Professor Cyril Ndifon, the embattled, suspended Dean of the Faculty of Law, University of Calabar, (UNICAL), is in for more troubles and embarrassment.

The authorities of the University of Calabar  (UNICAL), has not only set up an investigation panel to  look into  sundry allegations, including se€ual  harassment, lack of accountability and abuse of office made against him by female Law Students, the list approved by him and sent to Law Schools is likely to be recalled for a review.

Professor Ndifon’s trouble started last week when the students, in an unprecedented action, embarked on a massive protest against him at the Vice Chancellor’s office, asking that the Professor leave them alone as the Faculty is not a brothel, and their bodies not meant for him.

The actions against Ndifon was made public by the Vice Chancellor  of the University, Professor Florence Obi, addressed newsmen in Calabar on Monday.

Professor Obi said the Panel  would be made up of a few members of staff of the University, but would include, mostly, representatives of interested bodies including  UNICAL Alumni, Federation of Female Lawyers and Federal Public Complaints Commission. She noted that their involvement “speaks volumes of the Management’s understanding and willingness to partner with them to get it right.

Her words:

“Management, after observing that the Dean of the Faculty was at the Centre of all the complaints and aberrations, issued the Dean with a 10-point query to be responded to within 24 hours.

“This was to give him a good opportunity to effectively refute the allegations or state why Management should not take the allegations of the students seriously.

“When he responded, his submissions in the eyes of Management were thoroughly weak and not convincing.

“Management was left with no other option than to set up a panel to conduct investigation. It is obvious that the Dean cannot be in office while the investigation is on, hence going by the Public Service Rules, he has been placed on suspension to allow a free investigation.”

Management, she also noted,  has decided with the staff “on the need for some basic changes to be effected, to avoid continuous overbearing influence and power of any Dean of Faculty of Law over the students.”

She listed the immediate actions taken so far as: “Setting up of a Committee to take charge of students’ mobilization to Law School.

“A review and possible recall of the students’ list sent to Law School. Removal from office of the two examination officers and the setting up of a ResultVetting Committee. Setting up Students’ Project Committee to assign Project supervisors to the undergraduates. Setting up of Admission Committee to review Direct Entry Admissions.

“Setting up of a Committee to update the existing Standard Operations Procedure(SOP) of the University to take care of the peculiarities of the Faculty of Law. Appointment of a new Sub-Dean. Appointment of a new interim Chairman of the Faculty’s Post Graduate School Board. Setting up a Committee to review and assign courses for the semester in compliancewith the University procedure on Quality Assurance.

“The Dean and the Sub-Dean were directed to submit all the result scripts, questions papers, marking guides and examination attendance lists for the past two sessions to the Director of Quality Assurance. The Dean (Ndifon) to refund all illegal monies extorted from the students under various sub-heads, among other decisions.”

“Where Is Our Palliative Package?” – Benue PDP Asks Gov Alia, Worries Over Gov Continued Silence

Peoples Democratic Party, (PDP), in Benue State has charged Governor Hyacinth Alia to disclose what accrued to the State from palliatives released by the Federal Government for hardship caused by Petrol subsidy removal.

PDP in a statement on Tuesday said  “in Benue State, PDP and indeed the people find as worrisome the continuing silence by Governor Hyacinth Alia over the package sent to the state.

“We understand the package consists in trucks of food items and N5 billion, same as was given to each of the 36 states of the federation.”

The statement, signed by Bemgba Iortyom, State Publicity Secretary, “commends President Bola Ahmed Tinubu for the palliatives packages given by his government to states in the country to cushion the hardship resulting from the removal of subsidy on petroleum products.

“The palliatives, while not a long term solution to the issues of poverty and suffering occasioned on Nigerians by the subsidy removal and other related policies of the Tinubu administration, no doubt will provide short term succour to citizens, if handled sincerely and transparently by the various State Governments.

“It is a widely known fact that many other state governments across the country have since distributed the palliatives to their people, with some even augmenting the package from their own resources, yet in Benue State, Governor Alia has not uttered a word regarding the matter.

“This raises serious concerns for us as a party, moreso given the governor’s track record as a man most uncomfortable with the demands for transparency and accountability in the handling of public resources.

“Questions already agitating the populace in the state include:

Has Governor Alia received Benue’s share of the palliatives or not?

“If he has received the packages, how does he intend to share same out? Who are his target beneficiaries and what are they likely to get?

“PDP calls on Governor Hyacinth Alia to, without further waste of time, come out from his cocoon of silence and secrecy over the palliatives and shed light on the matter.

“Continued silence by the governor and the concomitant delay in the distribution of the palliatives amounts to aggravating the sufferings of the intended beneficiaries, in the reality that ‘Benefits delayed are benefits denied’.

“PDP further urges Governor Alia to resist any temptation or pressure from his cronies to play politics with the palliatives, and he should ensure in the most transparent manner that the packages reach the suffering and vulnerable people of Benue State for whom they are meant.”

How General Ahmadu Died During Physical Exercise

The Nigeria Army has lost one of its senior officers during a routine fitness physical exercise.

Brigadier-General MI Ahmadu, sadly, died while running during the Second Annual Physical Training Test, 2023, on Monday.

According to reports, first broken by SaharaReporters, Ahmadu fell while running. He was rushed to a nearby hospital. Unfortunately, he was declared dead.

Until his sudden death, Brigadier-General Ahmadu was serving at the Department of Special Services and Programmes, at the Army Headquarters. He was an Artillery Officer.

Bwala To Wike: “Abuja Not Rivers, You Are Bullish And Vindictive; Will Be Sacrificed By Tinubu”

Daniel Bwala,  a Lawyer, and Spokesperson to Atiku Abubakar, Presidential Candidate of the Peoples Democratic Party, PDP, has told Nyesom Wike, newly sworn-own Minister of the Federal Capital Territory, that he, Wike, probably needs a refresher course in his new office. He also reminded the Minister that Abuja is not Rivers State. Wike is the immediate past Governor of Rivers State.

Bwala’s advice followed Wike’s roaring first day in office immediately after he was sworn-in on Monday by President Bola Tinubu.

In his first press conference, he spit fire and brimstone while explaining what his focus would be as the FCT Minister.

He said he is on a demolition mission because he plans to restore the Abuja Masterplan to the letter. He said he would revoke Certificates of Occupancy, and issued a red card to herdsmen whose cows parade the Capital City. Motorcyclists and Tricyclists were not spared either. He will be a Nasir El-Rufai, a former FCT Minister who excelled in demolition, he proudly promised his shocked, amused and excited listeners.

But reacting to Wike’s threats, Bwala in a post, without mentioning Wike’s name told him that he needed a refresher course, and prophesised that President Tinubu would sacrifice him if he embarks on causing chaos and  making powerful enemies for him.

He reminded Wike that Abuja is different from Rivers State, a State where Wike bestrode like a colossus while in office as a Governor.

Instead of the threats  Bwala   reeled out what FCT residents and indigenes need from Wike – good healthcare facilities, good roads, street lights, security, educational facilities and more.

Bwala called Wike bullish, and accused him of coming into office with a vindictive spirit.

His post on his X account on his verified handle, @BwalaDaniel titled

“To whom it may concern,” reads:

“Hello sir, in case you need a refresher course, the basic needs of the residents of the FCT are: affordable healthcare facilities; access to good education facilities; clean sports and recreational centres; an affordable transport services system; efficient and workable street lighting in the city centre and the suburbs; and finally, security.

“You came with a bullish and vendetta spirit, venting fire and brimstone about demolition and revocation of titles. Abuja is not Port Harcourt.

“If you create chaos in the city, you will jeopardise your principal’s interests, and he will be forced to sacrifice your job. You will learn humility on the job.”

Ondo Explains Delay In Distribution Of Palliatives, Says FG’s Rice Can’t Go Round

The Palliative Committee in Ondo State handling distribution of incentives to cushion the hardship occasioned by subsidy withdrawal on petrol has assured people of the State that some hitches being encountered are being addressed.

Commissioner for information,  Bamidele Ademola-Olateju, in a statement explained that the problem arose from shortfall in bags of rice released by the federal government to the state.

The commissioner pointed out that “At this point, we acknowledge that we have challenges on food supply.

‘The number of bags of rice we got from the Federal government is way below what was promised.

“Instead, the Federal government has monetized the value of the rice. As a result, we are getting vendors to supply us food items to meet our projections.

“Supply of these products and their packaging into smaller bags will take time. However, we will save time using a rolling plan.

“Our plan will roll out these items in batches by Senatorial District, for efficient distribution and monitoring. We expect to begin the distribution of food items by September 1st.”

According to her, “the committee will however go ahead to fulfill other palliatives as set out in the plan.

Ademola-Olateju stated that “the palliatives committee sat to review its implementation strategy and distribution plan.

“We arrived at several conclusions at the meeting. In line with our commitment to fair and equitable distribution, in addition to transparency, we have the following updates to pass to members of the public.

“On social intervention for pensioners – starting this August as earlier promised, pensioners will get their N10,000 paid at the same time they are getting their salaries.

“Also, vulnerable people in our communities will start getting their N10,000 from the first week of September. For Public servants, the outstanding leave bonus for 2020 will be paid along with their salaries this month.

“The roadshow to empower small and medium scale enterprises will begin next week. During this time, our officials will meet business owners in where they operate and give them grants in line with their size and output.

“Our plan for the provision of farm inputs to farmers will also start next week. On transportation, the plan for school buses and boats is in top gear. We are confident we will be ready by the time school starts.

“Once again, we reiterate that we feel your pain, we are in this together, and we will get through this testy phase of our nation’s path to greatness.

“On the palliative measures we have planned, we are committed to equitable distribution and transparent conduct, as we seek to mitigate the current hardship.”

NGF Partners UNDP For Retreat In Rwanda

The Nigeria Governors’ Forum, (NGF) and the Unted Nations Development Programme (UNDP) are organizing an executive leadership retreat for Governors.

The retreat holding in Kigali, Rwanda, between August 24 to 27, is expected to be attended by 36 state Governors in Nigeria.

According to a statement by the Special Adviser, Media, to the Ekiti State Governor, Mr Yinka Oyebode, Governor Biodun Oyebanji will leave Ado-Ekiti, the state capital, on Tuesday to join his other colleagues for the trip to Kigali  on Wednesday 23rd.

Highlights of the three-day leadership retreat include a moderated dialogue on “Future of Pan-Africanism and Integration in a Changing World.”

Rwandan President, Paul Kagame; former Kenyan President, Uhuru Kenyatta; and former Tanzanian President, Jakaya  Mrisho  Kikwete are expected to be among panelists.

Other highlights include a forum with private sector players focusing on investments opportunities.

Governor Oyebanji will be accompanied on the trip by the Commissioner for Innovation, Science and Digital Economy, Mr Seun Fakuade.

The Governor will return to Ado-Ekiti by Monday, August 28th, the statement added.

Foreign: Niger: AU Suspends Niger As El Rufai Rejects Invasion

Former Governor of Kaduna, Nasir El Rufai state has cautioned the Economic Community of Ecowas States, ECOWAS, over its plan to invade Niger Republic will military forces.

El rufai is among prominent Nigerians who have opposed the use of force to resolve the political crisis in the country.

The political impasse in the country escalated on Sunday after the military junta which took power last month said they needed three years to restore constitutional democracy.

ECOWAS has rejected the plan describing it as provocative.

The regional economic bloc has called for the reinstatement of deposed President Mohammed Bazoum, threatening the use of force to achieve its aim if diplomatic efforts failed.

Reacting on his verified X (formerly Twitter) handle, the former governor who recently lost a ministerial appointment, urged ECOWAS to ensure that war does not break out in the region.

According to him, fighting between ECOWAS and Niger is tantamount to war between brothers.

“As ECOWAS beats the drums of war, I recall the 1970s rock classic by Dire Straits – ‘Brothers in Arms’ because a war within our subregion is a war between brothers,” El rufai said.

On Sunday, Burkina Faso and Mali deployed warplanes to Niger Republic as tension with ECOWAS escalates

“Mali and Burkina Faso turned their commitments into concrete action by deploying warplanes to respond to any attack on Niger,” a Niger television station said without giving further details.

The planes were Super Tucano fighter jets, the report said.

On July 26, General Abdourahamane Tiani-led military junta sacked President Bazoum from power and dissolved his government.

The deposed leader has remained in detention since then.

Meanwhile, the African Union has suspended Niger as a member of the union.

The suspension was contained in a statement issued on Tuesday by the continental body in what has been described as its major response since the military coup on July 26.

The AU called on all of its member states and the international community to refrain from any action that could legitimize Niger’s junta, and said it strongly rejected interference from foreign powers.

Anambra: APGA Hails Soludo Over Plan To Distribute Bag Of Rice To 300,000 Households

Governor Charles Soludo of Anambra state has been commended over his government’s plan to provide various palliatives to the people of the state, including the distribution of rice to over 300,000 households.

The governor was commended by the National Chairman of the All Progressives Grand Alliance, APGA, Sly Ezeokenwa who said the palliatives will help the people of the state ”during these uncertain times.”

Ezeokenwa made this known in a statement signed in Awka, the state’s capital on Tuesday, by his Special Adviser on Media and Publicity, Dr. Tony Olisa Mbeki.

He said the removal of fuel subsidy has brought untold hardship to many Nigerians, saying what Governor Soludo has done is priotise the welfare of his people.

“Today, I am excited to commend the extraordinary efforts of our Executive Governor of Anambra State, Professor Charles Chukwuma Soludo, CFR, for his exceptional palliative measures aimed at alleviating the hardships caused by subsidy removal. These initiatives highlight the unwavering commitment of the APGA-led government to prioritize the wellbeing of every citizen,” Ezeokenwa said.

According to the APCGA Chairman, “I am delighted that the Anambra State Government will be distributing rice to over 300,000 households in the coming weeks, spanning across the 326 wards of our state. This significant gesture will provide much-needed support to families facing economic challenges during these uncertain times.

“Additionally, Governor Soludo has enacted various measures to ease the financial burden on our people. Basic education, from primary school to JSS3, will remain tuition-free for all public schools, ensuring that our children have access to quality education without placing an additional burden on households.

“To further alleviate the financial strain, the IGR payments of all transporters, including keke and minibus operators, will be reduced by 20% starting from September 01, 2023. This reduction will bring substantial relief to our transporters who play a crucial role in our daily lives.

“Governor Soludo’s vision extends beyond immediate relief, as he lays the groundwork for a brighter future for Anambra State. The ambitious plan to build and modernize primary health centres across all 326 wards is a testament to his dedication to providing accessible and high-quality healthcare services to our communities.

The federal government recently announced an N5 billion palliative to the 36 states and Federal Capital Territory, FCT.

Nigeria’s Foreign Reserves Less Than $4bn JP Morgan Tells FG

JP Morgan, a US-based financial service provider has listed factors such as security lending, currency swaps, and others as reasons why Nigeria’s Net foreign reserves have dropped below $4 billion.

The country’s current foreign reserves, according to figures provided in its reports put Nigeria’s Net Reserves at $3.7 billion as of December 2022.

Gross foreign reserve is defined as the government’s total holdings of foreign currency reserves, while Net foreign reserve is the balance after foreign currency liabilities are deducted from gross foreign currencies reserves.

The report, according to analysts comes as Nigeria is facing forex shortages leading to the depreciation of the naira.

The government said it’s addressing the problem through various monetary measures, one of which is last week’s agreement between the NNPCL and Afrexim Bank for a $3 billion emergency loan to stabilize the forex market.

The financial service firm had a few days ago noted in a report that Nigeria’s foreign reserve is lower than previously estimated.

The American multinational financial services firm noted in an August 17 report that Nigeria’s net FX reserves are significantly lower than previously estimated.

According to figures provided by the Central Bank of Nigeria, CBN, Nigeria’s gross foreign reserves stood at $36.61 billion as of the end of last year.

It has dropped further to less than $34 billion as of August this year, the apex bank said in a report.

But commenting, JP Morgan disclosed in the report that what Nigeria actually has in her foreign reserves after foreign liabilities have been deducted is $3.7 billion.

“We estimate that CBN’s net FX reserves were around $3.7 billion at the end of last year, from US$14.0 billion at end-2021,” the firm said.

JP Morgan provides its estimates on how it arrives at the figure, saying the local forex market will continue to be under pressure, it, however, hinted that the CBN can still source forex from different areas to stabilize the market.

“FX forwards ($6.84 billion), securities lending ($5.5 billion) and currency swaps ($21.3 billion); and estimating currency swaps by backing out FX forwards and outstanding OTC Futures balances from an overall aggregate published in the financial accounts,” the report said.

“Nigeria’s exchange rate market remains fragmented. Since the adjustment of USD/NGN at the Investors and Exporters window a few weeks ago, interbank FX liquidity has not improved as much as anticipated, partly due to the re-introduction of de-facto controls limiting local trades and loose monetary policy conditions.”

Last Wednesday,  the NNPC Limited secured a $3 billion Emergency Crude Repayment Loan from African Export-Import (AFREXIM) Bank to stabiles the naira.

“The NNPC Ltd. and Afrexim Bank have jointly signed a commitment letter and Termsheet for an emergency $3 billion crude oil repayment loan,” NNPC said in a terse statement.

“The signing, which took place today at the bank’s headquarters in Cairo, Egypt, will provide some immediate disbursement that will enable the NNPC Ltd. to support the Federal Government in its ongoing fiscal and monetary policy reforms aimed at stabilizing the exchange rate market.”

Ekiti: Gov Oyebanji Says Too Much Pressure On Political Appointees  Distances Them From People

Ekiti State Governor, Mr Biodun Oyebanji, has appealed to Ekiti people not to put undue pressure and demands on the newly appointed commissioners and Special Advisers, so that they will not run away from them.

The Governor stressed that such could, apart from distracting them,  prevent them from coming to their constituencies regularly as true representatives of the people .

Oyebanji also declared that his Government had expended a sum of N213 million to lift  2,600 indigent citizens from poverty  under social investment component of his administration within the last 100 days.

He also said that over a hundred project spread across the state were executed between April and July, stressing that the state Independent Power Project (IPP) is due for commissioning next month.

The Governor made the remarks on Monday in Omuo Ekiti, headquarters of Ekiti East Local government Area, while giving  account of stewardship at a stakeholders’ engagement programme marking his  300 days in office.

“The new commissioners are coming from different background and diverse level of expertise. We are still going to do much more than what we have done.

“If we can do all these in eight months without full cabinet, we should be able to do times two of these in four years.

“My cabinet members must hear this, our people said I am doing well because my Commissioners, who are politicians have not been brought on board.

“But I want to say that they don’t have any other choice  than to do well. But don’t put unnecessary pressure on them. We should know that  political appointment is a  position of responsibility.

“When pressure is put on them, they will be dodging and would not want to come home. But these cabinet members are ready and willing and they have the fire power and experiences to do well. I have implicit confidence in them that they can only join us and deliver for our people.

“We must know that we contested the last election and won  with APC as a vehicle and our members  need to be very careful to remain in government. They must not take our people for granted or misbehave to them.”

Expressing confidence on ability of the appointees to perform, the Governor said they are coming with additional values to the government, adding that rather than slow down the pace of work, the public should expect greater level of performance.

In the area of security, Oyebanji rued the reported cases of kidnappings around Imesi-Ode-Omuo axis, saying the Amotekun Corps had been restructured to rise to the occasion of ensuring peace and security across all the towns in Ekiti.

He urged traditional rulers to collaborate with the Amotekun Corps and other security agencies in the state to rid the state of criminal elements.
