Expert Proffers Way Out Of Building Collapse In Nigeria, Says Too Many Quacks In Industry

A building expert has observed that non-passage of the national Building Code into law, refusal and inadequate use of materials have been identified as some of the factors responsible for increasing building collapse in Nigeria.

Mr Garba Olorunoje, the immediate past Deputy Rector of the Federal Polytechnic, Ado-Ekiti, made the observations while delivering the 24th edition of Professor E.K Obiakor lecture series of the polytechnic.

Olorunoje, a Chief Lecturer at the Department of Building Technology at the polytechnic, explained that the major causes of building collapse in the country were due to human errors, due mainly to use of non professionals, which could be avoided.

“Negligence of statutory duties by the various parties involved in the industry is a key factor, hence they must ensure that sanity is brought into play by exercising control over the many processes of building design, construction and maintenance.”

To reduce the problem of building collapse, the Lecturer advocated quick passage of the National Building Code 2006 into law to serve as a check on culprits.

Other suggestions, according to him, include employment of professionals to handle building projects, applying stringent penalties against those responsible for collapse of buildings, sending monitoring teams to inspect building projects.

“Town planning and similar statutory authorities should be adequately staffed and equipped with professionals in the construction industry for effective monitoring of projects during and after construction.

“The current practice where approvals are granted based on personal relationship is dangerous as it does not only criminally distort the master plan of our cities, but encourages building construction in flood plains and in places that have not enjoyed enough setback from high tension cables.”

Olorunoje also pointed out that government should strengthen institutions such as the Nigerian Building and Roads Research Institute, Centre for Earth Construction Technology and other relevant bodies for efficient housing delivery and reduction in building collapse in the Nation.

“Government should provide enabling laws to enforce the training and effective control of Artisans and Craftsmen in the building industry by the relevant professional bodies.

“It show the way by ensuring that those awarded housing projects are not just their political associates whose training may not have been in the field of construction.”

The building Expert further suggested that regular audit of defective structures must be carried out and structures marked for demolition should be demolished before they cause havoc to lives and properties.

“Members of the public must assist government and its agencies by refusing to harbour the identity of quacks operating illegally in the industry.

“They must expose incompetent or dubious contractors carrying out their activities which could eventually lead to collapse.”

In his remarks, the Rector of the Federal Polytechnic Ado Ekiti, Dr. Dayo Oladebeye said the topic of the lecture was apt and timely in view of the alarming cases of building collapse in the country.

Dr. Oladebeye noted that many lives have been lost in Nigeria as a result of poor construction of buildings.

Cross Rivers: Police Detain Journalist, Jalingo In Abuja For Insulting Ayade’s Wife

Rights activist, Agba Jalingo has been moved to Abuja where he’s now being detained by the police.

He was initially detained at the Lagos state police Command, Ikeja before he was flown to the nation’s capital earlier today.

The magazine learnt that operatives of the NPF took him on a flight from the Murtala Mohammed Airport to Abuja on Saturday.

The activist and publisher Cross River Watch had on Friday cried out that his residence at Alapere in Lagos had been surrounded by policemen who later arrested him.

Jalingo’s wife later informed Channels Television on the telephone that her husband has been taken through a flight to Abuja.

The distraught wife said her husband alleged offense is  “Defamation of character and infringement of integrity on Frank Ayade’s wife, the younger brother to Cross River State, Governor Ben Ayade.”

Recall that the activist spent close to six months in detention in 2019, after he was accused of treason by the Cross Rivers state governor, Ben Ayade. The case was later quashed by a court.

President Muhammadu Buhari has said that Civil Servants across the country should not expect any increment in their salaries from the Federal Government.

Buhari said though his administration desired to make Civil Servants smile to the Bank, but due to the global inflation which has made the FG incapacitated, and tight financial constraints his administration is battling with a salary increase is not possible.

A  statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, quoted Buhari as giving the reasons when he received the Central Working Committee of the Association of Senior Civil Servants of Nigeria at the State House, Abuja.

Responding to the committee’s request for the review of civil servants’ salaries, the President said while such a review was urgently needed due to global inflation, the Federal Government was working within tight revenue constraints caused by the diversion of resources to urgent security threats nationwide.

He stated, “I wish to urge you to appreciate the revenue constraint being presently faced by the government, which is caused mainly by the activities of unscrupulous citizens through the theft of our crude oil, a major contributor to our revenue base.

“This is compounded by the global economic downturn as a result of the ongoing Russian-Ukrainian war, which has led to price increases not just in the costs of goods and services globally, but also in the transportation of these goods and services across the globe.

“You are also aware of the enormous burden placed on our finances by the COVID-19 pandemic. Furthermore, let me note the significant investment we have had to make in security over the last seven years, which means other sectors of the economy have not been able to receive as much funding as we would have liked. Only when our country is secured that we are able to proceed and take on other aspects of our economic challenges.”

The President said he had directed that the Orosanye White Paper Report be subjected to immediate review for the Federal Government to implement its general recommendation.

Buhari, who stated that the review was about to be completed, said its implementation would bring some fundamental changes to the structure of the civil service.

It would be recalled that Oronsanye Report was Submitted in 2011, and as well been a subject of controversy as it proposes, among other things, the merging and outright scrapping of over 263 government agencies.

It also proposed that the law establishing the National Salaries and Wages Commission be repealed and its functions taken over by the Revenue Mobilisation and Fiscal Responsibility Commission to save the government N2bn.

While noting that public service, as the engine room of government, should attract the best and the brightest, the President said, “I have directed that the Orosanye White Paper Report be subjected to immediate review to enable the government to take the most appropriate decision on its general recommendation.

“I am aware that the review is about to be completed. While some may complain about the length of time it has taken thus far, the outcome of the various review teams will lead to some fundamental changes in the structure of our civil service and as such, it must be subjected to rigorous review and scrutiny before presentation and implementation.”

He explained that the Secretary to the Government of the Federation would submit the harmonised white paper once it had been concluded.

The President noted that his regime remained focused on strengthening the service and ensuring that it helps the government to fulfil its objectives.

He also appreciated civil servants for their role in realising the targets of the Federal Government.

The President also told the ASCSN that its request for restoration of the payment of gratuity to public service employees was one of the landmark provisions addressed in the 2004 Pension Reform Act.

He stated, “Therefore, implementing your request for the payment of a bulk sum of gratuity to retired civil servants would negate the intent and provisions of the Act.

“It should be acknowledged that a change in the implementation of the Act will require an amendment by the National Assembly. But more importantly, the Pension Reform Act is a better designed and robust system that allows for safety of pensioners’ funds and their payment.”

On the harmonisation of salaries in the public service, the President said a committee was set up for that purpose under the Minister of Finance, which was still working.

Buhari said the Head of Service of the Federation had been directed to liaise with other relevant government agencies to see how the 2023 budget estimates could accommodate an increase in the budget of the Federal Government Staff Housing Loans Board.

He explained that investment in security assets had been at a huge cost after several decades of negligence.

Buhari also expressed “unshaken” confidence in the Nigerian Armed Forces saying, “Recent reports have shown the message is now being heard and the dividends of our seven years of investments are now maturing.

“I implore our forces to continue with the current effort and determination until we rid our land of these miscreants.”

The Minister of Labour and Employment, Dr Chris Ngige, said members of the ASCSN had been supportive in actualising the programmes and policies of the regime, describing the leadership as mostly public servants who were vast in civil service procedures, adding, “So when you negotiate with them, it is easy; and when you make the right point, they know.”

The President of the ASCSN, Dr Tommy Okon, had earlier noted that the regime had been “worker-friendly” with the implementation of far-reaching reforms.

He called for an increase in salaries of civil servants, following increasing cost of living, restoration of full payment of gratuity at retirement, harmonisation of public service salaries and allowances, and increase in the budget of the National Housing Fund.

Atiku Vs Wike: “If Reconciliation Fails, We Shall Tell Our People Where To Vote” – Jerry Gana; Says Wike Will Be President

Professor Jerry Gana, a Board of Trustee Member of the Peoples Democratic Party, PDP, was at his oratorial best. He was, also, at his contradictory best.

On the one hand, Gana told his audience to vote PDP in the upcoming 2023 General elections so as to sweep the All Progressives Congress, APC, out of power. But on the other hand, he told the same audience that they would be told where to vote if the efforts to reconcile  the PDP Presidential candidate, Atiku Abubakar and Rivers State Governor, Nyesom Wike do not work.

Gana, a former Minister for Information under the General Ibrahim Babangida Military regime, and a close political ally of Wike, was sneaking in Porthacourt Rivers State, while flagging off the construction of the 12th over-head bridge to be embarked upon by the Wike administration.

Gana praised Wike to high heavens. He called him the best of the best. A performer. He called him the PDP pillar. Its poster boy. And a happy Wike lapped it all.

On the recent disappointments Wike has had in the Party these past few months, Gana asked Wike not to bother. He told Wike, not once, but twice, that Wike would eventually preside over Nigeria as the President.

Gana: “Your political future is bright. It is very bright. Age is on your side. Don’t worry.  You will eventually preside over this country.”

On the efforts being made by the Party to reconcile Atiku and Wike, Gana said it was progressing but quickly added that if they fail “we shall tell you where to vote.”

Wike a former PDP Presidential aspirant, has been angry with both the PDP leadership and Atiku ever since Atiku beat him to a second place during the Party’s Presidential Primary held in Abuja. His anger boiled over when Atiku skipped him and picked Delta State Governor, Dr Ifeanyi Okowa, as his running mate. Wike anxiously expected to be picked, especially when the Chairman of the Committee set up by Atiku and the Party  to screen and recommend a suitable running mate for Atiku, Benue State Governor, Samuel Ortom, revealed that Wike won 14 out of the 17 votes cast.

Since then, Wike and his Camp, which includes Professor Gana, have given the PDP a wide berth. Instead, Wike has been publicly flirting with the opposition APC. He has, also, been dealing with PDP members in Rivers State, perceived to be close to Atiku. They include his former allies Dr Abiye Sekibo, former Transportation Minister, former Deputy Speaker of the House of Representatives, the Rt. Hon. Austin Opara, Senator Lee Maeba and former Governor, Celestine Omehia.

However, both Atiku and Wike have set up a Committee to sort out the crisis between them, and by extension in the Party. Professor Gana is one of those representing Wike at the Reconciliation Committee.

One of the conditions given by the Wike Camp for peace to reign is that the National Chairman of the Party, Dr Iyorchia Ayu, should step down for a Southerner to emerge the Chairman since the Presidential candidate, Atiku, is  Northerner.

The Ayu issue is an obstacle to the reconciliation efforts. Ayu has reneged on his promise to step down if a Northerner emerged the Presidential candidate. Now, he says he was elected for a four-year term, and would serve it out. Atiku, in an interview on ARISE TV, said Ayu would step down as soon as he wins the Presidential election.

The election has not been held yet. He has not won yet. And the Wike Camp is resolute in its demand on Ayu to step down now.

Christian Girl, Lois John,  Abuja-Kaduna Train Victim, To Be Married By Terrorists Commander; Four Victims Released

An unfortunate abductee of the Abuja-Lagos gruesome and embarrassing attack, 21-year old Christian Girl, Azurfa Lois John, is about to be forcefully married to one of the top Commanders of the Terrorist Group which abducted them.

Tukur Mamu, Publisher of the Desert Herald and Media Consultant to controversial Cleric, Sheik Abubakar Gumi, raised the alarm when he received four abductees of the tragedy who were released on Friday by their abductors.

Mamu received them in his office when they visited to thank him for his efforts which culminated in their release even though he said he had withdrawn from the mediation team.

The released four are the oldest abducted of the victims, 85 year-old Hajia Halimatu Attah, her daughter, Hajia Halimatu, 53,  Adams Mohammed Sani Abdulmaji (M.S. Ustaz, who Mamu said suggested his name to the Terrorists as a mediator), and Alhaji Modin  Modi Bodinga, an indigene of Sokoto State.

But on Miss Lois John, the a Christian girl, Mamu expressed fears over her fate. He said if urgent steps are not taken by the Federal Government,  the 21-year old, would suffer the same fate as Leah Sharibu, the student who was abducted from her school along with her colleagues but was the only one not released because she, allegedly, refused to renounce her Christian faith.

Leah has since been married off to one of her abductors, and has since, allegedly, given birth to two children in captivity.

Mamu disclosed that one of the terrorist Commanders is in love with Lois, and has concluded plans to marry her. He said the marriage would materialise if the Federal Government does not take urgent steps to rescue her. He also warned the Christian Association of Nigeria, CAN, not to politicise this information, but to, along with the Nigerian Government treat it as serious and urgent.

It is not known if any ransom was paid before the latest released four. But the Terrorists have, allegedly, been, receiving the sum of N100m per released victim.

Said Mamu in a statement on Friday: ” I can confirm that earlier on Friday, four additional victims of the train attack were released by their abductors. The four released victims just left my office.

“They said they came, collectively, to thank me for the past efforts I made to mediate on their behalf, and for convincing their abductors to  drop the threat of executing them, and to plead for all stakeholders, especially, the Federal Government, to intensify efforts as the condition of the remaining 23 victims they left at the forest is pathetic.

“Amongst those that were released on Friday include the oldest victim, a grand mother, Mama Halimatu Attah. She is 85 years old. Also released is her daughter, a 53 year-old married woman, Adama Attah-Aliyu ( the woman that was shown in the last video, bravely protesting and challenging her captors and lamenting failure to secure their release), the victim that first suggested my name to the abductors, as one of those to be contacted to mediate between them and the Federal Government, Mohammed Sani Abdulmaji (M.S. Ustaz), and a Sokoto indigene, Alhaji Modin Modi Bodinga were also released on Friday.

“This is to alert the Federal Government, and especially, the Christian Association of Nigeria (CAN), that I can confirm, through credible information at my disposal, that if urgent action is not taken to immediately secure the release of the youngest victim of the train attack, a 21-year old Azurfa Lois John, the abductors, as they have done in the case of Leah Sharibu, are planning to marry her any moment from now. One of the top Commanders is said to be in love with her.

“This important information is to be treated with the urgency it deserves. Even though I know that releasing this information will not only unsettle her immediate family and loved ones, but Nigerians as a whole, it is necessary to do so to avoid a repeat of Leah Sharibu’s case.

“I advise CAN in particular not to politicise this issue or reduce it to mere press releases as I have seen in the past, but to work closely with relevant authorities to engage the abductors on her case as soon as possible, before it gets late.

“I pray that in view of the uncertainties which are becoming alarming, the Federal Government will also act very fast to ensure the release of the other victims.”

With the release of the four, 23 victims are still in captivity. They were abducted on March 28, 2022, in a commando attack after the terrorists bombed the train they boarded from Abuja to Kaduna. They followed up with gunfire, killing nine of their victims and kidnapping over 60 of them. They have been releasing them in batches.

The Federal Government has expressed its helplessness over the fate of the victims. Recently, a Presidential spokesman, Garba Shehu, said the FG has met every demand by the terrorists, including releasing those they asked the FG to release in exchange for the train victims. But the Terrorists reneged on their own side of the bargain to release the victims. Instead, they chose to milk the victims’ families and release only those whose families, allegedly, pay N100m per victim.

Before now, little or nothing was known of 11-Year Stephanie Onusiriuka, not until she wrote her name in Gymnastics history book, by winning a Gold Medal in her discipline at the Africa Gymnastics Championship in South Africa.

The Continent stood still for the young gymnast sensation who took the world by storm.

The media beamed its light on her as she became ‘a golden fish’.

With this superlative outing and performance, the Anambra State born Stephanie has joined the league and class of sport men and women that hail from Anambra, who made the State and Nigeria proud as whole.

The likes of Innocent Egbunike, Mary Onyali, John Mikel Obi, Francis Obikwelu and others had, at different times, hoisted the nation’s flag, on a soaring height.

The teenage sensation, Stephanie, started professional gymnastics with TIG Gymnastics at the National Stadium, Abuja, in October 2018 and participated at the 8th Edition TIG International Level System Gymnastics Championship Competition.

At the 2019 National Youth Games in Ilorin, Kwara State,  she grabbed several silver and bronze medals to become Nigeria’s youngest medallist in gymnastics.

If not for her age, Stephanie could have represented Nigeria at the 2020 Olympics held in Tokyo, Japan, but, with the zeal, strength, passion, determination and her skills, she will compete in 2024 Olympic Games, scheduled for France.

Her ambition is to compete with world athletes. She is very enthusiastic to show the world her talents.

Her young career has continued to grow in leaps and bounds culminating into the recent victory in South Africa.

CNPP Calls For Reversal of Order Revoking Licences of 52 Broadcasting Stations

Conference of Nigeria Political Parties (CNPP) has condemned the decision of the National Broadcasting Commission (NBC) to revoke the licenses of 52 broadcast stations in Nigeria, describing the action in an election as a draconian.

The CNPP, in a statement signed by its Secretary General, Chief Willy Ezugwu, noted that “President Muhammadu Buhari administration has not hidden its disdain for media organisations in Nigeria.

“The CNPP recall that one of the first actions taken by President Buhari administration on assumption of office in 2015 was the ban of African Independent Television (AIT) from covering the presidential villa, Abuja.

“The CNPP equally recall that Bashir Abubakar, the Chief Security Officer to President Muhammadu Buhari had in 2017 also expelled the correspondent of Punch Newspapers, Lekan Adetayo, from the Aso Rock Presidential Villa.

“We call on President Muhammadu Buhari to end this assault on the media and rather engage them, particularly in an election period as we find ourselves.

“There is no enough justification for the shutdown of the 52 broadcast stations by the NBC considering the after effects, including the magnitude of job loss by citizens.

“The NBC should have engaged the stations, using less draconian approach to debt recovery.

“Has NBC thought of the number of citizens employed by the 52 broadcast stations before revoking their licences?

“The CNPP therefore calls for immediate reversal of the shutdown order by the NBC to save million of jobs in the country and reduce the pains inflicted on Nigerians who voted the All Progressives Congress (APC) into office”, the statement concluded.

Rivers: Wike Seals Hotels Over Political Gatherings; Arrests Staff, Guests

Governor Nyesom Wike of Rivers State has made good his threat to seal Hotels and other Recreational Centers where Politicians hold meetings, and according to him, allegedly hire thugs and cultists to cause a breach of peace in the State.

In the wee hours of Friday, August 19, 2022, Security Agents, allegedly, from Government House, Port Harcourt, stormed two hotels and a filling station, all located in Porthacourt city, sealed them and made a number of arrests including staff and guests.

The hotels which fell under Wike’s hammer are: Priscy’s Lounge, Elekahia owned by Hon. Jones Ogbonda and  Preray Hotel, Eagle Island owned by Ikechi Chinda, a former Chairman of the Peoples Democratic Party, Porthacourt.

The Petrol and Gas station sealed belongs to Hon. Chinese Igwe.

Ironically, they are owned by PDP members. However, the owners are said to be Political associates of a former Deputy Speaker of the House of Representatives, Rt. Hon Austin Opara. It is speculated, strongly, that the action was targeted at Opara.

Opara has been a close Political ally of Governor Wike until recently when they fell out because Opara dared visit PDP Presidential candidate, Atiku Abubakar who, for now, Wike has an untidy relationship with.

When Wike made the threat that he would seal Hotels and other concerns over Political meetings, the main opposition Party in the State, the All Progressives Congress, APC, had dared him to seal any concern belonging to its members.

He has just started with those of his Party. It is to be seen if he will extend it to the concerns owned by APC members  and what would happen thereafter.

President Buhari Takes Full Charge Of Tinubu’s Presidential Campaign

The operation and funding of campaigns of the presidential candidate of the All Progressives Congress (APC) are now under President  Muhammadu Buhari.

This follows the President’s appointment as Chairman of the Party’s  Presidential Campaign Council.

This was one of the outcome of a meeting between the presidential candidate of the party, Bola Tinubu and APC Governors in Abuja.

Sources at the meeting, also, disclosed that the party, which is still battling with criticisms trailing its choice of Muslim/Muslim ticket,  is expected to kick-off campaigns in September ahead of the 2023 elections.

The choice of President Buhari does not however affect the position of the Governor of Plateau State Governor, Simon Lalong who still retains his position as Director-General of the Presidential Campaign.

Governor Lalong, however, would be reporting to President Buhari, who has been given the power to take the final decision on operations and funding of the campaigns.

ASUU Faction Seeks FG’s Support To End Strike

A group of lecturers under the aegis of Congress of University Academics, CONUA has called on the federal government to register the union.

The union, which broke away from the Academic Staff Union of the Universities, ASUU said this is the only way to break the current monopoly enjoyed by the foremost union.

It blamed the ongoing strike of ASUU as confrontational, adding that strike should be the last resort when trying to resolve issues in the nation’s ivory towers with the federal government.

Speaking in Abuja on Friday, the National Coordinator of CONUA, Dr Niyi Sunmonu, said the ASUU strike has paralysed the nation’s university system.

Summonu said its own members are not on strike, calling on the federal government to pay them arrears of salary.

Recall that the minister of Education Adamu Adamu had on Thursday said the government will not pay striking university teachers for the period they were on strike.

The CONUA leader said there would be stability in the universities if his union is registered with relevant federal government authorities, adding that freedom of association is enshrined in the country’s constitution.

According to him, “We need a paradigm shift from the old order in our universities and CONUA will focus on inculcating the spirit

” We underscore the fact that what we are asking for is liberalisation. And what that will bring on the table is that before you embark on any industrial action, cross-fertilisation of ideas is needed.

“What we have noted over the years is that ideas are usually muffled and what you see is the perspective of some people and the perspective of other people not actually reflective of what transpired at the end of the day.

” So when we have liberalisation, what we will eventually have is healthy competition, the interest eventually resulting in the protection of the interest of other stakeholders would be protected,” he said.
