Anambra: CP Tony Olofu Loses Job To CP Echeng As IGP Deploys Police Special Forces

Usman Alkali Baba- IGP

By Charles Igbo

The worsening security situation in Anambra State has cost Commissioner of Police Tony Olofu his job. In his place, the Inspector General of Of Police, Usman Alkali Baba, has named CP Echeng Eworo Echeng. He has, also, deployed Police Special Forces to help “bolster Operation Restore Peace.

Olofu, the former CP, has been redeployed to the Force Headquarters.

The security situation in the Anambra has so degenerated in the past few days that  it has defied every move, and overwhelmed Security Agencies. Aside from the killings of innocent people, there has been gruesome murders of high profile individuals, including Dr Chike Akunyili, husband to former NAFDAC Director General and former Minister of Information and Communications, Professor Dora Akunyili.

Security facilities have been torched, including that of the Directorate of State Services, the Police and even Federal Road Service Commission. And so have homes, including the Nnewi country home  of Joe Igbokwe, an APC chieftain, Special Adviser on Water and Drainages to Lagos State Government and offices of Political parties.

The Anambra Governorship election is on November 6, but nobody is campaigning out of fear. Party vehicles, or any vehicle with any political party insignia is razed, and so are party offices. The chorus is no election in Anambra State.

The blame is put at the feet of “unknown gunmen”. Some others say IPOB/ESN. But IPOB/ESN has consistently denied responsibility. And the State is on edge·

It is based on this helpless situation that  IGP Baba ordered the immediate posting of a new Commissioner of Police (CP) to Anambra State. In a Press Release, Force Spokesperson,  CP Frank Mba, said

“The new CP, Echeng Eworo Echeng, takes over from CP Tony Olofu who has been redeployed to the Force Headquarters, Abuja.

“The IGP has also ordered the deployment of a detachment of NPF Special Forces to Anambra State to bolster and complement the ongoing peace-building efforts of the Nigeria Police Operation Restore Peace in Anambra State.

“The IGP, who is particularly concerned with the renewed incidents of attacks on innocent individuals and symbol of State Authority in the State, ordered the new Commissioner of Police to mobilize both kinetic and non-kinetic law enforcement and crime fighting approaches to reverse the negative trend, reclaim public spaces from hoodlums and restore public peace in the State.

“CP Echeng, who until his recent posting, was the Commissioner of Police in-charge of Bayelsa State, holds a First Degree in History from the University of Maiduguri. An experienced peace-builder, he received extensive training on global peace support operations at Mission Training Cell, Kielce, Poland, amongst other tactical and leadership courses. He has also served as a former Police Component Commander, Joint Task Force, Operation Delta Safe, Deputy Commissioner of Police in-charge of Zonal CID, Zone-13, Ukpo, Anambra State, amongst other key positions.

“The IGP has charged the new Police Chief to work with other Stakeholders and patriotic forces in Anambra State to restore law and order leveraging on his professional experience. The IGP also called on Ndi-Anambra to support and cooperate with the new Commissioner of Police in his task of protecting the lives and property of all.”

The  postings are with immediate effect.

In another development, Owerri, the capital of Imo State was on fire on Monday as gunmen invaded the Imo State University, the Federal Medical Centre, Owerri, markets including the ones in Owerri Municipal LGA, and two in Emekuku, Owerri North LGA. They also attacked nearby towns like Irete, Amakohia and generally streets in Owerri.

They shot their guns and said their action was a warning to ask them to maintain strictly the sit-at-home order.

IPOB had initially ordered a sit-at-home order every Monday to pressurise the Federal Government to release its Leader, Mazi Nnamdi Kanu, who is under FG’s custody and being prosecuted on sundry issues including ,allegedly, murder and treasonable felony.

Recently, it said the South-east shall be on lockdown for one month if the Federal Government fails to arraign him in Court on October 21, the next adjourned date.

South-east Governors, Leaders, Blame Nigerians In Diaspora For Sit-At-Home Order

0

By Charles Igbo and Uche Mbah

Some Nigerians in Diaspora who neither care for the progress of the South-east, nor feel the pain of the people, have been blamed for the persistent sit-at-home order in the Zone which holds every Monday.

This was one of the highlights of the Communiqué issued at the end of a one day meeting of Governors of the South-east held on Tuesday, October 5, 2021, at the Government House, Enugu.

The meeting was attended by all the Governors of the Zone except Anambra State Governor, Willie Obiano, who was neither present nor sent a representative. No reason was given. Abia State Governor, Dr Okezie Ikpeazu, however, sent his deputy to represent him.

Present at the meeting, also, were serving and retired Security Chiefs, including former Chief of Army Staff under the Goodluck Jonathan Government, Lt General Azubuike Ihejirika, NASS Members, the Leadership of Ohaneze Ndigbo and Religious Leaders.

Condemning the every Monday sit-at-home  order by the Indigenous People of Biafra, IPOB, which it had initially declared to pressurise the Federal Government to release its Leader, Mazi Nnamdi Kanu from detention, the Leaders said it had brought untold hardship and violence and death to the Zone, and resolved to do everything to stop it.

The official spokesman of IPOB, Emmanuel Powerful, had announced on more than one occasion that the IPOB leadership had suspended the weekly sit-at-home order, and restricted it to the days Kanu would appear in Court, but that has not worked. Always, there is a counter order from some other quarters, and people who dare out on Mondays have been visited with harassment, destruction of their businesses, torching of their vehicles, and even deaths. Most people are, therefore, forced to stay at home.

Said the Communique on that: “The meeting condemned the sit-at-home orders, which are mostly issued by our people in the Diaspora who do not feel the pains. The meeting resolved that Governors and all people of the South-east do everything within the law to ensure that there is no further sit-at-home in the South-east and that people are allowed to move about in the zone.”

They also resolved that the South-east Security outfit, Ebubeagu, be launched in all the South-east States and laws passed by the various Houses of Assembly to back it up.

As for the November 6 Governorship election in Anambra State which is under threat because of security issues, the meeting said it would support it, and asked Security agencies to ensure a peaceful election.

However, the meeting was silent on the detention and fate of Nnamdi Kanu.

A couple of days before the meeting, Chief Olisa Metu, former National Publicity Secretary of the PDP, had in a statement, urged the Leaders to use the occasion of the meeting to ask for the release of Nnamdi Kanu.

In an earlier meeting in Abuja a couple of weeks ago, the Caucus of the South-east National Assembly members, had resolved to approach, and take up the Nnamdi Kanu issue with the  Nigerian Authorities.

Said Metu:

“As Governors and leaders of the South-east zone converge in Enugu to find solutions to the security challenges in the zone, one sure step towards achieving answers is for our leaders to use the opportunity to demand the release of Mazi Nnamdi Kanu from detention.

“It is a considered submission that the release of Nnamdi Kanu will not only douse tension in the region but also put an end to allegations and counter-allegations regarding those behind the escalated insecurity in the zone and give our security agencies a clearer cue to track down the perpetrators.

“This call is coming on the backdrop of denials by the Indigenous People of Biafra (IPOB) of involvement in the recent killings, arson, and other acts of violence in the southeast; and particularly in the face of allegations that the attacks were being sponsored by external, political and criminal interests.

“The authorities should therefore use the release of Nnamdi Kanu to eliminate the current puzzlement and complications as well as a political solution for situations that constitute unrest in the SouthEast.

“It is therefore imperative for our governors and leaders to use this meeting to impress it on the Federal Government to adopt a political approach by releasing Nnamdi Kanu.

“It must be reiterated that Nnamdi Kanu is an Igbo man and our son. He has not stolen nor has he killed anyone and hence we must stand for him as our son.

“In the same vein, the youths in South East are enjoined not to allow themselves to be used by criminal and political elements to destroy the region for their selfish interests.

“At this point, we must all be vigilant, circumspect in our utterances, and place our hands on the deck for solutions.”

Following is the full text of the Communique.

Plans are underway for the presentation of the budget Thursday as Presidency raises the 2022 appropriation bill by N2.47 trillion, bringing the total to N16.45 trillion.

In a letter covering the revised Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP)-a technical name for what has been traditionally called budget proposal-sent to the National Assembly on Tuesday, and read by Deputy Senate President Ovie Omo-Agege, the President pegged the increment on the need to reflect the Petroleum Industry Act.

In addition, N100 billion has been added as a vote for the conduct of the 2023 general election.

Last July, the Federal Executive Council (FEC) had approved the N13.98 trillion budget for 2022.

“The PIA establishes a progressive fiscal framework aimed at encouraging investment in the Nigerian petroleum industry,” the president said.

“This significantly alters the oil and gas fiscal terms and has necessitated changes in the 2022-2024 Medium Term Fiscal Framework.

“The increase in expenditure is due to N100 billion additional provision to INEC, to cater for the 2023 general election”.

“The provision of N54 Billion to NASENI, which represents 1 percent FGN share of federation account.

“Additional provision of N510 billion in the Service Wide Votes to cater for National poverty reduction with growth strategy (N300 billion), Police Operations Fund (N50 billion), Hazard Allowance for Health Workers (N50 billion), Public Service Wage Adjustments (additional N80 billion), and MDAs’ Electricity Bills Debt (additional N37 billion).

“Additional capital provision of N1.70 trillion, attributed to projected increases in the budget”, the President said.

IPOB Order: Arewa Youths Wishes South-east 10 More Years Of Sit-At-Home Order

0

By Akinwale Kasali

The Arewa Youths Consultative Forum, AYCF, the umbrella body of Northern Youths  has a wish for the South-east.

It is that the Indigenous People of Biafra, IPOB, continues the sit-at-home order it has weekly imposed on the Zone for the next 10 years.

But it has a warning for IPOB. It is for the group  to  keep destroying its Zone by its sit-at-home order and not try to export it to the North.

IPOB had a couple of days ago urged the Igbo in the North and other parts of the country to observe the mandatory order it imposed by shutting down their businesses anyday such orders are given.

It, particularly, asked them to support its proposed one month sit-at-home order if Kanu is not in Court on October 21, the next adjourned day.

But the plan has hit a Brickhill.  The AYCF has taken an exception to it.

Lashing out at the  promoters of IPOB and such proposal, it warned that it  shouldn’t  export its absurd sit-at-home order to Northern Nigeria.

The AYCF in a statement signed by its National President, Yerima Shettima, urged the 19 Northern State Governors to seal any business premises in the region that complies with the sit-at-home directive by the Igbo separatist group, stressing that the North will not be party to what it called ‘’a deliberate, politically-motivated plan to undermine or worsen the Nation’s current security challenges.’’

The AYCF said it is unimaginable that a separatist group will just wake up one day and come up with orders that will disrupt the peace, unity and tranquility of Nigerians in achieving their own selfish and baseless interest.

Shettima in the statement said, “We call on Northern Governors to step up action in order to ensure that IPOB does not infiltrate the region. We also expect the governors to ensure that any Northerner who shuts down his shop in solidarity with IPOB, that shop should be sealed forever. We will not fold our arms and watch the North get further destabilised by a violent strategy, whether in Kogi, Benue, Plateau, Niger or any State in Northern Nigeria because our hands are already full with challenges of insecurity and we are praying fervently day and night to find lasting peace.”

Shettima added that IPOB is free to continue with their sit-at-home across the South East and cripple the economy of the region if the Governors of the States  allow them, but that such should be restricted to the South East and not taken to the Northern part of the country as the Group wouldn’t be a party to it.

“It seems governors of the South East are satisfied with the activities of IPOB, we hope they will continue with the sit-at-home for another 10 years and we wish them the very best of luck. We know the South East is IPOB’s home but exporting their activities to the North will be faced with massive resistance from all lovers of peace in the North,” he added.

He said the Group is set to support the North on its democratic means of effecting change and called on the North to shun violence.

‘‘The North has come a long way in understanding the use of constitutional and democratic means of channelling legitimate grievances, and cannot therefore be party to any undemocratic move. We call on Northerners of good conscience to avoid any undemocratic means, including burning of government-owned structures, where fellow Nigerians legitimately work to feed their families,’’ he said.

How Governor Ganduje’s Son Handed Mother Over To EFCC

Ganduje and his Wife , Hafsat

By Akinwale Kasali

Hafsat Ganduje, wife of Kano State Governor, Umar Abdullahi Ganduje is in troubled waters. She was taken-in by  the Economic and Financial Crimes Commission, EFCC, on Monday.

Interestingly, the Kano First Lady was arrested by the anti-graft agency following a report of bribery and land fraud made against her by her own son, Abdulazeez Ganduje.

The arrest of Ganduje’s wife by the EFCC was due to her failure to honour the invitation  extended to her by the Commission, forcing the anti graft agency to effect her arrest.

On 13th September 2021, the Media had reported the invite of Ganduje’s wife by the EFCC. But she allegedly shunned the invite and travelled to United Kingdom to attend the graduation ceremony of another of her sons.

One of the alleged allegations was that Mrs Ganduje had used the influence of the political power of the family to corruptly acquire private enrichment.

Abdulazeez dragged his mum to the EFCC in a  petition where he  stated that  he was approached by a property developer to help facilitate the acquisition of some plots of land in Kano with some hundreds of thousands of US dollars and at least 35 million Naira as “facilitation commission”.   Abdulazeez  claimed that he  paid the sum in dollars to his mother.

However, three months later, (the property developer) discovered that the plots of land he had paid for had been allocated to other buyers. And he, then, requested to be refunded.

The failure of Mrs Ganduje to refund the money led to the issue of arrest by the EFCC.

It would be recalled that the Ganduje family had been engulfed in bribery scandal in the past.

Governor Ganduje was alleged to have been bribed by a contractor in Dollars which was recorded. It went viral, tagged, ‘Gandollar scandals’, and earned him an alias, “Gandollar”.

As at the time of filing this report, it was not confirmed if was still cooling off in the EFCC net or been released.

Meanwhile, it was gathered that his son who reported her had since left Nigeria for, allegedly, Dubai with his wife and children. It is not known if the EFCC will also go after him since he was the go-between in the alleged scandal.

A Customs Officer’s Fleeting Rise To ACG

0

By Bayo Bernard

Mohammed Uba Garba’s confirmation as Assistant Comptroller of Customs, ACG took time in coming, one year after the customs officer got promoted to the rank of Acting ACG by the authority of the Nigerian Customs Service, NCS.

In spite of this, watchers of the service informed the magazine that the promotion could not have come at a better time, particularly as it is well deserved and rewarding for a committed officer who has spent many years serving his country, not looking back in the face of adversity, that sometimes challenged officers’ audacity to excel in the course of their duty as defenders of our borders against economic saboteurs.

But ACG Mohammed has always insisted, that his meteoric rise in the Service could not be adduced to sheer handwork, experience and astuteness, rather the credit goes God who has nurtured his career in the NCS for many years, through thick and thin, to where he now serves as Zonal Co-ordinator, NCS Zone B, Kaduna.

Since fortunes favour the brave, many say, Mohammed’s long history of performance has always positioned him for the right place at the right time. Therefore, it was not difficult for Col. Hameed Ali (rtd) the Comptroller General of the Nigeria Customs Service, NCS to spot him following his appointment as the head of the Service by President Muhammadu Buhari after he came to power in 2015.

“The CG, as you all know him is not cut out for mediocrity. All that matters to him is performance. As long as he’s sure that you have the capacity to perform, he goes for you without looking back,” a top customs officer, close to the CG said when he was asked to speak on the appointment of officers into sensitive positions in the NCS.

That, obviously, stakeholders in the transport and logistic sector insist have defined the deployment of ACG Mohammed to sensitive posts in the NCS in the last five years, to the current position of Zonal Coordinator, Zone B, Kaduna where he has brought his Midas touch to fore to turn things around to the marvel of his bosses in Abuja.

Before he was moved to Kaduna, Mohammed, popular as UBA, among the rank and files of NCS had a short spell at the Service’s headquarters in Abuja as ACG E,I &I, where “he brought his experience to the fore to re-organise the place and put things in order in line with the CG’s vision,” an officer in the Department informed the magazine on Tuesday.

According to the source who said his name should not be mentioned because he was not authorised to speak to the media, “it was based on his performance in E, I&I that the CG took the decision to deploy him to the North West Zone as Zonal Co-ordinator to turn things around there. And as you can see, ACG Mohammed has again proved his mettle again as a performer even in the midst of adversity and challenges. He’s prepared to go anywhere duty called.”

According to a statement by the Deputy National Public Relations Officer of Customs, Timi Bomodi, on Monday, Mohammed made the list of 11 ACGs confirmed by the NCS Board which also includes Hamza Gumi, Mohammed Abba-Kura, Saidu Galadima, Gimba Umar, Obi Ekwealor, Bede Anyanwu, Kayode Olusemire, Lena Oyama, Florence Inuk and Lami Wushishi.

Mohammed enlisted into the NCS in the Superintendent Cadre in 1988 and years after rose to the rank of Comptroller in 2015.

He has held different posts including O/C Export in TCIP, O/C Gate Onne Area II, Port Harcourt from 2004-2008. He was DC Valuation-Lilypond between 2009 to 2010, DC Import, KLT, TCIP and Ogun Area command between 2010-2013.

As a full comptroller in 2015 Mohammed served at Zone “A” Headquarters, Lagos, Tariff and Trade Headquaters, Comptroller, Posting HQ- January to Oct, 2016.

He became Comptroller FOU zone “C” Owerri from October 2016 to May 2017 before his deployment on May 18 2017 to the Federal Operations Unit, Zone “A” Ikeja, Lagos.

ACG Mohammed has attended courses locally and internationally. He’s an expert in Valuation and Enforcement.

South South Governors Float Regional Security Outfit

0
South South Governors

By Akinwale Kasali

Just like its counterparts in the South West and South East came up with Amotekun  and Ebube Agu Security outfits to complement the efforts of the Security forces in the region in protecting lives, properties and external warfares, the South South Governors Forum also known as ‘BRACED Governors’ is set to float its own..

The Delta State Governor Ifeanyi Okowa led South- South Governors Forum has  approved a regional Security Outfit that is to floated soon.

According Governor Okowa, this was part of the resolution reached at the end of their meeting held at Government House, Port Harcourt, Rivers State yesterday, Monday 4th October, 2021.

In a communique jointly signed by the Governors – Godwin Obaseki of Edo State, host, Governor Nyesom Wike of Rivers State, Governor Duoye Diri of Bayelsa State,  and Emmanuel Udom of Akwa Ibom State – the BRACED Governors unanimously supported states on the collection of Valued Added Tax (VAT) and agreed to join the suit at the Supreme Court.

Governor Ben Ayade of Cross Rivers State was absent. Incidentally, he is the only Governor in the Zone that is of the All Progressives Congress, APC, having recently decamped from the Peoples Democratic Party, PDP. He sent no representative, either.

The Forum called on President Muhammadu Buhari and the National Assembly (The Senate and House of Representatives) to review some unfair aspects of the recently signed Petroleum Industry Bill, which has become an act.

“Bearing in mind that most of the BRACED states have established their state security’s organs, we approved the regional security architecture, which will be launched very soon. Unequivocally support the decisions of states to collect Valued Added Tax and resolved to join the suit at the Supreme Court”, the BRACED Governors said.

While Amotekun got off to a flying start with the support of the people of the South-west, Ebubeagu is like a stillborn child having been black from the onset by the Indigenous Peoples of Biafra, IPOB, as anti Igbo aspirations, and a collaborator of the Federal Government to persecute the Igbo and frame Igbo youths.
