Jagira, the NDA spokesman confirmed that two officers were killed during the attack.

“The security architecture of the Nigerian Defence Academy was compromised early this morning (Tuesday) by unknown gunmen, who gained access into the residential area within the academy in Afaka. During the unfortunate incident, we lost two personnel and one was abducted.

“The NDA community and the cadets are safe in the academy. We assure the general public that these unknown gunmen will soon be apprehended and the abducted personnel rescued,” Jagira said.

Also, General Lucky Irabor, the Chief of Defense Staff, CDS said after the attack that the military is on the trail of the abductors to recover the officers. The CDS also stated that the security of the facility was compromised by insiders, adding that errant officers will be fished out and punished.

Irabor said “The gallant troops of the Armed Forces of Nigeria, in joint operations are in hot pursuit of bandits that attacked the offices’ quarters of the prestigious Nigerian Defence Academy, in Kaduna early hours of August 24, 2021.

“The gunmen who sneaked in after breaching the perimeter fence went straight to the officer’s living quarters and started shooting sporadically. Unfortunately, two brave and gallant officers paid the supreme price, while one other officer was abducted by the bandits in the process.”

The military explanation over the attack, is obviously, not satisfactory to ACF, the Northern social, political organization and others who slammed the government for the worsening insecurity in the country.

The ACF, through its National Publicity Secretary, Emmanuel Yawe, described the attack on the military monument as shocking, adding that the incident highlighted the parlous state of insecurity across the country.

He said, “It’s a terrible development. It underscores our parlous state of security in Nigeria and the uncountable calls by the ACF and others for something to be done by the government to improve our collective security.

“The latest security breach is another embarrassment to the ACF. The NDA is a proud monument of the efforts of the first generation of northerners, who fought hard to bring development to the North; the likes of Muhammadu Ribadu, Sir Abubakar Tafawa Balewa and Sir Ahmadu Bello, who brought the institution to Kaduna. They did not bring it here for our generation to hand it over to bandits or whatever we call them.”

The Southern Kaduna Progressive Union, SOKAPU in its condemnation of the attack said Nigeria could become Afghanistan in no distant time.

The spokesman for SOKAPU, Luka Binniyat, said it was shocking that the attackers carried the despicable act so successfully without any casualty on their part.

SOKAPU said, “This attack, the killing of two officers and the kidnapping of another one at the NDA, to be honest, did not come to SOKAPU as a surprise at all. This is because even the barracks of the Command and Staff College, Jaji, which is between Zaria and Kaduna, has been invaded a few times this year by the same armed men, who went away with cattle and other loot.”

Meanwhile, the Kaduna state government has expressed sadness of the attack.

The state’s Commissioner of Internal Security and Home Affairs, Samuel Aruwan, conveyed the government heartfelt sympathy to the institution, the immediate families of officers killed by the bandits as well as the family of the abducted officer.

From what we have seen and heard so far, it seems most likely that the race for the 2023 Presidential position would end up as the fiercest, most contested, and perhaps the most controversial since Nigeria’s return to civilian rule in 1999. We all must keep an eye on 2023. In 1999, President Olusegun Obasanjo emerged not because he was a known, seasoned, politician but because the country needed a pair of steady hands and a strong character, with the right connections and experience to save the faltering ship of state, and move the country beyond the evil annulment of the 1993 Presidential election.

Obasanjo delivered. But he ran into troubled waters with his succession plans: the politics of Third Term, the bitter quarrel with his Vice President, Alhaji Atiku Abubakar, and his open endorsement of Alhaji Umaru Musa Yar’Adua, whose health status and eventual death in office defined the highest office of the land. President Goodluck Jonathan who succeeded his boss, Yar’Adua was a collective product of the law, and the majority insistence on what was right. His presidency was a turning point and a major historic landmark for Nigeria, an affirmation that Nigeria could also be a land of dreams where a man of humble beginnings could rise to the top.

By 2015, the forces of elite conspiracy and ethno-religious myopism, organised an acidic campaign against the Jonathan Presidency and got him out of office. He was succeeded by President Muhammadu Buhari, a former military Head of State, who had sought the Presidency of Nigeria as a civilian three different times – 1999, 2007 and 2011. In 2015, he was propelled into office by an electorate that had embraced his managers’ promise of change and hope. He was yet another rallying point for great expectations. In 2023, the circumstances would be different. There is no coalescing, propelling force, at this time behind any aspirant, on such a national scale, and of such a momentum as we saw with Obasanjo, Jonathan, and Buhari’s cult-like popularity. And this is why the 2023 Presidency is fast becoming a desperate gamble, a ‘try-your-luck’ kind of proposition, without any core basic agreements. A kind of anybody’s game, generating tension, so early, so far from the commencement of the 2023 electoral process.

There is no consensus on any issue. The people of the South East argue, rightly that, it is their turn to produce the President of Nigeria. No Igbo man has been President since 1999, although Igbos have helped to put others into office. They want the marginalisation of Igbos to end. They want it on record that the Igbo race is not inferior to any other group in Nigeria. Igbos are the third largest ethnic group in the country. They have been told by Northern spokesmen that nobody will offer them the Presidency on a platter of gold, and that in any case, they should go and organise themselves and reach out to other Nigerians especially now that there is an internal debate in the South East about identity politics – who is Igbo and who is not and who is more Igbo than the other? Many persons consider this suggestion, an insult! The people of the North East and Central zones also insist that it is their turn to have their kinsmen inside the Presidential Villa and that  after the Presidency has gone round the six geo-political zones, we can then begin to talk more seriously about those principles of merit, competence, knowledge – the same issues the other privileged geo-political zones never stretched when the Presidency fell into their laps.

Constitutional provisions on eligibility for the Nigerian Presidency are stated in the 1999 Constitution. There is no mention of ethnicity or geographical zone, although Section 14(3) and (4) mention Federal Character, diversity, unity and justice. The two major political parties have since agreed on an unwritten code of Rotational Presidency, but this is beginning to look more like a tool of political expediency. Ahead of the 2023 general elections, Nigeria’s two major political parties – the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) are both engulfed in crises that could be counter-productive.

There is no clarity on both sides about how the 2023 process could be used to address the people’s concerns. Not even the National Assembly is serious about the provision of an electoral framework that can inspire trust and confidence. In 2021, Nigeria’s 9th National Assembly, dominated by the ruling party, voted to prevent the adoption of electronic transmission of election results. The Independent National Electoral Commission (INEC) says it is possible and doable, the politicians disagree. In smaller, neighbouring African countries, electronic transmission of results is not a problem. In Nigeria, it is a source of crisis.

But what I find even more disturbing is the bad rhetoric that is beginning to build up, the high velocity intolerance and the threat of violence that hang dangerously in the air, and the refusal of some emergent “stomach democracy activists” to engage in decent conversation. This has been a bane of Nigerian politics. But it is getting worse. It could even become more frightening. The professional political class must seek counselling for its growing mass psychosis. The right of Nigerians to choose, to express their differences and choices must be respected. Nobody has a monopoly of the right to Nigerian citizenship, or the corridors of power. The way some interested parties are carrying on is deplorable.

I recall writing once in this column about likely candidates for the 2023 Presidency titled “The South West Presidential Hopefuls” (April 20, 2021). I made some categorical statements about the chances of those who were in the news at the time: Senator Bola Ahmed Tinubu, Professor Yemi Osinbajo, Senator Ibikunle Amosun and Dr Kayode Fayemi of Ekiti State. It was my own review of the political situation and the possibilities. But what did I get in return? Those who felt I was critical of their masters went after me with a sledge hammer.

I read one reasonable piece in which the author tried to respond to the issues raised but the others were so poorly written, I couldn’t waste my time reading till the end. Bad writing gives me migraine and there seems to be a large supply of hacks around many of our political figures. In the 80s and 90s, we used to have quality debates in Nigerian newspapers. Today, the space is dominated by hacks without brains. Well maybe I was lucky. They didn’t abuse my parents.

Since that piece, the conversation about 2023 has gained greater momentum, beyond zoning and possible Southern candidates to a full-blown obsession. This reached a peak recently with the prescriptions by former Head of State and President, General Ibrahim Babangida during an interview with Arise TV, ahead of his 80th birthday on August 17, 2021. I wrote a review of some of his submissions in the context of what marked his 80th birthday: an attempt at revisionism on certain key historical points, but again I got thoroughly abused by one of the key organizers of the IBB white-wash. I have made my point. (See Reuben Abati, “IBB’s Birthday Interview”, ThisDay, August 10, 2021).

The IBB interview, considering his own stature added oxygen to the 2023 Presidential debate. ThisDay newspaper followed up with a front-page list of 31 likely candidates, and a review of those who can lead Nigeria in 2023. I take all of that as a healthy promotion of public conversation. But it merely ended up showing a certain trait that I think can pose a threat to the journey towards 2023: the thinking by some people that the Presidency of Nigeria is already an acquired right. How? When? Where?

One of the immediate reactions to the ThisDay list came from Dr. Doyin Okupe, veteran politician, spokesperson to a political party, the defunct NRC, and media adviser to two former Presidents. Dr. Okupe, appearing on Arise TV Morning Show, said there are only three possible candidates: Senator Bola Tinubu, his good self and incumbent Vice President Yemi Osinbajo in that order. We later hosted Mr. Sonny Iroche, Chairman of the Anambra League of Professionals, who thought that Dr Doyin Okupe must have been joking, and that he, Iroche, would make a better candidate. Before Iroche, Malam Kashim Ibrahim-Imam, President of the Kings College Old Boys Association, and Chairman of the Board of the Tertiary Education Trust Fund (TETFUND) also appeared on the Arise TV flagship show to discuss the state of the nation. He had kind things to say about Tinubu, leader of the APC but he made it clear that he, Kashim-Imam, would be the best man for the job.

Somehow, within the South West and the APC, every man who considers himself a potential President manages to defer to just one man: Senator Bola Tinubu. Those who say anything that is off-key in that regard or fail to pay homage get knocked no matter how sensible they may sound. This then, reminds me of the case of Governor Yahaya Bello of Kogi State who has been a target of heavy pummelling for having the effrontery to have told Senator Tinubu in an interview with the Daily Trust newspaper that the senior politician should allow his “children” to take over the Presidency of Nigeria in 2023. Yahaya Bello obviously considers himself a Tinubu “son”. Whereas the leader of the APC has not yet announced formally that he wants to be President, there is already an army of Tinubu Support Groups out there pushing the 2023 Tinubu for President agenda. As far back as May 2021, Governor Bello had announced in a television interview that “Nigerian youths, women and all Nigerians, including very objective elites” were asking him to run for President in 2023. Bello was immediately dismissed by Professor Itse Sagay, SAN, who reminded him that the Presidency in the APC had been zoned to the South, and that being a youth cannot be an automatic qualification.

Indeed, much earlier, Eniola Bello in his ThisDay column – “Yahaya Bello: The Ugly Face of APC” (March 8, 2021) had made even more damning remarks about the Governor. But Yahaya Bello has been resilient in saying he wants to be President.  His latest effort must have been prompted by the renewed debate about age and 2023 Presidential politics. His reported interview in the Daily Trust newspaper of August 22, 2021 is titled “2023: Buhari, Tinubu Pact not Binding on APC Members – Kogi Governor.”  Having confirmed that he would run for President in 2023, Governor Bello said of Tinubu: “Senator Tinubu is one of our leaders and I respect him so much. He has played a very significant role in Nigeria’s democracy and has built a lot of people. He has paid his dues, and with all respect, as a son to him, my simple advice is that it is time for him to allow his children take over the mantle of leadership and do it to the glory of God and his admiration. He should see that those children he raised are now doing well. Let him see how we manage this country in his lifetime. However, he has a right to run, nobody is questioning that. I always urge everybody to respect him for the role he has played in this country’s democracy. He is a man of integrity, to be candid.” He was then asked: “Do you think the APC would survive if Tinubu is denied the party’s ticket and he pulls out with the South West?”  Bello, who says he believes it is the turn of the North Central to produce the next President responds: “You don’t build a house and destroy it. I don’t think he will do that. He has grown past that. As an elder statesman, he will not say that the country should be destroyed in his lifetime, not even after his demise, so I don’t see him doing that.”

These are the words Yahaya Bello said, except he was otherwise misquoted by the Daily Trust newspaper. But for these respectful, almost subservient expressions of admiration for the party leader, and the affirmation of his own future ambitions within the APC, Yahaya Bello has been severely rebuked by the Tinubu Support Group. In a statement signed by the Director-General of the TSG, Umar Ibrahim, Yahaya Bello has been called a “disgrace, a failure and a betrayer.” He is advised to channel his efforts into “begging and praying for forgiveness for all the sufferings you have inflicted on the good people of Kogi State, rather than eyeing the Presidency.” Ibrahim insists that Tinubu is the most qualified person for the Nigerian Presidency in 2023.

I have never met Governor Yahaya Bello personally. I don’t need to. I have in fact been very critical of him: his re-election in 2019, and his many gaffes about COVID-19. But I think he, like every Nigerian, of eligible age, can aspire to the Presidency of Nigeria, and that the rest of us have the right to express an opinion and an interest without being mauled by any group that claims a monopoly of insight about the future of Nigeria. There is nothing that Yahaya Bello has said that was not implied in the Babangida criteria for the 2023 Presidency. Where was the Tinubu Support Group? Why didn’t Umar Ibrahim go after the elder statesman? Given the level of interest that the 2023 Presidency has generated, there would be more persons expressing views. How many views and expressions of interest will the TSG shut down? It may be possible to intimidate persons in the South West and the APC, but there are enough Nigerians who will also lay claim to the Presidency of Nigeria. The Tinubu Support Group does him great disservice. This is a leader who made great sacrifice to promote democracy in Nigeria. He invested a lot in building a generation of leaders. He earned a reputation as a master political strategist. Today, he appears to be surrounded by a group of political vultures and hacks on the question of 2023. Whoever and whatever they may be, Asiwaju Bola Tinubu owes us a duty to call the TSG, as presently constituted, to order. They are damaging his brand. Their campaign should be more focussed on selling his ideas, not motor-park politics.

Going forward, two key questions are pertinent:  Is there a dark horse and a third force in the political space who may emerge as President in 2023? And is there enough time for such an alternative to make any meaningful impact, timing being a major factor in politics?

Breaking: NDA Invaded, Officer Killed, 2 Majors Kidnapped

Dare-devil bandits broke into the Nigerian Defence Academy, NDA in Kaduna in the wee hours of Tuesday killing an officer and kidnapped two Majors, Daily Trust has reported.

According to the newspaper, the bandits invaded the Afaka barracks of the NDA killing a naval officer whose identify is yet unknown.

The bandits, who reportedly attacked the barracks around 1am on Tuesday, are said to still be inside the academy.

A reliable source within the barracks told our correspondent that security has been beefed up within and around the barracks to stop the bandits from escaping with the officers.

“It was a terrible experience, the bandits took advantage of the time when most people had gone to bed to attack the barracks.”

“Right now, the whole barracks is under lock and key and security has been beefed up so that the bandits would not leave the barracks… it is believed that they are still within,” the source said.

One of the officers who was injured in the attack is currently being treated at a hospital within the barracks.

The source said there are, however, fears that the bandits may decide to kill the officers in a bid to escape.

The Academy Public Relations Officer, Major Bashir Jajira, did not respond to calls.

Kachikwu Explains Role In US’ Stolen Car Saga

Dr. Ibe Kachikwu, a former Minister of Petroleum Resources has denied claims that he smuggled a stolen car to the United States of America, USA. His response came on the heels of reports that he tried to smuggle a Jaguar car from Nigeria into the President Joe Biden country.

The vehicle, a 2007 Jaguar XKR, reports said was stolen from a Jaguar assembly facility in Birmingham, England for which the manufacturer sued the former minister.

The manufacturer claimed in the court documents that the vehicle was made for use in the Czech Republic as it did not meet the safety standards set out by the U.S

The former minister, however, said the claims that he stole the car were false, patently misleading and frivolous, in a statement signed by one of his aides, Prince Harrison.

Kachikwu who failed to be reappointed by President Muhammadu Buhari during his second term in office, said the car was impounded by the US Customs, not on suspicion of being a stolen car after it was shipped from Nigeria to the US.

He explained that the Jaguar is a gift to a relative, but was impounded by US authorities for emission control Infringement as cars with European and African emission control specifications cannot be used in the country.

According to him “The attention of Dr Emmanuel Ibe Kachikwu has been drawn to a false, patently misleading, and frivolous publication by an online news medium.

“The publication which alleged that the former Minister smuggled a stolen jaguar car to the US is not only absurd but manifestly untrue. For the avoidance of doubt, it is expedient to set the record straight.

“Sometime in 2009, Dr Kachikwu bought a Jaguar car from Dazz Motors Nigeria Ltd, Victoria Island, Lagos. The Managing Director then was Emmanuel Jack. The car was fully paid for.

“After using the car for some years, it was gifted to a relation in the United States of America (USA) and following due local customs processes, the car was shipped to the US. However, on arrival, the car was impounded by the US Customs on suspicion of being a stolen car and for emission control Infringement as cars with European and African emission control specifications cannot be used in the US.

“Consequently, the US Customs was furnished with details of the car and purchase receipts, and the car dealer in Nigeria was contacted. The car dealer confirmed the facts and absolved Dr Kachikwu.

“After investigation and relevant administrative processes, (there was no court case), the US customs discontinued the investigation as there was no proof that the vehicle was stolen but the emission breach would not allow the car to be used in the US.

He said the car has already been released to him.

The statement said “The car was therefore released to Dr Kachikwu. The dealer was also not prosecuted for want of sufficient evidence.

“The car was subsequently returned to the dealer in Nigeria and refunds were made to Dr Kachikwu. There is therefore nothing done wrong by Dr Kachikwu. If anything like the US customs determined, he was an innocent victim. These are the facts.”

Open Grazing: Tambuwal Knocks Buhari, Says Nigeria Needs A Detribalised Leader

Governor Aminu Tambuwal of Sokoto state has advised the federal government not to press ahead with its plan to impose open grazing on the state governments, noting that carrying cattle on foot is archaic.

“Why must someone from Sokoto be pursuing his cattle to Delta State?” Tambuwal asked, in his obvious response to President Muhammadu Buhari, last week’s approval of a recommendation of a committee it set up to map out grazing reserves across 25 states in the country.

In spite of its rejection by many states, particularly in the southern part of the country, the President Buhari’s administration said it will go ahead with the policy.

Some state governors have recently signed legislations passed by their respective states Houses of Assembly banning open grazing, an indication, many say point to the fact that they are not prepared to back down on their readiness to outlaw open grazing in their various states.

But the Buhari administration appears not to be letting down also after it approved recom­mendations of a committee to review 368 grazing sites, across 25 states in the country, “to determine the levels of en­croachment,” with the purpose of restoring them back.

But while delivering a lecture titled ‘Security Challenges in Nigeria and its Implications for Sustain­able Development’ in Lagos on Monday, Tambuwal urged the federal government to have a rethink on the matter, to prevent the country from being set on fire.

He said the federal government should dialogue with state governors to ascertain those who want open grazing in their states. Forcing the policy on recalcitrant states will backfire he said, adding that open grazing is outdated.

Meanwhile, the Sokoto helmsman has urged Nigerians to elect a detribalized Nigerian as President in 2023. This, he explained, is the only way to address the security challenges facing the country.

Tambuwal said: “Nigeria needs a leader that is versa­tile. One that has friends and associates across the length and breadth of this country. A leader with a broad world view and not a parochial and provincial politician.

“We need an incorruptible leader who understands that the best way to fight corrup­tion is by personal examples and also by the building of strong institutions that can withstand shocks and ma­nipulations. Nigeria needs a leader in tune with the times, who is reasonably aware of the modern demands of technology in solving societal problems.

“Yes, Nigeria needs a bridge builder. A compas­sionate leader, sensitive to the needs and aspirations of the poor and needy. A leader whose words count and can be counted on. Indeed, a leader with courage,” he said.

Tambuwal added that “accountable leader who can be trusted to face the challenges of nationhood squarely without sentiments or pandering to interests that are inconsistent with national goals.”

COVID Surges As NCDC Drops New Hotline

The number of COVID 19 cases in Nigeria is surging, the National Centre for Disease Control, NCDC has said.

The development comes on the crest of announcement of a new hotline by the agency, for those who wish to contact it.

The agency announced that its toll free number has been changed to “Dial 6232 for FREE

“If you have a cough, you are feverish and any of these symptoms: Loss of taste/smell, difficulty breathing‬, diarrhoea, catarrh‬, fatigue‬, ‪shivering‬‬, body pain‬, headache‬‬ and sore throat‬, please stay at home and contact your state ministry of health,” NCDC said

The centre announced on Tuesday that 565 new COVID cases were recorded on Monday while eight people died of the pandemic.

The NCDC said the figure brings the total infections to 187, 588 since the index case in 2020.

The NCDC attributed the surge to the highly transmissible Delta variant and low vaccination rates across the country.

The centre also said that eight COVID-19 related deaths were reported on Monday, bringing the total fatality figure to 2,276.

The NCDC stated that the new cases were reported in 13 states and the FCT.

It noted that Lagos state recorded the highest infections with 205 while Rivers followed with 73 cases, Ondo -63, FCT -53, Oyo -53, Ekiti -37, Delta -24, Edo -20, and Benue -12. Others are Bayelsa -six, Kwara -six, Osun -six, Ogun -five, and Adamawa -two.

According to the centre, Monday’s report includes a backlog of cases reported from Benue on Aug. 17 , one on Aug. 18 and four on Aug. 19.

The Public Health agency did not indicate if majority of the known active cases were from the contagious Delta variant.

The agency stated that over 2,727,834 million people had been tested while 168, 818 patients recovered following the discharge of 363 additional people on Sunday.

The centre added that the multi-sectoral national emergency operations centre, activated at Level II, has continued to coordinate the national response activities.
