By Akinwale Kasali

The Lagos State Government is not leaving any Stone unturned in attaining its Megacity projection as Lawmakers of the Lagos State House of have met to deliberate on the plans of the State to have its own Electricity Market.

Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, on Wednesday, said the Electricity Bill currently before the Assembly is the confirmation of the State Government’s zeal to ensure regular and uninterrupted power supply to residents.

This was as the House held a stakeholders’ meeting on the bill which if passed into law, will allow the state government to licence, generate, transmit, and distribute electricity to unserved and underserved areas of the state.

The proposed law, according to the Speaker, who was represented by Deputy Speaker Mojisola Lasbat Meranda, “seeks to take care of everything in the electricity sector majorly by contributing to the sustainable development of the State.”

The Speaker added that the bill establishes a mechanism for electricity planning that promotes off-grid solutions for households and micro, small and medium scale enterprises.

“This bill is most timely because electrification is one of the most important aspects of a viable economy and improvement of the wellbeing of the people.

“Being a responsible Government, the Lagos State government has decided to create an agency, market and fund with the responsibility of ensuring adequate access of electricity with professional standards and modern technology.

“The bill is pursuant to our resolve to improve the electricity situation in the State,” he said adding that Lagos is proactive by taking advantage of the movement of electricity to the concurrent list.

Speaking further about the bill, the Chairman of the House Committee on Energy, Hon. Sabur Oluwa made these known at the public hearing on the bill organised at the assembly complex.

Oluwa said the bill establishes a commercial and technical regulatory framework for the Lagos Electricity

Market to ensure reliable and universal access to electricity for all residents of the state.

“The bill outlines the creation of the Lagos State Electrification Agency to manage public electricity works and infrastructure as well as the Lagos State Electrification Fund.

“These institutions will play pivotal roles in the delivery of reliable electricity to the unserved and underserved areas of our State.

“Through these initiatives, we aim to bridge the gap in electricity supply and enhance the quality of life for all Lagosians. We understand that reliable electricity is not a luxury but a necessity.

In his comment, the Chairman, South West of the Charted Institute of Power Engineering, Vincent Umoh, urged the Assembly to ensure the bill mandated the state government to appoint technocrats with 15 years experience to head the proposed agency.

Umoh said Lagos State state Government needs about 1,000 megawatts for it to ensure stable electricity supply to residents.

Ganduje, Wife Likely To Be Absent, As Corruption Case Resumes At Kano High Court

Abdulahi Umar Ganduje

By Suleiman Anyalewechi

The National Chairman of the ruling All Progressive Congress  APC, Dr Abdulahi Umar Ganduje, his wife, and six others are to appear  before Justice Amina Adamu Aliyu of the Kano State High Court in  continuation of the hearing of a corruption case filed against them.

But it is highly doubtful the immediate past Governor of Kano State will be available at the Court.

The Source reports that the Kano State Government had, in May 2024, filed corruption charges against the APC National Chairman, his wife, and six others, including some corporate bodies.

The charges were, however, filed against the grains of an earlier Federal High Court Kano’s ruling that only the Federal Government and its agencies are empowered to investigate and prosecute the past governor on such grounds.

Only on Thursday, June 28, Justice Simon Amobeda of a Federal High Court, Kano, also, in his ruling chided the Kano State Government for bringing up  the same matter already decided by the trial court.

According to  him, the decision of the State Government to  bring the matter back  to the trial Court, instead of appealing the earlier judgment amounted to an abuse of  Court processes.

During the last hearing on the motion, only one  of the respondents in the case, Lamash Properties was present in court owing to lack of service of court papers on Ganduje and others.

This prompted an order  by the Judge for them to be served the Court papers through substituted means before the next adjourned date of Thursday July 11 2024.

However, Ganduje, his wife and some of the other respondents, The Source have gathered, are  most probably not going to make it to the resumed hearing for reasons not  unconnected with the earlier Court rulings on the matter.

Earlier today, Wednesday, July 10th 2024, the new Board flagged off an innovative programme, the Arena of Knowledge, a weekly lecture series for the Staff  of the Commission.

Chairman of the Commission, rtd DIG Argungu in his introductory remarks at the training programme said since nobody has monopoly of Knowledge, there was need for the Commission to meet weekly to share knowledge on the different areas of the staff day to day work.

He noted that he has always introduced the “Arena of Knowledge ” in all the places he has worked, adding that the nation’s civil service needs knowledge for improved service delivery.

The Commission Chairman and the Director Legal Services of the Commission, Bar. Babatunde Dada presented papers at today’s lecture.

In a paper, titled: “The Innocent  Victim: Wrongful  Garnishment Against  Police Service Commission”, the Commission Chairman examined a pending garnishee proceedings  against the Commission in respect of an account with the Central Bank of Nigeria  which  training money was lodged. He also examined the grounds that the judgment  creditors have executed Wrongful  garnishments against the Commission  other than the real judgment debtor.

DIG Argungu rtd traced possible objections which included that the garnishee does not reside within jurisdiction; that there was no proper service on the garnishee; that the order nisi is not predicated on a valid and subsisting judgment  and that the certified copy of the judgment has not been attached to the application.

He also looked at other possible objections and noted that the Commission “is an innocent victim for Wrongful garnishment.

The PSC Chairman  recommended that the Commission’s legal department should urgently liaise with the Commissioner of Police Legal Services of the Nigeria Police Force to trace the civil suits in question  with the view to ascertain the genuineness  of the claims and also to urgently liaise with the necessary organisations to see the final conclusion against the order absolute.

DIG Argungu rtd also said the Secretary to the Commission,  the Director Legal Services  and the Director Finance and Accounts should put a mechanism in place to find out the remote and immediate causes of these problems .

In his presentation, the Director, Legal Services, Bar. Dada traced the persisting problem of garnishee proceedings against the Commission to the inability of the Commission to mobilize its lawyers  to put up appearances for its cases  which normally result to judgment passed against it. According to him “If cases are effectively attended to and appearances made, then no judgment  will be against the Commission “.

He noted that in view of the fact that the Commission  has not been able to resolve its funding problem, the Legal Department  entered into Public-private partnership  (PPP) with private legal firms who “are willing to handle the cases pro-bono (free)”.

Bar. Dada said that for a permanent solution, there should be an inter Agency Cooperation where  the Commission,  the Central Bank of Nigeria and the Attorney General of the Federation  will need to meet and discuss this issue  and work out the modalities to liquidate this debt which are orders from Court.

He also recommended the introduction of its disciplinary power on any Police Officer  who is the subject of the litigation  and who caused its account  to be garnished by implementing of Public Service Rule 030414. He said the Alternative  Dispute Resolution should also be adopted since various High Court Rules have made provisions for that.

The Director also suggested the need to liaise with the National Youth Service Corps  (NYSC) for the deployment  of Corps Members  who have been called to Bar to the Legal Department  of the Commission .

The next in the series of the Arena of Knowlege lectures holds on Wednesday July 27th, 2024 and this will look into Leakages of classified documents/Information  and the consequences. It will be followed a week later by another lecture on the serious issues of cyber crime since 2015.

“Your Action Insensitive, Punitive, Anti-People” – PDP Knocks Gov Otti Over Reversal Of Civil Servants Promotions Years After

Alex Otti - Abia State Governor
Governor Alex Otti of Abia State

By Suleiman Anyalewechi

The Abia State Chapter of the Peoples Democratic Party, PDP, has accused Governor Alex Otti of embarking on a mission to destroy the fabrics of the State Civil Service.

The Party’s alarm is coming on the heels of the reversal of all Command promotion exercises carried out within the Civil Service in the last eight years by the Abia state Government.

A circular from the office of the Head of Service HoS, Ngozi Obioma, on Tuesday July 9, 2024, directed all beneficiaries of Command promotions  between 2015 and 2023 to revert to status quo.

The circular cited the need to restore normalcy to the system as a major reason.

But the PDP has insisted that the move is in bad taste, anti-people and against the ethos of public service.

In a statement issued on Wednesday  July 10, 2024, by its spokesperson Abraham Amah, and made available to The Source, the PDP expressed concern that since mounting the saddle a year ago, the Labour Party, LP-led administration in the State has cultivated the penchant for not following due process in dealing with matters affecting the State Civil Service.

“A few days after he assumed office as the Governor of Abia State, Dr Alex Otti, summarily suspended all the Permanent Secretaries in the Civil Service without due process, and later sacked them without recourse to the provisions of the Abia Civil Service rules .

“A few weeks into his Governorship, Dr Alex Otti, sacked all Civil Servants who had served as Directors for upwards of eight years, even when they were not due for retirement.

“He sacked more than 15,000 Abia Civil Servants without following due process and Civil Service rules and subjected the remaining ones to endless verifications with many owed Salaries in the last 13 months that he has been the Governor.

The issue of salary payment has become an existential threat to Abia workers even in the face of increased earnings by the State from the Federation Allocation Account Committee, FAAC.

Presently, two labour unions – the Academic Staff Union Universities ASUU Abia state University branch and the organized labour comprising the NLC ,and TUC both of Abia state branch are spoiling for war with Dr Alex Otti, on account of unpaid salaries in his 13 month tenure and his refusal  to pay the N35,000 wage award approved by the Federal Government” Amah stated.

The Abia PDP said for the Abia Government to reverse the Command promotions that were carried out lawfully ,amounts to a pathetic anathema ,which speaks to the continuous destruction of Abia state governance structure by the Governor.

“This reflects his undying hatred for the PDP ,especially the immediate past Government . Incidentally ,he has failed to learn ,and this is made manifest in the embarrassing mistakes he has made in Government which he has surreptitiously tried in to cover up by bringing back the sacked civil servants as consultants .

“The Abia PDP considers it insensitive that Dr Alex Otti, will reverse the promotion and order  civil servants to return to  prior levels including the reversal of their salary grades ,in the face of excruciating hardship, soaring inflation, an economic downturn and rising food prices .

“Couldn’t the Government have devised another method of implementing this policy going forward than reversing the promotions and salaries that workers have built in the last eight years ?.” the PDP queried .

The Party has, therefore, called on the Governor to apply a humane approach on his dealings with not just civil service matters ,but all other issues that concern the citizenry.

The Party, however, urged  civil servants to continue to engage peacefully and meaningfully with the system for the reversal of all  punitive and anti people policies.

Edo 2024: Government Lashes APC, Says Party Insensitive To Masses Plight, Peddling Lies

0
Chris Osa Nehikhare

By Akinwale Kasali

Chris Nehikhare, Edo State Commissioner for Communication and Orientation, has stated that the All Progressives Congress, APC, in the State is insensitive to the plight of the people.

Nehikhare who spoke on behalf of the Edo State Government said there has been gross mismanagement of the economy by the APC government at the centre in the last nine years.

It added that APC at the center and in the State has focused on spreading lies and propaganda to hoodwink the people of the State and bamboozle the electorate.

Speaking at a Press Conference,  Nehikhare said that despite the devastation caused by the APC Government, the party and its members in the State have buried their heads in the sand and continued to gush out lies and propaganda to dampen the people’s desire to break free from the stranglehold by which the APC has shackled them for the past nine years.

He noted that it was such a show of shame to see the party sitting before pressmen waving worthless pieces of paper as evidence for non-existent fraud allegations against a State Government that has enthroned transparency and accountability in the cause of the administration of the State’s resources.

The Commissioner stated, “It has become imperative for us as representatives of our people in the State Government to draw the attention of the authorities and the members of the public to the plight of the Edo people and by extension the Nigerian people.

“Despite our best efforts to mitigate the suffering that Edo people and Nigerians have been plunged into by the APC Government through the increase in minimum wage, free WiFi in different parts of the State, free transport scheme that have benefited over six million Edo residents since its launch in September 2023, food palliative to millions of Edo people, free registration for pensioners into the State’s health Insurance Scheme, among others, we want to restate that the people are still going through untold hardship and this is as a result of the gross mismanagement of the economy by the APC as a government at the centre in the last nine years.

“It is on record how the haphazard withdrawal of subsidy by the APC Government on May 29, 2023, tossed the economy into chaos and pushed our people to the brink of starvation.

“Also, it is well noted by Nigerians how the poorly thought-through policy to unify the exchange blew our currency out of the waters, making it almost worthless, negatively impacting inflation and the general economic landscape. “As if that is not enough, they have continuously stifled business growth in the country, increasing taxes and doubling the burdens on small businesses. The nation is slowly descending back into terrorism with the rise of suicide bombings, among others.”

Nehikhare continued: “On the back of these devastation that have been caused by the APC Government, the Party in Edo State seems to be surprisingly oblivious of this terrible situation. Just like the ostrich, they have buried their heads in the sand and have continued to gush out lies and propaganda hoping to hoodwink our people and dampen their desire to break free from the stranglehold by which the APC has shackled them for the past nine years.

“It is such a show of shame to see them sit before pressmen waving worthless pieces of paper as evidence for non-existent fraud allegations against a State Government that has enthroned transparency and accountability in the cause of the administration of the State’s resources.

“As a party whose foundation was built on a web of lies and deceit, there is no gainsaying, the same way they manufactured this worthless paper is the same way they manufactured the court papers that they used in misinforming and misleading the Edo people on the candidacy of the PDP candidate; it is the same manner in which they manufactured the crisis with the palace, all in a desperate effort to hoodwink the people and reawaken their completely comatose party in Edo State.”

By Suleiman Anyalewechi

Street trading and other road side business activities are still going on in many parts of Aba ,the commercial hub of Abia state, despise  commencement of the no-street-trading order imposed by  State authorities.

Most of the road side business operators appear not to be perturbed, amidst the beginning of the enforcement of the ban order by the State’s Harmonized Taskforce since Tuesday July 2 2024.

This is even as the President General of the Abia State Almagamated Traders Association, ASMATA ,Sir Alphonsus Udeigbo has called on the traders and other residents to imbibe the culture of adhering to lawful orders of the Government.

The Source reports that for most street traders and business actors, particularly at the Ngwa/Mosque/Old Court roads ,St Michaels,Ehi ,Osisioma junction, Enugu/PortHarcourt Expressway junction by Ariaria International Market and its environs, it is business as usual.

Findings have revealed that street trading, massive displaying of wares on public facilities especially drainages and roads is still heavily going on.

The over three- thousand street traders who have over the years colonized the mosque-Etchie- Old Court roads ,constituting nuisance at the entrance gate of the Abia State College of Health Sciences and Management Technology Aba have continued to carry on undeterred.

However, the enforcement taskforce has so far recorded successes at places like main park ,Old Port Harcourt road by Eziukwu road junction,Abayi,  Afule and Umungasi markets junction .

Defaulters’ wares were confiscated in all the cleared areas by the taskforce team,.

Although the Abia State  Harmonized Taskforce Chairman who is also the state Commissioner for Local Government Affairs and Chieftaincy Matters, Prince Uzo Nwachukwu, was not available for comments as at the time of reporting, a taskforce team member told this Magazine that they are all out to enforce the no street trading order.

He assured that the taskforce will soon reach to all the identified street trading spots.

“What we are doing is not just to clear the areas concerned . Anywhere we clear, we put machineries in place to ensure that those cleared do not find space to come back .

“I can assure that every corner of the State that illegal and street business activities are going on will be reached .

“We are warning those involved in street trading to leave before we get to them, because there will be dare consequences for defaulters . let them not think that the  present operation is going to be like others in the past” the taskforce member stated.

In an interview with The Source on Tuesday, July 10, Chief Udeigbo reiterated his earlier call for street traders to relocate to the markets as there are more than enough shops for them.

“You see the problem is that even most of the them operating on the streets have shops inside the markets. But they will leave them and come to the roads, thereby endangering their lives and constituting nuisance to road users.

“My advice is that we Abia residents should learn to be obeying simple lawful orders.”

Sir Udeigbo who is also the Chairman of the Eziukwu Road Market Aba and the Chairman of all Chairmen of Aba markets applauded Government’s decision to ride the state of street trading.

He called on the enforcement taskforce not to succumb to blackmail and or distraction in carrying out their duties.

He, also, appealed to the State Government not to relent in its efforts to transform Abia major cities.
