World Bank Revelation: CNPP, CSOs Call For Forensic Probe

0

Conference Of Nigeria Political Parties (CNPP) and its allied civil society organisations (CSOs) under the aegis of the Coalition Of Civil Society Organisations Against Inept Leadership, have called for forensic probe of the Nigerian National Petroleum Company Limited (NNPCL) and the defunct Nigerian National Petroleum Corporation (NNPC) over years of unremitted and under remitted revenues.

The CNPP and the CSOs were reacting to the indictment of the Federal Government owned NNPC Limited by the World Bank over lack of transparency in the financial gains from fuel subsidy removal as well as observations of the global bank on subsidy arrears that are still being deducted and the impact of subsidy removal revenues accruing to the Federation Account.

In a statement jointly signed by the Deputy National Publicity Secretary of the CNPP, Comrade James Ezema and the National Secretary of the Coalition of CSOs, Alhaji Ali Abacha, the groups called on President Bola Ahmed Tinubu “to think deeply and realise the overall negative impact this lack of transparency in the NNPCL over the years will have on revenue remittances from the oil and gas sectors and reconsider the reappointment of Malam Mele Kyari as the Group Chief Executive Officer (GCEO) of NNPCL.

“We are happy that the Washington-based World Bank in its Nigeria Development Update, December 2023 edition titled, ‘Turning The Corner (from reforms and renewed hope, to results) re-echoed our position that the NNPCL management as appointed by former President Muhammadu Buhari is unfit to remain in office.

“We are also happy that the Minister of Finance and Coordinating Minister of Economy, Wale Edun, has reportedly revealed that the government was ready to scrutinise the revenue flow from the NNPCL.

“For us, the continued borrowing to finance budgets since 2015 can be traceable to non-remittances, under remittances and outright stealing of government revenues annually.

“It is shocking that calls for probe of the government owned oil and gas company, even after the revelation by whistle-blowers and an order of the Federal Capital Territory (FCT) High Court, compelling Malam Mele Kyari to disclose the whereabouts of the proceeds of sold stolen 48 million barrels of Nigeria’s bonny light crude oil, stored in China and sold under the watch of the current Group Chief Executive Officer (GCEO), remain unheeded.

“By this, President Tinubu has already jeopardised the planned well-being of ordinary citizens in his Renewed Hope Agenda, which is what the reappointment of Malam Kyari will result into in the coming years in view of the track record of lack of transparency in revenue remittances.

“According to the World Bank, in media reports, while revenue gains from the exchange rate reforms are visible, the bank strongly observed that more clarity is needed on oil revenues, including the fiscal benefits from the PMS subsidy reforms.

“In the interest of the economy and the suffering masses, it’s time for President Tinubu to order public forensic probe of both the old NNPC and the current NNPCL to block revenue leakages if the gains of Renewed Hope Agenda will go beyond mere wishes”, the groups stated.

The magazine had reported on Thursday the resignation of the Prof. Zaccheaus Adangor, the state’s Attorney General and commissioner for Justice.

Prof. Adangor’s resignation, the magazine had reported would trigger a chain of other resignations, as the crisis of confidence between Governor Fubara and his predecessor, Nyesom Wike deepened.

Governor Fubara who is deep in a crisis of confidence with Wike, now Minister of the Federal Capital Territory, FCT, sources told the magazine, had given the commissioners in his cabinet loyal to the former governor the option of resigning or ‘take side’ with him in the battle of wits with his predecessor.

Recall also that 27 lawmakers in the state House of Assembly had earlier in the week defected to the All Progressives Congress, APC, from the Peoples Democratic Party, PDP, citing divisions in their former party.

The lawmakers who joined the APC are loyal to the FCT minister.

The Commissioner for Education, Prof. Prince Mmom, the latest to resign from Fubara’s government cited ‘personal reasons’ for dropping out of the cabinet in the letter he wrote to the governor.

Mmom said, “I hereby resign my appointment as the Commissioner for Education,  Rivers State, for personal reasons.

“I wish to express my sincere appreciation to you for the opportunity given to me to serve in your administration and wish you the best as you carry on with the government of our dear state.”

Other appointees who resigned from the administration include the Commissioner for Social Welfare, Mrs Inime Aguma, Dr. Kelly George, Commissioner for Works; Chukwuemeka Woke, Chief of Staff to the Governor; and Isaac Kamalu, the Commissioner for Finance.

The Jigawa Government has announced  that no fewer than 240 ghost workers were uncovered among the 4,500 temporary teachers working under its J-Teach programme.

The state commissioner for information, Mr Sagir Musa, who confirmed this in a statement on Thursday in Dutse, stated that the ghost workers were identified in a staff validation report conducted in May.

“The State Executive Council (EXCO) has deliberated on a Memorandum presented by the Secretary to the State Government on Jigawa State Staff Validation Committee (J-Teach Beneficiaries Verification Report) submitted to the former Governor Mohammed Badaru on May 9.

“Sequel to the presentation, the council has deliberated on some key issues from the findings, which include the identified 240 ghost workers among the beneficiaries.”

According to him, 255 persons have fake certificates, 72 with no certificates at all, while there were discrepancies between the list of beneficiaries from the Ministry of Education, Science and Technology and Local Education Authorities.

“Duplication of names of beneficiaries and inappropriate replacement of competent candidates with incompetent candidates.

“Some beneficiaries were found to be completely living outside the shores of the state and some beneficiaries hired others to stay on their behalf.”

He added that improper supervision of the beneficiaries constituted some problems for the scheme’s examination conducted before the employment was declared null and void due to the issues highlighted.

The commissioner added that the EXCO at the end of its deliberation, with Governor Umar Namadi presiding, “unanimously agreed to adopt the report earlier approved for implementation by the previous administration.”

He added that the EXCO further resolved to set up a committee to study the findings with a view to recommending a way forward on the present administration’s decision to absorb 3000 of the 4,500 J-Teach into permanent and pensionable appointment.

Musa stated further that the EXCO directed the immediate suspension of the salary of all J-Teach beneficiaries until the committee’s report is submitted within four weeks from December 13.

“Equally, the council has agreed that all genuine J-Teach beneficiaries duly verified will be paid in arrears.”

Ambassador Leenknegt was accompanied by Mr Kelvin Uwaibi, Managing Director, Edo State Investment Promotion office and Mr Mosis Obakpolor, a Director in the State Civil Service.

The visit is coming five years after Oba  Ewuare received global attention for laying a curse that broke the network of persons, groups and institutions that engaged in human trafficking and its related activities.

The monarch told his guests that the human trafficking did not seem to be a menace that could be completely eradicated from the society, except with concerted efforts.

He said that human trafficking and illegal migration, which are intertwined scourge, though not peculiar to the African Continent, pose a great threat to Europe and other continents of the world.

The monarch, recalled how the Oba’s Palace took desperate measures to address them when Benin City was erroneously tagged by western media as a hub for human trafficking few years back

He commended Oba Ewuare II for leading the campaign against human trafficking and irregular migration, noting that the Belgian government plans to cooperate with Nigeria, relevant institutions and other Stakeholders in sensitizing “people about the risk of getting entangled in network of human traffickers.

“Your Majesty, I know this is very close to your heart; the fight against human trafficking and exploitation; so, we note this in Belgium.”

“Don’t Politicise Kaduna Bombing Error”, Uzodimma Cautions, … Urges Support For Retired Soldiers

0
Hope Uzodimma

Governor Hope Uzodimma of Imo State has said that the survival and unity of Nigeria depends, to a large extent, on the contributions of her retired soldiers – the Legions.

The Governor who spoke on Thursday at the Sam Mbakwe Executive Council Chambers during the launch of the 2024 Armed Forces Remembrance emblem ahead of the January 15, 2024  Armed Forces Remembrance Day however called on the political class not to play politics with the bombing error that recently took place in Kaduna State.

Governor Uzodimma said that since the Nigerian Military had briefed the Nation and explained that the incident was an error, the right thing to do is for Nigerians to see the ugly incident as such as no human being is free from making mistakes.

He explained that every profession comes with its own hazards and challenges, noting that even the soldiers in the course of their duty lose their lives, in some cases, by making mistakes that are avoidable.

“No one is perfect, and it is only God that is perfect. I think we all should rise to pray to God to always continue to intercede to get the insecurity in Nigeria to abate.”

The Governor appealed to Nigerians to be part of the efforts to soothe the pain the ugly incident caused the Kaduna State indigenes, particularly as the event happened not long after the Presidential election in the country took place, rather than the recourse to politics.

Governor Uzodimma acknowledged the contributions of the military towards the unity of Nigeria and expressed happiness that over the years they have not disappointed the country.

He congratulated the Nigerian Armed Forces for the events that culminated into the January 15th celebration and asked that they be supported in a way that the serving ones will be motivated to serve better.

On the side of his Government, the Governor promised to continue to support them.

He acknowledged that the Legion needs a befitting Secretariat in Imo and immediately directed the State’s Commissioner for Women Affairs and Vulnerable Groups, Lady (Mrs.) Nkechi Ugwu to liaise with the leadership of the Group to begin the process.

Also, Governor Uzodimma promised to give the retired soldiers an operational vehicle in addition to directing the Head of Service to liaise with heads of Ministries, Departments and Agencies on how best to engage the retired soldiers who are still active in security services in Imo State.

The Governor further called on the private sector to contribute to the development of the Legion’s projects in the State.

Earlier in his address, the Legion Chairman in Imo State, Comrade Anyanwu Alphonsus thanked the Governor for his numerous assistance to them over the years and expressed gratitude on behalf of his members.

Anyanwu reminded the Governor that they intend to establish a farm, called Legion Farm, and requested for land and financial support.

He said that they could be supported in several ways like funding, provision of a permanent site and through other generous donations.

In her brief welcome remarks, the  Mrs. Ugwu thanked Governor Uzodimma for his numerous benevolence to the Legion in the State since 2020 he came on board as Governor and humbly requested him not to be tired of supporting them.

Mrs. Ugwu also urged the dignatories to donate handsomely towards the launch of the 2024 emblem as the proceeds would assist in the projects the Legion has at hand, including to take care of the widows and children of the fallen heroes.

Deputy Governor of Imo State, Prof. Placid Njoku, Secretary to the Government of Imo State, Chief Cosmos Iwu, the Chief of Staff to the Governor, Barr. Nnamdi Anyaehie, members of the State Expanded Executive Council and others witnessed the occasion.

Rivers Of Crisis: Fubara ‘Drops’ Wike’s Ally As Attorney General

0
The Attorney General and Commissioner of Justice in Rivers state, Prof. Zaccheaus Adangor, has resigned from his position.
His resignation comes on the heels of the struggle for the control of the state between Governor Simi Fubara, and his predecessor Nyesom Wike.
The political impasse led to the defection of 27 lawmakers in the state House of Assembly to the All Progressives Congress, APC, from the People’s Democratic Party, PDP.
Adangor said in his letter to Governor Fubara that his resignation was on personal grounds.
The state’s number one chief law officer served under Wike for eight years in the same position.
The magazine learned that this might just be the prelude to mass resign from Fubara’s administration, hordes of appointees inherited from former Governor Wike.
It was learned that the governor has given the appointees an option to join “his group’ against the ongoing battle against Wike or resign.
More fireworks are being expected in the weeks ahead, as the governor and Wike, now Federal Capital Territory, FCT, minister continue to square up in the battle of attrition for the control of the oil rich state.

“It is in this regard that we admit with all sense of responsibility that the intrigues that ensued due to Mr Governor’s health challenges were indeed avoidable distractions. We ought to have done better so as to keep giving Ondo State the seamless and solid governance which Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, CON, had established in the State in the last six-and-a-half years.

May I also express our profound gratitude to the civil servants of Ondo State, Civil Society Organisations, the Media and the youths for their patriotism and for being part of the peace process to guarantee continued sustenance of the pride of place of the Sunshine State in the comity of States.

“I cannot but specially appreciate the third arm of Government, the Judiciary through the honourable chief Judge, for its courage, commitment and dedication to protect democracy and the constitution of the nation.

“It is on record that we all sailed through the unnecessary and avoidable weather together. We won together. We are all one large family. We are one great people with one focus : to make our state greater than it is today.

“At a personal level, I am confident that our democracy would be further enriched with the hard lessons learnt from this episode. For us in government, this whole experience should open a new place in our hearts; a place where we must appreciate that the trust vested in us as a part of the small privileged percentage of people, must be used for the best welfare of the larger percentage of the people.

“We must rise far above the intrigues and instability of the past and roll up our sleeves in service of the people. We are nothing but trustees of the people with whom we share a common humanity.

“We must and we will exercise with utmost discretion the privileges conferred on us by the great people of Ondo State.

“Finally and bearing in mind the foregoing, I therefore wish to assure you all that it is with a deep sense of humility and a heart of absolute commitment to the good of our Sunshine State that I accept the onerous assignment, during this temporary absence of Mr. Governor, to serve you as the Acting Governor of Ondo State.

“Yesterday is already behind us. This is the time to carry aloft, with love and affection for one another, the laudable vision and mission of the. Governor for the State. I appeal to every member of the Government

of Ondo state for your genuine support, cooperation and dedication.

“We need a renewed unity to berth

the significant and accelerated development clearly envisioned and vigorously pursued by Mr. Governor.

My good people of Ondo state, what happened in the past was a temporary delay in our democratic journey. As a government we have recovered.”
