Policy And Institutional Reforms At The Heart Of The 2023 Elections In Nigeria  –  Peter Obi (At Chatham House)

In agreement to the primacy of gratitude among human virtues, please allow me to begin today with words of gratitude. I am most grateful to Chatham House, Dr. Alex Vines and his team for the global impact of their mission and commitment to engagement with Nation building in Nigeria. In providing this global platform to interrogate the vision of those seeking to lead Nigeria, at this time when clear existential threats as I will discuss shortly are pervasive across our dear country, this Chatham House event challenges us to new thinking.

We have alarming insecurity that has led to loss of many lives and properties, significant decline in food and economic output, immense trauma that has compromised the mental health of communities, and in some cases, irredentist pressures and disaffection with the Nigerian project. The economy is in crisis with a troubling debt profile worsened by oil theft of proportion once hard to even imagine, two economic recessions in six years and a lamentable power sector that significantly constrains manufacturing and social life. The Nigerian state is captive to an elite gang-up and a rentier political economy that has concentrated political power in the hands of those who came to power and influence mainly through their own contrivances and not through the affirmation of the people, and therefore, do not have the incentive to serve the people’s interest.

Even after exploiting ethnic and religious cleavages and sentiments to ascend to political power, the very people on whose sentiments they grabbed power often become the primary victims of such political fraud that has rendered Nigeria a failing state with a worsening leadership crisis. Consequently, Nigeria’s Democracy has been on the wane, evident in the Afrobarometer longitudinal tracking which reveals low voter turnout and apathy in the current Republic.

But this seems to have turned around dramatically last year, allowing Independent National Electoral Commission (INEC) to register over 12 million new voters, with many more complaining they wished to register but were unable to make INEC deadlines. What prompted this turn-around? The reasons for these very high stakes are lurking in facts of demographics, with our dominant population (the youths) frustrated and unhappy with the status quo and the diminished opportunities in Nigeria in an age of globalization when the Internet easily reveals to them the prosperous homes of those who live in better-led and governed countries.

How did we (Nigeria) plunge into such economic decline that we have overtaken India as home to the biggest pool of the absolute poor in the world? While the poverty rate in India is about 16%, that of Nigeria is about 63% with about 133 million Nigerians classified as multidimensionally poor! This is unacceptable and needs to change! What Nigeria needs is a Great Escape as the 2015 Noble prize winner in Economics Angus Deaton of Princeton University elucidated, that what separates poor & rich is attributable to Health & Education. But what provides Quality Health and Educational Systems for a society? Committed and Focused Leadership that can Build and Sustain Public Wealth as I was told by Professor Donald Jacobs of The Kellogg School of Management.

In many ways, this is at the heart of my remarks today which are deeply rooted in my upbringing, particularly my mother’s counsel that I live a life of positive impact and manage both personal and public resources most prudently for sustainable/inclusive growth and development of the society. It is the principle that guided my stewardship as Governor of Anambra State, Nigeria and led to our much-commended performance with some priced awards to show for it. Some of the awards were for outstanding accomplishment in key Millennium Development Goals (MDGs) now Sustainable Development Goals (SDGs). It is the same counsel and principle that is guiding and motivating me to offer to serve in a New Nigeria!

The answer lies in an understanding of Leadership, Institutions and Demographics. The good news is that demography is driving the change we are seeing in Africa with election after election in the last year in Africa, in which the establishment parties are being upturned by new or small parties. It is for this change that my vision of policy change and institutional development is rooted in the push for a broadened scope of SOCIAL MOBILITY AND FREEDOM for Nigerians, particularly our children and youth. Like Former British Prime Minister Harold McMillan said at the start of the Independence decade, a wind of change is blowing through Africa. Today a new wind of change sees the ballot box as being instrumental to changing of bad leadership.

Senator Yusuf Datti Baba-Ahmed, my running mate, and I are committed to a new politics that starts with the ethics of servant-leaders and anchored on the marriage of clean hearts and skilful hands. We know that unless we change our politics by changing our political leadership, we are stuck with this terrible state of underdevelopment and misery. We will patriotically reform our institutions particularly ones directly responsible for implementing Government policies to make them fit for purpose. It is not to be doubted at the global scene that Nigeria is blessed with some of the most entrepreneurial youths in the world, in science, in business, in art and entertainment. We believe that what remains is to change the leadership class from predators to creators of value; from those whose wealth and power derive from the destitution of the nation and its peoples to those who have demonstrated the competence, character and capacity to invest in human development, create prosperity, and instill the right values and ethical conduct deserving of servant leaders.

Nigeria today is at a critical  juncture and the people, led by the youths brutalized by bad leadership, are awake and leading the movement to transform Nigerian politics and restart the engine of economic growth and social stability. We count ourselves honoured to be trusted especially by the youths, to lead this democratic revolution and we deeply pledge to do so with sincerity, accountability and unquenchable love and desire for a better Nigeria. We are simply, the symbol of the Nigerian youths’ struggles to reverse the ugly trend that keeps driving them into social anomie, despair and rejection of their beloved country. We are determined to do everything that needs to be done to rescue and lead our beloved country to prosperity, freedom, security and peace. We will use merit to assemble competent Nigerians from all sections of Nigeria to form an effective Government of National Unity.

At the heart of my goal here today is to look at our Labour Party’s key policy planks and how they will drive up the quality of life of the average Nigerian, dramatically reduce poverty and return Nigeria to a place of strategic relevance in a world that needs a thriving and well governed Nigeria stabilizing the continent of Africa, making it a high value add for a planet imperilled by environmental challenges, terrorism and inequity. I also plan here to speak on institutions and how the leadership we offer can facilitate the evolution of stronger institutions, with the rule of law a key anchor of Nation building in Nigeria. I have no doubt that the policy choices we favour, and the strong institutions Labour Party will facilitate, will move Nigeria from a country of rent seekers sharing Oil receipts and consuming conspicuously, to one that produces, based on vast factor endowments whose value chains can move us towards a high employment economy. We will turn our youth bulge to a demographic dividend, rather than today’s harvest of a time bomb of violence and insecurity from the uneducated, unemployed and marginalized.

This forms the first and most important thrust of my governance priorities without which the rest may not be achieved: “To secure Nigeria, end banditry and insurgency, and unite our dear nation to manage our diversity, such that no one is left behind”. The growing insecurity in Nigeria is not because the enemy is formidable, it is rather because of lack of focused leadership, ineffective security governance structure and poor coordination from the centre. All these need to be addressed by first, projecting strong leadership signals that allow both state and non-state actors to be mobilised around a single vision. Then, by pursuing a robust reform of the security governance structure with a strong coordinating mechanism that assures that all levels of government – federal, state, and local (with 3-level policing structure) – are aligned with strong collaboration with partners from both the private sector and development groups to provide the required services and deliver results for every Nigerian. Once this is done, it is also important to have a single, clear, coherent, and consistent communication system to keep the government accountable, citizens engaged and involved in the development process. It is important for institutions to be able to provide strong leadership, coordination capability, partner and engage collaboratively with all relevant stakeholders in an environment that mutually reinforces values.

The second plank of my policy thrust is to “Shift emphasis from consumption to production by running a production-centered economy that is driven by an agrarian revolution and export-oriented industrialization”.  With about 70 million hectares of arable land, we will pursue an agricultural revolution through proper segmentation of Nigeria to activate and harness the factor endowments of different parts of the country for both rapid and mechanized agricultural development and as a pillar for Nigeria’s other sectoral development and industrialization. We will incentivise and invest in agro-cluster and industrial cluster development across our geo-resource zones to take advantage of agglomeration and scale effects particularly in North-West, North-East and North-Central regions of Nigeria. We will dredge both Rivers Niger and Benue, build dams and massively support the planting of economic trees across the country for local usage, poverty elimination, export and revenue generation.

A key task is to sequentially but decisively, dismantle the inefficient and anti-market distortionary structures restraining the Nigerian economy from creating the preconditions for a dynamic pro-market economy. We will employ entrepreneurial governance to dismantle impediments to free trade and ease of doing business and implement radical economic policies that will drastically reduce our debt service – a major drain on government revenue today. Our Micro, Small and Medium Scale Enterprises (MSMEs) will be robustly supported. Further borrowing will be strictly for productive purposes. While we will aggressively pursue the activation of all opportunities in the oil and gas value chain, we will use targeted incentive schemes that will be professionally administered to diversify our non-oil export portfolio with proper consideration and management of climate change risks and opportunities.

The third pillar of our governance priorities is to “Restructure the polity through effective legal and institutional reforms to entrench the rule of law, aggressively fight corruption, reduce cost of governance, and establish an honest and efficient civil service”. Reducing the cost of governance in Nigeria is an effective way to fight institutional corruption. In addition to reducing cost of governance and streamlining government operations for efficiency and effectiveness, we will ensure that reforms are pursued in a way that protects the livelihood of our hardworking and efficient civil servants.

Critical to fighting corruption, we shall install a new budgeting system founded on the cardinal principles of public accountability, objective setting, and program implementation. This is against the extant budgetary principles of revenue mobilization, expenditure allocation, borrowing without emphasis on monitoring, evaluation, and feedback. We will enforce the principle of performance auditing and institutionalize monitoring and evaluation process of the entire public service delivery as the primary means of actualizing our vision of a new Nigeria. This reform will institutionalize the personal involvement of the President in setting budgetary objectives of MDAs, and monitoring and evaluating the implementation process through the Office of Regulatory Review in the Office of the President. Budget monitoring and evaluation capacity will be strengthened within the Presidency.

We will embark on effective macro-economic and fiscal restructuring to quickly restore fiscal viability by discontinuing unaffordable subsidies which have left a black-hole in government finances. Fiscal and monetary policy will be properly coordinated, with each deploying conventional tools transparently instead of distorting markets to favour a few privileged persons. For the avoidance of doubt, we will collaborate with the Central Bank of Nigeria for the transparent liberalization of the foreign exchange market and the dismantling of the opaque multiple exchange rate regime which effectively subsidizes a few privileged persons.

We will also seek to boost the supply side, rather than continuing to concentrate exclusively on demand management of the foreign exchange market. When unaffordable subsidies are removed, some carefully calibrated transfers will be used to cushion any adverse impact on the economically weak. If the competitiveness of a sector is to be enhanced, then that will be done via the enactment of transparent and specially targeted fiscal and trade policies designed to stimulate investment and growth. Revenue shortfalls and leakages such as oil theft will be dealt with decisively by holding persons in positions of authority fully accountable.

The fourth plank of our governance priorities is to “Leapfrog Nigeria into the 4th Industrial Revolution through the application of scientific and technological innovations to create a digital economy”.  Building on the gains of the agriculture-led manufacturing and export, we will pursue the development of knowledge and skills to leverage on the emerging disruptive digital technologies, automation, Internet of Things (IoT), artificial intelligence, robotics, virtual reality, block chain technology, biotechnology and data science – all of which are at the heart of the fourth industrial revolution.

The fifth plank of our governance priorities is to “Build expansive infrastructure for efficient power supply, rail, road and air transportation, and pipeline network, through integrated public-private partnerships, and entrepreneurial public sector governance”.  Our solution to the perennial power problem in Nigeria is a comprehensive one that covers transmission, distribution, generation and financing as detailed in our Manifesto.  However, we will immediately complete the $2.3b Nigeria-Siemens network improvement deal to achieve 7,000 MW stable capacity by the end of this year (2023), 11,000 megawatts by 2024, and 25,000 megawatts by 2025. We will support local manufacturing capacity of power technologies and encourage and expand local R&D in universities, training centres, and workshops through which many jobs will be created.

Our 6th priority programme is to “Enhance the human capital of Nigerian youths for productivity and global competitiveness through investment in education and research, quality healthcare, and entrepreneurship education”. The World Bank’s Human Capital Development Index ranks Nigeria 168 out of 173 countries. To move Nigeria right to the top bracket of the index, we will pursue a Marshall plan-type programme on education that incorporates compulsory technical and vocational skills, sports, entrepreneurship, programming, and digital skills from the primary to the secondary level. In line with this commitment to transform our educational sector, we will prioritize the funding of this critical sector. Our tertiary institutions will be remodelled to serve as hubs or centres for research, development, and commercialisation of ideas for the quick industrialization of Nigeria.

Finally, our 7th priority is to “Conduct an afro-centric diplomacy that protects the rights of Nigerian citizens abroad and advances the economic interests of Nigerians and Nigerian businesses in a changing world”.

CONCLUSION

In concluding, let me say that the problem with Nigeria is at once complex and simple. It rests on leadership. As our erudite Professor Chinua Achebe stated, ‘’ The trouble with Nigeria is simply and squarely a failure of leadership’’. In Achebe’s view, there is nothing basically wrong with the Nigerian character. ‘’The Nigerian problem is the unwillingness or inability of its leaders to rise to the responsibility, to the challenge of leading in the front by example which is the hallmarks of true leadership’’. When people of competence, character, commitment, and compassion take over leadership and pursue their mission and task with the seriousness required, a New Nigeria characterised by peace, unity, prosperity, inclusiveness will be achieved and sustained. That is what is driving Datti Baba-Ahmed and I to join and offer to lead this desire and crusade of Nigerians, particularly our youths, for an inclusive and sustainable Nigeria that works for all. In line with my upbringing, especially my Mother’s counsel, my promise is that Nigeria’s resources will be most prudently used and as the Commander in Chief, I Peter Obi sincerely pledge that Our Pact with Nigeria will be diligently pursued to create a new Nigeria characterised by sustainable/inclusive growth and development.

Ambition Tears Ondo PDP Apart; SWC Members Demand Chairman Resignation

As the jostling for Ondo Governorship ticket in 2024 begins, members of the State Working Committee, (SWC) of the People’s Democratic Party (PDP) have called for the resignation of the Chairman of the party in the state, Mr. Fatai Adams.

The position of the SWC is the climax of the intra party squabbles that has been rocking the opposition party since after the governorship election in 2021.

The State Working Committee of the party is reported to have met with the leadership of the party insisting on the removal of Adams, saying the Chairman lacks the capacity to lead the party to victory in the 2023 general elections.

They accused Adams of incompetence, high handedness, lack of transparency, anti-party, polarisation of the party across the 18 local governments of the state among several others allegations, calling Adams to step aside.

The SWC also alleged that apart from causing division within the party, Adams lacks the capacity to bring all aggrieved members of the party together while party’s candidates have been working at cross purposes

A SWC member said the Chairman of the PDP in the state is being used to carry out selfish interest of some individuals within the party, saying “as far as this man is the chairman, we would not win any election in Ondo in 2023”

He disclosed that the Chairman has been doing the bidding of the governorship candidate of the party in 2020, Eyitayo Jegede, keeping other leaders of the party in the dark about the activities of the party.

He said most of the party’s candidates have been running and funding their campaigns on their own without any input from the party

He noted that those who have openly tabled their grievances and challenged the leadership style of Adams and Jegede have been shut out of the party.

According to him, “the ongoing crisis in the party was caused by inordinate ambition of a former governorship candidate to become the candidate of the party again in 2024 governorship election in the state.

“They are scheming for 2024 governorship election instead of working towards securing a win for the 2023 election and deliver the state for PDP and Atiku.

“They are talking of 2024 governorship elections and that is the main reasons for the division within the party.”

The State Publicity Secretary of the party , Kennedy Peretei, who confirmed the development said some members of the SWC met with the leadership of the party, demanding for the removal of the party chairman.

Peretei however, said the leaders of the party have appealed to the SWC members to sheath sword and work with the Chairman for the development of the party ahead next month election

“Yes there was a joint meeting with the SWC members and the party leaders but the leaders have appealed to them to let peace reign in the party.

“It is an internal issue and it has been resolved . It is a normal thing to have issues within the party.

“They can’t be talking about the removal of the party’s Chairman some few days to elections, no matter the gravity of the allegations. The timing  is wrong

“There was no talk about the Chairman resigning or being suspended or removed. This is not a good time for such as the state look forward to deliver the state for Atiku and other candidates of the party. We hope they will see reason and work for the success of the party in the next election.”

PDP Loses Gov. Ugwuanyi To Tinubu; APC Candidate Claims Ugwuanyi, Soludo Working For Him; Ikpeazu Awaited

The Presidential Candidate  of the All Progressives Congress, APC, Asiwaju Bola Tinubu, has disclosed that the Governors of Enugu and Anambra State, Ifeanyi Ugwuanyi and Charles Soludo are working with him for his Presidential success.

The Candidate, also, said that Abia State Governor, Okezie Ikpeazu, is being awaited. And confirmed what has been public knowledge that Senator Chimaroke Nnamani is, also, working for him.

All the named persons, except Soludo are of the Peoples Democratic Party, PDP. Soludo is of the All Progressives Grand Alliance,  APGA, which “anonymous” Presidential candidate is a retired Judge,  The Honourable Justice Umeadi.

Josef Onoh, a Spokesman of the APC Presidential Candidate in the South-east, made these disclosures in Enugu on Sunday. Onoh is a son of a former Governor of Anambra State, Christian Onoh.

He acknowledged Governor Ugwuanyi as Tinubu’s “latest partner in progress.”

According to reports, Onoh heaped praises on Governors Hope Uzodinma of Imo State, Dave Umahi of Ebonyi State and Charles Soludo of Anambra State for showing the way.

Said Onoh: “We must commend Governors Hope Uzodinma of Imo State, Engr Dave Umahi of Ebonyi State and Charles Soludo of Anambra State.

“These three Governors have come to realise that political  affinities are borne out of mutual ‘you rub my back and I’d rub yours’ scenario.

“I also commend Chimaroke Nnamani and our latest partner in progress, Governor Ifeanyi Ugwuanyi of Enugu State.

“We await Governor Okezie Ikpeazu of Abia State to take a stand, let’s all pursue a full loaf of bread for the South-east together.”

Tinubu, during his Presidential rally in Enugu State a few days ago, had promised the South-east a slice of bread.

Both Ugwuanyi and Ikpeazu are members of the five PDP Governors who have been at loggerheads with the National Leadership of the Party, as represented by Chairman, Dr Iyorchia Ayu and the Presidential Candidate, Atiku Abubakar.  The other members are the leader, Nyesom Wike, Rivers, Samuel Ortom, Benue, and Seyi Makinde, Oyo. They vowed not to work for Atiku’s Presidential success unless Ayu steps down as National Chairman in favour  of a Southerner. They insist it is a breach of the Party’s Constitution for both the Chairman and the Presidential Candidate of the Party to come from the same Region – North.

They asked their Party members in their States to wait for their Presidential choice.

The problem started when Atiku beat Wike to a second place in the Party’s Presidential Primary. He and his group hold Ayu responsible for Wike’s loss.

Given the benefit of hindsight, Ugwuanyi seems to have always been with Tinubu. When Tinubu flagged off his Presidential Campaign in Ebonyi State, the Speaker of the Enugu House of Assembly was there – apparently with the endorsement of the Governor. Not to forget the fact that Senator Chimaroke Nnamani, a close political ally of Ugwuanyi, has, for months been publicly, vigorously, campaigning for Tinubu. The Senator’s name initially appeared as a member of the APC Presidential Campaign Council, but was removed later, with a claim it was “a mistake.”

Query: Kogi Govt Rejects Ohinoyi’s Response, Says Monarch Used Improper Title

The Kogi State Government has rejected the response by the Ohinoyi of Ebiraland, Dr. Ado Ibrahim, to the query issued to him for his refusal to attend the reception of President Mohammadu Buhari during his visit to the State on December 29, 2022.

The State Government said the reply did not carry the constitutionally recognized title of Okenne monarch.

In the reply, the Ohinoyi had claimed he is the  Attah of Ibirraland, a title the  Government described as alien  to the law of the State.

The Monarch has now been given 48 hours from Monday to re-submit his response with the appropriate title of the stool as recognized by the Kogi State Chieftaincy Law 2006 and his letter of appointment.

He had, in his response letter marked: “Ref. No. ETC/CHI/35/VOL.II/33”, dated January 6, 2023, addressed himself as “Atta Ebira” instead of Ohinoyi of Ebiraland.

Declaring that the Atta Ebira title is unknown to the law of the state, the State Commissioner for Local Government and Chieftaincy Affairs, Salami Ozigi Deedat, noted that any correspondence with the Atta title was unacceptable for official purpose.

Government’s response on Monday states that “Your personal decision to use the title of Atta Ebira and not Ohinoyi of Ebiraland in your official communication is at variance with sections 19a, 27(2b), 33 and schedules II and V of Kogi State Chiefs (Appointment, Deposition and Establishment of Traditional Councils in Kogi State) Law, 2006 and your letter of appointment issued to you with Ref. No. GHLK/KGS/22, dated 2nd June, 1997.

“The title of Atta Ebira is alien to law and not recognized by Government. Therefore, any correspondence with that title is unacceptable for official purpose.

“I wish to refer to your letter Ref. No. ETC/CHI/35/VOL.II/33,  dated 6th January, 2023, in respect of the above subject matter and to inform you that the said letter under reference, which ought to be your response to a letter of query was not conveyed with the appropriate title of your stool as recognized by the Kogi State Chieftaincy law 2006 and your letter of appointment.

“In view of the above, you are hereby requested to kindly re-submit your reply to the query with the appropriate title within 48hours to enable further necessary action to be taken.

“It is expected that Your Royal Majesty will respond accordingly, please.”

Akokwa Attack: “You Are The Architect Of Your Ordeal”,  Imo Govt Tells Ugochinyere; Denies Complicity, Slams PDP

The Imo State Government has denied any immediate, or remote involvement in the alleged burning of houses and vehicles belonging to a self-acclaimed opposition parties’ spokesman, Ikenga Imo Ugochinyere.

It said Ugochinyere is so inconsequential with microscopic importance in the political firmament of the State to warrant any attention, talkless of torching his house.

In a statement in Owerri on Sunday, the State Commissioner for Information and Strategy, Hon Declan Emelumba, noted that Ugochinyere does not pose any threat to the Government, nor does he have any capacity to do so, to warrant any form of attention.

“At any rate, His Excellency, Senator Hope Uzodimma, the Executive Governor of Imo state has been in politics for more than 40 years and has never been linked to any kind of violence,” Emelumba submitted.

He said it was unfortunate and pathetic that in his quest for attention, Ugochinyere does not hesitate to drag the State Government into his habitual, messy, tissue of lies.

According to the Commissioner , Ugochinyere is queer and perverted in every sense of the word, resulting in a  manifest, lifelong cantankerous conduct that has defined his infantile political adventure for long. Naturally, he  picks enemies the way magnet picks pin and, therefore, should look inward to know where his problem emanated.

Said he: “A man who is at loggerhead with his party’s National Chairman, a man who is working with anti-democratic forces to cancel the upcoming elections, and a man at loggerhead with some of his kinsmen should know when nemesis is after him and stop crying wolf. His ordeal is certainly not from Imo State Government”

Emelumba regretted that Ugochinyere has become notorious in levelling spurious allegations against Governor Hope Uzodimma, all in the name of attracting undue national attention.

He, however, expressed satisfaction that none of all the allegations made by the  self acclaimed opposition spokesman against Uzodinma has ever been proven to be true.

“From the so-called Omuma voters register magic to all his insults on the Governor and the current one, all of them are mere falsehood aimed at attracting undue attention to himself.”

The Commissioner noted that Ugochinyere has lived a life of falsehood and violence, the reason he is always afraid of his shadows.

He said it was curious that PDP has found its voice to condemn the latest act of violence in the State because their member is involved.

He noted that from the burning of the Governor’s country home to the recent attack on former Governor Ikedi Ohakim, PDP has never deemed it fit to condemn the security breaches in the State.

Emelumba said that while he has refused to believe that an obviously demented mind and attention seeker can  stage-manage the burning of his property just to attract attention to himself and call the Government a bad name, it still remains a possibility.

He, therefore, called on security agencies to investigate the incident with a view to establishing the culprits.

Ugochinyere is the House of Representatives Candidate for Ideato North and South in the oncoming February 25 election.

His country home in his native Akokwa came under heavy attack on Sunday by yet to be identified gunmen.

Houses were razed as were, at least, 15 vehicles. There were four fatalities, including his uncle.

Ugochinyere, who was at home, and sent out SOS messages for help, miraculously escaped unhurt.

Again social media have been inundated about the status of Chief Segun Oni’s tenure as Governor of Ekiti state.

Segun Oni won election on the ticket of People’s Democratic Party, (PDP) as elected governor of Ekiti state and was in the saddle between 2007 to 2010, when he was removed by a Court of Appeal sitting in Ilorin, Kwara state.

The suit was filed by former Governor Kayode Fayemi and the Action Congress of Nigeria, (ACN) to challenge victory of Oni.

Fayemi started his first term in October, 2010 after the Court judgement, thus stopping Oni to complete his first term as Governor.

Fayemi was equally stopped from second term by Ayodele Fayose who defeated him in June 2014 in an election described as 17 zero victory for the People’s Democratic Party, (PDP) and Fayose.

On his assumption, Fayose decided to honour Oni as a former Governor by hanging his portrait at the government office and restored some of his benefits as a former Governor. Fayemi had earlier removed the portrait.

Along the line, Oni decamped to the All Progressive Congress, (APC) saying it would be an insult to regard Fayose as his Governor, despite being an incumbent.

Oni again contested for the APC governorship primary in 2018 with Fayemi and lost, thus his return to the PDP.

In 2021, he again lost the governorship primary of PDP to Fayose annoited candidate, Bisi Kolawole, which prompted him to pick the governorship ticket of the Social Democratic Party, (SDP).

He lost the election to APC candidate, Biodun Oyebanji, but he is currently at the Appellate Court to challenge the dismissal of his petition filed at the tribunal.

The latest debate about Oni’s status is prompted by a group photograph of former governors of the state, Niyi Adebayo, Fayose and Fayemi, probably taken at a public function.

The picture is captioned “Behold the only three Ekiti former Governors that are known to law.

“The Court said the remaining one was an impostor and meddlesome interloper in the Government House of Ekiti State because he never won the 2007 Gubernatorial election and the 2009 re-run election and was never a Governor. R-L, (accordingly to seniority) Niyi Adebayo, Ayo Fayose and Kayode Fayemi.”

This has generated reactions with one of them stating that “Why are all these on the fountain of knowledge for God’s sake?

“When H E, Kayode Fayemi took over the governance of Ekiti State in 2010,  he removed the portrait of H E, Chief Segun Oni at the Governor’s office and referred to him as a person who did not rule the state  constitutionally as Governor of this state, ditto Ayo Fayose.

“But H E, Ayo Fayose replaced the portrait of Chief Segun Oni back as a former Governor of Ekiti State during his second time in office as Governor.

“When Chief Segun Oni was in APC, you people always referred to him as the former Governor of Ekiti State.

“You praised him to the high heaven. Because he is not with you now politically, you are changing the narrative. Why are we like this on the fountain of knowledge?

“Fayose is with you again doing your bidding. What happened to Ekiti State between 2007 and 2010? History had been made and you can’t change it. Why are we so hypocritic? Stop distorting history.”

Another on wrote “Segun Onis foot prints in three and half years supercede eight years of Fayose and Fayemi put together.

“It was  the golden era of local governments in ekiti in terms of unambiguous autonomy. Brothers were not set against brothers under politically motivated autonomy.

“Salaries, pensions and gratuities are paid as at when due. Leave grant, Xmas bonus were never  privilege. Anyone hallucinating on Oni not being governor was illogical.”

Reactions have been trailing a directive from Ekiti state Ministry of Transportation urging commercial vehicle drivers and motorcyclists to stay off roads in the state capital on Tuesday.

Market men and women were also said to have been compelled to remain indoor till 4.00 pm, same day.

Tuesday has been slated by the People’s Democratic Party (PDP) to launch the presidential campaign of Atiku Abubakar and his running mate, Okowa in Ado Ekiti.

A statement on a popular social media platform on Monday, however claimed that the State Chapter of Roads Transport Employers Association, (RTEAN) and National Union of Road Transport Workers, (NURTW) have directed its members to keep off the road.

Quoting from the statement, Adeola Ogunrinde, PDP National Ex-Officio member states that “Our attention has been drawn to a very ridiculous action of the State ministry of transportation through the State Chairman of Road Employee and National Union to introduce harsh measures on our expected people.

“This is by directing commercial drivers and motorcyclists to withdraw their services from the roads on Tuesday as the PDP and Atiku take campaign to Ekiti.

“They also ordered that major markets in the city be closed and residents stay indoors until 4:00 pm  when we are not in Nnewi or Onitsha area of Anambra state.

“Distinguished members and supporters of the PDP in Ekiti, don’t be panic, you should understand the brain behind all tricks, including the worthless White Paper, to stop Atiku from coming to Ekiti.

“The former Governor Ayo Fayose and his agent in Ekiti State Government are only afraid of PDP/Atiku-Okowa popularity in the state since the released and official inauguration of Ekiti PCC and fear of impending and unavoidable defeat that await the O’Lule Dynasty on 25th February.

“That is the reason they are trying to do everything possible to frustrate the rally by introducing harsh measure on people in the state.”

“We call on all Okada riders, motorists, both the National and Road Employees to remain calm as whatever issue related to this anti-people approach to stop you from working for Atiku-Okowa on Tuesday will be resolved.“

Another social media commentator, Bolarinwa Ola, states that “I promise not to discuss BAO or his government here, but I will still advise him not copy Osoko style.

“Asking commercial drivers to stay off  the road and  market women to remain indoor tomorrow because the next president of federal republic of Nigeria, His Excellency Atiku Abubakar and his vice, Excellency Okowa are coming to campaign in Ekiti is uncalled for.

“APC  will see the difference tomorrow. It’s going to be mother of all rallies.”

CBN: Emefiele On The Run, Must Be Arrested By DSS- Falana

CBN Governor, Godwin Emefiele must be arrested by the Department of State Services, DSS, once he returns to the country, Femi Falana, a senior Advocate of Nigeria, SAN, has said.

The human rights lawyer spoke amidst report that Emefiele has not resumed work after he left the country late last year.

Recall that a Federal Capital Territory High Court, Abuja had refused an application by the DSS to arrest the apex bank boss over allegations of terrorism financing and economic sabotage.

Justice Maryam Hassan, while ruling on the matter barred the DSS from arresting, inviting, or detaining Emefiele declaring the terrorism allegations against the CBN governor by the DSS as vindictive, callous, oppressive, void and of no effect.

Since the botched plan by the secrete police to arrest him, Emefiele had not been seen, a situation that has prompted suggestions that he deliberately stayed back abroad over fear that the DSS could make a fresh attempt to take him into their custody for interrogating, once he returned back to the country.

Speaking on Channel Television on Sunday, Falana said Emefiele has refused to come back to the country because he is under the watch list of the DSS. The activist said the DSS does not need a court order to arrest Emefiele so far it has sufficient evidence that he has broken the law, noting that the CBN Governor does not enjoy constitution immunity.

He called on President Muhammadu Buhari to intervene on the matter or fire Emefiele, adding that his absence has grave implications for the nation’s economy.

Falana noted whether “the government considered the enormous implication of the effect of a wanted governor of the central bank on the economy?

“I am completely flabbergasted that the President of the country has not intervened; either to call the state security to order or to call Mr Emefiele to return to the country or be fired.”

He narrated how Emefiele predecessor was also kicked out of office on the same terrorism financing allegation.

He said, “These guys play on our collective intelligence because they know we are very forgetful. In 2014, his (Emefiele’s) immediate predecessor, former Emir of Kano, Alhaji Sanusi Lamido Sanusi, was equally accused of terrorism financing.

“In the same way, he (Sanusi) also travelled out of the country to attend a meeting with the governors of the central banks of West Africa in Niamey, Niger Republic.

“As soon as he landed in Lagos, he was arrested, his passport was seized.”
Sanusi was sacked by former President Goodluck Jonathan in a 2014 but would later win the case of terrorism against him.

Polaris Bank Vs Ondo: CBN Cautious Over Garnishee Order; Hearing Resumes Today

The Central Bank of Nigeria, CBN, has yet to freeze the account of Polaris Bank following an order by a high court in Ondo state last week. The court had ordered the apex bank to block the bank’s account over a N2.16 billion judgment debt in favour of the state government.

But sources told the magazine, on Monday, that the Godwin Emefiele-led CBN is not likely to carry out the order since the case is still pending in the trail court.

“We have a statutory obligations to apply the law where and when necessary. The CBN is aware of the court case and following proceedings, and will take the necessary steps when it’s time to do that. Besides, we have not been served the Garnishee order. When that’s done the CBN will know how to proceed on this matter,” a top source in the bank said.

The source spoke as proceedings in the case resumes today after the court ,last week, fixed Monday, January 16 for furher hearing on the matter.

Polaris Bank had said in a statment at the weekend that it has yet to be served the Garnishee order. The former bridge bank urged customer and members of the public not to be mislead by the said order.

The bank said its account cannot be frozen by the CBN until the case has been fully heard.

The garnishee order was issued by Justice Adegboyega Adebusoye following an application filed by Charles Titiloye, Ondo attorney-general and commissioner for justice who informed th3 court that the application was necessary over alleged failure and neglect of the bank to meet the condition of the stay of execution of an earlier judgment.

Polaris Bank however clarified that the effect of the order is not to freeze its account with CBN but to set aside the disputed judgment amount until the case has been heard, adding that it has already applied for a motion of stay of execution in the same court.

The statement reads: “We are aware of the matter and our Solicitor has filed necessary processes to set aside the Garnishee order,” the statement reads.

“The matter is on appeal and an application for stay of execution is pending at the Court of Appeal.
“Thus, the garnishee order ought not to have been obtained by the reason of the pending appeal and motion for stay.

“The Bank is yet to be served the Garnishee Order as required by law relating to Garnishee proceedings.
“Above all, the effect of the order is not to freeze the Bank’s account with CBN as erroneously published by a section of the media but to set aside the contentious judgment sum until conclusion of hearing in the case.”

Justice Adebususi had last week ordered the CBN to freeze Polaris Bank account to the tune of N2 billion judgement debt following an application moved by the Ondo state Attorney General and Commissioner for Justice Ondo State, Charles Titiloye.

The commissioner applied for the garnishee order in the suit No AK/75/2017, attaching all the sums of indebtedness of Polaris Bank to Ondo State Government.

Ruling on the motion, the judge said the bank was liable for mismanaging the account of the state Ministry for Local Government and Chieftaincy affairs.

Justice Adebususi further ruled that Polaris Bank made unlawful deductions from the government account with the bank and ordered a refund and payment of the damages.

The court had earlier granted a stay of execution of its judgment pending an appeal on the condition that the bank made payment of the judgement debt to an account held by the Registrar of the court.

Kogi: Emperor-Governor At His Most Disrespectful

Unless there are other underlying issues not known to the public, the Emperor-Governor of Kogi State, Yahaya Bello, owes the Ohinoyi of Ebiraland, Dr Ado Ibrahim, an apology. The Ohinoyi’s subjects should insist, or rise in anger.

Bello has insulted the 94-year old First Class Monarch. He used very derogatory language on him. He dressed the Monarch in a robe not worthy of a man of his status. He said  the Ohinoyi has brought shame to Kogi State, the Ebira nation, and the revered stool he sits on. He said the Ohinoyi is a threat to the  security of the State. Finally, he hinted the Ohinoyi could be dethroned. The Monarch’s subjects should protest this insult. They should protect their pride and culture as represented by the Ohinoyi.

What was the problem?

The much that we know is that it began on December 29, 2022. President Muhammadu Buhari was in Kogi State to commission some projects executed by Yahaya Bello’s Government. It is the norm in Nigeria. Every project executed by Governors, even a borehole, is commissioned. Atimes, the money spent on commissioning such projects is more than the money used to execute them.

So, Bello invited the President to commission his projects. Inviting the President is a big deal. It doesn’t come easy. Atimes,  lobbying comes into play. And why not? The President is a busy man. It takes some  to host him. The planning could take months.

When he visits a State, everything comes to a halt, almost. The socio-economic lives of the people is disrupted, including those of Traditional Rulers who are expected to travel, and converge at the Airport or at any appointed venue to welcome the President, especially, First Class Traditional Rulers.

But on this day when President Buhari visited Kogi, the Ohinoyi was absent at the welcome party. A cardinal sin. But, a combination of factors contributed to his absence. That, later here.

His absence stung Governor Bello. His anger rose to high heavens. And, his Government queried the Traditional Ruler.

In the query, dated 5th January, 2023, and signed by a Director in the Ministry of Chieftaincy Affairs, the Ohinoyi was given 48 hours within which to respond. He was accused of disrespecting Mr President. He was accused of “exhibiting deliberate attitude and actions capable of bringing Kogi State and Ebiraland, in particular, to disrepute.”

One would think the Monarch planned a coup to topple President Buhari out of office, and strip Governor Bello of his gubernatorial jacket.

The query pointed out to the 94 year-old Monarch that in times past, he had, also, ignored lining-up to receive the Governor each time Bello came back from a trip. “It is on record that in time past, topmost Traditional Rulers, including the President, Kogi State Council of Chiefs, do receive the Governor of the State on his return from critical missions undertaken on behalf of the State.

“But you have chosen to disdain the office of the Executive Governor and, this time, you did it with effrontery before the number one citizen of Nigeria.” And to the Governor, here’s the implication: “This action of yours is an act of insubordination and disloyalty to the President and Commander-in-Chief of Nigeria Armed Forces, the Executive Governor of Kogi State and the entire Ebira nation as a whole and portends grave danger to the security of the State and laying bad precedence for traditional institution of the State.”

The Monarch has replied to the query. But, here, a little background before we get to his reply.

In the morning of the President’s visit, a bomb exploded by the gate of the Ohinoyi’s Palace. There were four fatalities. And part of the Ohinoyi’s Palace was destroyed. How anybody expected the aged Monarch to, still, leave the Palace that morning, in the face of uncertainty, beats one. That’s insensitive.

In the Monarch’s reply, he pointed the insensitivity out, among other seemingly  deliberate acts to make a ridicule of him and his stool.

For instance, one of the projects scheduled for commissioning by the President was a new Palace for the Ohinoyi. But here’s the irony. The Monarch said he was unaware of any new Palace for him. He had been living in the old Palace since his coronation in 1997, and had no hint he could be asked to move to a new Palace. But there’s worse.

The Monarch said he was not officially informed of the President’s visit to the State, not to talk to his domain, until the eve of the visit. He explained that the same Commissioner for Chieftaincy Affairs whose office queried him, was the one who came to the Palace December 28th evening, to inform him of the Presidential visit. It was, also, the same  Commissioner who, the Ohinoyi said, asked him to stay put in his Palace as the President would, as protocol demands, pay him a courtesy visit on arrival. How the same man who asked the Ohinoyi to stay in his Palace and await the President’s arrival, turned around and queried him for not joining the President’s welcome party, is a mystery only Governor Bello and his Commissioner can explain.

Then, the Ohinoyi hinted at the Governor’s insensitivity. He lamented that a bomb exploded by the Palace gate  in the morning of the President’s visit, and killed four people. He said that while awaiting the President’s arrival to his Palace, he was, at once, busy consoling his panicky and scared subjects, reassuring them that all was well. He expressed surprise that neither the Governor, nor any Government official visited the Palace to find out the situation of things. None extended any sympathy to him and his subjects. His first official contact with Bello’s Government, he said, was the query he received.

Not a few people think that there was a plan to stop the Ohinoyi from the activities to welcome the President. They ask: How come a representative of the Ohinoyi, not known to him, read an address to welcome the President? Who wrote the welcome address? Why did the Ohinoyi not see the welcome address before it was read on his behalf? He is not an illiterate. He is well read – home and abroad. He holds, at least, a Masters Degree. He is addressed as “Dr”, but I’m careful not to add that he possesses a PhD, in case it is honorary prefix which anybody, with a little cash, gets honoured with by  some cash-strapped Nigerian Universities, and some backyard/fake Universities abroad. Those ones come to Nigeria, take their cash, and  confer, on even illiterates, honorary doctorate degree in hotels and Church premises, or any available hall. The recipients proudly celebrate it and shamelessly insist on being addressed as “Dr.”

But, more important, the bomb blast, many point out, was a compelling reason for the President and Bello to have visited the Palace. Or, for Bello to visit as soon as the President left.

What’s wrong with Governor Bello? When he was first elected Governor,  controversial as his election was, in 2015, the Youths, in particular celebrated him. He was young. Still is. He was dubbed the youthful Governor. But Bello has been a bad Ambassador of Nigerian youths.

The Governor is brash and arrogant. He talks carelessly. He talks down on people. He  threatens violence at the drop of the hat. He is disrespectful. He is not diplomatic.

In the heat of the COVID-19 pandemic, when the Federal Government of Nigeria, and every Government in the World, was frantic, and appealing to subjects to get vaccinated, Bello was against it. He said there was nothing like COVID-19. He preached against the vaccine. He discouraged his people from taking it. At the height of his vehement opposition to it, he detained health officials who came from Abuja to his office to talk about COVID-19 to the people. When they went to a hospital or wherever to enlighten the people,  thugs invaded the venue, and chased them away.

Every election since Bello became Kogi State Governor, has been marred by violence. He has stiffled the political space in the State. It was under Bello’s watch that Mrs Salome Abuh, a PDP woman leader, was burnt alive in her home for holding a different view from Bello’s supporters. Her murderers got away with a slap on the wrist. Quite a number of people allege that the Governor is angry with the Ohinoyi for giving his blessings to a PDP Senatorial Candidate in the State, Natasha Akpoti-Uduahan, who Bello regards as an arch political enemy. It has been alleged that the Governor warned Traditional Rulers not to welcome non-APC candidates to their Palaces or face the consequences. Haba!

Bello says Mr President is his father. He proclaims it everywhere. He says he is President Buhari’s first son. People say it is part of the reasons he stays in Abuja more than he stays in Lokoja. I think the President and his family accept him as  their son. Good for them.

In 2019, during his campaign for a second term in office, First Lady, Aisha Buhari, travelled to Lokoja to campaign for him – the only APC Governor who had that privilege.

Now, Mr President should call his son to order. His “gra-gra” is too much. He went over-board on the Ohinoyi. He respected neither the Monarch’s age, nor his throne. How Bello, could even count it against the Monarch, that at 94, the Ohinoyi does not go to Lokoja to welcome him from a trip, is unimaginable. Bello is young enough to be the Monarch’s grandson.

Finally, Bello should cause the withdrawal of the query given to the Ohinoyi. He owes the Monarch a condolence visit over the bomb blast at the gate of his Palace. Unless, the dead were the criminals who planted the bomb, what the Governor did by his silence, and the query to the Ohinoyi, is to dance on their graves. That’s not leadership.

And, now, an unsolicited advice to the Governor: ‘Calm down. As the saying goes, no condition is permanent.’
