Rewane Urges Labour To Reconsider Wäge Demänd To Avoid Läyoffs

0
Bismarck Rewane - MD FDC

By Akinwale Kasali

As the Nigeria Labour Congress, NLC and Trade Union Congress, TUC, suspend the nationwide strike for five days to continue negotiations with the Federal Government, Bismarck Rewane, Managing Director of Financial Derivatives Company, FDC, has urged the Organized Labour to reconsider its stance on benchmarking the minimum wage demand on dollar exchange rate. He said it would result in massive job layoffs, especially among the private sector operators, who are the major employers of labour.

The financial expert said that the private sector operators are currently confronted with several other macroeconomic challenges that erode their revenue, saying that they can only pay the minimum wage from the revenue.

Rewane also said for efficient price reforms to be achieved, it must be preceded by institutional reforms that would ensure that the right set of people are emplaced in positions of authority.

According to him, the Naira would also continue to depreciate in value if the country does not earn dollars via export.

He noted these at the 2024 Annual Vanguard Economic Discourse with the theme: “Reform in an era of Global Economic Uncertainty: Whither Nigeria”, in Lagos.

Speaking on the Minimum Wage, Rewane said, “ In 2019, the original proposal that we met, when Buhari called us, I could recall, was N18,000, and the discussion was around N24,000. I think we moved it to N30,000 after all negotiations.

“When we came up, he said, I don’t want any layoffs, I don’t want any inflation, I don’t want this, and I don’t want that. But what do you want? That was not there.

“In any case, we were able to resolve the issue. The data is very clear on what we did, N30,000 was the minimum wage, which covers 10% more than N30,000 that the civil servants got.

“ The equivalent at that time was about $75. So, for any other person, if you are on N18,000, you get N30,000. If you are a permanent secretary, whatever it is, you get N10,000 more.

“ And the data is here. Inflation in 2019 was 11.4%. Inflation in 2020, the year after, came down to 6%. So, you can see that even though there was a wage review, which went from N18,000 to N30,000, inflation actually declined to 6 percent.

“So, it was well managed, anticipated, and the discussion was very thorough and it happened in the month of the election. The president signed on April 18th.

“ So, if you now dollarise the minimum wage, because the inflation has already been factored in the exchange rate, you dollarise the income.

“And now, if you use the dollar value, you must also then use U.S. inflation. You cannot use the dollar value and then use the Nigeria inflation because that means that I am paying you in dollars.

“So you now use U.S. inflation, which is at 3.4 per cent now, and you take all the weight out of it. Let us say the U.S. inflation from 2019 to now went up to about 9 per cent. So let’s say everything put together was 15%, so, if you take the dollar value and add 15% to that, and then bring it back, you will find that there is enough room for you to come up with a midpoint.

“ Speaking about minimum wage, productivity in the US and our productivity in Nigeria are two different things. So that’s one.

“Two, the national minimum wage is a law that affects both the private sector and the public sector. It is a policy; it is not an economic plan, not a public plan. The government’s contribution to the GDP is about 10 per cent. The private sector, and the employers, also have to pay the minimum wage.

“They can only pay the minimum wage from the revenue they generate and you know the situation in this country. And they don’t want a situation which would lead to a recession. So, what I’m saying is that you negotiate the minimum wage bearing in mind that it is not government and government workers.

“The private sector is also in. Look at the losses they have been declaring and these companies that are going to borrow money at a higher interest rate are still going to pay a higher minimum wage.

“And so, we are very concerned about the growth of our investment.”

“ If you don’t do institutional reform, price reform will not get you anywhere because institutional reform is what prevents corruption. Institutional reform is what means that the right people are in the right places. No, that’s why we have this discourse. You know, the discourse is…, the question here is, “Whither Nigeria”. To do policy reform and price reform without institutional reform is the risk to lobby.

“ You must reform the institutions, including the Central Bank and all these other things, which, if you don’t do that, you can take credit or not tomorrow if you are going away.

“One of the items is market structure and there’s supply and demand. These are two different things. Even if the market structure is very efficient, without the market, the market structure is not efficient. If there’s no supply, the price will be a lot lower. So, there’s a fundamental issue.

“If Nigeria doesn’t have the dollars, it’s done. Period. Second thing is the structure. The Central Bank of Nigeria is not resistant to corruption. They are licensing Bureau De Changes for themselves and the central bank dwells on inconsistencies and contradictions.

“So one, I think, there should be an attempt to sanitize the market, change the structure, where there’s fundamental issues. Secondly, there’s a big difference between if you are fighting terrorism and if you are against the value of the currency.

“So, my suggestion is that there should be communication between the operators, the policy makers and the regulators. Two, that the structure of the markets, the more the players, the more efficient the markets.

“Ägain, if there is no supply, you can have the best structure in the world, the currency wouldn’t appreciate. If there is supply, because you earn the money from oil, from invisible services and all of that, you should earn that. So, currency would appreciate.

“So, currency volatility is a natural part of markets. Look at other countries, look at the Ghanaian cities, look at the South African lands. If the central bank cannot print dollars, even if they would like to, actually they cannot, the only thing they can do is to earn the dollar and have an efficient transparent market.

“In which case, you have an option. If there’s a bidding system, out of that option, the price is covered, you will find a good price. Intervening, defending and all of that are only temporary measures.

“ The market will buy the dollar. Nobody goes to buy the price of yam, nobody goes to buy the price of Garri, or beans and all of that. Foreign exchange is the product which is in the market.

“Before Brexit, the pound dollar rate was at 1.6, 1.5. Now, after Brexit and mistrust, it is going to almost one pound to one dollar. So what?

“The currency will continue to oscillate. But what you do as a central bank is to intervene in it to bring some kind of stability.

“But not losing focus on the fundamentals that make up the currency which is the balance of the trade, your receipts, your terms of trade. And what I mean is, here, our oil, gas, cocoa and other exports. If you are not exporting, sorry. You must have that. And the currency will continue to lose value”.

NDIC Commences Payment To Depositors Of  Distressed Heritage Bank

Heritage Bank

By Ayodele Oni

Hope rose for depositors of the distressed Heritage Bank as the Nigeria Deposit Insurance Corporation, (NDIC) released details of how to get their fund.

The Nigeria Deposit Insurance Corporation has explained that it will begin payment of insured sum to 2.3 million depositors of Heritage Bank in-liquidation this week.

The date of commencement has not been confirmed but the Managing Director of NDIC, Mr Bello Hassan, said this while briefing newsmen in Abuja on Wednesday.

Hassan pointed out that the bank has preliminary deposits of N650 billion and loan worth N700 billion.

According to him, 99.9 per cent of depositors of the defunct bank have a deposit balance of less than five million naira, while only 4,000 of the depositors have more than five million naira deposit.

The Central Bank of Nigeria (CBN) had on Monday revoked the licence of Heritage Bank with immediate effect.

The apex bank in a statement  explained that the revocation became necessary as a result of a continued decline in financial performance.

The House of Representatives, while reacting to the CBN decision assured depositors with the bank safety of their money.

Labour Strike: “We Incurred Over N200bn Demurräge” – Importers, Freight Forwarders Läment

By Suleiman Anyalewechi

The African Association of Professional Freight  Forwarders and Logistics of Nigeria, APFFLON, has raised alarm that the two- day strike by the organized Labour cost importers and freight agents a whopping N200 billion in demurrage.

The Source reports that the  Nigerian Labour Congress, NLC, and its ally, Trade Union Congress, TUC, had on Monday, June 3, 2024, called out workers for an industrial action after a failed negotiation over a new monthly  minimum wage with the Government..

The strike was, however, on Tuesday, put on hold for a week to allow the organized labour and the  Federal Government return to the negotiation table.

But a statement issued on Wednesday June 5, by APFFLON National President Otunba Frank Ogunojemite, said for not considering small business owners and Nigerians who are not in the employ of Government ,the NLC/TUC declared strike action has now led to importers and others going to pay a huge cost that may severely affect their business operations.

“Who pays these additional charges? Does that not amount to more financial burden on Importers? Most of the actions taken by the leaderships of these unions are ill-conceived and anti- people.

“It is time Freight Forwarders and leaderships of all Maritime Associations came together to stamp their feet and resist NLC and TUC’s incessant calls for industrial actions.

“Over 200 billion Naira must have been accrued as demurrage for the two days the strike lasted .

“Head or tail, it is still the masses, the unemployed ,and small business owners that suffer. If the Federal Government agrees to pay N400,000 as minimum wage, prices of  commodities will increase significantly and the ordinary people will starve to death .

“At a time like this when some people can no longer afford to feed themselves, a time families are stuck in excruciating economic situation; some cannot afford malaria drugs not to talk of hospital bills .

“A time people are living in hopelessness because of harsh economic policies, trade unions are emasculating businesses by shutting down power supply, when there are other ways to drive home their demands” Ogunojemite lamented .

“The National Leader of the Nigerian freight forwarders insisted that it was an ill-conceived idea for labour to shut down the National Grid ,adding that cutting off power does not in any  way affect the Government.

“Shutting down power supply does not affect the Government because they use tax payers money to buy diesel to power their offices .

“What about the poor masses who are not in government’s employ -..artisans ,small and medium scale business owners whose businesses depend on electricity?

“We condemn.the labour unions for always embarking on industrial actions for selfish reasons .The trade unions are not looking the way of ordinary people who are struggling to make ends meet before taking drastic decisions ” he further stated .

Hëritage Bank: Rëvocation of Licënse “Dëath Forëtold”- Moghalu; No Plan To Rëvoke More Licënses

Kingsley Moghalu

Kingsley Moghalu, a former Deputy Governor of the Central Bank of Nigeria, says the revocation of the banking license of Heritage was long overdue.

The former presidential candidate made this know on his X handle on Tuesday two days after the CBN withdrew the operating license of the commercial bank.

The Yemi Cardoso-led bank had since directed that the depositors be paid insurance deposit with the NDIC.

According to the apex bank, in a statement issued by its acting Director, Corporate Communication Department, Sidi Ali, the new generation bank failed to improve its financial performance which posed a threat to financial stability.

Moghalu said the action of the CBN was in line in other to protect depositors’ funds domiciled with the now defunct bank, and to maintain confidence in the banking system.

He said: “The revocation of the banking license of Heritage Bank by @cenbank is the chronicle of a death foretold. In other words, it’s not surprising.

“I don’t think it should worry anyone, nor does it mean the financial system isn’t sound. Banks are businesses, even if very special and thus heavily regulated ones. A bank that is badly run should not have a lifetime guarantee. The important thing is to protect depositors’ funds.”

Meanwhile, the CBN said has assured that it’s not planning to revoke the operating license of more commercial banks contrary to suggestion.

Below the statement issued by the CBN on the issue:

“The attention of the CBN has been drawn to some information circulating in the public domain, suggesting that the CBN is set to revoke the licenses of three additional banks following its regulatory action against Heritage Bank Plc on Monday

“The CBN unequivocally states that these allegations are false and intended to trigger panic in the financial system.

“The Nigerian financial system remains safe, sound, and resilient.”

Strike: NLC, TUC Have No ‘Empäthy’ For Nigerians-Reps

0
Tajudeen Abbas - Speaker

The House of Representatives says the Organised Labour in the country has no empathy for Nigerians in the manner in which they embarked on strike on Monday, June 3.

The strike was declared by the Nigeria Labour Congress, NLC, and Trade Union Congress, TUC on May 31 after negotiation over the new minimum wage broke down.

The negotiation broke down after Labour rejected the N60,000 minimum wage offered by the federal government. Labour had demanded N494,000.

Tajudeen Abbas, the Speaker of the House of Reps and Senate President, Godswill Akpabio had earlier failed to stop the NLC and TUC from embarking on the strike.

The strike had now been suspended for a week to allow for more negotiation with the government.

In a statement by the House spokesman Akin Rotimi, on Tuesday, the lawmakers “frowned on the manner in which Labour conducted itself during the just-suspended strike, largely shows a lack of empathy for Nigerians.”

For instance, the lawmakers said they were not happy that the national grid was shut down, resulting in a national blackout across the country while the National Assembly complex was also shut by striking workers.

The act, they insist, is a sabotage on the country, calling on the federal government to bring those involve to justice.

The lawmakers however stated that they agreed with Organised Labour on the need for a new minimum wage for Nigerian workers.

The statement reads: “The House of Representatives acknowledges the recent industrial action undertaken by the NLC and the TUC due to the breakdown in negotiations for a new national minimum wage.

“The People’s House is pleased to note that the strike action has been suspended for one week to allow for further negotiation.

“During this period, as we have previously demonstrated, the People’s House remains responsive and committed to actively engaging all stakeholders to resolve the issues in the best interest of Nigerians.

“House Speaker Abbas Tajudeen has consistently advocated a living wage and better working conditions for workers.

“At various fora, he has emphasised the importance of addressing key national priorities, including the state of the economy and insecurity, through legislative action.

“While the Green Chamber is in full support of the call for improved wages and working conditions, there is a great need to exercise caution in increasing the minimum wage beyond what our economy can sustain, to avoid unintended outcomes such as inflation, layoffs, and other adverse economic consequences.

“Thus, we restate the importance of approaching this issue from a balanced perspective to ensure long-term stability and prosperity for all.

“In the same vein, we observed with concern, the direction of the strike action before its suspension, and what it portends for the future.

“Importantly, the shutdown of critical infrastructure, such as the national grid, constitutes economic sabotage and is detrimental to the well-being of our country. Those responsible for these actions must be held accountable.

“We also find it troubling that the leadership of Organised Labour, the majority of who live far above the means of the average Nigerian, would engage in actions that exacerbate the suffering of ordinary citizens.

“It is necessary, therefore, to state that while industrial actions and dissent are fundamental rights within our democratic space that must be protected, the manner in which Labour conducted itself during the just-suspended strike, largely shows a lack of empathy for Nigerians.

“Is the objective of the leadership of the unions to compel the government to implement a living wage or to inflict pain on Nigerians?

“Additionally, it is important to address persistent misinformation and disinformation propagated by organised Labour leadership regarding the earnings of lawmakers.

“This is especially because organised Labour has for years, contributed to false narratives about the remuneration of members of the National Assembly, exaggerating figures to stoke public resentment and undermine the credibility of the Legislature.

“This tactic diverts attention from the core issues at stake and unfairly vilifies the institution of parliament. It is crucial for all parties to engage in an honest and transparent dialogue rather than resorting to the spread of inaccuracies for political leverage.

“Contrary to the insinuations of the Labour leadership through its social media platforms, the Legislature is on the side of Nigerians and will continue to act in the best interest of our constituents – giving meaning to their mandate.

“The 10th House of Representatives is committed to strengthening relevant legislation to ensure that essential services remain operational during future industrial actions, thereby protecting the lives and well-being of all,” the statement said.

A Coalition of Civil Society Groups under the aegis of Abia Civil Society Network, ACSON, have lamented the continued attack on residents of Aba in Abia State by Soldiers following the killing of five Soldiers on May 30, 2024, by unknown gunmen. They have, therefore, petitioned Governor Alex Otti to wade into the issue as a matter of urgency.

Five Soldiers were killed at Obikabia junction, Ogbor Hill, Aba, which,  has led to, allegedly, a reprisal attack by Soldiers on residents.

In a letter titled; Urgent need to address ongoing reprisal attacks and release detained citizens in Aba, signed by Barr. Amaka Biachi, Cassius Ukwugbe and Okoye, Chuka Peter; the CSOs stated that the reprisal attacks have have led to widespread panic, destruction of property, and unwarranted arrests of innocent civilians in Aba and environs.

The group also called for the release of all residents who were arrested without evidence of committing any offence, stressing that their continued detention is a breach of their fundamental human rights which would fuel animosity and distrust between the communities and Security Forces.

“We, the Abia Civil Society Network (ACSON), an umbrella body of civil rights and pro-democracy groups in Abia State, would like to express our sincere appreciation to you for your prompt attention to the recent tragic incident which that took place on Thursday, May 30, 2024, at Obikabia Junction, leading to the painful loss of 5 soldiers on active service.

“In strong terms, we condemn the said dastardly act in its entirety and commend the support you have rendered thus far to the Nigerian Army, the families of the deceased, and the promises made to console the aforesaid aggrieved and grieving parties.

“ However, we are compelled to bring to your urgent attention the ongoing reprisal attacks on innocent citizens of Aba and the need for the immediate release of those unjustly detained, including vulnerable women and underage teenagers. Reports across various media platforms indicated that following the unfortunate killing of soldiers in Obikabia junction military checkpoint, Ogbor Hill, there have been severe retaliatory actions by the military.

“These actions have led to widespread panic, destruction of property, and unwarranted arrests of innocent civilians, in.

“We acknowledge the complexity and sensitivity surrounding the tragic loss of our military personnel in the said incident. However, collective punishment of the community is neither a just nor an effective response. The indiscriminate arrests and other violence-related incidents have exacerbated fear and instability within our commercial city, hence undermining the very fabric of community trust and safety that your administration seeks to uphold.

“ We call for the cessation of reprisal attacks and any ongoing military operation that target civilians and ensure that any necessary security measures are conducted with strict adherence to human rights standards.

“ Expedite the release of all citizens including men, women and defenceless teenagers, who have been arrested since the ugly incident took place without substantial evidence of wrongdoing. Their continued detention only serves to fuel animosity and distrust between the community and security forces”.

The Group also called on the Governor to set up an independent committee in collaboration with the Security Agencies to unravel the circumstances surrounding the attack and the military response and set up an independent committee to investigate the incidents.

“Set up an independent committee in collaboration with relevant security agencies to investigate the circumstances surrounding the raised issue and the subsequent military response. Transparency in this process is crucial to restoring public confidence.

“ Facilitate dialogue between community leaders, civil society actors, security agencies, and government officials to foster mutual understanding and cooperation. Providing psychological and material support to affected families will also aid in the community’s healing process.

“Reiterate and reinforce the government’s commitment to upholding the human rights of all citizens, ensuring that security measures in place do not infringe upon these rights.

“ We trust that your administration, known for its dedication to peace and justice, will take swift and decisive action to address these concerns.

“The well-being and safety of the citizens of Aba, and indeed all of Abia State, depend on the prompt and humane resolution of the raised issue.”

NBA Däres Judiciäry, Invites Emir Sanusi As Royal Father At Conference

0
NBA Conference 2024 in Kano

By Suleiman Anyalewechi

In a move being perceived by not a few observers of the lingering Kano Royal stool face off, as smacking of brazen and gross disregard for subsisting Court orders enjoining the maintenance of status quo ,the Nigerian Bar Association, NBA, on Monday invited Emir Muhammad Sanusi as the Royal Father of the day at the opening ceremony of its Annual Conference holding in the Commercial city.

The Source reports that between May 23 and 27 four conflicting rulings two each from the Federal High Court and Kano State High Court had refrained parties under whatever guise from recognising as Emir of Kano the duo of Aminu Ado Bayero and Sanusi pending hearings and determination of the Motions on notice.

The two gladiators who are currently waiting for further judicial pronouncements to know their fate, have since been holding court at parallel palaces in Kano.

Two motions on notice before the duo of Justices Mohammed Liman  and Amina Adamu Aliyu of Federal and State High Courts Kano ,scheduled for hearing June 3 and 4 respectively were stalled by the just suspended organized labour industrial dispute with the Federal Government.

In the eyes of the law ,until the motions are heard and restraining orders vacated by both Justices ,neither Bayero nor Sanusi is expected to be related to in their capacities as Emir of Kano.

But the invitation extended to Emir Sanusi by NBA ,a critical stakeholder, and partner in the protection and preservation of the sanctity of the judiciary and rule of law ,have appeared to many as a subtle undermining of the Country’s Judiciary.

At the NBA Annual gathering which is having in attendance ,the National President of the umbrella body of legal practitioners Yakubu Maikyau, President of the National Industrial Court ,Chief Judge of Kano state ,and other high profile legal experts, Emir Sanusi was represented by Mahe Bashir Wali ,(Walin Kano) ,a retired DIG .

Instructively, Emir Bayero was neither invited nor represented at the opening ceremony of the Conference on Monday.

However, while welcoming the NBA members to Kano, which he noted has a rich cultural heritage, Emir Sanusi described as apt the theme of the Conference “Administration of Justice in Nigeria: Challenges and Reforms .

He posited that peace will only flourish in an atmosphere of justice, which in turn will promote progress and development in the society

On his part , Governor Kabir Abba Yusuf ,expressed concern over the spate of conflicting court rulings on the kano Emirate crisis, even when the matter is an internal affairs of kano people.

Governor Yusuf represented by the Secretary to the State Government SSG,Abdullahi Bappa Bichi called on legal practitioners to always be firm, and bold to tell truth to power ,as well as their clients when ever cases are brought to them .

He, therefore, called for the respect of the rule of  law by all concerned if we are to meaningful face  the challenges of confronting administration of justice in the country.
