COVID-19: Edo Begins Enforcement Of No Vaccine Card, No Access To Government Facilities

Beginning September 15th, 2021, Governor Godwin Obaseki’s Government in Edo State begins the enforcement of its no vaccination card, no entry into any State Government owned facilities.

The Edo State Government said it is a means of curbing the spread of the  Coronavirus pandemic in the state.

The Permanent Secretary, Ministry of Health, Dr Osamwonyi Irowa, who disclosed this at the daily press briefing on the virus, said that anybody who wanted access into any state government offices, must have his or her card to show the enforcers.

“If you have to enter the state Secretariat, you must have your vaccination card, we are going to implement this in all the key areas to ensure that we don’t have persons being infected because the other person is being difficult.

“The first phase is targeted at State Government facilities. As for tomorrow the first set of enforcement areas are Government locations across the State.

“Those that cannot provide their COVID-19 vaccination card may have to excuse us and be working from home pending when a decision will be reached. As a state, we are doing everything possible to make sure people don’t get infected.

“We are appealing to our people to get vaccinated because that is the most suitable way of preventing the severity of the disease when you have it and also avoiding death. The Enforcement Team will commence work tomorrow as a way to help us reduce the number of cases and deaths we are recording daily, he said.

In his contribution, the Head of the COVID-19 Enforcement Team, Yusuf Haruna, said that the State Government had trained 20 special teams that would be spread across the State to commence enforcement of no vaccination no entry into government owned facilities.

“As we all know, Government has the responsibility of protecting lives and properties of its citizens, in view of this, we have trained 20 special teams that will be spread across the 18 Local Government Areas of the state.

“They will commence this enforcement from the 15th of September, 2021, what we expect our people to do is that while going to work they should go with their vaccination cards, government is not forcing anybody but government has the responsibility to tell you not to spread the virus.

“What we are going to do tomorrow is to grant those who have the authentic vaccination card access to their working places and those without can go back and work from home and Government will know how to deal with all of that.

“These 20 special teams will be saddled with the responsibility of scanning and confirming the authenticity of these vaccination cards and also diligently asking those who don’t have it to go and work from home, this is the directive of the state Government and this will be enforced to the letter, he said.

Earlier, the Head of the State’s Coronavirus Case Management, Dr Ebomwonyi Osagie, said that the State had recorded a total of three deaths within the last 24 hours.

“So far, a total of 467 samples were collected, with a total of 1,034 confirmed cases, 638 active cases and 31 new cases, he said.

It would be recalled that A Federal High Court in Port Harcourt, Rivers State, has restrained the Edo State Government and its Governor from forcing residents of the state to take COVID-19 vaccine.

Obaseki has remained defiant, saying that Edo residents would be required to show proof of COVID-19 vaccination before they would be allowed into public places like Churches, Mosques, and Malls.

The Court in a suit, dated August 30, 2021, ordered the Governor, the Edo State Government, and three other respondents, “to maintain status quo pending the hearing and determination of the motion on notice, for the enforcement of the applicant’s fundamental human rights and for the leave of court to serve the respondents by publishing the Court’s processes.

The suit was filed on behalf of the applicant, by Echezona Etiaba, a Senior Advocate of Nigeria, according to the report.

Shock As Emir Of Bungudu Abducted

The unbelievable happened on Tuesday when the powerful Alhaji Hassan Attahiru, the Emir of Bungudu, was kidnapped by gunmen. The First Class Emir met his fate along the Kaduna-Abuja highway.

According to reports the abduction  occurred on Tuesday at 3:10pm near Olam Factory, few kilometers to the city of Kaduna.

The abductors were said to have opened fire on the convoy and successfully demobilized some of the vehicles, leading to the abduction.

The kidnappers hid in the shelterbelt of eucalyptus trees along the road in batches.Those at the middle first opened the fire on the convoy, before those in the front started firing sporadically,” joined by those at the back.

A source  added said that other commercial and private vehicles were also seen by the roadside, signifying multiple abductions of travelers.

A statement issued by the Spokesman of the Police command, Mohammad Jalige at 12 midnight Wednesday morning, it  said a police officer who was among a team despatched to confront the bandits, was killed.

He added that two other people sustained varying degrees of injuries and were receiving medical treatment.

The Police said four vehicles, apparently on the Emirs convoy were recovered at the scene of the incident.

The statement reads: “Today 14th September, 2021 at about 1510hrs, the Kaduna Police Command received a tragic report of an attack and kidnapping incident around Dutse Village along Kaduna-Abuja road where an unspecified number of people were suspected to have been kidnapped while two others sustained varying degree of injuries and currently receiving medical treatment.

“The information has it that the commuters were intercepted by the bandits who shot berserkly resulting in the aforesaid circumstance.

“However Operatives of the Command were dispatched to restore normalcy in the area of which an officer paid the supreme price.

“During the course of preliminary investigation of the scene, four vehicles were recovered from the scene while the exact number of persons kidnapped is yet to be ascertained.

“Equally, available information indicates that the Emir of Bungudu, Zamfara state His Royal Highness (HRH) Alhaji Hassan Atto, is among the people abducted to an unknown destination.

“Meanwhile reinforcement team have since been dispatched while coordinated effort is being carried out with a view to rescuing the victims unhurt.

“The Kaduna-Abuja road has been safe lately if not for this unfortunate incident.

“Thus, the Commissioner of Police Kaduna Command, CP Mudassiru Abdullahi psc (+) is calling on the citizens plying the road not be deterred by this setback as the Command is rejigging the security deployment to strengthen the existing structure aimed at forestalling reoccurrence.”

The time worn anecdote that he goes borrowing, goes sorrowing appears to explain the response of many Nigerians of plans by the President Muhammadu Buhari administration to borrow over $4 billion to fund “emergency needs.”

Buhari, on Tuesday, wrote a letter to the National Assembly seeking its approval to borrow over $4 billion and €710 million loan from bilateral and multilateral organisations to fund the deficit in the 2021 budget.

The president’s request, which was read on the floor of the Senate by Ahmad Lawan, Senate President, also coincided with a plan by the Lagos State Government to borrow N25 billion. The Centre of Excellence, as the state is widely known, is the biggest sub-national debtor in the country with debt totaling N218 billion.

The president, in a letter to the Senate, said the loan request is an addendum to the 2018-2020 borrowing plan, adding that the loan will be used for “critical projects.”

Buhari said in the letter that “I write on the above subject and submit the attached addendum to the proposed 2018-2020 external rolling borrowing plan for the consideration and concurrent approval of the senate for the same to become effective.

“The distinguished senate president may recall that u submitted a request on 2018-2020 borrowing plan for the approval of the senate in May 2021.

“However, in view of other emerging needs and to ensure that all critical projects approved by FEC as of June 2021 are incorporated, I hereby forward an addendum to the proposed borrowing plan.

The president gives details of where the loan is expected to come from.

“The projects listed in the external borrowing plan are to be financed through sovereign loans from the World Bank, French Development Agency, EXIM Bank and IFAD in the total sum of $4,054,476,863 and €710 million and grant components of $125 million,” Buhari said.

His explanation seems not to have assuaged the feelings of many Nigerians who said borrowing under his administration has become too high.

This assertion may not be far from the truth considering that the administration has borrowed more that N20 trillion since Buhari took power from Goodluck Jonathan in 2015.

If the National Assembly goes ahead to approve the new loan request the nation’s total debt stock would have risen to N35 trillion, the highest in 10 years.

This is definitely not a cheery news for many Nigerians, including the Centre for Social Justice, CSJ which said government borrowing has not met fiscal discipline and transparency. The CJS said the fact that the nation’s debt has ballooned under the administration is very worrisome.

Eze Onyekpere, CSJ Director while relying on figures from the Debt Management Office, DMO said the nation’s debt by the time Buhari came to office stood at N12,603 trillion in 2015.

It rose to N17.360 trillion in 2016, and N21.725 trillion in 2017. In 2018, 2019 and 2020, public debt stood at N24.387 trillion, N27.401 trillion, and N32.915 trillion, respectively, Onyekpere said.

In June, the Peoples Democratic Party Governors Forum, PDPGF said after its in Uyo, Akwa Ibom State, that the government has borrowed more without more to show in terms of infrastructure and development. Condemning the rising debt profile of the country, the opposition party said 80 per cent of the loans are being used to service debts.

The Forum had also slammed the administration for borrowing huge sums from the CBN through the Ways and Means window.

A communiqué signed by its Chairman, Governor Aminu Tambuwal of Sokoto state said the administration is mortgaging the future of the country, and as such “The PDP frowns at the rising and seemingly uncontrollable debt profile of Nigeria with over 80 per cent of normal Appropriation spent on debt servicing.

“All the gains of the PDP government under Chief Olusegun Obasanjo, where Nigeria exited its foreign debt obligations have been destroyed. Borrowing for the NTA (Nigeria Television Authority) is scandalous.

“Money should only be borrowed for productive purposes as Nigeria’s current debt of over N36tn is becoming clearly unsustainable relative to our earnings and GDP.

“We should not saddle the incoming generation with an undue debt burden. The borrowing spree of the APC administration, if unchecked, will certainly lead Nigeria to avoidable bankruptcy

“A situation where the CBN creates money, decides how much of it will spend, on what to spend it without any form of control or supervision, is patently subversive of our constitutional order,” the communique said.

The government, in its response to the complaints, said the only way to augment revenue shortfalls is to borrow.

“Our assessment is that we need to borrow to build our major infrastructure. We just need to make sure that when we borrow, we are applying the borrowing to specific major infrastructure that will enhance the business environment in this country”, Zainab Ahmed, the Minister of Finance and Planning said recently.

Buhari’s request for a fresh loan comes barely two months after the National Assembly approved his earlier request to borrow $8.3 billion and €490 million loans contained in the initial 2018-2020 borrowing plan.

CBN’s N15trn Infrastructure Funds Takes Off Soon, Mulls International Finance Centre

Ahead the take off the N15 trillion infrastructure Fund, the Godwin Emefiele, Central Bank of Nigeria, CBN has disclosed that plan is in the offing to establish the Nigerian version of International Financial Centre,IFC.

The CBN had in July, after its monthly MPC meeting, said it has secured approval from the federal government to establish the fund which will now take off next month.

The apex bank said in a communique that “the committee also commended the federal government for the approval to establish a CBN-led Infrastructure Development Company, which will leverage local and international funds for the rebuilding of critical infrastructure across the country,” the communique read.

“This entity, which will be wholly focused on Nigeria and Nigerians alone will be co-owned by the CBN, the Africa Finance Corporation (AFC) and the Nigeria Sovereign Investment Authority (NSIA), but exclusively managed by an independent infrastructure fund manager (IIFM) that will mobilize local and foreign capital to support the federal government in building the transport infrastructure required to move agriculture and other products to processors, raw materials to factories, and finished goods to markets.

“The sum of N15 trillion is projected over five years for the initial run. The committee noted with satisfaction the CBN’s immediate work on the updates and timelines for the establishment of this much-needed entity.

The center, the apex bank Governor said will take off in the next 12 month, modelled after those in London, New York, and Singapore. The centre, Emefiele said will complement the bank’s efforts to promote investment in the country.

The CBN Governor made the announcement at the opening of the Chartered Institute of Bankers of Nigeria, CIBN, on Tuesday in Abuja, the nation’s capital. He is the Chief Host of the event.

According to him “to consolidate on the growth and resilience of Nigerian banks in the last decade, your excellency, your Central Bank, will, in the next 12 months, be establishing The Nigerian International Financial Centre, NIFC.

“The NIFC will act as an international gateway for Capital and investments, driven by technology and payment system infrastructure.

“This new financial hub, will curate local and international banks to make them global champions. The NIFC will be a 24/7 financial centre that will complement London, New York and Singapore financial centres. It will enable an acceleration of our home grown initiatives such as the Infracorp Plc, the N15 trillion infrastructure fund which we will be launching in October.

“The NIFC will also complement our initiatives on the Nigerian Commodity Exchange, NCE.”

He also said the new financial hub would bring together local and foreign banks to create global champions.

“The NIFC will take advantage of our existing laws such as the BOFIA 2020, NEPZA and other CBN regulations to create a fully global investment and a financial hub where monies, ideas, and technology will move freely without hindrance,” Emefiele said..

The Goodluck Jonathan  Foundation (GJF) has called on  African leaders to safeguard democracies in the continent through the adherence to the rule of law and delivery  of good governance.

Communications Officer of the Foundation, Wealth Dickson Ominabo, in a statement to mark this year’s International Day  of Democracy, quoted Ms Ann Iyonu,  Executive Director of GJF, as saying   that “Essential values of democracy such as the rule of law, separation of powers and constitutionalism  are no longer adhered to in many Africa countries” and this trend poses a threat for the survival of the continent’s democracy.

Anti Grazing Bill Law: Ugwuanyi Breaks The Ice, Signs Bill Into Law

Governor Ifeanyi Ugwuanyi of Enugu State has pulled a first in the South-east. He has signed the Anti-grazing Bill into Law. He thus became the first Governor in the South-east to do so.

In the midst of the seeming foot-dragging by South-east Governors over the signing of the Anti-grazing Bill into Law, not a few people were surprised Governor Ugwuanyi signed it, especially, given the fact that his name is always coming up as one of the Governors in the South-east who could jump ship and join the APC. Ugwuanyi is of the PDP.

He signed the bill  at the Government House, Enugu, after it was passed by the State House of Assembly.

The law will be cited as the “Prohibition of Open Grazing and Cattle Ranching Law of Enugu State” after the governor’s assent.

The South-east Governors had been accused of foot-dragging in the decision reached by Southern governors on open grazing.

The Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN, Enugu state, had pleaded to have an impute in the Bill before the House passed it.

There were palpable fears that the State Government may later accommodate their views, but apparently, this did not happen.

South-east elders had a couple of days ago said any Southern Governor that goes against the decision of the Forum’s decision on Anti-grazing should be deemed as a coup plotter against the people.

It is not known if other South-east Governors, except, perhaps, Abia State Governor, Dr Okezie Ikpeazu who is of the PDP.

Imo State Governor and his Ebonyi State Governor are of the APC. Even then, his APC counterparts in Ondo and Lagos, Rotimi Akeredolu and Babajide Sanwo-Olu have signed theirs into Law. And so has Rivers State Governor, Nyesom Wike.

Many say that if Anambra State Governor, Willie Obiano signs it, it will be because of the upcoming Anambra Governorship election in November.

The Police in Calabar, the Cross River State  capital, have recorded a major breakthrough in the war against violent crime with the arrest of a notorious Kidnapper, Emmanuel Luke.

Luke, who is the second-in-command to another  wanted notorious kidnapper, “Romance”, was arrested by the Anti- Kidnapping and Cultism Squad (AKCS) of the Command  in collaboration with the State’s crime buster, Operation Akpakwu, through intelligence gathering in a covert operation.

Romance who was declared wanted last year by the police has been at large since then.The Police have, however, assured that he would be captured.

The Dragon Squad of the AKCS led by SP A. Awodi and Operatives of Operation Akpakwu, the magazine was informed, trailed Luke who has, allegedly, been responsible for major kidnappings in Calabar and its environs for years.

A police source told The Source that Luke’s boss, Romance, was not just a cultist but also a hardened armed robber who has killed many of his victims.

Said the police source: “Luke has made confessional statements, he admitted he and his gang have kidnapped so many people in Calabar.

“He also revealed that it was him and his gang that killed and beheaded one Dede in December 2020 at White House Street, Calabar South Local Government Area of the State.

“Investigation is ongoing to apprehend other members of the gang including their Kingpin, ‘Romance’, who has been on the run since he was declared wanted by the Cross River State Government”

Excitement As Cross River Cocoa Processing Factory Begins Chocolate Production

Cross River State Governor, Sir Ben Ayade, has expressed his excitement following the commencement of production of chocolate bars at the Ikom Cocoa Processing Factory.

The Cocoa Processing Factory is one of the several agro-alied factories established by the Ayade-led administration as part of its agricultural revolution.

Speaking shortly after being conducted round the various production chains of the factory, Ayade said the time had come for Africa to begin to reap the full benefit of its cocoa value chain.

He regretted the fact that although Africa “accounts for eighty six percent of world cocoa production, it unfortunately, in terms of the economy, gains only six percent which means that Africa produces 86%of cocoa, exports the cocoa beans and in turn goes back and imports chocolate into Africa.

“This process has come to an end. So what you find here is a full cocoa processing plant from the tree to chocolate for final consumption.”

Cross River Cocoa Processing Factory

Disclosing that the beneficiation process has so much value, he said “the process is very clear. It starts with separation and then cleansing until you get clean beans. The clean beans go through a complete conveyor system and goes through the process of fermentation, maturation and drying until you get to a point were you get the product you want.”

Ayade said the chocolate from the Ikom cocoa processing factory is special in the sense that “it has a slightly bitter taste, which is what is now desireable as opposed to the very sugary, very sweet and fattening products that are very unhealthy.

“For our own chocolate brand, we try to use the best of the ingredients which contain that slight bitter taste, which is an antioxidant that is particularly good for the body.”

Urging Nigerians to take advantage of the uniqueness of the chocolate from the Ikom cocoa processing factory, he said:

“lt is very important for you to know that as we debut with Ikom chocolate, know that It is African chocolate, 100% organic, grown in African soil, processed in Africa and made available to the world.”

The governor who expressed excitement at the commencement of the production of the wholly made in Nigeria chocolate, said: “I feel very very gratified that today we are about to start the commercial production of chocolate in Ikom, Cross River state of Nigeria.”

Justifying his venture into agro-industrialization, Ayade explained that “the process we have in place is a necessary requirement to actually create jobs for the teeming youths. If 65% of our 4.5 million population are young people under the age of 35, and if we cannot create jobs, it means that you are going to have more and more #endsars like protests.

“So my inspiration was to actually create jobs and the best way to create jobs is through agro-industrial revolution and that is what this cocoa processing factory stands for.”

PDP Governors Urges National Assembly To Give Nigerians Harmonized Version Of Electoral Act

The People’s Democratic Party’s (PDP) Governors’ Forum has urged the National Assembly to set up a Conference Committee to harmonise the different versions of the Electoral Act Amendment Bills passed by both Chambers.

In a statement on Tuesday by its Chairman and Governor of Sokoto State, Aminu Tambuwal, the Forum pointed out that the committee should be set up to harken to the wishes of Nigerians and be guided by national interest, particularly on the issue of electronic transmission of results.

The PDP Governors warned that any further delay in passing and assenting to the Electoral Act Amendment Bill would do grievous and irreparable damage to preparations for the conduct of the 2023 elections in Nigeria.

The Forum requested the proposed Senate and House of Representatives Conference Committee to adopt the House version of the Electoral Act Amendment Bill on the issue of electronic transmission.

“It should be noted that Section 52(2) of the House version says:

“Voting at an election and transmission of results under this Bill shall be in accordance with the procedure determined by the Commission.”

The forum recalled that Section 52 (2) of the Senate version provides that:

“Commission may consider electronic transmission of results provided that the national coverage is adjudged to be adequate and secure by the Nigeria Communications Commission (NCC) and approved by the National Assembly.

“The senate version, which subjects the decision of INEC to deploy electronic transmission to the decision of the NCC and NASS was manifestly usurpation of the powers of INEC.”

It added that such also negated relevant provisions of the Nigerian Constitution that guarantees INEC’s autonomy and independence.

The forum stated that such was demonstrated both in recent off season elections and with the introduction and deployment of the Bio model Voters Accreditation System (BVAs), used in the recent bye-election in Delta State.

“Furthermore, it is necessary to remind the Senate and House Conferees that both Chambers had already approved in S.63 (5) of the Bill as follows:

“The Presiding officer shall transmit the results including total number of accredited voters and the results of the ballot in a manner as prescribed by the Commission.

“It is obvious that S.52 (2) of the Senate version is manifestly inconsistent with S.63 (5) contained in the same Bill.

“No doubt, S.63 (5) which both Chambers approved is consistent with S.52 (2) of the House version and should be upheld by the Conference Committee.

“The Conference has no choice but to adopt the House version as to do otherwise would lead to unnecessary complications and conflicts even within the Bill.’’

The PDP Governors also criticised the House of Representatives’ decision that  forced all political parties to adopt only one method of conducting primaries.

It recalled that the House amended S.87 (1) of the Act, by deleting indirect primaries and mandating only direct

The Forum is of the view that political parties should be allowed discretion to adopt either direct or indirect primaries in their Constitutions and in practice.

“The Senate version that retains the original provision in the Electoral Act should be adopted in the interest of the growth of our political parties and freedom of choice, the hallmark of a functional democracy.’”

It stated that the intervention of the PDP Governors was predicated on the need to ensure a free, fair and credible election that will strengthen Nigeria’s democracy, constitutionalism and rule of law.

“Only a credible election will guarantee accountability and good governance which Nigeria so desperately needs today.

“Nigerians should rise and demand no less from her politicians. It is only credible elections that put the power in the hands of the people.

“This is not a partisan issue. It is not a regional or religious matter. The National Assembly should act in a patriotic manner as representatives of the people of Nigeria.”

Gbajabiamila: I Have No Intention To Unseat Sanwo- Olu; He Merits A Second Term In Office

Contrary to speculations about the Governorship ambition of Speaker, House of Representatives, Femi Gbajabiamila, and his scheme to unseat Governor Babajide Olusola Sanwo Olu as the Governor of Lagos State, he says perish the thought.

Gbajabiamila, during an interview on Channels Television on September 14 denied such move, saying, Governor Sanwo Olu is doing a good in the Center of Excellence State.

He deserves a second term, Mr Speaker said.

Endorsing Governor Sanwo-Olu, the Speaker stressed that he has positioned Lagos State on the path of growth, despite the State being hit by inadvertent crises in the past year, extolling the competence and leadership style of the Governor.

He added that Governor Sanwo Olu has been doing a “good job” in governing Lagos, stressing that the Governor must not be distracted on the assignment.

The lawmaker representing Surulere 1 Federal Constituency in the green chamber of the National Assembly mulled the idea that Sanwo-Olu be allowed to renew his mandate in the next general election, pointing that the Governor’s performance in the last two years has surpassed expectations.

Gbajabiamila said: “The present Governor of Lagos State (Sanwo-Olu) is doing a good job. The fact that we had a one-term Governor at one time doesn’t mean it is going to be the same forever. This Governor is doing a good job under the current circumstances. It’s been a difficult time in his last two years and he has come out well. So, why should anyone upset the apple cart? I think he (Sanwo-Olu) is doing a good job.”

The Speaker also cleared the air on his rumoured ambition to contest for the Lagos’ governorship seat in 2023, saying he had “no immediate plan” to contest. He said the task before him as Number 4 citizen in the country was enormous and tough enough for him to be distracted by the rumour.

Asked if he is nursing a Governorship ambition, Gbajabiamila said: “That (question) provokes a smile. No, I don’t have any such plan and I don’t have immediate plan.
